ARMENIAN INVESTIGATORS INTERROGATE RUSSIAN SOLDIER OVER MURDER OF FAMILY

MOSCOW, January 23 (RAPSI) – Armenian investigators have interrogated
Russian soldier Valery Permyakov, who stands charged with fatally
shooting seven members of a family in the city of Gyumri, Interfax
reported on Friday, citing the Armenian Investigative Committee.

The Сommittee broadcast a 30-second footage of Permyakov’s
interrogation. Faces of his lawyer and translator were blurred for
security reasons, according to investigators.

Over 30 witnesses were interviewed so far, over a dozen expert
reviews conducted.

On Wednesday, Permyakov pled guilty to the charges brought against
him. He was charged with the murder of two or more persons under the
Armenian Criminal Code. He faces up to life in prison if convicted.

On January 12, Permyakov, who was serving at Russia’s 102nd army base
in Gyumri, killed a family of six and mortally wounded a six-month-old
baby, who died of injuries on January 19.

Russian Investigative Committee Director Alexander Bastrykin met in
Yerevan with Agvan Ovsepyan, the head of the Armenian Investigative
Committee, on Tuesday. They signed an agreement to establish a center
to coordinate the investigation into the criminal case. Armenian and
Russian investigators, crime experts will enter the 10-member center.

They will cooperate in this case and conduct all the necessary
procedures in strict compliance with international law and a
Russian-Armenian agreement on jurisdiction and mutual legal assistance
in cases related to the deployment of the Russian military base in
Armenia, according to the Armenian Investigative Committee.

Pretrial investigation into the case and court hearings would be held
in Armenia, Bastrykin said earlier.

Kremlin spokesman Dmitry Peskov said that Permyakov would appear
before a Russian military panel.

Le Parti republicain d’Armenie (RPA) a appele les citoyens a eviter
une nouvelle escalade de la violence après les manifestations a Erevan
et Gyumri en relation avec la fusillade mortelle par un soldat russe
qui a declenche des affrontements de rue.

Plus d’une douzaine citoyens et de policiers auraient ete hospitalises
avec des blessures. La police a arrete des dizaines de militants dans
les deux villes.

S’adressant aux medias après la reunion de l’organe executif du RPA
le porte-parole du parti au pouvoir Eduard Sharmazanov a dit que
les gens devraient s’abstenir “d’evaluations politiques indues >>
liees au meurtre de six membres d’une famille a Gyumri qui aurait
ete commis par un militaire de la 102e base militaire russe stationne
dans la deuxième ville d’Armenie.

“J’appelle au calme et a la tranquillite >>, a-t-il dit. “Une tragedie
s’est produite et il est faux de l’utiliser a des fins de recherche
d’ennemis a l’interieur de notre pays.”

Sharmazanov a averti que l’agitation accrue n’aiderait pas les
questions en aucune facon. “Tout doit etre fait pour que le criminel
soit proprement et legalement puni,” a-t-il souligne, dans le meme
temps.

concernant l’assassinat d’une famille armenienne qui aurait ete commis
par un militaire russe a Gyumri. Cette declaration intervient alors
que des milliers de residents en colère ont organise des manifestations
le jour des funerailles des six victimes du crime.

“Une fois encore, je tiens a exprimer ma sympathie pour les parents
et amis des victimes innocentes de ce crime qui ne rentre pas dans la
perception d’un etre humain normal. De telles atrocites n’ont aucune

Shengavit district, has submitted a letter of resignation, the
International Cooperation and Public Relations Service of the Judicial
Department reports.

In its January 12 meeting, the Department discussed Mr Kostanyan’s
resignation letter. It became clear from the decision that Surik
Kostanyan resigned due to health problems.

Surik Kostanyan is the father of Prosecutor General Gevorg Kostanyan.

GALA TV: The Russian foreign minister Sergey Lavrov was asked in
a press conference two days ago why Russia is not taking interest
in the destiny of its citizen Dilham Askerov who is in Artsakh. In
answer to this question Lavrov said: “As you said, is he a citizen of
Russia and has he been arrested by the Armenian side? In that case
we will discuss this issue with him. We have a number of citizens
who have been arrested in different parts of the world. We always
take interest in their destinies.”

