Arshak Karapetyan, the former head of the intelligence department of the General Staff of the RA Armed Forces, was appointed an adviser to the Acting Prime Minister of the RA Nikol Pashinyan yesterday. This news was ambiguously perceived, especially considering Karapetyan’s past.

Investigative journalist, editor of “Hetki” also referred to it Edik Baghdasaryan:

“Former head of the intelligence department of the Armed Forces General Staff, Arshak Karapetyan, has been appointed an adviser to Nikol Pashinyan. The number one responsible for so many victims in April 2016 is the military. He should have been punished, he was only released from his post. The Azerbaijani military launched an attack in different directions and there was no intelligence data. And now he is on the horse again, it’s crazy,” Baghdasaryan wrote on his Facebook page.


Media expert Samvel Martirosyan and, supplementing Baghdasaryan’s note, he wrote:

“I also say, where does the name come from?” Let me also remind you that the intelligence was not aware that Azerbaijan bought kamikaze drones from Israel. As a result, the military was not informed about their possible use. Which caused serious losses on our side. Even months before the press it was known that Israel sold them to two countries. Taking into account that the list of countries to which Israel supplies strike drones is not many, such a conclusion could be reached even without being the head of intelligence. 


To remind, Arshak Karapetyan was dismissed from the position of the head of the intelligence department of the RA Armed Forces General Directorate immediately after the April 2016 war. Since this February, he held the position of military attaché of the Armenian Embassy in Russia.

Quand d’un passé ancien rien ne subsiste, après la mort des êtres, après la destruction des choses, seules, plus frêles mais plus vivaces, plus immatérielles, plus persistantes, plus fidèles, l’odeur et la saveur restent encore longtemps, comme des âmes, à se rappeler, à attendre, à espérer, sur la ruine de tout le reste, à porter sans fléchir, sur leur gouttelette presque impalpable, l’édifice immense du souvenir.” (1)

Marcel Proust avait sa madeleine, les Arméniens de Marseille ont leurs dolmas. Leurs keuftés. Leurs mantis. Tous ces plats que nombre d’entre eux ont eu la chance de connaître à la faveur d’un dimanche chez leur “tatik” (“mamie” en arménien) et qui ne retrouveront plus jamais grâce à leurs yeux ailleurs que dans leurs souvenirs.

C’était sans compter les doigts de fée de Silva Karagulian. Ils n’étaient pas faits pour la confection, le métier qu’elle exerçait avec son mari Sebou, avec qui elle a débarqué du Liban en 1981. “Je n’aimais pas ça ; moi, ce que j’adorais, c’était cuisiner, alors je trouvais tous les prétextes pour le faire, tout le temps, pour tout le monde“, sourit-elle avec un doux accent oriental.

Jusqu’à ce jour de 2000 où, passant près d’une adresse vacante sur le boulevard de la Libération (4e), elle décide de franchir le pas. Et de vivre de sa passion. Moules farcies (les fameux midia dolmas), feuilletés au fromage (soubeureks), raviolis nappés de yaourt à l’ail (mantis), boulettes de viande et de pilpil farcies (ichli keuftés), feuilles de vigne (que Silva cueille et fait sécher elle-même) sans oublier le soudjoukh et le pasterma (saucisson et jambon préparés aux épices), ingrédients indispensables de mezzés dignes de ce nom… : des recettes arméniennes et libanaises qui requièrent patience et savoir-faire, c’est en substance ce que propose la table du Phénicia, qui tire son nom des origines phéniciennes du Liban. Et certains viennent de loin pour, les uns, s’offrir un voyage gustatif oriental et inédit, les autres une plongée dans la douceur de l’enfance. “D’Avignon, de Toulon, de La Ciotat, énumère Silva. Et j’ai des fidèles de Strasbourg et Grenoble, qui passent toujours quand ils sont à Marseille.” Le week-end, mieux vaut d’ailleurs réserver sa table pour être sûr de trouver place parmi les soixante-quatre couverts (quatorze en surface, cinquante en sous-sol) que le Phénicia peut accueillir.

Malgré les années et les longues journées qui s’enchaînent, de 8 h à 2 h du matin, Silva Karagulian, qui travaille avec sa soeur Annie et sa belle-fille Enora, n’a rien perdu de son goût pour la cuisine et pour les autres. “Je ressens un immense plaisir à faire plaisir à travers mes plats“, confie celle qui ne trouve pas plus beau compliment que celui que lui adressent des clients aux yeux embués : “C’est bon comme chez ma grand-mère.

The official representative of the Russian Foreign Ministry, Maria Zakharova, stated that there is a dialogue between Yerevan and Baku, and it is being conducted. According to him, it is obvious.


He made such a statement during the press conference, commenting on the joint statement of the Foreign Ministers of the two countries within the framework of the Council of Foreign Ministers of the OSCE and the meeting of Nikol Pashinyan and Ilham Aliyev within the framework of the CIS Summit.


Zakharova noted that the dialogue exists, an official statement is not needed here. “Russia, based on the role of the co-chairs, will actively contribute to achieving the main goal of positive dynamics,” he said.


Answering the question that the call implies preparing the population of the two countries for peace, he noted that it is a whole set of concrete steps that should be worked out, and the parties and the OSCE Minsk Group co-chairs should deal with it.


Talking about whether the settlement of the Nagorno-Karabakh conflict will be discussed during the visit of the Russian Foreign Minister Sergey Lavrov to Baku, Zakharova stressed that the settlement of the conflict is always one of the central topics during the visits and contacts of the Foreign Minister to the region.


“It is always discussed both in Yerevan and Baku. This is a basic topic. Russia is one of the co-chairs of that process,” Zakharova concluded.

