The crime committed against Armenian officer Gurgen Margaryan in Budapest, in 2004, was Azerbaijani President Ilham Aliyev’s first message to the world what policy he is going to run and what are his plans, Marina Grigoryan – Ordinary Genocide project manager, told a press conference in ARMENPRESS.

“That crime proved that Aliyev’s plan was to make Armenophobia a state policy of Azerbaijan. All actions which took place shortly after this incident, such as the trial of Ramil Safarov who killed Margaryan with an axe, his extradition, as well as the ongoing actions show that Aliyev is consistently carrying out that policy”, she said.

Grigoryan said that crime has been organized at the state level and was Aliyev’s state order to Ramil Safarov. “This was proved in the first days when Safarov gave his first testimony.

“He said everything very frankly, and the other Azerbaijani participant Anar Aliyev has confirmed what he said. After the incident Safarov told his partner to go to Baku and state that he has done what he had to do. This exists in the official document, as well as in the materials of the judicial case”, she said.

Grigoryan said Azerbaijan is responsible for the murder of Gurgen Margaryan.

Lawyer Nazeli Vardanyan said the interference at the state level during that years, the opening of embassy in Hungary, the influence on expertise, releasing Safarov after extradition was a planned operation.

“It’s obvious that there is a state order here. When you examine Safarov’s activity, you see that he has been a prospective officer. He has graduated from a college in Baku, continued studies in Turkey, participated in the military drills in Northern Cyprus and was sent to Hungary to learn English”, she said.

15 years have passed since the murder of Armenian officer Gurgen Margaryan, who was brutally killed by Azerbaijani criminal Ramil Safarov.

On January 11, 2004, Gurgen Margaryan left for Budapest, Hungary, to participate in a three-month English language course which was part of NATO’s Partnership for Peace program. On February 19 he was axed, while asleep, by his fellow Azerbaijani participant, Lieutenant Ramil Safarov. The murder took place at 5 am, while the victim was asleep.

Safarov, who was sentenced to life imprisonment, was transferred back to his home country on August 31, 2012 under an extradition agreement. Although Azerbaijan formally pledged that the life sentence handed down to him in Hungary would be directly continued when he was returned to his homeland, the Azerbaijani president granted him a pardon and formally recognized him as a “national hero” upon his arrival.

YEREVAN, FEBRUARY 6, ARMENPRESS. The government has introduced Armenia’s foreign policy priorities in its draft Action Plan released today, reports Armenpress.

According to the draft, the Armenian government, while conducting a foreign policy, is guided by the collective interests of Armenia and its people.

The government’s foreign policy aims at preserving Armenia’s sovereignty, ensuring the security of Armenia and Artsakh, raising Armenia’s international reputation, constantly developing the mutually beneficial and equal relations with all states, increasing Armenia’s engagement in international and regional processes, deepening the cooperation in bilateral and multilateral formats, sustainable development of Armenia and the modernization of the economy, ensuring access to new markets and attracting new foreign investments to Armenia and Artsakh.

The principled priorities of the government’s foreign policy are ensuring international and regional security and the peaceful settlement of conflicts, international and regional cooperation aimed at sustainable development, protection of human rights and fundamental freedoms, strengthening of democracy and prevention of crimes against humanity.

The draft says in the foreign policy field the government will towards settling the Nagorno Karabakh conflict exclusively peacefully within the OSCE Minsk Group Co-Chairmanship format, which must be based on the fundamental principles of the international law, in particular, the peoples’ right to equality and self-determination. Artsakh’s status and ensuring its security are Armenia’s top priorities in the negotiation process.

The government will also take actions to ensure the continuation of the international recognition and condemnation process of the Armenian Genocide. The recognition of this crime against humanity will lead to regional security, stability and solidarity between the peoples, as well as the prevention of crimes.

According to the draft, the government will actively work on ensuring Armenia’s active and initiating participation in the Eurasian Economic Union (EAEU) and the Collective Security Treaty Organization (CSTO) by contributing to further raising the effectiveness of these structures.

