L’UE CRAINT UNE NOUVELLE GUERRE DANS LE HAUT-KARABAGH

L’envoye special de l’UE pour le Caucase du Sud a declare vendredi
1er juin que l’Union europeenne continue a soutenir les pourparlers
armeno-azerbaïdjanaises et s’oppose fermement a toute tentative visant
a mettre fin au conflit du Haut-Karabagh par la force.

Philippe Lefort a averti qu’une nouvelle guerre du Karabagh serait
desastreuse non seulement pour les parties en conflit, mais aussi pour
toute la region. ” Pas de guerre, pas de guerre “, a-t-il declare a
plusieurs reprises lors d’une reunion avec des etudiants universitaires
a Erevan.

” La guerre dans cette region conduirait a une grande catastrophe pour
toutes les parties concernees “, a-t-il dit. ” C’est pourquoi nous
ne voulons pas que ce conflit prolonge devienne un conflit actif. ”

Le diplomate a reaffirme le soutien de l’UE pour le règlement du
conflit du Karabakh mis en avant par les trois copresidents du Groupe
de Minsk de l’OSCE, les Etats-Unis, la France et la Russie. Il les
decrit comme une ” alternative très serieuse a la situation actuelle “.

Les deux parties souhaitent accepter l’accord cadre de paix redige
par les trois puissances mediatrices. Mais elles sont toujours en
desaccord sur certains details cles du règlement propose.

P. Lefort a declare que l’UE continue de croire que le Groupe de
Minsk devrait rester le principal organe international pour tenter de
negocier un accord de paix armeno-azerbaïdjanais. ” Si nous devions
changer le format, il y a un grand risque de perdre le plan de [paix]
“, a-t-il explique.

Les fonctionnaires azerbaïdjanais menacent d’avoir d’autres
structures internationales, notamment les Etats-Unis, impliques
dans le processus de paix, et ont affirme que le Groupe de Minsk
ne fait pas assez pour mettre fin au conflit. La partie armenienne,
en revanche, est categoriquement opposee a tout changement dans le
format de negociation.

Azerbaijan makes another military contract with Israeli Aerospace Industries

Israeli Aerospace Industries has signed a military contact with
Azerbaijan for delivery of several dozens of drone aircrafts, ZMAN.COM
reports citing foreign sources.

The long negotiations between the two parties were a success. The
contract amount is tangible and exceeds even the similar contract with
Turkey that was estimated at 300 million dollars. It is noteworthy
that both the parties, Israel and Turkey, fulfilled their commitments
on delivery and payment in time.

Earlier on Feb 26 Israeli Aerospace Industries signed a contract with
the Azerbaijani Defense Ministry for delivery of drone aircrafts and
up-to-date anti-aircraft defense systems in the amount of $1.6 billion
in total.

as a gay hangout, was a leader of female rock band Incest some years
ago. The paper reminds that the word `incest’ means sexual intercourse
between two persons commonly regarded as too closely related to marry.
Therefore, the activities of her notorious club should not be
surprising, the paper writes.

Yerevan to host Directors Across Borders Regional Co-Production Forum

PanARMENIAN.Net – Golden Apricot Fund for Cinema Development announced
the 6th Directors Across Borders (DAB) Regional Co-Production Forum to
be held within the framework of the 9th Golden Apricot International
Film Festival in Yerevan, on July 10-12.

The DAB Co-Production Forum is an annual event aimed at promoting
talents and film production/co-production in the Eastern Partnership
countries, namely: Armenia, Azerbaijan, Belarus, Georgia, Moldova and
Ukraine.

Selected applicants will have the opportunity to present projects to
producers from around the world and compete for three development
grants. First prize will be a grant of 5,000. Two other grants of
3,500 may be awarded to film projects that address issues of
tolerance and common social problems throughout the Eastern
Partnership region.

DAB Regional Co-Production Forum is part of the DAB Eastern
Partnership Program which is supported by the European Union and
implemented by GOLDEN APRICOT Fund for Cinema Development in Armenia
and its partners – MAIA (Italy), INTERFILM (Ukraine), Cinema Art
Center Prometheus (Georgia) and NTERNEWS (Armenia). Throughout
2012-2014, the DAB Eastern Partnership program will provide a series
of workshops, trainings and networking opportunities for film industry
professionals for the EU Eastern Partnership region and beyond.

This year’s DAB Regional Co-Production Forum is focused on
feature-length fiction film projects. Directors and producers from the
above mentioned countries can apply with film projects which are in
development phase.

The DAB 2012 Forum will mainly consist of short trainings program
conducted by renowned trainers and guest speakers; this will provide
directors and producers of selected projects with innovative
opportunities for collaboration and developing careers.

Alongside trainings, the Forum will include pitching session and
one-to-one meetings with international professionals and producers.

