The Armenian media reported that the ex-speaker Hovik Abrahamyan
and his brother Jonik Abrahamyan will not run for the upcoming
parliamentary elections. It has been reported that the clans
of Abrahamyans, Gas Hovo and ex-chief of police Alik Sargsyan are
rivaling in Ararat region, and a decision was made not to offend
anyone and send Hovik Abrahamyan’s sister to parliament.

The same situation is in the other Armenian regions. At the same time,
the whole mechanism of formation of government in Armenia is based on
this approach. Armenia has been divided into clans since a long time,
and each zone has its lord. The laws and constitution do not operate
in these areas. Instead, the clans supervise the government’s assets
and economic and political opportunities, mobilizing the financial,
criminal and other resources and holding “elections”.

The clans which had been “discredited” in the pre-election period
return prior to the next election. In order to have more space and
less confusion, the government has been divided into three parties.

Now, one can just join one of the coalition parties instead of
leaving Armenia.

This situation repeats in this parliamentary election. The ruling
coalition once again relies on the realities, trying to be majority
in the next parliament.

This state of things will do a lot of harm to the opposition initiative
to replace the mixed scheme of elections with 100% proportional
representation which was vetoed by the ruling coalition.

The next parliament will be based on the principle of obligations and
services to the ruling parties, the obligation to ensure the necessary
amount of votes to ensure re-election. The result will be another
“parliament of brotherhood” where only the quantity is important.

Hence, it is clear why a number of nicknamed people are not allowed to
the parliament while promoting someone’s sister, friend or else. What
is the point of bothering and using so much “brains”?

The Republican Party of Armenia (RPA) is well aware it is program is
“a big fat zero,” Gurgen Yeghiazaryan, a member of the the Social
Democrat Hunchakian Party (SDHP), which forms part of the opposition
Armenian National Congress (ANC), told journalists on Friday.

He mentiuoned a number of points from the ruling party’s previous
election program, particularly the ones envisaging opportunities for
each citizen to purchase a falt and a car.

“Education and knowledge will be the resources in the greatest demand
for each Armenian family,” Yeghiazaryan said, quoting from the RPA
program. According to him, it is a gross violation of international
as national minorities reside in Armenia as well. He demands that
Armenia’s ruling party apologize to the national minorities.

In response, Karine Ajemyan of the RPA said: “If we had implemented
all our programs, we would have an ideal country. We have overcome
all the difficulties.”

Le vice-premier ministre turc Bekir Bozdag a declare mardi 13 mars,
lors d’une visite officielle en Azerbaïdjan, que la Turquie sera
toujours aux côtes de l’Azerbaïdjan sur les questions regionales
comme internationales.

Lors de sa visite a Bakou a la tete d’une importante delegation,
M.Bozdag a notamment rappele que la Turquie apportait un soutien
sans faille a l’Azerbaïdjan dans le processus de règlement du conflit
du Karabagh.

Il a surencheri meme, en exopliquant que le Karabagh n’etait pas
seulement un territoire azerbaïdjanais mais une terre turque occupes
par l’Armenie, dans une rhetorique nationaliste bien connue exaltant
les origines communes des ” peuples frères ” turc et azeri.

” Notre souhait le plus cher est de voir nous revenir nos territoires
[le Haut-Karabagh et sept provinces limitrophes sous contrôle
armenien]”, a declare M.Bozdag lors d’une conference de presse dans
la capitale de l’Azerbaïdjan.

M. Bozdag a aussi souligne que la normalisation des relations
armeno-turques restait conditionnee a un règlement acceptable du
conflit du Karabagh. “Aussi longtemps que l’Armenie restera au
Karabagh, les droits des Azerbaïdjanais de la region seront bafoues
et les relations entre l’Armenie et la Turquie ne pourront etre
normalisees. Nous souhaitons un règlement pacifique du conflit, et très
bientôt, nous relancerons nos efforts en ce sens”, a indique M.Bozdag.

The Permanent Representatives of Armenia and Tuvalu in the UN Karen
Nazaryan and Falema Pita signed a joint communique on the establishment
of diplomatic relations between the Republic of Armenia and Tuvalu.