Azerbaijani Press: Turkey ready to mend relations with Armenia if it withdraws from Azerbaijani lands

The lack of diplomatic relations between Yerevan and Ankara is the painful problem of the Armenians.

Armenia found itself in a political isolation and economic deadlock, being in the status of a vassal country, having lost any relationship with its powerful regional neighbors due to the short-sighted policy of the previous authorities. Now, with the advent of the new government, this issue immediately appeared on the political agenda of Yerevan.

Armenia is ready to establish diplomatic relations with Turkey, but without preconditions regarding Nagorno-Karabakh, said Armenian Prime Minister Nikol Pashinyan, on December 10.

“We are ready to establish direct relations with Turkey without any preliminary conditions, and we hope that Turkey will take the same position. But relations with Turkey are connected with the issue of Nagorno-Karabakh, with a third country. I mean Azerbaijan,” he said.

Nikol Pashinyan’s ambiguous statement about Armenia’s readiness to establish relations with Turkey without preconditions calls into question the policy of the Armenian state in the Karabakh settlement.

He apparently forgot that Turkish officials have repeatedly stated that if Armenia dreams of good neighborly relations with Turkey, it will have to abandon its aggressive policy against Azerbaijan, sit at the negotiating table and begin de-occupation of the Azerbaijani territories. As long as it ignores the negotiation process, delaying the status quo, this is unacceptable for Azerbaijan and Turkey. Without settling the Karabakh conflict, Armenia should not count on relations with Turkey.

Besides, Armenia should put an end to territorial claims against Turkey itself, as well as a century-old political adventure about the far-fetched “genocide.”

In order for Turkey to agree to restore diplomatic relations with Armenia and open its state border, all these important conditions must be met in Yerevan. Armenia should show readiness for a compromise not in words but in real actions.

And in fact, the resolution of the Nagorno-Karabakh problem is the most important condition not only for sustainable peace and stability in the Caucasus but also for the normalization of Turkish-Armenian relations.

Armenia says that the Nagorno-Karabakh problem does not depend on Armenian-Turkish relations, but at the same time, it neglects the fact that Turkey closed the border with it, primarily because of this conflict.

Therefore, active lobbyists support the normalization of Armenian-Turkish relations and the opening of the border should be viewed from the current destructive policy of Armenia as well.

Armenia must withdraw its troops from the occupied Azerbaijani lands to normalize relations with Turkey, the Turkish presidential administration told Trend while commenting on the statement voiced by PM Nikol Pashinyan.

“Turkey stands for stability and peace in the region,” the administration said. “There cannot be stability in the region without the withdrawal of the Armenian troops from the occupied Azerbaijani territories,” the Turkish presidential administration stressed.

It was noted that Armenia should also renounce claims about the events of 1915 since there was no “genocide” of Armenians during these events.

On March 1, 2018, Armenia announced the annulment of the protocols on the normalization of Armenia-Turkey relations.

The protocols on normalization of relations between the two countries were signed by the foreign ministers of Turkey and Armenia on October 10, 2009, but have not been ratified.

Armenia and the Armenian lobby claim that the predecessor of Turkey – the Ottoman Empire – committed the so-called genocide against the Armenians living in Anatolia in 1915.

The Assets and Liabilities Management Committee of the Military Insurance Fund dated 05.12.2018. made a decision to pay compensation to the family of one serviceman in the prescribed manner.


The family of Artsakh conscript Mheri Hovsepyan will be given a one-time payment of 10 million RA, and 200,000 AMD per month for 20 years.

In five years, Armenia will have a fully automated cadastre for official registration of ownership, boundaries and the value of real property, the head of the State Committee of Real Property Cadastre Sarkhat Petrosyan said at a press conference on Tuesday, adding that citizens will be able to fill in applications online and will not be required to visit its offices.

He said the Committee has two major tasks. The first is to improve the real estate registration system and the second is to create an integrated national cadastre. In his words, this will make the management of the system centralized and more efficient. -0-

The President of the Republic Armen Sargsyan accepted the “2018. to the organizers and a group of participants of the international round table-discussion entitled “a breakthrough year for the South Caucasus”. The purpose of the conference, initiated by the “Scientific Society of Caucasian Scientists” and the “Dialog” Moscow organization, is to discuss regional problems, assess existing and possible challenges and threats.

On the third day of the campaign, Eduard Sharmazanov, speaker of the Republican Party of Armenia and deputy candidate, said live on Facebook that he will be in all communities of Lori region to present the 11-year activity.


He also referred to an important event that took place yesterday in Lori Marz. “Representatives of today’s government, headed by the acting prime minister, visited, and I regret to say that a person had deteriorated in the hospitable Lori, and that deteriorated person was Nikol Pashinyan, no less, no more. People like you will come and go, but Ashot Navasardyan’s party will remain. This is a party of ideas,” he said, and then he referred to Pashinyan’s call not to elect the RPA.



“What are you trying to do, don’t vote for RPA? This is a free election, whoever wants to vote, why did you go after the poor village heads? Each village head is the cream of the community, it is the collective will. Every village head is more legitimate than you today, and don’t try to talk to the people of Lori in that tone, they will choose you: congratulations, they will choose us, let them choose us, why are you so bad, brother, don’t forget, you are the head of the state, not for good,” he said.


Sharmazanov also spoke about Pashinyan’s observation that he was approached and told that the village heads were threatening them to elect the RPA.


“Your supporters are scaring you, according to the news in the air, you take state employees to rallies, you terrorize the voters with your speech, you wave your finger at the voters, the voter will break your finger on December 9. There is a place for asphalt workers in Moscow, take your team, go, spread it, we don’t need an asphalt worker, we need a head of state,” he said.