The government will develop the strategic-allied relations with Russia considering this goal as one of its key priorities. The Armenia-Russia relations are based on friendship, equality and the readiness to solve the issues with joint efforts. The government views Armenia’s strategic partnership with Russia as a key component on ensuring Armenia’s security system.

The draft states that the government will consistently develop the friendly partnership with the United States. The government is inclined to deepen the partnership with the US aimed at assisting Armenia’s development and reforms agenda and expanding the dialogue for regional stability.

The government will deepen the friendly relations and will expand the partnership with the European Union, its member states and other European countries.

It will also develop the unique and friendly ties with Iran and Georgia. The government is also inclined to develop the relations with China and the partner states of the Middle East.

YEREVAN, FEBRUARY 6, ARMENPRESS. Turkey was quick to respond to French President Emmanuel Macron’s recent announcement on France declaring April 24th to be a National Day of Armenian Genocide Commemoration.

Being committed to the infamous denial policy, Turkish presidential spokesman Ibrahim Kalin labeled Macron’s statement about the Armenian Genocide as “a political lie” and “strongly condemned” it, Anadolu reported. 

He even accused Macron in “trying to rescue himself by using historical events as political fodder”.

President Emmanuel Macron has said France will make April 24 “a national day of commemoration of the Armenian Genocide”.

Speaking to the Armenian community at a dinner organized by the Coordinating Council of Armenian Organisations of France (CCAF), Macron said: “France is, first and foremost, the country that knows how to look history in the face, which was among the first to denounce the killing of the Armenian people, which in 1915 named genocide for what it was, which in 2001 after a long struggle recognised it in law”, according to France24.

France “will in the next weeks make April 24 a national day of commemoration of the Armenian genocide,” he added.

Macron said he has informed Turkish President Recep Tayyip Erdogan about the decision to declare April 24th a National Day of Commemoration of the Armenian Genocide in advance.

“We have disagreements over the fight against the Islamic State, human rights and civil liberties in Turkey and on the genocide,” Macron said, according to Euronews.

YEREVAN, FEBRUARY 8, ARMENPRESS. The Armenian government approved its Action Plan during today’s extraordinary session, reports Armenpress.

It will submit the Action Plan to the Parliament as prescribed by law.

Deputy Prime Minister Mher Grigoryan said they have made editorial works, maximally developed the proposals and included in the draft.

“I think we have a good Action Plan, with right structure and principles. The tools of steps and digital figures in connection with the Action Plan will be reflected in sectoral programs over which we will start working after its the approval”, Grigoryan said.

The Action Plan was presented during the government’s February 6 session, but was not approved because new proposals were received.

According to the Constitution of Armenia, the Parliament approves the government’s Action Plan within seven days by the majority of votes of the total number of MPs.

Documentary on late photojournalist Ara Guler premieres in Tehran

The premiere of a documentary on world-renowned Turkish-Armenian photographer journalist Ara Guler was made in the Iranian capital Tehran on Febuary 3, ermenihaber reported. The film was produced by journalist Coskun Aral in memory of his 40-year friendship with Güler.

Within the scope of the project, titled “Ara Guler Universal,” an exhibition was opened at the Nabshi Cultural Center in Tehran. The documentary was shown in the same venue as part of the exhibition.
The documentary features the life story of Guler since his childhood as well as his relations with internationally-known artists and encounters of their life. In the documentary, with his unique style, Guler questions the meaning of life and tells the first excitements of his youth.

Following the premiere, Patrice Vallette, the creator of the Ara Guler Universal project, made a speech and said the documentary was very emotional and successful.

The Iranian-Armenian photojournalist Seyfullah Semendiyan said that Guler featured his own life in the documentary and such works were very rare. Aral said that they organized the premiere of the documentary in Tehran upon demands, and it would be screened in Turkey and other countries in the event of a demand, too.

