The Democratic Party of Armenia visited Gyumri within the framework
of the election campaign.

Standing against the current social-economic system and denying the
military-political structure, representatives of the Democratic Party
spoke about their primary objective of establishing a new system
of governance.

Leader of the Party Aram Sargsyan dwelt on the necessity of creating
jobs, promoting the development of industry and small and medium-sized
businesses.

Touching upon foreign policy, Sargsyan said the establishment of
mutually beneficial partnership relations is a priority, as it is
the guarantee of security and progress of the country.

The Party suggests to deepen the relations with Armenia’s strategic
partner Russia. The Democratic Party is hopeful that it will find
support among the people of Gyumri and will have an opportunity to
implement the provisions of its program after the elections.

PanARMENIAN.Net – Russia and the United States cannot yet agree on
missile defense, Russian Foreign Minister Sergei Lavrov said on Friday,
April 13.

On Thursday, Lavrov met with his American counterpart Hillary Clinton
in Washington, where a meeting of G8 foreign ministers was held.

“No agreement on missile defense is taking shape between Russia and
the United States,” Lavrov told journalists, adding that “experts
should continue working.”

The U.S.-led NATO alliance and Russia agreed in 2010 to cooperate
on building missile defenses in Europe. Russia has however demanded
legally-binding, written guarantees that the project would not
undermine Russian security, something Washington has declined to
provide.

“We will push for our position to be taken into account in full,”
the Russian foreign minister said.

Lavrov also said the United States would like to host a U.S.-Russia
summit after President-elect Vladimir Putin is sworn in May.

He said Clinton would visit Russia in late June, RIA Novosti reported.

PanARMENIAN.Net – The Stuxnet virus that put back Iran’s nuclear
program by some years was planted by an Israeli backed terrorist
group. A member of the Mujahedeen-e-Khalq (MEK) used a corrupt memory
stick, U.S. intelligence officials said.

It is these same Israeli proxies who have been bumping off Iran’s
nuclear scientists, these sources said.

Vince Cannistraro, former head of the CIA’s Counterterrorism was
quoted in IS Source as saying that the MEK is being used as the
assassination arm of Israel’s Mossad intelligence service.

The dissidents have a functioning, effective network inside Iran and
they have access to officials in the nuclear program.

The MEK was founded in the 1970s, the group was stridently anti-Shah
and allied itself with the dictatorship of Iraq’s Saddam Hussein. It
helped him kill domestic opponents and the massacre of Iraqi Shias
and Kurds in the 1991 uprising.

In France, they conducted killings in Paris, including six or seven
US Army sergeants. He added the French “were terrified of them.”

A saboteur at the Natanz nuclear facility, who was a member of an
Iranian dissident group, used a memory stick to infect the machines
there. Once the memory stick was infected, the virus was able to
infiltrate the network and take over the system. U.S. officials said
they believe the infection commenced when the user simply clicked on
the associated icon in Windows. Several reports pointed out this was
a direct application of one of the zero-day vulnerabilities Stuxnet
used, TechEYE reported.

The son of former police head of Ani region Samvel Sargsyan is
suspected in yesterday’s murder of 27 years old Karen Yesayan. The
latter was going to marry the second daughter of Gyumri’s mayor Vardan
Ghukasyan, Anna.

According to the information aravot.am has, the murder was most
probably committed because of jealousy: the son of the police head
was also in love with the mayor’s daughter, who revenged in such a
raunchy way. When the source tried to check the information from
the prosecutor’s office of the region of Shirak, it was informed
that pre-investigation is underway, the reasons aren’t still clear,
the prosecutor of the region of Shirak has worked all night in the
building of the police.

To recall, as we have already informed, the police found a body in a
Mercedes with the registration number 16 OL 850 near “Mother Armenia”
memorial complex in Gyumri. There were gun wounds on the body. The
man killed was going to marry Gyumri’s mayor’s daughter. They were
going to be engaged on the same day.

Aravot.am also informs that in Gyumri Vardan Ghukasnyan’s daughters
are known as modest girls. Karen Yesayan is characterised in the same
way. People say he was literate, was a graduate of the engineering
university and was very far from the criminal world.

La proposition de loi qui penalise la negation du “genocide reconnu”
adoptee la semaine passee par le parlement francais continue de
retenir l’attention et de provoquer la colère en Turquie.

A l’exception d’un petit groupe de gens raisonnables, presque tous
pensent que la proposition de loi francaise devrait en realite freiner
les progrès vers la verite de ce qui s’est passe entre 1915 et 1917.

