In Armenia, the May 6 parliamentary elections were held in a calm
and peaceful atmosphere, the US Embassy in Armenia thinks.

In his comment given to news.am the US embassy states that during the
elections the opposition forces have fully presented their viewpoints
and the participation of the observers was ensured.

“We support the conclusion of OSCE/ODIHR that the elections could be
characterized as “competitive, lively and, in general, with a peaceful
campaign,” the comment says.

“Nevertheless, the embassy has also touched upon the concern of
OSCE/ODIHR on “the unequal rules of game” during the campaign and on
the election day, as well as connected with buying votes and apllying
pressure on voters,” the embassy states.

The US Embassy will continue monitoring the conclusions of the
international and local observers, as well as the analysis of the
application-complaints in the post-election period.

2/3 des electeurs en Armenie ont vote franchement et seul 1/3 ont
attendu quelque chose avant les elections selon le sociologue Aharon
Adibekyan.

Aharon Adibekyan pense que principalement les candidats nommes par
la representation a la majorite ont distribue des pots-de-vin.

Selon ses calculs, 2 a 2,5 millions de dollars ont ete distribue
principalement par les partis au pouvoir sans compter les telephones
mobiles. Neanmoins, il pense que la democratie a avance en Armenie.

Adibekyan a evalue positivement l’atmosphère calme dans les bureaux
de vote.

” nous ommes tous responsables. Notre pauvrete, notre immaturite,
notre auto-suffisance : tous ceux-ci s’est ajoute et les elections
ont lieu a l’exterieur des bureaux de vote. Au moins nous avons de la
discipline dans les bureaux de vote maintenant. C’est un fait très
important. Nous avons seulement a relevez la culture politique des
electeurs, lutter contre la pauvrete pour que les gens soient capables
de voter non guides par des interets economiques mais par des idees

Le CCAF felicite Francois Hollande pour son election a la Presidence
de la Republique. Il lui adresse ses meilleurs voeux pour la reussite
de son mandat et la conduite des interets du pays et de sa population.

En cette periode difficile de crise, il continuera a faire tout de qui
est en son pouvoir pour renforcer la cohesion nationale et promouvoir
les valeurs de la Republique en particulier dans les domaines de la
justice et de la fraternite.

Le CCAF qui a accueilli Francois Hollande a la commemoration du
genocide armenien le 24 avril dernier a Paris, connaît ses positions
contre le negationnisme et ne doute pas qu’elles se traduiront très
vite par une nouvelle legislation en la matière, comme il s’y est
d’ailleurs engage.

A l’aube de cette alternance, le CCAF souhaite egalement saluer
l’action du president Nicolas Sarkozy, qui a beaucoup oeuvre en faveur
du rapprochement entre la France et l’Armenie, a donne un caractère
officiel aux ceremonies de commemoration du genocide et qui a egalement
pris parti en faveur de la legislation antinegationniste.

Puissent les mois a venir permettre a cette dernière revendication qui
avait recueilli le soutien des deux ex-candidats a la presidentielle,
de trouver très vite une conclusion positive.

ANKARA, 11 mai 2012 (AFP) – Le Premier ministre turc Recep Tayyip
Erdogan a appele jeudi soir Francois Hollande afin de le feliciter
pour sa victoire a l’election presidentielle en France et souhaite
l’avenement d’une “nouvelle ère” dans les rapports turco-francais,
a-t-on appris vendredi de son entourage. M. Erdogan a espere lors
de la conversation telephonique que “les relations turco-francaises
soient desormais liberees des questions artificielles les affectant”,
a-t-on precise.

“Je suis confiant au sujet d’une nouvelle ère dans nos relations”,
a assure M. Erdogan a son interlocuteur, a-t-on ajoute.

Ankara espère ameliorer ses relations avec Paris avec le depart du
pouvoir de Nicolas Sarkozy, figure impopulaire en Turquie et opposant
resolu d’une adhesion turque a l’Union europeenne.

Dans une reaction immediate a l’election du socialiste Francois
Hollande, M. Erdogan avait souhaite “que la nouvelle periode en
France soit très differente de la precedente dans les relations
turco-francaises.”

Fin 2011, M. Erdogan avait accuse M. Sarkozy de “rechercher des
gains electoraux en utilisant la haine du musulman et du Turc”,
après le vote en France d’un texte de loi penalisant la negation du
genocide armenien, que la Turquie n’a jamais reconnu. Texte qui avait
finalement ete censure par le Conseil Constitutionnel.

active on the Armenian Genocide bill. At the same time Hollande differs
from former president Sarkozy and shows a more flexible approach on
Turkey’s joining the EU, Today’s Zaman reports.

