Weapons can solve no issue in Armenia, President says

“Violence and weapons will solve no issue in Armenia. Only the Republic of Armenia has a monopoly on legally using force. All the necessary institutions and mechanisms have already been created by the Armenian Constitution to solve certain issues, conflicts, complaints and misunderstandings,” said President Sargsyan during the session, dedicated to the National Security Officer’s Day.

According to him, National Security Service and other law enforcement structures have the right to eliminate any threat to the Armenian state.

“I think that your consistent actions and balanced approaches during the developments in July of 2016 are the best evidences of my words. To all those who will try to pursue personal or group interests by illegal methods, I advise to avoid similar adventures,” President Sargsyan said.

According to Serzh Sargsyan, some people try to extremize the security-freedom correlation, turning it into an absolute dilemma.

“This contrast is fake and acceptable for me. Security and freedom are not opposed but rather interrelated and interoperable elements,” he said.

Touching upon the fight against corruption, President Sargsyan suggested following the researches and ratings from international structures.

“Armenia should not register any decline in fight against corruption even if we take the perception of corruption instead of the corruption itself. We need to discover all the shortcomings that bring the perception that we have now in Armenia,” he said.

Touching upon the attacks committed against the Armenian digital infrastructures, Serzh Sargsyan said that only in 2017 Armenia has prevented over 1,5m various attacks, including attempts of hacking state information systems and official web pages.

“Of course, I am not speaking now about the small issues. We are not going to give simple answers by restricting freedom of speech or the right to disseminate information. We will not have internet censorship in Armenia. What is not restricted by the law is practically allowed. I think that the Armenian public is mature enough to be able to solve these issues by mechanism of self-regulation,” the President of Armenia concluded.

Armenia's Farmers to be Provided Insurance
The Armenian government announced on Tuesday plans to start gradually
introducing next year a national system of agricultural insurance
increasingly seen as a vital necessity for struggling farmers across
the country.
Thousands of low-income villagers lose their crops each year due to
hailstorms, droughts and other natural disasters. They receive little
compensation from the cash-strapped government.
According to Deputy Agriculture Minister Armen Harutiunyan, the
government will launch at the end of 2018 a pilot project that will
insure some farmers growing fruits, vegetables or cereals against one
or two types of risks. The government will subsidize insurance
premiums with a special 10 million-euro ($11.8 million) fund set up
for that purpose, he said.
Germanys state-owned development bank KfW will contribute half of that
money through a grant allocated to the Armenian Finance Ministry. The
two sides signed a relevant agreement in Yerevan on Monday at a
ceremony attended by Prime Minister Karen Karapetyan.
During the first year the [agricultural insurance] bureau will select
the main risks and the main crops for the pilot project, Harutiunyan
told a news conference. In the first phase there will be [insurance
coverage for] maybe one or two risks and several crops: vegetables or
cereals. We will test the system within that framework and see which
model works best.
Harutiunyan said that the government is inclined to prioritize
hailstorms as the number one natural risk. He also announced that the
Central Bank of Armenia, which is also involved in the effort, is
already working with private insurance firms. The latter are
interested in the scheme despite the high risks involved, added the
official.
Harutiunyan could not say which rural areas will be first covered by
the agricultural insurance program and whether it will be mandatory or
optional for local farmers. The insurance bureau will work out these
and other details in the coming months, he explained.
Some farmers cautiously welcomed the government plans while warning
that agricultural insurance will not work if it places a heavy
financial burden on them. They also said that it must not be
mandatory.
It all depends on the amount of premiums, Haykaz Asatryan, a grape
farmer from the southeastern Vayots Dzor province, told RFE/RLs
Armenian service (Azatutyun.am). Right now villagers finance 90
percent of their agricultural work with loans [extended by commercial
banks.] If they had cash they would already be able to buy insurance.

Clement Calls for Artsakh Peace in Parliament

— Yesterday, on the occasion of International Human Rights Day, the Hon. Tony
Clement of the Conservative Party of Canada, delivered a timely and principled
statement in the House of Commons, calling for peace and security in Artsakh,
while harshly condemning the mass human rights atrocities committed by
Azerbaijan.

