President Sargsyan visits southeastern frontline, departs for Artsakh

Armenian President, Commander-in-Chief of the Armed Forces visited one of the military units located in the southeastern part of the republic.

Accompanied by Defense Minister Vigen Sargsyan and high-ranking officials of RA Armed Forces, the President listened to a report from the command of the unit and talked to the soldiers.

The President also toured the premises of the unit and had dinner with the soldiers at the military canteen.

President Sargsyan later left for the Nagorno Karabakh Republic for a working visit.

Valérie Boyer wears “Armenian cross” on French TV

Valérie Boyer, spokesman of François Fillon, was the guest of France 2 this Sunday November 27 to comment on the victory of his candidate at the primary of the right. The cross she wore attracted more attention than the speech she gave.

The deputy of Bouches-du-Rhône, known for her conservative positions, displayed an “Armenian cross,” a religious sign representing the “divine nature” of Christ, according to the .

“This is something I never take away, I always have it on me,” explained Valerie Boyer. According to her, “there is no comment to make, since it is not a symbol of.”

The cross was not seen as Valérie Boyer appeared on BFMTV a few hours later.

The cross raised a wave of criticism on social media, as under French legislation, the public display of religious symbols is prohibited in the country.

Dilijan to host 4th Business Innovation forum November 18-19

The 4th Business Innovation forum 2016 will be held on November 18-19, in Dilijan resort under the slogan “Armenia 20.18 – Armenia among 20 most innovative countries in the world by 2018.”

The key topic of the discourse is the positioning of Armenia among the 20 most innovative countries in the world.

The representatives of the leading local and international companies will   participate in the Business Innovation Forum.

Gary Neville: Drop Rooney and Ibrahimovic, play Mkhitaryan

Gary Neville says he would leave out both Zlatan Ibrahimovic and Wayne Rooney from Manchester United’s starting XI, reports.

In a talk at the Oxford Union, the former United defender said he would play Marcus Rashford up front, with Henrikh Mkhitaryan and Anthony Martial both starting in wide positions.

Neville went for David De Gea in goal, a back four of Antonio Valencia, Eric Bailly, Chris Smalling and Daley Blind, and a midfield trio of Paul Pogba, Ander Herrera and Michael Carrick.

Neville made his United debut in 1992 and went on to play 602 games for the club under Ferguson before retiring in 2011.

The US to continue with the sides to find a lasting solution to Karabakh conflict

“The United States supports confidence-building measures and increased dialogue between Armenians and Azerbaijanis that can help stabilize the security situation and create a more constructive atmosphere for negotiations,” Daniel B. Baer, US Ambassador to the OSCE said in address to the Permanent Council. The full speech is provided below:

The United States warmly welcomes the Co-Chairs of the Minsk Group, together with the Chairmanship’s Personal Representative, and the Head of the High-Level Planning Group (HLPG), to the Permanent Council. We reiterate our strong support for their work and appreciate their unwavering engagement with the sides to advance a peaceful settlement of the Nagorno-Karabakh conflict.

The United States was alarmed by the escalation of violence along the Line of Contact in April, and concerned about allegations of atrocities. As a Co-Chair country, the United States took immediate steps to reduce tensions. Secretary Kerry took the initiative to organize a 3+2 meeting in Vienna on May 16, recognizing that the joint efforts of the United States, Russia, and France at the highest levels could help the sides stop the violence and advance the peace process. The Summit produced tangible results. The sides reaffirmed their respect for the ceasefire, and indeed, the situation along the Line of Contact quieted significantly.

The sides also agreed to expand the OSCE Monitoring Mission and agreed to work on a proposal to establish an OSCE investigative mechanism. We call on the sides to support the expansion of monitoring by the Office of the Chairmanship’s Personal Representative, as agreed upon during the Summits in Vienna and St. Petersburg, and hope that this expansion can eventually be reflected in the 2017 OSCE budget. We also call on the sides to work on a proposal to establish an OSCE investigative mechanism.

The United States appreciates the close collaboration of the German Chairmanship and Personal Representative of the Chairperson-in-Office, Ambassador Kasprzyk, in supporting the Co-Chairs’ mediation efforts and stabilizing the situation on the ground.

We share the frustration of the sides that this conflict has gone on far too long. There can be no military solution to this conflict. As a Co-Chair of the OSCE Minsk Group, the United States remains deeply committed – as Ambassador Warlick has emphasized this morning – to working with the sides to find a lasting and peaceful resolution to the conflict.

Plans to rename Nagorno Karabakh not to affect Russia’s stance on conflict settlement

The intention to rename the name of Nagorno-Karabakh will not affect Russia’s position on the settlement to the conflict, Russian Foreign Ministry Spokeswoman Maria Zakharova told APA.

Zakharova also touched upon the OSCE Ministerial Council in Hamburg on December 8-9, whether the Karabakh issue is expected to be discussed.