“Insistence to passing the bill on the Armenian Genocide may confound
relations between Turkey and France,” Turkey’s Ambassador to France
Tahsin Burcuoglu said.

200 ANCA-WR Activists Gather At The California State Capitol

SACRAMENTO-Nearly 200 activists, from every corner of California,
joined the Armenian National Committee of America – Western Region on
Thursday, April 19 for the Commemoration of the Armenian Genocide in
the California State Legislature. A busload of activists making the
trip from Southern California was escorted through Los Angeles by an
official send-off by the “Hye Riders” Motorcycle Club.

observed the State Senate and Assembly commemorations which recognized
various community groups including the ANCA-WR and were spiritually
inspired by an invocation from Archbishop Mousegh Mardirossian of
the Western Prelacy of the Armenian Apostolic Church.

The day’s events were highlighted by passage of two Armenian
Genocide Resolutions. Notably, Assembly Member Katcho Achadjian,
the only Assembly Member of Armenian descent, introduced and ushered
passage of House Resolution 27 which strongly recognizes the Armenian
Genocide, designates April 18 – 24, 2012 as a “Week of Remembrance
for the Armenian Genocide of 1915-1923,” and calls on the Congress and
President of the United States to formally and consistently recognize
the Armenian Genocide’s historical truth.

“The State Legislature’s commemorative events and passage of not
one, but two Armenian Genocide resolutions, once again highlight
California’s role at the forefront of genocide awareness and
recognition of the Armenian Genocide in particular,” said Armen
Garabedian, ANCA-WR California State Affairs Committee Chair.

Alongside the commemorative events, the ANCA-WR held its annual
Advocacy Day in the State Capitol through which participating activists
were able to educate state legislators about issues of concern to the
Armenian-American community. “I had an incredible opportunity to sit
in on a meeting with my Assembly Member, Felipe Fuentes, which really
gave me insight of how politics work outside of the classroom. My
participation in the Genocide Commemoration on the Assembly and
Senate Floors allowed me to apply what I had been studying for the
past three years to the real world. […],”stated Ellen Oganesyan,
ASA president at the University of California, Santa Barbara.

an Armenian-American and direct descendant of an Armenian Genocide
survivor, Advocacy Day enhanced every aspect of my involvement as an
activist against human rights violations.”

Throughout the day and during a reception hosted by several
legislators, the ANCA-WR displayed images of Armenian Church properties
which have been intentionally destroyed or left in tragic disrepair
by the Turkish government in what is historic Armenia.

House Resolution 27 also calls for the restoration of rights due to
the “rightful church and lay owners” of similarly situated properties.

“Recognition of the Armenian Genocide is so much more complicated
than a simple recognition of a historical fact… The current state
of Armenian churches and other properties wrongfully confiscated
during the Genocide is just one tangible aspect of this multi-faceted
reality,” noted ANCA-WR California State Affairs Committee member,
Arpie Jivalagian.

Voice” by Dr.

Kay Mouradian. Dr. Mouradian is a novelist and educator who has
written about her personal experiences confronting the reality of
genocide in her own family. My Mother’s Voice is a documentary based
on Dr. Mouradian’s book, “A Gift in the Sunlight.” Dr. Mouradian, a
participant in Advocacy Day, also fielded questions from the audience.

“Ultimately, Advocacy Day is an opportunity for community members
to actively and actually participate in the political process in
furtherance of issues relevant to Armenian-Americans including those
beyond Genocide recognition. This year’s strong turnout is encouraging
and underscores the significance of our community’s invaluable asset –
its activists,” added Garabedian.

Last night RA citizen Artavazd Vardanyan, member of the March 1
commission who went on hunger protest on May 3 in front of the RA
Central Electoral Commission building was kidnapped and taken to his
native village, Musaler. Today he is back to Yerevan.

He protested against the parliamentary elections the results of
which he considered predetermined by the regime which was reproduced
thanks to March 1. He calls intellectual people to find a way out of
this deadlock.

On May 9 the protester wanted to put up a tent but Colonel Robert
Melkonyan and several policemen forced the protester out of the tent
and took away his tent and umbrella.

Armenian and Iranian Foreign Ministers had a meeting in Sharm
el-Sheikh, Iranian official IRNA news agency said.

It’s reported that meeting on the sidelines of ministerial meeting
of the Non-Aligned Movement (NAM) Coordinating Bureau Armenian FM
Edward Nalbandian invited his Iranian counterpart to visit Armenia.