 

“I
travelled to the region this summer with One Free World International and
observed first-hand the conflict there, and the horrific human rights abuses
inflicted upon people who ultimately only wish to live in peace.” said Clement.

 

In
his statement to the house, Mr. Clement mentioned the consequences of the
indescribable human rights violations that he recently observed, while on a
fact-finding mission to the Republic of Artsakh. Furthermore, he called upon
the government to remain highly vigilant to the alarming situation in the
region and condemn all types of violations in order deter the further
escalation of the conflict.

 

“The
Artsakh conflict is currently mediated through the Organization for Security
and Cooperation in Europe, of which Canada is a full member. I urge the
government to condemn human rights abuses in the region and work to deter
further escalation of the conflict.” concluded Clement.

 

Earlier
this year, from August 29
th to September 1st
, Mr.
Clement, joined by fellow parliamentarian colleague, MP Rachael Harder,
travelled to the Republic of Artsakh for an unprecedented fact-finding mission,
led by Rev. Majed El-Shafie of One Free World International. During the
mission, MP Clement and the rest of the delegation carefully observed the human
rights atrocities committed by Azerbaijan during the “Four-Day War” of April
2016 and met with local officials to offer their solidarity and support.  

 

“We
sincerely thank Mr. Clement for his principled stance on this matter and echo
his words in condemning these war crimes and in calling upon the Canadian
government to properly address Azerbaijan’s awful human rights record and
uphold the right to self-determination of the Republic of Artsakh and its
peace-loving people.”, said Shahen Mirakian, President of the ANCC.   

 

After
the collapse of the Soviet Union, the people of Artsakh declared independence
from the Soviet Union and established the current day republic. On December 10,
1991, based on article 70 of the Soviet Constitution, which affirms the right
to self-determination of the peoples of the USSR, Artsakh held an independence
referendum in which 99% voted in favour of independence. In response,
Azerbaijan launched an all-out war against the newly independent republic,
targeting civilians and recruiting mercenaries to join the Azerbaijani army
against Artsakh.

 

Despite
the 1994 ceasefire agreement, Azerbaijan has steadily carried out attacks
against Artsakh. The most recent large-scale ceasefire violation, which
occurred in April 2016, was unprecedented in its scale, duration, and number of
civilian casualties and human rights violations.

 

“Unless
we distinguish between perpetrators and victims, we create incentives for
further human rights violations by Azerbaijan and reduce the chances of a
peaceful resolution.” concluded Mirakian.

Chess: Armenia’s Aronian maintains 2nd position in latest FIDE Rankings

The World Chess Federation (FIDE) has published FIDE Rating List as of December 1, 2017.  World Champion Magnus Carlsen (2837) continues to lead the Top Players List, followed by Armenian GM Levon Aronian, holding the second position with 2805 points.

According to the National Olympic Committee, Standard Top 100 Men December 2017 features two other Armenian chess players. In particular, Vladimir Hakobyan (2667) comes the 78th and Gabriel Sargsyan (2672) – 72nd.

Armenian chess player Elina Danielyan (2413) comes the 53rd and Lilit Mkrtchyan (2376) is ranked 85th in women’s list.

BAKU, November 19 (Sputnik) - Russian Foreign Minister Sergey Lavrov
passed on Russian President Vladimir Putin's greetings to Azerbaijani
leader Ilham Aliyev during an official visit to Azerbaijan's capital
city of Baku.
"You [the Azerbaijani president] have recently met with the Russian
president in Tehran on November 1. He sends you his warmest
greetings," Lavrov said during a meeting with Aliyev in the
Azerbaijani leader's residence.
Lavrov stressed that Moscow remained committed to the implementation
of all agreements it reached with Baku and noted that Russia, as a
co-chair of the OSCE Minsk Group, was interested in seeking a
resolution to the conflict in Nagorno-Karabakh.
In early November, Putin and Aliyev participated in trilateral talks
in Tehran together with their Iranian counterpart Hassan Rouhani,
during which they emphasized the need to resolve unsettled conflicts
in the region as soon as possible.

