School Board President is a ‘Student of Politics’
Krekorian plans to run for 43rd District Assembly seat

Paul Krekorian has always wanted to serve in public office and help the
community.
Krekorian, president of the Burbank Unified School District Board, was
inspired by his father, who was a marine.
“[My father], more than anybody, helped plant the inspiration that
government can be a tool for good accomplishments,” Krekorian said.
Krekorian said his father, who fought in World War II, taught him that it is
the responsibility of every citizen to do his or her part in trying to make
things better.
“Once he set me on that path, it has always been a life mission to try and
help the public in any way I can” he said. “It’s been my passion and my
hobby since then; I’ve been fascinated by the process of government.”
A political science major, Krekorian said he has considered himself a
student of politics for the past 30 years.
His learning path led him in 2002 to become the first Armenian American ever
to hold an elected position in Burbank when he won the School Board
presidency.
Krekorian said running for office made him more in tune with the needs of
the community.
“That’s one of the greatest things about the power of the government
process; people who govern interact with people and this forces them to
become knowledgeable,” Krekorian said. The knowledge gained, in turn, can be
used to shape policies addressing community issues, he added.
There were also lessons learned in defeat. In 2000, Krekorian ran for the
43rd District Assembly seat and lost by only 3,000 votes. He will give it a
second try in 2006, and many believe he will be a strong contender, with
Burbank Mayor Jef Vander Borght, Glendale Mayor Rafi Manoukian and Glendale
Council members Bob Yousefian, Ara Najarian and Dave Weaver supporting him.
Manoukian recently hosted a fundraiser at his residence for Krekorian’s
campaign.
“I think he has strong moral character and strong integrity,” said Glendale
City Clerk Ardashes “Ardy” Kassakhian, who was also at the fundraiser.
Kassakhian got to know Krekorian when he joined his campaign team in 2000.
“He has a vast knowledge and most amazing understanding of policy and
politics.”
“I think [Krekorian] is well prepared and capable,” Burbank Mayor Vander
Borght said. “He is best at solving problems; he’ll be what they need in
Sacramento.”
For Krekorian, serving as school board president has opened his eyes to a
big problem facing the state. He said his biggest focus in the next election
would be education, since it can have a big effect on the future of the
state.
“I think that for many years the state has not sufficiently devoted itself
to providing a first-rate public education system,” he said. “We largely
neglected our schools, increasingly over the years.”
If elected to the 43rd District, Krekorian said he would also like to be one
of the “guiding forces” in preserving the California environment because he
considers the state “a national and international treasure.”
As School Board president he has addressed environmental concerns in the
modernization of schools. He recently led the move to adopt one of the
strictest environmental standards in the state.
“We have changed the mindset of the district in terms of energy conservation
which has environmental benefits and financial benefits,” he said.
Krekorian has also been in the forefront of promoting the recognition of the
Armenian Genocide, the issue of which is close to his heart.
His great grandmother’s brother was murdered by Ottoman Turks in the 1880s.
In the 1890s, a series of massacres forced Krekorian’s great grandmother’s
family to leave their village and sought refuge in the United States. Some
15 to 20 years later, the whole village was wiped out.
“Had they not left, they all would have been killed,” Krekorian said.
The recognition of the Genocide, protection of the environment and promotion
of equitable and quality education are just some of the issues that
Krekorian will continue to address as a public servant.

RA PRIME MINISTER’S SPEECH AT 60TH SESSION OF UN GENERAL ASSEMBLY
ENVISAGED ON SEPTEMBER 16

NEW YORK, SEPTEMBER 14, NOYAN TAPAN – ARMENIANS TODAY. A high-level
plenary meeting of the 60th session of the United Nations General
Assembly started in New York on September 14. More than 170 heads of
states and governments, including Andranik Margarian, the Prime
Minister of the Republic of Armenia, participate in the summit of this
authoritative organization. RA Prime Minister arrived in New York on
September 12.
As Noyan Tapan was informed by the Government’s Information and Public
Relations Department, at this jubilee session of the UN General
Assembly, which is chaired by Jan Eliason, the former Permanent
Representative of Sweden at the UN, such themes as anti-terrorism
struggle, the world and security, protection of the human rights,
Millennium Challenges, issues connected with the international right,
necessity of reforms of the UN governance system, issues of education,
accessibility of health care, poverty, atomic energy, refugees,
problems of women and children, issues of climate change and
environment, drinking water and other issues the world community is
anxious about are envisaged to be discussed. Before the opening of the
session, the delegates discussed for a rather long time the draft
document of the three-day summing up summit to be presented to the
participants, that’s why the opening was held a few hours later than
it was envisaged. RA Prime Minister’s speech is also envisaged at the
UN session on September 16.