Malheureusement, on ne voit pas pourquoi la France voudrait contribuer
a la deterioration des relations entre la Turquie et l’Armenie. Est-il
raisonnable de penser qu’une decision du Parlement francais concernant
le peuple francais pourrait avoir un impact sur la liberte d’expression
dans un autre pays ?

Ce serait avant tout aux citoyens francais de soulever des objections
a la proposition de loi, et s’ils y sont favorables, alors on ne peut
rien y faire. Qu’on le veuille ou non, le fondement principal de la
democratie est la suprematie du point de vue de la majorite. Meme
si c’est difficile a comprendre dans un pays comme le nôtre, où
la France a ete adoptee comme le modèle d’etat-nation sous Mustafa
Kemal, et où les principes suivis, pour l’etat et de la democratie,
sont ceux du Comite Union et Progrès (CUP), la democratie, c’est le
pouvoir du peuple de demander ce dont il a besoin. C’est different du
pouvoir du dictat d’un groupe elitiste auquel nous avons ete habitues.

Je pense que meme un homme politique en Turquie peut comprendre ce
que la France essaie de faire. Tout le monde sait que l’adoption de la
proposition de loi resulte de la perspective des elections francaises
et que cette initiative est celle du president Sarkozy pour reunir
contre le Socialistes le plus grand soutien de l’electorat. En outre,
le titre officiel de la proposition de loi n’est pas la proposition
de la negation du Genocide Armenien, c’est la negation de tous les cas
de genocide reconnus par la loi francaise qu’il est prevu de reprouver.

Ce qui inquiète le plus la Turquie, c’est le Genocide Armenien dont
la discussion c’est intensifiee a cette occasion. Tandis que les
media turc auraient dû considerer cette initiative francaise comme
superflue et inutile, comme quelque chose pouvant etre ignoree, meme
les journalistes sportifs se sont intensement focalises sur ce sujet.

Etait-il si difficile de publier commentaires et opinions sur la
proposition adoptee en France sans recourir a un discours de haine et
de discrimination ethnique ? J’ai beaucoup reflechi a cette question,
lisant des douzaines d’articles chaque jour. Les Francais y etaient
accuses d’hypocrisie et de malhonnetete. Il n’etait pas necessaire
cependant d’insulter l’ensemble de la nation francaise parce que
la majorite des Francais n’est probablement meme pas au courant de
cette proposition de loi. De grand efforts ont ete deployes pour en
venir a declarer que le père de Sarkozy etait d’origine hongroise. Des
considerations ethniques on ete faites, dans lesquelles on insistait
sur le fait que Valerie Boyer, qui a prepare la proposition de loi,
descendait d’une famille algerienne. Certains se sont meme demande
les raisons pour lesquelles une Algerienne pourrait faire une chose
pareille, alors que les gens considèrent aujourd’hui plus les positions
politiques des personnes plutôt que leur origine ethnique.

Questions-cliche au Patriarcat Armenien

Nos “intellectuels”, qui ont accuse la France de prendre des mesures
antidemocratiques, ont rappele en le citant dans leurs critiques aux
francais qu’ils descendent de Voltaire, et en reprenant souvent leurs
cliches, tels “allegations armeniennes”, “mensonges armeniens” et
“complot armenien”. Ils ont meme insulte un groupe ethnique important
qui ne soutient nullement Sarkozy en France. Malheureusement,
Hrant Dink, qui a ete abattu en partie a cause de campagnes et de
provocations de ce genre, n’est plus parmi nous. Il manque aux media
turcs un homme courageux qui, en depit de ses origines armeniennes,
s’opposerait a de telles initiatives, pour le plus grand bien de la
lutte pour la democratie ; et de ce fait, les media se sont rabattus
sur quelques questions, toujours les memes, posees au Patriarcat
Armenien. Dans des declarations plates et timides, les ecclesiastiques
armeniens ont evoque les incidents de 1915, suggerant que c’etaient des
temps douloureux, et aussi concluant leur declarations en disant : “Il
n’y a aucun problème entre nous ; recemment, nous avons pris ensemble
notre Noah Pudding [pâtisserie turque symbolisant les liens entre le
Createur et les hommes, ndt] ; personne ne doit se mettre entre nous
“. C’etaient des propos gentils. Ils se sont efforces d’apaiser la
reaction de certains cercles avec leurs titres : comme par exemple,
“La Patriarcat donne une claque a la France”.