During the meeting at the Armenian Representation in New York
the parties agreed to develop the bilateral relations and promote
the cooperation between the two countries within the framework of
international organizations.

Tuvalu, formerly known as the Ellice Islands, is located in the Pacific
Ocean, midway between Hawaii and Australia. It comprises four reef
islands and five true atolls. It occupies a territory of 26 km2.

Its population of 10,544 makes it the third-least populous sovereign
state in the world, with only Vatican City and Nauru having fewer
inhabitants. 98% of the population is Christian.

Tuvalu became fully independent on October 1, 1978. On September 5,
2000, it became the 189th member of the United Nations.

La Turquie et l’Azerbaïdjan mènent des negociations pour installer a
Bakou une unite de production des chars d’assaut ” Altay ” utilises
par l’armee turque. Des tanks qui sont construits sur le modèle du K-2
Black Panther americain. L’information est reprise par le site russe
lenta.ru. Les tanks ” Altay ” pèsent 60 tonnes et sont dotes d’un canon
de 120 millimètres. Sa vitesse peut atteindre 70 km/heure. Son prix
etant de près de 5,5 millions de dollars. Par ailleurs le ministère
azeri de la Defense, mène des negociations avec l’Ukraine pour
installer a Bakou une autre entite de production de chars utilises par
l’armee ukrainienne. L’Azerbaïdjan dispose aujourd’hui de près de 350
chars de fabrication sovietique ou russe de type T-54, T-55 et T-72.

The Baldwin-Wallace College Conservatory of Music presents Armenian
guitarist, Gohar Vardanyan, in a guest recital. Her performance,
Friday, March 16 at 7:30 p.m. in the Boesel Musical Arts Center’s
Fynette Kulas Music Hall, 49 Seminary St., Berea, is free and open
to the public. Musical highlights will include Three Pieces from
Argentina: Danza en mi-moll by Jorge Morel; Milonga by Jorge Cardoso;
and Verano Porteño by Astor Piazzolla. Additional repertoire includes:
Andaluza by Regino Sainz de la Maza; Sevilla from Suite Española, Op.

47 by Isaac Albeniz; Invocacion y Danza by Joaquín Rodrigo;
and Fantasie Hongroise, Op. 65, No. 1 by Johann K. Mertz. Gohar
Vardanyan has performed throughout the U.S., including the Smithsonian
Institution and Lincoln Center. Guitar International Magazine has
described her as “the complete package,” “with a musicality and
emotional quality . . . that one would expect from someone much older
than the young wunderkind.” Her playing has also been described as
“passionate,” “evocative,” and “virtuosic.” Ms. Vardanyan began
studying the guitar in her native Armenia at the age of five and gave
her first public performance at the age of eight. She went on to earn
a Master of Music Degree from The Juilliard School and a Bachelor of
Music degree from the Peabody Conservatory of Music.

The Azerbaijani office at the UN has filed a letter to UN Secretary
General Ban Ki-moon with instances of Armenia’s violation of the
cease-fire regime, 1news.az reports.

The letter notes 71 instances of Armenia attacking Azerbaijani
positions from December 1, 2011, to January 31, 2012.

Azerbaijani representative to the UN Agshin Mekhdiyev expressed hope
that the letter and supplements will be published according to articles
35, 39 and 67 of the General Assembly and the Security Council.

It was bound to happen, although I prayed that it wouldn’t. But at
least one web site in Azerbaijan has now released the blackmail video
involving well-known correspondent Khadija Ismayilova. In response,
Khadija has issued a public statement, quoted in an RFE/RL article,
saying that she will not be deterred:

“If they meant to stop me by this, I can assure you they have
been wrong. They failed to do so,” she said. “I continue doing my
investigations. I will publish my investigations as soon as I finish
the story. If they meant to stop me, they have failed. If they meant
to defame me, they have failed, because I have received the full
support of my friends.”

As I’ve said previously, Khadija is an extraordinarily courageous
journalist, and as a friend of hers, I am saddened and disturbed by
this very personal and vicious attack.

Interestingly, the RFE/RL piece alleges that the url for the site that
posted the video “falsely suggests a connection with Azerbaijan’s
opposition Musavat (Equality) party,” which if true would be an
attempt to smear both Khadija and Musavat.