Today the delegation with the Defense Minister, Secretary of the
National Security Council attached to the RA President Serge Sargsyan
left for the Russian Federation to participate in the final phase of
the military trainings “Military Cooperation-2005” which will take
place on August 30.
The Military detachment of 42 Armenian soldiers will participate in the
joint event organized by the Defense Ministries of the CIS countries.

European bodies hail Armenian draft constitutional reforms

[Presenter] The adoption of a new constitution will facilitate
Armenian’s integration into Europe. The draft constitutional amendments
submitted by the ruling coalition of Armenia contain readable
improvements. However, opposition’s decision to refuse participating
in the discussion of the constitutional amendments means that the
opposition sends the ball to its own gate, representatives of European
international organizations today told a joint press conference to
express their satisfaction with the constitutional reforms.
The success of the process will demonstrate the Armenia’s maturity
in the political field. The opposition has to show that it is ready
to make concessions, the representatives of the EU, the Council of
Europe and the OSCE said.
[Correspondent, over video of press conference] The draft
constitutional amendments submitted by the Armenian authorities
contain readable improvements in the constitution and is a good basis
for guaranteeing the activity of democratic institutions in Armenia.
All organizations representing the European community in Armenia agree
with the [Council of Europe’s] Venice Commission’s positive assessment.
The offices of the EU, the Council of Europe and the OSCE in Yerevan
as well as the embassies of the USA and Britain, which is the holder
of the EU presidency, held the joint press conference in order to
express their satisfaction with the constitutional reforms.
The special representative of the Council of Europe secretary-general
in Armenia, Bojana Urumova, on behalf of the Council of Europe thanked
the Armenian authorities and experts who had worked to ensure this
success with regard to the constitutional reforms.

assessment, the Venice Commission, has noted the good will of the
Armenian authorities for speeding up the process of the constitutional
amendments and expected that this draft would be adopted in the second
reading [in the parliament] without serious changes. Another task is
to organize a campaign which will ensure the success of a referendum
in November. The adoption of a new constitution will facilitate
Armenian’s integration into Europe.
[Correspondent] We agree with the Venice Commission’s conclusion,
the British ambassador to Armenia, Thorda Abbott-Watt, said. She is
representing the EU in Armenia.

am representing other EU countries as well because of Britain’s
presidency in the EU. My counterparts from these countries are here
today. I welcome the Venice Commission’s positive assessment of the
draft constitutional amendments. This draft would bring Armenia closer
to democratic values and facilitate Armenia’s integration into Europe.
[Correspondent] As a result of the work done, a reformed constitution
was presented, the head of the OSCE mission in Yerevan, Vladimir
Pryakhin, said.

amendments which are one of Armenia’s commitments to the international
organizations will serve the interests of the Armenian public. I thank
authors for its work. This constitution will be better for Armenia.
[Correspondent] Although the USA is not a member of the Council of
Europe, we have been supporting the democratic processes in Armenia
for a long time, the US deputy ambassador to Armenia, Anthony Godfrey,
stressed.

constitution will be endorsed at a referendum in November. We hail
Armenia’s progress towards democratic and constitutional reforms. But
the process has not been completed, and we sure that the Armenian
government will do its best to initiate active discussions. We also
expect constructive discussions at the Armenian National Assembly
due in October.

Protest against Turkey’s EU bid take place in Prague and Vilnius

YEREVAN (YERKIR) – A demonstration against Turkey’s entry to the
European Union was staged in Prague today by the Voice for Europe
international civic initiative, Armenpress reported.
A similar demonstration was staged in the Lithuanian capital, Vilnius,
on Thursday. The demonstrators carried posters reading “Lithuanians
are against Turkey’s joining the EU.”
Since May, the Voice for Europe has been collecting signatures for a
petition against Turkey’s EU entry in several European Union
countries, including the Czech Republic.
So far, about 30,000 people have signed the petition, including 11,000
from the Czech Republic.

