YEREVAN. – Armenia’s “uninformed” Justice Minister Hrayr Tovmasyan is
able to work his way in the domain of justice for a fairly long time,

Currently the European Commission does not have the necessary
resources for conducting a new foreign policy, Russian expert
Alexander Karavayev told Armenian News-NEWS.am.

According to Karavaev, who is head of Information and Analytical
Center for the Study of Socio-Political Processes in the Post-Soviet
Space of Moscow State University, the above mentioned fact becomes
more obvious when it concerns the South Caucasus.

`Currently the EU is focused on serious domestic issues, which are
more important for Europe,’ he added.

Commenting on the information of media that the EU wants to gain
access to Nagorno-Karabakh without any preconditions and that Europe
wants to increase its role in the Karabakh conflict resolution,
Karavayev pointed out that those are the opinions of individuals.

As Armenian News-NEWS.am informed earlier, the correspondent of Radio
Liberty informed from Brussels that in an interview with a high
ranking official, who wanted to stay anonymous, the official mentioned
that the EU desires to increase its role in the Karabakh peace
process. However, it does not mean that EU seeks to replace France.
Instead, it intends to be active in such issues as strengthening trust
between the two nations. The most important is that EU plans to enter
Karabakh without asking permission from Azerbaijan, which is indeed
new.

nombreuse avait donné rendez-vous à l’appel de la Mairie de Romans et
de l’Amicale des Arméniens de Romans pour honorer la mémoire de Missak
Manouchian et les héros de « l’Affiche Rouge ». Au monde combattant
français s’étaient également joints les membres de l’association des
Anciens combattants d’origine arménienne de Valence, présidée par
Georges Eretzian. En compagnie de Bernard Cakici, le président de
l’Amicale, Georges Eretzian déposa une couronne de fleurs au devant
cette plaque de la « rue Missak Manouchian ». Ils furent suivis par le
Maire de Romans Henri Bertholet et la Mairesse de Bourg-de-Péage
Nathalie Nieson. Après « l’appel aux morts » du groupe Manouchian
effectué par Georges Eretzian et un responsable du monde combattant
romanais, Bernard Cakici retraça la vie et l’action de Missak
Manouchian avant d’inviter le public à écouter la bande sonore
intégrale de la chanson d’Aragon « l’Affiche Rouge » chantée par Léo
Ferré. Un grand moment d’émotion qui arracha quelques larmes dans le
public ! Enfin Henri Bertholet revient sur le rôle important pour la
libération de la France de l’Arménien Missak Manouchian et ses 22 amis
résistants fusillés au Mont Valérien le 21 février 1944.

Un complexe touristique d’un coût total de 830 millions de drams sera
construit au lac Sevan par Akhtamar CJSC, a declare le ministre de
l’Economie Tigran Davtyan lors d’une reunion du gouvernement.

“Dans le cadres du programme, un projet de construction d’un complexe
touristique dans la region du lac Sevan est mis en ~uvre, qui
comprendra un hôtel, des installations de restauration, des aires
de jeux, des centres de divertissement, ainsi que des pistes de ski
alpin et un telepherique ” a declare Tigran Davtyan.

Le gouvernement d’Armenie a decide de prolonger le delai du paiement
de la TVA de trois ans (jusqu’au 15 Octobre 2014) du programme
d’investissement de l’entreprise Akhtamar CJSC, qui a importe du
materiel pour un montant de 300 millions de drams.

Environ 130.000 personnes participaient jeudi dans un stade de Moscou
et a ses abords a un rassemblement de soutien au Premier ministre
russe et favori de la presidentielle du 4 mars, Vladimir Poutine,
a annonce la police.

“A 13H00 (09H00 GMT), le nombre de participants au rassemblement de
soutien au candidat a la presidence Vladimir Poutine a atteint 130.000
personnes”, a indique la police, quelques minutes après avoir fait
etat de plus de cent mille manifestants.

Ce vaste rassemblement a lieu au stade Loujniki de Moscou. Les gradins,
qui peuvent accueillir environ 80.000 personnes etaient pleins, tout
comme le terrain sur lequel une scène a ete installee. Un grand ecran
y diffuse aussi des clips video de la campagne de M. Poutine.

Des musiciens se succedaient par ailleurs au micro face a cette foule
dense qui brandit des drapeaux russes en grand nombre et des pancartes
en soutien a l’homme fort de la Russie.