Highlighting the bilateral relations, Iranian FM Ali Akbar Salehi
said Iran shares friendly relations with its neighbors, in particular
with Armenia.

Armenian Republic of Karabagh, His Holiness Aram I greeted the 20th
anniversary of the liberation of Shushi in Karabagh. In the letter
His Holiness reminded the strategic importance of this region for the
security of Karabagh. He also praised the faith and the courage of
Armenian soldiers who shed their blood to restore justice and dignity
for the Armenian people.

The President of Karabagh personally invited His Holiness to attend
the ceremonies which will take place on the 9th of May. However,
due to His prior commitments in Abu Dhabi and Tehran, His Holiness
was not able to attend the celebrations.

Le Parlement turc s’est lance dans la redaction d’une nouvelle
Constitution censee effacer toute empreinte des generaux putschistes,
un projet ambitieux devenu le nouveau champ de bataille entre le
pouvoir islamo-conservateur et l’opposition.

“La phase de redaction de la nouvelle constitution a debute”, a annonce
lundi le Premier ministre Recep Tayyip Erdogan. Et de reaffirmer son
intention de transformer le système parlementaire actuel en système
presidentiel, a l’oree des presidentielles de 2014.

Dominant la politique turque depuis dix ans, M. Erdogan, qui dirige
le Parti de la Justice et du developpement (AKP, issu de la mouvance
islamiste) a fait de la Turquie un acteur regional avec une croissance
economique vigoureuse (8,5% en 2011) qui fait pâlir d’envie l’Union
europeenne, a laquelle Ankara veut adherer.

Il a remporte trois elections legislatives successives depuis 2002 mais
ne pourra briguer un quatrième mandat, selon les statuts de l’AKP. Il
souhaiterait, selon les commentateurs, echanger son poste de Premier
ministre pour celui d’un president disposant de vrais pouvoirs,
et continuer a diriger le pays.

“Nous allons discuter de tout cela, qu’il s’agisse d’un système
presidentiel ou semi-presidentiel”, a-t-il dit lundi, ajoutant que
le dernier mot reviendrait au Parlement, où l’AKP est très majoritaire.

Deja accuse d’autoritarisme par l’opposition – les arrestations de
journalistes se sont multipliees ces derniers mois – M. Erdogan et
ses ambitions provoquent la controverse.

“On vit deja sous un semi-diktat, allons nous vers une dictature
constitutionnelle ?” s’est interroge Riza Turmen, depute du principal
parti pro-laïc CHP (Parti republicain du peuple), et ex-juge a la
Cour europeenne des droits de l’Homme.

“Nous ne sommes pas favorables a un système presidentiel”, averti
Devlet Bahceli, le chef de file des nationalistes au Parlement. “Si
tout se passe comme il (Erdogan) le souhaite, et qu’il devient le
premier President de Turquie avec des pouvoirs a l’americaine ou a la
francaise, il y aura debat sur la separation des pouvoirs”, estime
Murat Yetkin, redacteur en chef du journal Hurriyet Daily News. Une
commission parlementaire speciale a consulte la societe civile et les
minorites religieuses pour bâtir un texte qui sera le quatrième depuis
la creation de la Republique turque, en 1923. L’objectif est d’elaborer
un texte plus democratique remplacant l’actuelle constitution heritee
des generaux qui avaient pris le pouvoir en 1980.

M. Erdogan s’est dit favorable a un texte qui “mettra en avant le
citoyen et non l’Etat”. Le projet serait acheve d’ici la fin de
l’annee et soumis a referendum.

Des reformes introduites par l’AKP ont considerablement reduit
l’influence des militaires, jadis acteurs politiques majeurs
et gardiens auto-proclames de la laïcite. Des dizaines de hauts
grades sont en prison, accuses de complots contre le regime. Mais
la constitution de 1982 est restee en vigueur, en depit de nombreux
amendements.

D’âpres batailles sont a prevoir au Parlement sur le nouveau texte
: le parti pro-kurde de la paix et de la democratie (BDP) veut des
droits accrus pour les 12 a 15 millions de Kurdes (sur une population
de 73 millions), ce a quoi sont opposees les autres formations.

Et le CHP, qui denonce une derive islamiste du pouvoir, exige que les
references au fondateur de la Turquie moderne, Mustafa Kemal Ataturk,
et a son heritage laïc soient maintenues dans le nouveau texte. “De
serieuses interrogations subsistent sur la methode a adopter. Ce
processus peut a tout moment s’enliser”, previent Ibrahim Kaboglu
de l’Universite stambouliote de Marmara, qui fait partie des experts
consultes.