Au-dela des reactions de gens ordinaires et des representants des media
qui ignorent en general toute règle ethique, il est quelquefois encore
plus difficile de comprendre les reponses des figures politiques. La
Turquie, notant que la France n’est plus impartiale, est intervenue
au sein de l’Organisation pour la Securite et la Cooperation en
Europe (OSCE), pour obtenir que ce pays se retire du groupe de
Minsk. Selon elle la France devrait immediatement se retirer des
actions de mediation et des efforts faits sous les auspices du Groupe
de Minsk, constitue pour resoudre le conflit entre l’Azerbaïdjan et
l’Armenie, parce qu’elle a pris des positions qui ruinent sa position
impartiale et neutre. La Turquie fait partie du Groupe de Minsk,
et elle a tenu fermee la frontière avec l’Armenie pendant vingt ans
du fait du problème du Karabagh. Elle impose en outre un embargo sur
l’Armenie, mais en depit de cela, elle se considère elle-meme comme
etant impartiale.

Les remarques du premier ministre Erdogan d’annuler les reunions de
defense et economiques auraient pu etre prises en consideration par
les Francais, mais en meme temps, la Turquie ayant offert d’engager
une discussion ouverte basee sur les archives, les remarques selon
lesquelles “il n’y a pas de genocide dans mon histoire” peuvent ne pas
etre credibles a ceux qui ont sur la question une approche impartiale.

Lorsque j’ai entendu ces remarques pour la première fois, je me suis
souvenu du cycle de conferences “Discussions sur les relations entre
Turquie et Armenie”, dans une universite du sud-ouest, organise par
la Fondation Turque d’Etudes Sociales et Economiques (TESEV) le mois
precedent. Dans le cadre de cette initiative, les experts voyageaient
dans un certain nombre de villes pour y faire des exposes et repondre
aux questions des etudiants. Les etudiants ont pose des questions
prometteuses a la plus recente des reunions auxquelles j’ai assiste.

Il etait très difficile de croire que c’etaient les memes etudiants
qui avaient assiste au cycle a son debut. L’un des professeurs
qui sont intervenus au cours de la conference dit : “Nous sommes
prets a faire des recherches sur le genocide armenien allegue, nos
archives sont ouvertes, et nos historiens sont prets”. Pendant une
demi-heure, il a egalement mentionne les methodes a suivre pour la
recherche du genocide et il a finit en disant qu’il s’agissait d’un
genocide allegue. Cela m’est venu a l’esprit lorsque j’ai entendu
le premier ministre. Etant donne que nous ferons de la recherche
et que nous voulons la verite, pourquoi notre opinion sur ce point
n’a-t-elle pas change ? Comment pourrez-vous faire une recherche sur
quelque chose qui est qualifie d’ “allegue” ? Pourquoi quelles raison
quelqu’un qui dit que ses ancetres n’ont pas fait une pareille chose
creerait-t-il une commission d’historiens ? Cela signifie que nous
ferons cette recherche pour trouver ce que l’on veut en realite,
pas pour la verite. C’est aussi simple que cela.

Etre “tolerant”

L’un des professeurs de la meme universite, au cours d’un dîner suivant
la conference, m’a dit d’eux qu’ils sont tolerants, capables de boire
de l’alcool, et que contrairement a “eux”, ils n’etaient pas des
integristes, je pensai qu’il etait veritablement triste d’attribuer
la consommation d’alcool et d’autres habitudes banales a l’adoption
d’un mode de vie moderne, et a la liberte de conscience ; mais les
remarques d’un membre que me fit une autre universite etaient encore
plus tristes. Il parla de tolerance, me disant qu’ils avaient meme
un professeur armenien dans leur departement, et qu’il n’y avait pas
de discrimination parmi eux. Il se comportait comme s’il meritait
une medaille simplement parce qu’ils avaient engage un membre de la
communaute armenienne lie a la Turquie par la citoyennete depuis les
temps de l’empire ottoman. Il est triste que le autorites politiques
soient tout juste courageux pour etre tolerantes envers la liberte de
parole. Elles s’enorgueillissent d’etre les descendants d’une nation
tolerante envers les Chretiens, les Armeniens, les Kurdes et les
homosexuels, mais ils ne se rendent pas compte que ce n’est qu’une
reaction a un complexe d’inferiorite. Elles mettent la nationalite
turque au-dessus de tout et se disent etre tolerante envers toutes
les autres ; ce dont nous avons besoin cependant, c’est un discours
d’egalite et de justice.