“Je suis venu soutenir Poutine (…) depuis qu’il est la, nous avons
la stabilite et la Russie est respectee a l’etranger”, a indique
un manifestant de 21 ans, Magomed Tadjiev. “Je ne vois personne qui
pourrait le remplacer, il n’y a pas d’opposition, juste Poutine pour
le moment”, a-t-il ajoute.

Le porte-parole de Vladimir Poutine, interroge par l’AFP, a indique
ne pas etre en mesure de dire si le Premier ministre se rendrait au
stade de Loujniki pour s’exprimer devant ses partisans.

La manifestation est largement consideree, a dix jours de la
presidentielle, comme une reponse aux vastes rassemblements de
l’opposition qui ont lieu regulièrement a Moscou depuis decembre et
les legislatives controversees remportees par le parti au pouvoir,
Russie unie.

A plusieurs reprises, le regime russe a accuse les organisateurs
de la contestation d’etre a la solde des Occidentaux, martelant
que l’election de M. Poutine le 4 mars etait la seule garantie de
stabilite et de developpement de la Russie.

L’opposition et des medias independants ont pour leur part accuse le
regime russe de faire pression et de payer des fonctionnaires pour
qu’ils se rendent aux manifestations pro-pouvoir.

Vladimir Poutine compte se faire reelire le 4 mars a la presidence
après près de quatre ans comme Premier ministre. Il avait dû quitter
le Kremlin en 2008, faute de pouvoir effectuer un troisième mandat
consecutif.

Spare a thought for Stephen Hart.

The Canadian national men’s team coach was forced to scramble to
put together his roster for next Wednesday’s international friendly
against Armenia in Limassol, Cyprus.

The game takes place on Feb. 29, the first FIFA International Date
of the 2012 calendar year. The neutral site match will be the first
meeting between the two nations.

Hart announced his 17-man roster Thursday, a squad that features 15
European-based players and one from Major League Soccer: Toronto FC
midfielder Julian de Guzman.

Ideally, Hart would not have picked de Guzman, as he previously stated
he was trying to avoid selecting MLS players because they are in
the middle of their pre-season training camps. But Hart’s hand was
forced due to injuries and because several European clubs refused
to allow their players to play in the exhibition match. By contrast,
Armenia has 31 players in camp ahead of the game against Canada.

“Putting this team together was extremely difficult. Injuries are one
thing and having to deal with some clubs, because they are involved
in promotion fight — it’s been very difficult,” Hart told reporters
during a Thursday conference call.

“There were one or two players that received a lot of pressure from
their club and it made it very difficult for them.”

Hart received so much resistance that the European teams badgered
him to find out the exact time of the Canada-Armenia match — FIFA
rules stipulate that clubs are required to release their players for
international duty 48 hours before the match kicks off.

With forward Olivier Occean (foot) and defender Marcel de Jong (ankle)
sidelined with serious injuries, combined with the hard time he was
getting from European teams, Hart had to get a little creative in
building his squad for the Armenia game.

Hardly a surprise then that he selected de Guzman, and defender
Nana Attakora, who is currently out of contract with the San Jose
Earthquakes and who recently trained with Scottish club Hibs.

“It’s a situation where I needed somebody that can play centre back
or right back. Nana was in Scotland training on a daily basis and
from all reports was doing quite well. So it was a situation where
I felt I could bring him in and once again give him the opportunity
to show himself,” Hart said.

Like Attakora, Samuel Piette also benefitted from the current player
shortage.

The 17-year-old midfielder, who plays for FC Metz in France’s second
division, received his first call-up to the national team after
previously playing for Canada’s under-17 team, including at last
summer’s FIFA U-17 World Cup in Mexico.

Hart was impressed with Piette’s work when he recently participated
in a training camp with Canada’s under-20 side.

“At the time I said to myself if I do get the opportunity I’d like to
bring him in with the senior players and see how he settles into the
midfield. This seems to be a good opportunity to bring him in. … It
will give me a good gauge for him,” Hart explained.

On a positive note, returning to the national team fold is star
midfielder Atiba Hutchinson, widely regarded as Canada’s best player.

Hutchinson hasn’t played for Canada since aggravating a knee injury
during a World Cup qualifier against St. Lucia last September. He had
surgery on the knee and underwent a demanding physical rehabilitation
regime before recently returning to action for his pro club, Dutch
outfit PSV Eindhoven.