RA PRESIDENT: THE ARMENIAN SIDE IS INTERESTED IN THE COOPERATION WITH
IAEA
YEREVAN, July 28. /ARKA/. The Armenian side is interested in the
cooperation with IAEA, as RA President Robert Kocharyan stated at the
meeting with the General Director of IAEA Muhammad Al Baradey,
according to the RA President’s Press Service Department. According
to the press release, Kocharyan touched upon the issues of security
of the Armenian Atomic Power Plant (APP). Kocharyan noted that the
issue of increasing the security level of the plant is in the center
of attention. According to him, APP is under control of the Atomic
Energy Security Council at RA President, in the work of which
specialists from various countries of the world are involved.
The sides exchanges opinions on the perspectives of the development
of the energy sphere of Armenia and the possibilities of using
alternative sources of energy. According to RA President, the process
of implementation of strategic programs in the area of energy has

IAEA director general to appraise prospects of Armenian nuclear power
plant

YEREVAN, July 27 (RIA Novosti, Gamlet Matevosyan) – Director General
of the International Atomic Energy Agency (IAEA) Mohamed ElBaradei
arrived in Yerevan, the Armenian capital, Wednesday.
The Armenian Foreign Ministry said he was scheduled to meet with
Armenian leaders and visit Armenia’s nuclear power plant. The plant
was put into commission in 1980 and closed in March 1989 for
political reasons. The plant was reopened in November 1995 following
the power crisis in the independent republic.
The plant’s second unit has a first generation Russian reactor and
produces 30%-40% of the country’s power. Experts say the plant can
function until 2016.
In September 2003, the plant came under the trust management of INTER
RAO UES, a subsidiary of Rosenergoatom and Russia’s RAO UES
electricity monopoly.
The European Union has insisted on the plant’s conservation and is
ready to allocate 100 million euros for this purpose. However,
Armenian experts say that some 1 billion euros are needed to create
alternative energy sources in Armenia.

TURKISH & CYPRIOT TEAMS CLASH IN NICOSIA TONIGHT
Gibrahayer 27 July, 2005 – Refugee Football Club Anorthosis of Turkish
occupied Famagusta, face Turkish titans Trabzon Sport tonight at GSP Stadium
in Nicosia. The match will be shown live on LTV. All tickets – to this
fire-filled encounter – have been sold out. Both teams have declared that
they view the match as a sports event.
It seems that Turkey’s much dreaded recognition of the Republic of
Cyprus has taken another blow through sport. The Turkish football team
arrived to Cyprus using the Interna tional airport of Larnaca.
The Technical director of Trabzon Sport Senol Gunes accused Turkish
authorities of not assisting them in getting to Cyprus, because Turkey does
not recognise the Republic of Cyprus. “We will go to Cyprus even if it mean
going through Africa or the Far East” Gunes said and added that “he was
certain that if his team was successful in getting to Cyprus, they would
qualify to the next round.”
The Turkish team arrived in Cyprus on Sunday using the legitimate
entry point of Larnaca International Airport and held their first practice
at GSP Stadium at 8:00 pm on Monday night.
This is the first time Turkish and Cypriot teams are facing each
other in football.
VENEZUELA PARLIAMENT ADOPTS GENOCIDE RESOLUTION
CARACAS, JULY 21, NOYAN TAPAN – ARMENIANS TODAY. The Parliament of
Venezuela has adopted a resolution that recognizes the Armenian genocide and
asks the European Union (EU) to place preconditions on Turkey’s EU bid,
“Yerkir” () reported.
Adopted on July 14, the resolution was introduced by Parliament Member
Victor Hugo Morales and attorney Janet Madris. Venezuela’s Armenians have
worked for years to have their country officially recognize and denounce the
genocide of fellow Armenians by Turkey’s Ottoman govern ment. With Turkey’s
recent aspirations toward Europe, however, the resolution also appeals to
the EU to “postpone Turkey’s membership bid until its also recognizes the
1915 genocide of 1.5 million Armenians.”
ATHENS RETALIATES ON AZERI FLIGHTS TO TRNC
The New Anatolian / Athens TNA, 25 July 2005. Athens decided on Thursday to
open offices of a Greek telecommunications company in both Armenia and
Nagorno-Karabakh in retaliation for Azerbaijan’s recent decision to begin
direct flights to the Turkish Republic of Northern Cyprus (TRNC).
Athens announced that Intracom, one of the largest telecommunications
company operating in Greece, will open offices in Armenia (a state with
which Turkey has no official diplomatic relations) and in Nagorno-Karabakh
(an Azerbaijani region occupied by Armenia).
Intracom will establish a joint venture with th e Armenian
telecommunications company Vivacell in an agreement expected to be signed
next Tuesday. Intracom will invest 22.8 million euros in Vivacell. The Greek
company is expected to open its office in Yerevan before September and is
expected to open the office in Nagorno-Karabakh before October.
This is considered to be a retaliatory response to Azerbaijan’s
decision to begin direct flights to the TRNC at the end of this month, in a
first step towards ending the isolation of the TRNC.
Test flight set for next week
Azerbaijan announced last week that it will begin direct flights between its
capital Baku and Nicosia in the TRNC on July 31, and a test flight is set
for next Wednesday, July 27.
Added to the start of direct flights between Baku and Nicosia, as part
of Azerbaijan’s efforts to help to end the TRNC’s isolation, an eight-member
Azerbaijani parliamentary delegation arrived in the TRNC to participate in
the Peace and Independence Day celebrations on Wednesday. An Azerbaijani
business delegation was scheduled to arrive in the TRNC on Friday to explore
avenues of cooperation, especially in the trade, tourism and industry
sectors.
Greek Cypriots protest direct flights
The Greek Cypriots expressed their concerns about the start of direct
flights to the TRNC during a European Union Permanent Representatives
Committee (COREPER) meeting last week, claiming that such flights are a
violation of the sovereignty of an EU member state.