Nous nous plaignons que la proposition de loi francaise restreint la
liberte de parole, soutenant que l’histoire devrait etre laissee aux
historiens. Malheureusement, la politique se nourrit d’un certain
nombre d’autres sciences ; de telles mesures doivent etre prises en
consideration en politique etrangère et interieure. Il faudrait etre
naïf pour en etre surpris. Certains cercles devraient se rejouir de
ce qui se passe en Turquie ; les remarques sur Dersim pourraient
soulever des espoirs meme si l’on peut penser que cela repose sur
des considerations politiciennes.

La proposition de loi francaise va plus loin que la reconnaissance
d’un genocide ; elle en penalise la negation. Et c’est un projet que
les partisans de la liberte pourraient soutenir en lui donnant force
de loi. Mais qui, en termes ethiques, pourrait accepter la negation ?

En Turquie, la politique continuelle de negation ne se limite
pas a interdire l’ouverture et a empecher que les douleurs passees
soient evoquees. L’effet le plus visible de cette negation, c’est le
climat que l’assassinat de Hrant Dink a cree, et les criminels que
ce climat n’a pas permis de decouvrir. La France utilise l’histoire
a des fins politiques, mais que fait la Turquie ? Au lieu d’ecouter
la voix de la conscience pour resoudre une question qui pourrait
elever les emotions des Armeniens et des Turcs et etre utilisee par
suite ailleurs pour des raisons politiques, elle discute la decision
de parlements etrangers. Et la Turquie ne prend aucune mesure pour
identifier les assassins de Dink, l’homme qui aurait pu defier la
France par la raison et par le c~ur, plutôt que par le Noah’s Pudding.

There has been a proposal to construct an oil pipeline between the
Iranian city of Tabriz and Yerevan but no specific project is being
implemented at present, according to Lusine Harutyunyan, a spokesperson
for the Ministry of Energy and Natural Resources.

Speaking to Tert.am, Harutyunyan said that the pipeline, if launched,
would enable Armenia to import oil supplies from the Persian Gulf.

The managing director of the National Iranian Oil Refining &
Distribution Company, Jalil Salari, had earlier told Mehr News Agency
that importing oil products through Georgia is not economically sound
for Armenia therefore the country has opted for importing the product
from Iran.

Salari was quoted as saying that the country’s private sector will
transfer oil products to Armenia via road transportation fleet in
the first phase.

But the Ministry’s spokesperson said she was unaware of the Iranian
news agency’s report.

“No oil products are being imported to Armenia upon the Ministry’s
initiative,” she said. “The pipeline is not ready yet, and no imports
are carried out via transport.”

“Armenia has an agreement with Iran, but that’s still under
consideration,” Hautyunyan said, adding that the document, which only
expresses Armenia’s intention to develop the pipeline, was signed by
Minister Armen Movsisyan who visited the country in February.

The Armenian translation of the document is said to contain
inaccuracies.

Speaking to Tert.am, Director of the Regional Studies Center (RSC)
Richard Giragosyan said he treats the project with suspicion,
considering it a bluff by the Iranian side. According to him, the
country might have proposed the idea in an attempt to avoid sanctions.

Armenian Minister Of Defense Visits Kansas

Seyran Ohanyan, the Minister of Defense for the Republic of Armenia,
visited the state of Kansas March 20. During the brief visit, Ohanyan
and select members of his delegation toured multiple Kansas National
Guard facilities, as well as the state capitol.

The adjutant general of Kansas, Maj. Gen. (KS) Lee Tafanelli, hosted
breakfast, where he and Ohanyan discussed the partnership growth
between Kansas and Armenia. Tafanelli noted that it is a great honor
to have the Minister of Defense visit Kansas.

“We value this partnership and this is a great opportunity to
solidify relationships that we have built over the past nine years,”
said Tafanelli.

Following briefings at Joint Force Headquarters, Ohanyan met with
Kansas Governor Sam Brownback, who signed a proclamation reaffirming
the commitment to the relationship between the people of the state
of Kansas and the Republic of Armenia. Ohanyan also met with leaders
from both the Kansas House and Senate.

Brownback hosted a luncheon for the minister at the governor’s
residence to honor the visit. Statewide elected officials, judicial
and legislative leadership, as well as the governor’s cabinet,
attended. Ohanyan provided an overview of his country and took
questions from the guests. Later, gifts were exchanged to commemorate
the minister’s inaugural visit to the state.

>From the governor’s residence, the minister traveled to the 190th Air
Refueling Wing at Forbes Field, where a representative from Command
and General Staff College at Fort Leavenworth discussed ongoing
professional military education initiatives with Armenia. Ohanyan
also toured the Expeditionary Medical System warehouse. Kansas is
one of three locations in the United States to store and maintain
mobile medical hospitals for domestic use in case of a large natural
or manmade disaster. Armenia purchased an EMEDS unit in 2005 and
Kansas has been working with Armenia since then to assist them in
developing their own regional medical response capability.