“The Nagorno-Karabakh settlement will be discussed at the Vienna meeting of the OSCE Permanent Council on November 10, and also at a meeting of the OSCE Minsk Group. We believe that this work will continue at the Hamburg meeting of OSCE foreign ministers,” the Spokeswoman said.

Donald Trump beats Hilary Clinton to win US presidency

Donald Trump will become the 45th US president after a stunning victory over Democrat Hillary Clinton, the Associated Press news agency reports.

The Republican nominee’s projected victory came down to a handful of key swing states, despite months of polling that favoured Mrs Clinton.

The battlegrounds of Florida, Ohio and North Carolina cleared the way for his Brexit-style upset.

Global markets plummeted, with the Dow set to open 800 points down.

Mr Trump’s projected victory in Wisconsin put him over the 270 out of 538 electoral college votes needed to win the White House.

The US president-elect took to the stage at his victory rally in New York and said: “I just received a call from Secretary Clinton. She congratulated us on our victory.”

“Hillary has worked very hard and very hard over a very long period of time and we owe her a major debt of gratitude for her service to this country,” Mr Trump said. “Now it is time for America to bind the wounds of division.”

“It is time for us to come together as one united people.”

“I pledge to every citizen of our land that I will be president for every American. And that is very important to me,” said Mr Trump.

“For those that have chosen not to support me in the past, of which there were a few people, I’m reaching out to you for your guidance and you help so we can work together and unify our great country.”

“I expect to have great, great relationships” with other countries, Mr Trump said.

“No dream is too big; no challenge too big. America will no longer settle for anything less than the best. We must reclaim our country’s destiny and dream big and bold and daring.

“I will always keep America first,” he said.

Armenia DM briefs President on new program of social support to the families of fallen servicemen

The RA Minister of Defense Vigen Sarkissian reported to the President of Armenia on the commencement of a new program initiated and tasked by President Sargsyan, on the steep increase in payments of state insurance (a onetime as well as monthly payments) for the families of the servicemen killed or handicapped in military actions or in the course of military duty. The program was developed and brought to its conclusion through the joint activities of the RA Central Bank and Ministry of Social Affairs.

In the framework of the working meetings which took place at President’s each week, the Minister of Defense reported on the details of the mentioned above program as well as on the problems of the military educational institutions, and avenues to address and modernize them which is done in accordance with another task of the President.

Vigen Sarkissian noted that as a result of the works it became possible to find a formula according to which since January 28, 2017 – on the 25th anniversary of our Army, a start will be given to new, much increased payments. The families of the killed and first degree handicapped individuals will receive a onetime compensation of 10 million AMD. The families of the second degree handicapped servicemen will receive a onetime compensation of 5 million AMD. Monthly compensations in case of death of the serviceman or the first degree handicap will make 300,000 AMD for the officers, 250,000 AMD for the junior officers and 200,000 for the privates. In case of becoming the second degree handicap, the compensations will respectively make 250,000, 200,000, and 150,000 AMD. That amount, in the form of insurance benefit, will be paid out for 20 years, which will make 82 million AMD for the officers, 70 million AMD for the junior officer staff, and 48 million AMD for the privates.
In case of an efficient functioning of the fund and availability of the financial resources, the Board of the Fund will be able twenty years later to make a decision on the continuity of these payments for the handicap persons. Otherwise, twenty years later these servicemen will start to receive social insurance benefits in the amount set by the state at that time. The program will be financed through a special fund to which every working person will monthly contribute one thousand AMD. The Fund will also receive voluntary donations from the individuals. The money will be spent exclusively for the insurance payments. The program will have its own Board comprising individuals of high reputation who enjoy the trust of the society which will oversight the entire process which in turn will be totally open and public.
President Sargsyan stressed the importance of the conducted works and issued new tasks related to the implementation phase of the program.

“This is a very important program. We started these works two years ago always certain that taking care of the problems of the families of the killed and handicapped servicemen is our direct responsibility and the better we fulfill the task, the more we can do to somehow relieve their already difficult lives; we are obliged to do it. I believe the time has come, yes, the time is now and we are able through the assistance of our citizens to sharply improve the situation. We have always tried our best on this. At least, the fact that we have been able to settle in general the housing problem for the families of the killed, first degree handicaps and a great number of the second degree handicaps, that very fact, is so to say, the result of the state’s willingness and readiness, and the format – through the state-private cooperation – is a very right one. It means that when we say “nation-army” even before that motto we say that our army is a national army, our army is the guarantor of our security, so it must be manifested not only through the words of high moral but undoubtedly through the participation too. With this regard, I believe the adoption of a corresponding law is extremely important, however simultaneously it is necessary to work with the Ministry of Finance, the Government. Let’s see if we are able to also improve the situation of the families of the earlier killed soldiers and officers. Do we have these resources? Not in the amount which will be provided from now on, but to increase it somewhat. We need to calculate, look into the current system, can worsen someone’s situation? I don’t believe there will be many cases like that and the fund in its charter and probably the law too, should consider that problem as well. There shouldn’t be aggravation of the situation. It is very important that at this stage we have reached that milestone,” said the President.