Turan News Agency in Baku reports that the editor of Yeni Musavat, the
party newspaper, says that the site has no relation to his newspaper
or the party.

In other news, I have been told by an Azeri source close to the
opposition that President Aliyev is about to release virtually all
political prisoners who were arrested and convicted for a variety of
charges during Azerbaijan’s “Arab Spring” unrest last year.

Normally I don’t publish rumors, but it makes sense, and will be a
major story if it pans out. Presidential pardons are often granted
during holidays, and the Azeri “Novruz” celebrations are beginning
soon. My source says the president has already signed the release
order and believes that the reason for the urgency is the increasingly
negative commentary from the international press on Azerbaijan’s
human rights situation prior to the Eurovision Song Contest, to be
held in Baku in May of this year.

We will see what develops in the next 48 hours.

Also today, Ruslan Bashirli, who was convicted in a sensational trial
in 2006 for plotting to overthrow the government, is reported to have
written a letter to President Aliyev asking for a pardon. Bashirli,
a founding member of the Yeni Fekir (New Idea) youth group, was
arrested in 2005, along with two co-defendants.

The key evidence against Bashirli was video footage that appeared to
show him bragging to associates-and so-called “Armenian agents”-in
Tbilisi that he was working with the National Democratic Institute
(NDI) to overthrow President Aliyev’s government.

In Bashirli’s purported letter to President Aliyev, available at
News.az, he confesses to wrong-doing and denounces his former political
allies while expressing admiration for the president’s achievements:

“I have already served six years and seven months of the punishment.

Over this time I have understood my responsibility for the crime and
acknowledged my guilt. At that time I was hot-tempered and influenced
by powers that disliked you and us.

“Analyzing my past over these years, I understood my faults. Of course,
your positive activity in recent years had a big role in this.

The achievements in domestic and foreign policy are obvious. No one
can deny them.”

This is major shift in worldview, and comes a mere three weeks after
a similar letter was supposedly written by Elnur Israfilov, a young
man convicted for his participation in the April demonstrations. Like
Bashirli, Israfilov was not only contrite in his letter, but blamed
others for manipulating him:

“I have been engaged in actions aimed at disturbing peace, obstructing
transport, violating the normal functioning schedule of enterprises,
offices and organizations at the instigation of my uncle Mammad
Ibrahimli. He has engaged me and simple people like me in order to
fulfill his reckless intentions.”

I talked to his uncle via Skype in February, who told me that the
letter was written in a style that suggested it was dictated or
authored by someone else, and alleged that former political prisoner
and journalist Eynullah Fatullayev had convinced Israfilov to write it.

My Azeri source tells me that Bashirli’s family have traveled to Baku
in anticipation of his impending release in the next day or two.

Pro-government ANS TV has been playing up the Bashirli story today,
perhaps suggesting that they know that a pardon will be granted.

French-Armenians Support Sarkozy

A group of French-Armenians, including famous Charles Aznavour,
deputy Mayor of Marseille Didier Parakian, producer Levon Sayan,
producer Alain Terzian and others, issued a statement voicing support
for presidential candidate and incumbent President Nicolas Sarkozy.

In their statement, French-Armenians mentioned the country is faced
with global crisis and it is necessary for the president to continue
his efforts into completing the reforms.

They expressed gratitude to President Sarkozy for his commitment to
struggle against the Armenian Genocide denial which is an insult to
memory of the victims and threat for their descendants, Nouvelles
d`Armenie reports.

“We are grateful to Nicolas Sarkozy for his decisive stance to adopt
unbiased law penalizing the denial of the Armenian Genocide. After the
disappointing decision made by the Constitutional Council, we welcome
Nicolas Sarkozy’s decision to draft a new text,” the statement reads.

YEREVAN. – Interest rates in Armenian financial market dropped in
Armenia in February. This is stated in Armenian Central Bank’s March
report on refinancing. In the primary market, the average interest
rate of government bonds with a maturity of 1 year was 8.9 per cent.

In comparison with the previous month the average interest exchange
rate of interbank credits decreased by 3.2 percentage points totaling
to 7.7 per cent.

To note, the credit market interest rates rose to a certain extent
concerning dram loans as well as loans on U.S. dollars.