Kansas has been partnered with Armenia since 2003 to foster
mutually beneficial military-to- military, military-to-civilian and
civilian-to-civilian relationships. Prior to the partnership, Kansas
shared a special connection with Armenia. Former Kansas Senator Bob
Dole had his shoulder rebuilt by an Armenian doctor after World War
II, and in 1994, he was among one of the first U.S. Senators to visit
the country after they achieved independence from the Soviet Union.

The Republic of Armenia and the state of Kansas were partnered due
to other similarities as well. Both are landlocked and have a similar
agricultural climate, said Lt Col Brent Salmans, the director of the
Kansas State Partnership Program.

“The program is meant to be a bilateral relationship between Kansas
and Armenia,” explained Salmans. “We start with the National Guard
and Ministry of Defense and then try to branch out to other parts
of society.”

Members of the Kansas National Guard, as well as representatives
from law enforcement, education, medicine, agriculture and other
professions, have visited Armenia several times and representatives
from various Armenian military and civilian organizations have come
to Kansas for training, discussions and other events. Soldiers of
the Armenian Peacekeeping Brigade have deployed to serve alongside
soldiers from the United States and other coalition forces.

the railway transport in development of economy of any county. The
ambassador stressed that development of the railway transport is
among the priories of Latvia’s economy.

which executes all kinds of repairs of ER2, ER2T, ER2R series electric
trains; DR1 series diesel trains, and TEM, TGM, and TGK series shunters
and their aggregates, including modernization with extension of service
life up to 15 years as well as renders their maintenance services.

The parties decided to continue the negotiations for purpose of
development of mutually beneficial cooperation.

The Armenian patriotic intellect hails an achievement. It was able
to thwart the festival of Azerbaijani films organized by notorious
Georgy Vanyan. To thwart the festival, the troops landed in Gyumri,
joined the special force recruited by Mayor Vardan Ghukasyan including
elderly people, women, children, veterans of war.

Joint efforts cancelled Vanyan’s festival. And Vardan Ghukasyan
described Vanyan and the Asparez Club of Journalists which provided
premises for the festival as Judas.

The victory is perfect but who are the winners?

It is clear that Georgy Vanyan’s idea of Azerbaijani cinema is not
the best idea. It is even insolent in many ways. Moreover, this idea
does not help promote peace in the region for the simple reason that
this idea interests nobody.

In this meaning, the forces from Yerevan and Vardan Ghukasyan’s
crusaders who thwarted the festival did a great favor to Vanyan
because hardly a few people would attend the festival had it been
held. In this case, several hundreds or thousands of people heard
about Vanyan and his festival. Vanyan would hardly think of better
advertisement for his meaningless initiative.

The problem is not the losers. The problem is the winners. And it
is important to answer the question who the winner is. Are they the
veterans of war who were used as a patriotic background for Vardan
Ghukasyan but are, in fact, the victims of Vardan Ghukasyan and his
native party’s rule, living in extreme poverty, jobless, homeless,
having to leave their town and country to earn a leaving.

They cannot be the winner. The winner is Vardan Ghukasyan who becomes
a hero on the background of these people, receiving the next carte
blanche for his heroic mayorship resulting in the deplorable state
of Gyumri, the hard social conditions and moral atmosphere, the
criminal-oligarchic government established there in the face of
criminal clans, including the Ghukasyan clan.

Which is betrayal of the country and people, state and citizen? The
festival which does not interest anyone advertised by Ghukasyan
and friends for their sake of their own pseudo-advertisement or the
government established in Gyumri by Ghukasyan who has divided the
city to insiders and outsiders, cherished businesses run by Vardan
Ghukasyan and different clans and wasteland. Citizens gain some
value for Ghukasyan as a background for his heroism or reproduction
of his office, and before and after they struggle against social and
psychological pressure they undergo in modern Gyumri.

Has anyone ever visited Gyumri and inquired about the problems of the
people of Gyumri, how Mayor Vardanik got so many businesses in Gyumri?

Why does the army of veterans live in poverty while the mayor who
claims to be one of them is a billionaire? Have they inquired what
Vardanik was doing during the war?

Has anyone ever gone to Gyumri to address the problems of the people
living there? Have they ever tried to support the solution of their
problems? Has anyone cared what happened to the child who was missing
and was later found dead immediately after the criminal shooting
incident involving the son of the mayor of Gyumri?

Who is Judas? What is patriotism? Who is the winner? Who is the
real loser?