In an exclusive interview with Current Time reporter, Azerbaijani investigative journalist Khadija Ismailova touched upon the noisy corruption scandal which involves the Aliyev family.

In recent decades, Baku, outwardly, reminds of a western city, where the desire to quickly overcome European integration challenges is noticeable.

There are many similar buildings in the central part of Baku where some street names are written only in English.

Though, all this is only an outward impression. In fact, Azerbaijan is among the most corrupt countries in the world where there is no freedom of speech and media, and any manifestation of critical thinking is punished with imprisonment.

Continuing the traditions of his father Heydar Aliyev, Ilham also prefers to keep the levers of power and almost everything under the control of his family.

After the referendum held in 2016, the post of Vice President  was added in Azerbaijan which Ilham Aliyev conveyed his wife Mihriban Aliyeva, and their eldest daughter was appointed as the director of the Heydar Aliyev Foundation.

“Since 2008, due to the large flow of foreign investments, about 130 billion dollars was invested in Azerbaijan, but it is not known how the money was spent,” said investigative journalist Khadija Ismailova.

Khadija Ismailova, former Azeri correspondent of Azerbaijani service the radio Freedom,  is perhaps the only investigative journalist in Azerbaijan who managed to reveal the details of the state scale scandalous corruption history with the participation of Aliyev family.

“It turns out that the oil boom started in here and ended, but nothing has changed in our country,” said Ismailova.

It should be reminded that the Azerbaijani authorities had never reacted to the facts presented in the articles of Khadija, but in autumn 2015, Khadija was sentenced to 7.5 years’ imprisonment on charges of tax avoidance, illegal entrepreneurial activity, and abuse of office,

As a result of harsh criticism and pressure by many international human rights organizations and activists against the verdict, imposed on these political motives, in 2016, after six-month imprisonment, Khadija was released.

“I have investigated the details of the activities of the businessmen belonging to the Aliyev family, and I can say that all these companies have one common thing: they are all badly guided… There has been no case in Azerbaijan, disclosed by us, that the Prosecutor General’s Office investigated. There has been no such case. We have discovered that offshore companies linked with British companies also belong to Aliyev’s daughters. When this story came to the surface, negatively affecting the income and reputation of those companies, the Aliev family decided to sell them. And whom did they sell them again? To the Government… And it turns out that we – citizens, had to pay for it again… The family works here, but they have created such a system that nobody in this country, no one, except them, can afford to make big money. And not only large amounts of money, but in general, to make any money. It’s like a game called Tables, when closing and holding all your positions, you do not have any opportunity to move. Because starting from that moment, when people begin to move freely, that is, to earn enough money and live a good life, they will start to raise other issues … this is what our government does not wish,” Investigative journalist Khadija Ismailova told a correspondent of The Current Time.

The latest investigation by the British magazine The Guardian, in which Khadija also took part, revealed a secret bank account owned by the government of Azerbaijan, with $ 3 billion used to bribe high-ranking European politicians.

Ali Hasanov, Aliyev’s advisor, called the publication of The Guardian as “poisonous”, adding that the initiators are British secret services, the Armenian Diaspora, and the United States of America.

IWF suspends nine countries for doping violations

Nine countries have been suspended from weightlifting for a year by the International Weightlifting Federation (IWF).

The decision by the IWF followed the retesting of anti-doping samples from the 2008 and 2012 Olympics. Countries with at least three doping offenses from those Olympics were suspended, reports Xinhua news agency.

The member federations identified as such are currently Armenia, Azerbaijan, Belarus, China, Kazakhstan, Moldova, Russia, Turkey and Ukraine.

“We have made it clear that the incidence of doping in some areas is totally unacceptable and that our members have a responsibility to ensure clean sport in their countries,” IWF President Tamas Ajan said in a statement.

“If they do not fulfil their responsibilities to ensure their lifters are clean then they will lose their right to participate.”

The suspensions could mean a drastically weakened world championships, scheduled from November 28 through December 6 in Anaheim, the Untied States.