ARMENIAN MUSIC By Arek Dakessian in Beirut
Armenian Music is the new section in Gibrahayer, dedicated to bringing
Armenian Music closer to Armenians, shedding light on the Armenian music
scene, Armenian history in music, how all this has affected the Armenian
Question and to try to realize the full potential of our music, which is a
significant aspect in our culture.
Armenian Rock – the sixties
On a parallel line to the Arakyalner, another trend was also emerging
in Armenian Rock. In Soviet Russia there was Vladimir Visotsky, alongside
Bulat Okudjava. Okudjava sang simple and touching tunes, Visotsky’s
melodies, however, it had hidden political lyrics ridiculing the system…
Kind of like the Bob Dylan of the America’s, these were called bards,
normally poets, philosophers, writers and so on who also sang. Our Armenia
had it’s own bards, a stand-out figure in these bards is Roupen Hakhverdian,
whose Yerevanian love tunes accompanied by his acoustic guitar became very
popular. Hakhverdian’s repertoire ranged from songs he made for a cartoon
series (“Found Dream”) by R. Sahakian about a little girl walking into
paintings on the wall…to raw political songs like “My Dove”, and “Autumn
of our Love” that raised quite a few eyebrows in the Soviet censure. Still,
Roupen’s songs were more love songs rather than political ones, and his
music was left relatively unscathed.
Dear readers, the decade of the nineteen sixty was the decade where the
womb of Armenian music was dialated nine centimeters wide and babies came
out, Arakyalner and Roupen Hakhverdian are only the most famous. Arakyalners
memories are still in the hearts and minds of Armenians over the age of
forty who were in Armenia at the time, or had friends there, and the
teenagers who were attracted by the rebirth of Arakyalner in the late 80’s
early 90’s. And Roupen, now in his sixties, is still as famous as ever, but
more emotional than before… I saw him cry on Ho1 during an interview about
Armenia…
A small analogy perhaps to clear my head: Roupen is to the Armenian as
what Bob Dylan was to the American, and what Brel was to the French
(Roupig’s preferred analogy). Arakyalner are to the Armenian as what John
Lennon was to the American.
1965 was the 50th anniversary of the Armenian Genocide, this was the
turning point of Armenian thought, as we came around to remembering the
Genocide as not only a sad part of our history, but a part that we should
retain, this resulted in the first demonstration in Soviet history, as we
broke the glasses of the Opera House. I think it is thus self-explanatory
that the genius of Roupen and Arakyalner was born in the framework of 1965.
If we look at this on an international scale, the French youth brought down
their government, the American youth started anti-Vietnam-campaigns, and the
Diaspora resonated the events in Armenia through a change of national
mindset.

On Bruises, Beauties, and Makeup

¢Turkey’s modernization went hand in hand with the transformation from a
multi ethnic, multilingual, multi faith empire to a supposedly homogeneous
Turkish nation-state. This process is replete with traumas, losses, and
painful memories many of which have been somehow erased from our collective
memory.
¢In many families tod ay there are old women who remember the atrocities
committed against the Armenians in the past, I think it is especially
valuable to bring out that accumulation of knowledge.
¢My presentation at the Conference in Istanbul was going to be on Zabel
Yeseyan. I am fascinated by her life and work, and I think it is a pity that
today Turkish intellectuals do not know anything about her.
Says Elif Shafak in this interview, “‘The bruises and the make-up’ is a
metaphor I use in order to better depict Turkish modernists’ obsession with
‘our image in the eyes of the Western world.’ The elite likes to prove to
the Westerners how Westernized, modernized we Turks are. Yet when it comes
to critically reading the past, the same elite is indifferent, if not
ignorant.”
It is this indifference and ignorance that Shafak, whom “The
Economist” considers to be “well set to challenge Mr. (Orhan) Pamuk as
Turkey’s foremost contemporary novelist,” tries to confront. She does not
believe in deceitful “outward appearances” and suggests that Turkey
wash away the makeup “to see both the beauties and the bruises underneath.”