Krasnodar, Youra Movsissian n’est pas transférable. Y. Movsissian qui
fut reconnu comme le meilleur joueur du club au cours de la saison
écoulée, auteur de 14 buts et 7 passes décisives en 37 rencontres de
championnat de Russie restera à Krasnodar. « Au sujet de notre
séparation avec Youra Movsissian, je peux vous affirmer que cette
rumeur est une fausse nouvelle. Le club ne se séparera pas de lui.

La pratique des « chaises vides » au Conseil municipal de la ville d’Idjévan
l’opposition proteste contre le nouveau maire

La ville d’Idjévan (Itchévan)qui compte près de 20 000 habitants,
située dans la région de Davouche (Tavoush) traverse une crise. Nombre
d’élus boycottent largement les séances du Conseil municipal en signe
de protestation. Face à la désertion des bancs du conseil municipal,
le budget de la commune d’Idjévan n’est toujours pas voté. Ce qui
complique singulièrement la situation des travaux entrepris par la
ville. Lors du Conseil municipal du 30 mai, 7 des 14 conseillers
étaient absent. Ce qui paralysa le vote des rapports et décisions
municipales. Le maire d’Idjévan, Vartan Ghaloumian reste figée sur ses
positions. « J’attends que d’abord les membres du conseil municipal
viennent pour discuter » dit-il.

Le soutien de ces conseillers à l’ancien maire d’Idjévan, Varoujan
Nercissian, serait à l’origine de ce boycott. L’an dernier, lors des
élections municipales, Varoujan Nercissian, représentant le Parti
Républicain d’Arménie (celui du président arménien Serge Sarkissian)
avait été battu à la surprise générale par Vartan Ghoulamian soutenu
par le parti « Parkavadj Haïastan » (Arménie Prospère) du leader
Gaguik Dzaroukian. Une série de dégradations de biens publics avaient
suivi les élections qui manifestement continuent de nourrir des
oppositions très fortes.

La ville d’Idjévan est jumelée depuis 1996 avec Valence (France),
ville qui recense une très forte communauté arménienne représentant
près de 10 % de la population.

Catholicos Aram I received on Friday in his office Mr. Krikor
Soghomonian, Chairperson of the Hay Tad Committee in Australia, Mr.
Hagop Pakradouni, the Representative of the Armenian Parliamentarians
in Lebanon, and other dignitaries from Australia and Lebanon.

Mr. Soghomonian reported on their plans and activities in pursuing the
Armenian Cause in Australia.

His Holiness thanked the Committee and said that he greatly
appreciated the concerted effort of all committees demanding justice
from Turkey. He then informed the delegation of the recent initiatives
of the Catholicosate of Cilicia.

In line with Article 55.4 of the Constitution of the Republic of
Armenia, President Serzh Sargsyan appointed Tigran Sargsyan as Prime
Minister of the Republic of Armenia.

Before that his candidacy was discussed at the sittings of the
Executive Body and the Board of the Party. Tigran Sargsyan’s candidacy
was unanimously confirmed.

The government program will be discussed at the National Assembly this
month. The issue of ministerial portfolios was not discussed during
today’s sittings, Spokesman for the Republican Party of Armenia,
Vice-Speaker of the National Assembly Edward Sharmazanov told
reporters.

No major changes are expected in the government. According to
Sharmazanov, the Ministers of Foreign Affairs, Defense and Emergency
Situations will be reappointed in the coming days. The Ministers of
Education and Science is also likely to keep his office, the Spokesman
said.

PM Tigran Sargsyan noted, in turn, that the government will present
its program to the National Assembly within ten days. According to
him, the program will be based on the election platform of the
Republican Party of Armenia.

Tigran Sargsyan said he regrets that Prosperous Armenia Party will not
participate in the formation of the coalition government.

According to 168 Zhamdaily, the second president of Armenia Robert
Kocharian hindered formation of the coalition between the ruling
Republican Party of Armenia (RPA) and Prosperous Armenia.

Prior to Prosperous Armenia leader GagikTsarukyan’s statement on the
party’s decision not to join the coalition, all the political forces
were confident of coalition formation.

However, Tsarukyan succumbed to pressure by Kocharian, the paper says.

YEREVAN, JUNE 2, ARMENPRESS: Issues on “Millennium Challenges” project
will possibly be discussed during the visit of US Secretary of State
Hillary Clinton to Armenia, political scientist Sergey Shakaryants
told journalists June 2, Armenpress reports.

He noted Hillary Clinton is likely to refer to Nagorno Karbala
settlement issue as well.

“The goal of the visit is to present before the presidential elections
that nothing will change in the US even if Obama concedes the
Republican Party,” said Mr Shakaryants.

Referring to the US war against Iran, the political scientist noted it
will be a threat for Armenia.

“Iran has an open border with Armenia, hence we cannot help undergoing
harms in case of a war. Azerbaijan can make use of all that,” he said.