11 Fined For Vote Buying In Yerevan

An Armenian court on Monday fined a former senior local government official and 
ten other people after convicting them of buying votes for the former ruling 
Republican Party of Armenia (HHK) in the 2017 municipal elections in Yerevan.
The criminal case stems from irregularities that were reported by the 
opposition Yelk alliance on eve of the May 2017 elections won by the HHK and 
its top candidate, Yerevan’s former Mayor Taron Markarian.
Yelk representatives found scandalous documents in a trash bin outside an HHK 
campaign office in the city’s Arabkir district. Most of them purportedly 
detailed vote buying operations by government loyalists, including sums of 
money and guidelines on how to buy votes.
Armenia’s Special Investigative Service (SIS) launched an inquiry but closed 
the criminal case in August 2017, citing a lack of evidence.
The SIS launched a fresh probe shortly after one of Yelk’s leaders, Nikol 
Pashinian, swept to power on a wave of mass protests that brought down 
Armenia’s HHK-led government in May 2018. It claimed to have found compelling 
evidence of vote buying in favor of the HHK.
According to the law-enforcement body, the illegal operation was led by Hrayr 
Antonian, the head of a department at Yerevan’s municipal administration, and 
Stepan Sahakian, the executive director of a supermarket chain owned by an 
HHK-linked businessman. Arabkir residents were allegedly paid 10,000 drams 
($21) each for pledging to vote for the HHK and Mayor Markarian. The latter 
resigned under government pressure in July.
The district court imposed the heaviest fines on Antonian and Sahakian. They 
will have to pay 2.5 million drams ($5,200) each.
Prosecutors demanded 3-year prison sentences for both men. It was not 
immediately clear whether they will appeal against the court verdict.
Daniel Ioannisian, a prominent civic activist, criticized the verdict as too 
lenient, saying that the defendants were part of a “criminal gang that aimed to 
steal power from the people of Yerevan.” “I hope that the prosecutors will 
appeal against this verdict,” Ioannisian told RFE/RL’s Armenian service.
Vote buying was widespread in just about every major election held in Armenia 
before last spring’s “velvet revolution.” The HHK, which is headed by former 
President Serzh Sarkisian, was accused by its opponents and media of heavily 
relying on the practice in the last parliamentary polls held in April 2017.
There were virtually no reports of vote buying in snap mayoral elections held 
in Yerevan in September and the December parliamentary elections.
Sarkisian ‘Questioned In 2008 Probe’

Former President Serzh Sarkisian has reportedly been questioned by 
Armenian-law-enforcement authorities as a witness in their ongoing 
investigation into the 2008 post-election violence in Yerevan.
According to the “Haykakan Zhamanak” daily and Hetq.am, the interrogation took 
place on Friday and lasted for about six hours. Both media outlets also said 
Sarkisian will be summoned for further questioning.
The Special Investigative Service (SIS), which is conducting the probe, did not 
deny or confirm the reports on Monday. “Haykakan Zhamanak” is run by Prime 
Minister Nikol Pashinian’s wife, Anna Hakobian.
The SIS has charged Sarkisian’s predecessor Robert Kocharian and three retired 
army generals with overthrowing the constitutional order in the wake of a 
disputed presidential election held in February 2008. The vote formalized the 
handover of power from Kocharian to Sarkisian, his preferred successor.
The main opposition presidential candidate, Levon Ter-Petrosian, rejected the 
official election results as fraudulent, staging nonstop demonstrations that 
were broken up on March 1-2, 2008. Eight protesters and two policemen were 
killed in vicious streets clashes in Yerevan on that night.
The SIS blamed the Ter-Petrosian-led opposition for the bloodshed until last 
spring’s “velvet revolution” which brought Pashinian to power. But it now says 
that Kocharian illegally used army units against the protesters in order to 
enforce the vote results.
Kocharian, who denies the accusations as politically motivated, was again 
arrested in December. Sarkisian’s Republican Party of Armenian strongly 
condemned the arrest, saying that Pashinian is exacting “personal revenge” 
against the man who ruled the county from 1998-2008.
Yerevan Confirms Purchase Of Russian Fighter Jets