Dilham Askerov is a member of the Azerbaijani reconnaissance group
who was convicted of illegal crossing of the state border of Artsakh
and sentenced to 22 years of imprisonment.

The spokesman for the president of Artsakh Davit Babayan told GALA TV:
“These people performed subversive terrorist actions in the territory
of Artsakh, in the result of which innocent citizens were killed;
besides, an open, transparent trial was conducted, and everyone
was aware, everyone could come and see, attend the trial which was
covered widely, those people pled guilty, we did not do retribution,
we organized an open, transparent trial because we find this was our
civilized achievement and we thereby demonstrated that we are not a
fascist state unlike Azerbaijan to kill captured people or we know how
they treat people who have accidentally appeared in their territory.

They will serve their sentences according to our laws,” Davit
Babayan said.

The spokesman for the president of NKR does not rule out that Askerov
is a Russian citizen; he worked for the Azerbaijani security agencies.

He said it makes no different what citizenship he has, he has committed
a terrorist act, sentenced to imprisonment in accordance with the
NKR laws and he will serve his sentence in Artsakh.

Davit Babayan also noted that if the Russian side addressed Askerov’s
issue, it will have to deal with the Artsakh side because he committed
the terrorist act in the territory of Artsakh. “That trial lasted
for several months, their names had been known before, nobody has
turned to us and why would they do if this person has committed a
severe crime? I don’t think that anyone would turn to us for such a
matter but irrespective of all we had the trial and they will serve
their punishment here, according to the court verdict. This is final,
they may only apply to the Supreme Court but so far they haven’t,”
Davit Babayan says.

COLLOQUE ANNUEL DE L’ESG CONTRE LE NEGATIONNISME

Agenda – Paris – Le Collectif VAN expose : “Un monde englouti –
Les Armeniens avant le genocide de 1915” – – Le
dimanche 25 janvier 2015, le Collectif VAN mettra en scène de 9h a 18h
au sein de l’ESG (Ecole Superieure de Gestion) une exposition-photo
sur le thème “Un monde englouti – Les Armeniens dans l’Empire ottoman
(Turquie) avant le genocide de 1915”, avec l’aimable autorisation
de Vahe Tachjian [Directeur du site Houshamadyan] et le soutien
de Frederic Encel. Cette exposition se tiendra durant le colloque
“Photographie et Crime de masse”, organise sous l’egide de Yahad In
Unum par Frederic Encel, professeur a l’ESG MS et le père Patrick
Desbois (“La Shoah par balles”). Les photos – reunies dans un cadre
universitaire par le Collectif VAN – montreront essentiellement des
groupes d’elèves et d’etudiants, temoins d’une presence armenienne
massive – a jamais aneantie – dans la Turquie du debut du XXe siècle.

Bien que le colloque ne soit pas a proprement parler dedie au
genocide armenien (les prochaines “Assises contre le negationnisme”,
exclusivement consacrees a ce sujet, se tiendront bientôt a l’Hôtel de
Ville de Paris), cette exposition ephemère, organisee par le Collectif
VAN, peut etre consideree comme le premier evenement parisien pour
le Centenaire du Genocide armenien.

En marge de cette exposition, le Collectif VAN, partenaire depuis 2011
des Assises contre le negationnisme, tiendra comme a l’accoutumee
un stand d’information. Seta Papazian, presidente du Collectif VAN,
interviendra dans le panel de 11h30, sur le thème : “La photographie
au service du negationnisme azeri en France”.

Le colloque qui se tiendra dans le Grand Amphitheâtre du Campus
Cluster sera l’occasion de rassembler des experts de divers horizons
afin de debattre et d’enrichir un thème trop peu aborde : la place et
l’importance de la photographie autour du crime de masse. Ce vaste
sujet sera ainsi traite sous differents angles et dans differents
domaines lors de quatre tables rondes qui se tiendront tout au long
de la journee dans le Grand Amphitheâtre du Campus Cluster.

Outre Yahad In Unum, le Collectif VAN et le site Houshamadyan, de
nombreux partenaires soutiennent ce colloque de l’ESG (voir logos
sur l’affiche).

A noter : Attention, l’ESG a demenage.