Hart said that PSV did not put up any kind of resistance with regards
to allowing Hutchinson to make the trip to Cyprus. On the contrary.

“The club was actually pleased that I decided to bring him in because
he needs some games. Of course, we’re going to monitor how well he
does and be sensible about this, but (PSV was) very supportive,”
Hart stated.

Although it failed to earn a tournament berth, Armenia posted an
impressive 5-2-3 record in Euro 2012 qualifying, finishing third in
its group behind Russia and Ireland. Armenia currently sits 41st in
the FIFA world rankings, compared to 71st-place Canada

Armenia plays Serbia, ranked 25th in the world, the day before its
encounter with Canada in Cyprus. Serbia also plays Cyprus on Feb 29.

With Serbia already in the country for a pair of games, the Canadian
Soccer Association looked into the possibility of setting up a friendly
for Canada against the Serbs. But Hart said that idea was quickly
put to rest when European teams denied his request to release their
players a bit earlier.

“There was no way we were going to get the players for an extra day
or two,” Hart admitted.

Armenia will stay away from this year’s Eurovision song contest to
be held in May in Baku, Azerbaijan.

On Thursday a group of leading Armenian singers sent a pertinent
message to the European Broadcasting Union after an Armenian soldier
had reportedly been killed in a shooting incident on the border
separating the two former Soviet republics.

The authors of the message say they are ready to take part if only
the EBU moves the venue of this year’s event to another country.

and Italy will pay official visits to Vietnam at the invitation of
Vietnamese Foreign Minister Pham Binh Minh.

Minister Edward Nalbandian of the Republic of Armenia will visit Hanoi
on February 24-25, Minister the Republic of Colombia on February 25-27,
and Minister Giulio Terzi Di San’Agata of Italy from February 29 to
March 1.

They will hold talks with FM Minh and meet with senior Vietnamese
leaders to discuss measures to strengthen bilateral cooperation in
various areas.

They will also touch upon regional and international issues of
mutual concern.

Meanwhile, David O’Sullivan, director general of the European
Commission’s External Relations, will make a working visit to Vietnam
from February 28 to March 2.

He will co-chair a European Union-Vietnam dialogue at the deputy
Foreign Minister level to seek ways to promote bilateral ties.

A federal appeals court on Thursday struck down a novel and
controversial California law that allowed descendants of 1.5 million
Armenians who perished in Turkey nearly a century ago to file claims
against life insurance companies accused of reneging on policies.

The move came when a specially convened 11-judge panel of the 9th
Circuit Court of Appeals unanimously tossed out a class action lawsuit
filed against Munich Re after two of its subsidiaries refused to
pay claims.

The ruling, written by Judge Susan Graber, Enhanced Coverage

Most Recent 60 Dayssaid the California law trampled on U.S. foreign
policy the exclusive jurisdiction of the federal government.

The California Legislature labeled the Armenian deaths as genocide,
a term the Turkish government vehemently argued was wrongly applied
during a time of civil unrest in the country.

The court noted the issue is so fraught with politics that President
Obama studiously avoided using the word genocide during a commemorative
speech in April 2010 noting the Armenian deaths.

The tortured legal saga began in 2000 when the California Legislature
passed a law enabling Armenian heirs to file claims with insurance
companies for policies sold around the turn of the 20th century. It
gave the heirs until 2010 to file lawsuits over unpaid insurance
benefits.

New York Life and the French company AXA paid a combined $37.5 million
to settle lawsuits. But Munich Re chose to fight the litigation,
invoking a rare legal argument known as dormant foreign affairs
pre-emption.

The insurance giant argued the state Legislature had no business
weighing in on the issue, even though the United States had no clear
policy regarding the politically sensitive matter.

The 9th Circuit agreed.

“The existence of this general foreign affairs power implies that,
even when the federal government has taken no action on a particular
foreign policy issue, the state generally is not free to make its
own foreign policy on that subject,” Judge Graber wrote for the court.

It was the third time the 9th Circuit ruled on the case.

In 2009, a three-judge panel reversed a lower court’s decision and
tossed out the lawsuit. Then in December 2010, the same three-judge
panel did an about-face, changed its ruling and upheld the lower
court’s decision to allow the case to go forward.

The ruling Thursday could be the final word on the matter unless the
U.S. Supreme Court agrees to review the unanimous decision by the 11
appellate judges.