Armenia’s Defense Ministry on Monday confirmed that it has purchased four 
multirole fighter jets from Russia and hinted at more such acquisitions in the 
future.
The ministry spokesman, Artsrun Hovannisian, insisted that the Sukhoi Su-30SM 
jets will significantly strengthen the Armenian armed forces. Getting hold of 
four of them is “not our final desire,” he told RFE/RL’s Armenian service.
Prime Minister Nikol Pashinian’s government showed a strong interest in 
acquiring such aircraft shortly after taking office in May last year. Defense 
Minister Davit Tonoyan said in December that Moscow and Yerevan are now close 
to signing a relevant contract.
Hovannisian said that the delivery of the four jets will mark the “initial 
phase of the contract.” “That such multirole, heavy and powerful fighter jets 
can change the military balance [in the Nagorno-Karabakh conflict] regardless 
of their number -- and four is not our final desire -- is obvious,” he said.
“In any case, even four [Su-30SM jets] can make a difference,” added the 
official.
The Armenian Air Force has had no fighter jets until now. It currently consists 
of 15 or so low-flying Su-25 jets designed for air-to-ground missions.
The Russian newspaper “Kommersant” reported on Friday that Yerevan will buy 
four Su-30SMs at internal Russian prices set well below international 
market-based levels and use a Russian loan to pay for them. It did not specify 
their total price.
Hovannisian refused to disclose the cost of the acquisition, saying that that 
is “classified information.”He also stressed that Armenia is eligible for major 
discounts in arms deals with Russia because of its membership in the 
Russian-led Collective Security Treaty Organization (CSTO).

Games of Round 8 at Gibraltar International Chess Festival 2019 were played on Tuesday where Armenia is represented by grandmasters Levon Aronian, Hrant Melkumyan and Elina Danielyan.

As the chess federation reports, Aronian drew with the leader of the tournament Vladislav Artemyev of Russia, while Melkumyan won his game. Scoring 6.5 points Aronian along with Maxim Vachier-Lagrave and Hikaru Nakamura are just half a point behind the trio of leaders.

Melkumyan has scored 5.5 points and is placed in the middle of the tournament table.

Mzia Paresishvili has reported on the bust of an ethnic Armenian fighter, who fought against Azerbaijan in Nagorno-Karabakh, which caused a sharp reaction in Azerbaijan. Paresishvili quotes the reactions by the sides, describing how the bust was opened in the village. The following is the text of Mzia Paresishvili’s report published on the website of Ekho Kavkaza, Radio Liberty/Radio Free Europe’s Russian-language Caucasus service on 25 January headlined “Bust of Mikhail Avagyan in Javakheti: Baku demanding explanations”; subheadings inserted editorially:

Ali Babayev, the chairman of the Congress of Azerbaijanis in Georgia, has described as a provocation the opening of a monument to a participant in Karabakh war [in Azerbaijan’s breakaway Nagorno-Karabakh], Mikhail Avagyan, in the Javakheti [region predominantly populated by ethnic Armenians]. The [opening] ceremony was held in the [ethnic] Armenian-populated village of Bughasheni of Akhalkalaki District. Baku has already sent a note of protest to Tbilisi.

Bust to Karabakh fighter erected in Georgian village

The bust of Mikhail Avagyan, a native of the Bughasheni village of Akhalkalaki District, that was renovated and erected in the village on 20 January has become notorious. The event in Bughashei, which has a population of about 500 people, coincided with the opening of a play area for children, the local Jnews Internet edition reported.