Vaughan’s film is the first to blow the whistle in a stunningly
beautiful and profoundly moving way, telling a story without a single word
spoken, with consummate painterly images that penetrate the mind, with a
hauntingly perfect sound track that chills the bones¦
Vaughan is the son of Professor Pilikian, has an MA in Classics from
Cambridge University, M. Phil in Sanskrit from Oxford University, and was a
Fellow at Harvard University for two years where he studied the Arts ` film,
painting etc. He is half-American ` his late mother being the young
American playwright Gail Rademacher.
Vaughan is also a distinguished poet, with a deeply philosophical
semi-prophetic sequence to his credit, titled At Eclipse, published by
Unruowe, London, 2001. It tells of an imaginary and imaginative sinking of
a ship memorably referred to as The Ice Nautilus ` in a complex
multi-layered symbolism representing the Ship of State, or any doomed
Society at large suffering from terminal pollution and genocidal barbarism.

¢Azad Azerbaycan TV in Baku reports that a soldier of a military unit in
Beylaqan [District], Rafael Cafarov, was killed as a result of the Armenian
violation of the cease-fire.
¢Over 4000 Armenians participated in a three-day pilgrimage in St. Tadιe
Monastery in Iran that was held on July 7-9 under the patronage of the
Catholicosate of Cilicia and the supervision of the primate of the Diocese,

ruined the start-up.
¢Georgian police announced the arrest of a 27-year-old Armenian on July 20
suspected of throwing a live hand grenade towards President George Bush
during a visit to the former Soviet republic in May. Vladimir Arutyunian was
captured following a shootout that claimed the life of a senior police
officer who specialized in counterintelligence. The final stage of
Arutyunian’s capture was broadcast live on Georgia’s main television channel
s. Gibrahayer subscribers in Tbilisi have informed us that he has been
charged with premeditated murder.
¢The Turkish government is trying to obstruct the opening of a section in a
genocide museum that is due to open in Oslo, Norway, Armenpress reported,

of match-fixing allegations for a match played at Gstaad on July 4. Sargsian

of up to $6.50. Davydenko cited a wrist injury for the retirement. One
Europe-based bookmaker became suspect when a 4000 euro bet was placed on
Sargsian just five minutes before the match. It is believed the bookmaker
traced the IP address of the betting account to the official player hotel in
Gstaad.

This month and next, Earth is catching up with Mars in an encounter
that will culminate in the closest approach between the two planets in
recorded history. The next time Mars may come this close is in 2287. Due to
the way Jupiter’s gravity tugs on Mars and perturbs its orbit, astronomers
can only be certain that Mars has not come this close to Earth in the last
5,000 years, but it may be as long as 60,000 years before it happens again.
The encounter will culminate on August 27th when Mars comes to within
34,649,589 miles of Earth and will be (next to the moon) the brightest
object in the night sky. It will attain a magnitude of -2.9 and will appear
25.11 arc seconds wide. At a modest 75-power magnification.
Mars will look as large as the full moon to the naked eye. Mars will
be easy to spot. At the beginning of August it will rise in the east at
10p.m. and reach its azimuth at about 3 a.m. By the end of August when the
two planets are closest, Mars will rise at nightfall and reach its highest
point in the sky at 12:30a.m. That’s pretty convenient to see something that
no human being has seen in recorded history. So, mark your calendar at the
beginning of August to see Mars grow progressively brighter and brighter
throughout the month.

a final poster production.

ATTEMPT OF SMUGGLING BY CITIZEN OF TURKEY PREVENTED
YEREVAN, JUNE 17, NOYAN TAPAN. As a result of operative-intelligence
measures carried out by RA National Security Service bodies on
June 17 in Zvartnots airport a large batch of literature of 17-20
centuries representing high historic and cultural value (including
books on traditional Armenian parties published in 19-20 centuries)
was revealed in the luggage of citizen of Turkey Yektan Turkilmaz,
passenger of Yerevan-Istanbul flight. It was confiscated. Yektan
Turkilmaz made an attempt to export the literature from RA concealing
it from customs control. As Noyan Tapan was informed by the Press
Service of RA National Security Service, a criminal case was instituted
on the fact, the preliminary investigation is carried out by the
Investigation Department of National Security Service.