Ses nouveaux locaux se situent au sein du Campus Cluster Paris
Innovation, sur la dalle des Olympiades dans le 13e arrondissement
de Paris.

The lost gravestone of Garabet Balyan, the architect of the Dolmabahce
Palace, and a member of the Balyan family praised by Turkish President
Erdogan as ‘competent masters’ of their art, was discovered at an
Istanbul Metropolitan Municipality construction site in Kartal,
Agos reports.

On 6 June 2014, at the opening of the renovated Ortaköy Mosque,
Erdogan made a speech in which he praised Nigogos Balyan, the architect
of the mosque, and a member of the Balyan family, with the words,
“It was an Armenian architect who created this work of art. Our
forefathers displayed a different mentality in selecting him, and
they gave the job to a competent master.”

The lost gravestone of Garabet Balyan, the architect of the Dolmabahce
Palace, among the symbolic monuments of Istanbul, was discovered at
an Istanbul Metropolitan Municipality construction site in Kartal.

It is well known that many significant 19th century buildings in
Istanbul are the work of architects from the Balyan family. Garabet
Balyan was the architect of historically significant buildings such
as the Dolmabahce Palace, the GumuÃ…~_suyu Military Hospital and the
Dolmabahce Valide Sultan Mosque.

The gravestone was found in the area between the buildings on the
construction site used for many years by the IBB after they were
demolished. Other gravestones and epitaphs featuring Armenian script
were also discovered in addition to Balyan’s gravestone.

Russia’s embassy in Armenia is mourning with the Armenian people over
the death of a six-moth baby who survived the massacre in the town
of Gyumri, the Russian diplomatic mission said in a statement on Monday

“Till the very last minute, we all hoped and prayed for Serezha
Avetisyan as Armenian and Russian medics were taking effort to save
his life,” the document says. “But, regrettably, no miracle happened
although we wanted it very much and believed in it.”

“The loss of a child is a tremendous grief and there are no words
to soothe the pain from the awful tragedy that happened. But we must
remain humans even in these conditions and most of us understand it.

Mourning is grief and prayer,” the embassy said.

“All of us must learn a lesson from this tragedy and do our best to
prevent such tragedies. We can reassure that the man responsible for
that and those who might be behind him will be brought to justice,”
the Russian embassy stressed.

On January 12, a soldier of the Russian military base in Armenia
identified as Private Valery Permyakov without permission had
deserted his post with arms and cartridges. Later on, he broke into
a private house in Gyumri and shot dead a family of six, including a
two-year child, and wounded a six-month baby who died in hospital on
January 19. The man left his uniform and footwear with badges and his
submachine gun and munitions and fled the scene. He was arrested on
the same day by Russian border guards while trying to cross Armenia’s
border into Turkey.

Messages from President Recep Tayyip Erdogan last year and Prime
Minister Ahmet Davutoglu on Jan. 20 addressed to Armenians were not
“tactical” steps taken for the 100th anniversary of the 1915 events,
Turkish Foreign Ministry spokesperson Tanju Bilgic has said.

“Those statements have sincere and functional dimensions. They
represent a conscientious stance and a humane perspective,” Bilgic
told reporters on Jan. 21.

Ankara has taken a clear position against insensitivity toward the
pain caused by the 1915 incidents, he claimed.

In a commemoration message for the eighth anniversary of the
assassination of Turkish-Armenian journalist Hrant Dink on Jan. 20,
Davutoglu called on all Armenians to jointly seek ways to resolve
their historical differences with Turkey, stressing that it is a
must for Turks and Armenians to “engage in humane relations and to
recognize each other in light of 800 years of common history.”

“It’s possible for two ancient people to have the maturity to
understand each other and to look to the future together. Turks and
Armenians, sharing the same geography and long history, can only
talk to each other about their problems and seek together ways to
resolve them. It is a necessity for us to develop mutual trust and
cooperation, to know each other again in light of our 800 years of
common history, and to engage in a humane relationship,” Davutoglu
said in a written statement.

In a landmark statement on the Armenian issue delivered on April 23,
2014, Erdogan highlighted the “shared pain” endured during the 1915
events, expressing condolences on behalf of the Turkish state to the
grandchildren of Armenians who lost their lives “in the context of
the early 20th century.”