“Mikhail Avagyan was born in the village of Bughasheni. Having studied eight years in the village school, he continued his studies at the technical school in the town of Hrazdan in Armenia. Having served in the army, he attended the Interior Ministry school in Sverdlovsk [Russia] and then worked in Interior Ministry structures in Abkhazia. Then he moved to the village of Sarnaghbyur in Armenia [the village is in Nagorno-Karabakh], where he got married. When the war in Nagorno-Karabakh started, Mikhail Avagyan participated in military operations in Horadis [Horadiz], Xocali, Hadrut, and Fuzuli and was known under his soldier name Cobra. He spoke Azerbaijani, which helped him in reconnaissance activities. A sniper wounded him during the battles for the Horadiz bridge and he died on his way to hospital,” the author of the article [in Jnews], Kristine Marabyan, said in a brief biography of Avagyan.

Akhalkalaki Mayor Yurik Unanyan and Council Chairman Nairi Iritsyan attended the solemn event as well as members of the [Georgian] Parliament, Henzel Mkoyan and Samvel Manukyan of the [ruling] Georgian Dream [party], and Armenian Ambassador to Georgia Ruben Sadoyan.

Azerbaijan’s reaction

The Azerbaijani media have not failed to notice the opening of the bust. “A monument to the Xocali executioner erected in Georgia!” the Internet edition Media.az reported. It was also noted that the monument to the participant in the Karabakh war was erected on 20 January, day of national sorrow in Azerbaijan. Soviet troops were introduced in the Azerbaijani capital on that day in 1990. More than a hundred civilians were killed and 700 were wounded in clashes.

Georgian Ambassador to Azerbaijan Zurab Pataradze had to give explanations in this connection. He was summoned to the Azerbaijani Foreign Ministry and they demanded that he react immediately. Ali Babayev, the head of the Congress of Azerbaijanis in Georgia, urged today the Georgian government to do the same.

“Government agencies should carry out a serious investigation into this problem in order to find out, who allowed erecting this monument. I think that the government has nothing to do with this. This is a provocation against the government.”

Backstory

However, it became clear that there has been no permission. This bust was erected in Bughasheni back in the 1990s. However, there is a backstory that Maia Ivelashvili, the local correspondent of the Georgian service of Radio Liberty, has to tell. She said that various events are often held in Armenian villages of Samtskhe-Javakheti in winter. Local people call this period “return from virgin land”, which usually falls on January and February, when local people, who left for earnings, return to their native places and according to the tradition, make attempts to contribute to the improvement of their villages, repairing a school or road, or eternalising the memory of a fellow villager. Of course, this becomes a festive event.

“Gagik Avagyan, a relative of Mikhail Avagyan, did the same. He built a play area for children in the village and, as they say, renovated the damaged bust. The family of the deceased has not lived in Javakheti for quite some time now and Gagik Avagyan himself has lived in Ukraine for many years. He has a business there, but since he grew up in Bughasheni, he had the desire to help the village. All this was done on a voluntary basis, as MP Henzel Mkoyan told me. He flatly denied reports that Avagyan fought in Abkhazia against Georgia. At the same time, there is no one else, who could confirm that this information is true,” Maia Ivelashvili said.

She also said that MP Henzel Mkoyan regards the scandal that has erupted as a purposeful provocation. He attended the opening of Avagyan’s bust in 1997 and, as he said, there was no such agitation at that time. As regards the local officials, who attended the opening of the bust, they are justifying themselves, saying that local residents invited them to the opening of a park and the latter organised the event themselves.

“Council Chairman Nairi Iritsyan noted in a fit of anger that he did know that there was such a bust in the village, but he learned who it was devoted to only now, after the scandal,” Maia Ivelashvili noted.

Georgian Foreign Ministry urges ‘not to raise stir’

The Georgian Foreign Ministry made a statement, urging not to raise a stir around the bust, confirming reports on the meetings of ambassadors in Tbilisi and Baku.

“Azerbaijan is Georgia’s strategic partner and there are no issues between us, which we do not discuss. This is a usual form of relations and it is not necessary to raise a stir around this problem.”