Recalling how during the April events different public structures and individuals were trying to somehow help the individuals who suffered in the course of the events, or became handicapped and also to the families which lost sons, President Sargsyan noted that it is necessary to unite the capabilities, to offer all these people to make voluntary payments to the fund, and the process will be absolutely transparent. According to the President, the mentioned above fund should not have a large staff and will respectively have little operational expenses.

Minister Vigen Sarkissian reported that the program is designed according to the “nation-army” paradigm, which means the entire society takes upon itself the burden of the social protection of the Fatherland defenders, while the army helps the servicemen who appeared in such situation or in case of their death – to their families.

The Minister assured that everything will be done not to decrease the amount of allowances paid to the families, and those who receive minimal wages will be exempted from the one thousand AMD payment. Vigen Sarkissian underlined that the logic of the program tells that the fund should be able to attract additional funding and in time to increase the amount of compensation, expanding the circle of the beneficiaries, becoming a starting point for a more long-term program.

The Minister of Defense reported also on the works aimed at the addressing the problems existing in the military educational institutions and noted that he keeps them in the focus of his attention daily. The Minister also informed that days ago he had visited the Vazgen Sarkissian Military University, and this week he was planning to visit Marshal Armenak Khanferiants Military Aviation Institute. He presented his views regard the perspectives of these institutions: according to the Minister, military education should also ensure the link between the military and civilians. The Command and Staff Department unit of the Vazgen Sarkissian Military University according to Minister Sarkissian today possesses every opportunity to offer in the framework of the credit system high-quality teaching classes for the magistrate’s students from the civic high education institutions.

The President of Armenia underlined that it is necessary to continuously raise the attractiveness of the military education and of the officer career and no effort should be spared to educate knowledgeable and professional officers. According to Serzh Sargsyan, education of the officers should include all modern skills and knowledge, advanced experience of similar institutions which will make possible a full command by the military of the equipment and electronic systems of command which are modernized day by day.

“All over the world it is said that the motto of the commander should be the following, “Do it like me,” right? If the officer physically is not as sturdy as the average soldier, such an officer has no reputation. Let’s say a battalion is doing physical exercises, running and overcoming hurdles but the officer is not running in front, is it right? Such officer cannot have authority. With this regard, I believe that we should probably have a smaller number of lieutenants by five, ten, or twenty rather than have many but professionally unapt commanders. It is very important. Trust towards the commander starts from things like this. So, we need to move on these two directions and advance,” tasked the President of Armenia the Minister of Defense.

The President noted that good foundation has already been created: today military institutions of Armenia offer free education and guarantees for work with compatible salaries. For instance, unlike the young people who receive education in the civil institutions, who still have to find their place in the professional life, have to pay out credits, military institutions offer dangerous and difficult but nevertheless guaranteed service where the very first salary is 20 percent higher than the average salary in the Republic, while the path towards professional advancement is much more clear.

According to Vigen Sarkissian, during the military service, military staff receives additional education. After discharge, the officers receive military pension for the years-long service and are still young enough to find new opportunities in the civil life. The Minister of Defense reported that currently programs are developed for the professional orientation of the discharged officers and proper presentation of their advantages at the labor market.

Hayastan All-Armenian Fund kicks off SMS fundraising in Armenia

In the run-up to its annual Thanksgiving Day Telethon, titled “My Artsakh,” on November 1, the Hayastan All-Armenian Fund launches its SMS donation campaign in Armenia.

By sending an SMS to the number 8000 or by calling 090008000, subscribers of all cell-phone carriers in Armenia can support Artsakh with donations of 300 AMD. The proceeds will be allocated to initiatives for rebuilding war-ravaged Artsakh communities, various measures to ensure the safety and security of the peaceful population, and the construction of homes for large families throughout the republic.

The Hayastan All-Armenian Fund’s flagship fundraising event, the Thanksgiving Day Telethon, will be held in Los Angeles on November 24. The SMS as well as donations-through-Haypost campaigns in Armenia will be complemented by fundraising efforts in Artsakh and across the diaspora. From November 16 to 20, the fund’s Pan-European Phoneathon will take place in France, mobilizing the Armenian communities of France, Germany, and Switzerland.

Also participating in the Phoneathon will be the Armenian community of Greece, which will raise funds locally on November 19 and 20.

The first of these events took place in Toronto on October 23, when the local Armenian community raised a record $1 million at its banquet.

Saudi prince executed for murdering a compatriot

A Saudi Arabian prince has been executed for shooting dead a man during a brawl three years ago in the capital Riyadh, the interior ministry has said, the BBC reports.

Prince Turki bin Saud al-Kabir was put to death in the capital. No details were given as to how he was executed – most condemned people are beheaded.

The prince is the 134th person to be put to death this year, according to a list compiled by the AFP news agency. But it is rare for royal family members to be executed

The prince had pleaded guilty to shooting his compatriot, the interior ministry statement said.

Announcing the execution, the ministry said it would assure everyone the government was “keen to preserve security and achieve justice.”
