UN REGRETS WORSENING SITUATION ON AZERBAIJANI-ARMENIAN CONTACT LINE

The UN has expressed regret over the worsening situation on the
contact line between Armenian and Azerbaijani troops.

“Soldiers have been killed for 20 years,” UN Resident Coordinator
in Azerbaijan Fikret Akcura said. “Refugees and internally displaced
people have problems.”

Akcura expressed hope that the efforts of the OSCE Minsk Group and
Azerbaijan’s membership in the UN Security Council will give an
opportunity to accelerate the settlement of the Nagorno-Karabakh
conflict.

Azerbaijan has intensified its efforts in this direction thanks to
the membership in the UN Security Council, he said. Azerbaijan’s
Permanent Representative to the UN Agshin Mehdiyev sent a letter to
the secretary general discussing the aggravation of the situation on
the contact line between Azerbaijani and Armenian troops.

Recently, the ceasefire has intensively been violated on the front
line. At 06:30 on June 5 Armenian sabotage group’s efforts to enter
Azerbaijani Armed Forces’ positions in Ashagi Eskipara village in the
Gazakh region failed and it retreated by suffering losses. As a result
of the fight, 4 soldiers of Azerbaijani Armed Forces were killed.

Another Azerbaijani soldier was killed as a result of fire opened
from nameless heights in Gazakh region.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 per cent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and seven surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France and the U.S. –
are currently holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

UFO Observed Above Israel Was Launched By Russia

The unusual phenomenon in the sky above Israel, which hundreds
took for a UFO, could be connected with the test launch of Russia’s
intercontinental ballistic missile Topol. The missile was launched
from Kapustin Yar test ground in Russia’s Astrakhan region.

Astronomers confirmed the journalists’ supposition that said that the
mysterious light in the sky could occur as a result of the launch of
a ballistic missile.

“The object looked like a small body that suddenly started growing
and performing spiral-like movements,” Igal Petel, the director of
the observatory in the center of Israel told Ynet. “A bit later,
the object turned into a cloud. It all looked as if the object was
flying high above the ground and then fell apart,” she added.

Scientists said that the object was staying in the airspace of Lebanon
at the height of 80 kilometers. They were certain that it was not a
meteor. “Most likely, the missile went out of control, and the people
could observe its fragments and fuel. The missile reached the height
of 200-300 kilometers – this is the reason why it could be seen from
so many places,” Petel added.

If it goes about a part of the Russian Topol – one may assume that
the Israelis could observe a stage of the ballistic missile. Its
warhead hit the target on Sary-Shagan range ground in Kazakhstan,
Russian defense officials said.

Other versions say that it could be a crashing satellite that caused
the phenomenon or a large fragment of a satellite.

Hundreds of residents of northern Israel said that at night of June
7th they could see an unidentified flying object to the north off the
border with Lebanon. There was bright light spreading from the object.

The UFO was also observed in Armenia, Turkey, Cyprus, Lebanon, Jordan
and other countries in the region.

Eyewitnesses said that a comet-like object flew across the sky at a
high altitude at about 21:00. Israeli defense officials said that the
Army was not conducting any tests or drills at night of June 7th. All
adequate services, including Air Force, investigate all reports about
the “UFO.”

dedicated to the state holiday of the Russian Federation- Day of
Russia, on June 12.

Yuri Golishev, famous artist of the Moscow State Academic Philharmonic
Society, laureate of All Russian Contests of Artist-Elocutionists
will perform at the event. Golishev is one of the best masters of
Russian art of declamation. He is author of many plays and TV programs.

Armenia has been dealing with a political madman whose name is Ilham
Aliyev. He has got no principles or moral norms. By implementing
permanent sabotage actions, Aliyev breaks many principles which any
politician should be committed to, former Armenian deputy defence
minister from 1992 till 1999, Vahan Shirkhanyan, said at today’s
joint press-conference with a member of the parliament Karine Achemyan.

He said that the border has never been calm and sabotage actions have
been implemented since 1988, but in course of time privilege slowly but
truly transferred to Armenia, which is regarding impartial perception
of Armenia by the world community. “Armenia is also lucky in the
matter that American programmes regarding Azerbaijan have been failing
one-by-one. Azerbaijan had to implement several instructions and get
Karabakh instead, but he did not manage to. By its sabotage actions
Baku demands from the USA settlement of the Karabakh conflict according
to the Madrid principles as soon as possible”, – Shirkhanyan said.

He also added that the Armenian army has numerous privileges over the
Azerbaijani one, and naturally it keeps the enemy from unleashing
the war. “The Azerbaijani army is corrupted. Soldiers serve in it
which hate the Aliyev’s clan. And such army cannot be strong”, –
Shirkhanyan said.

For her part, Achemyan said that naturally, the adequate response must
be given to these sabotage actions. However, we should not strive to
kill as many as possible, but try to resolve the conflict peacefully.

Armenian former deputy Minister of Defense, hero of the Artsakh
liberation war, General-Mayor Arkadi Ter-Tadevosyan (Komandos) met
journalists today and ensured during the conversation that Armenia
will again win in case of war.

“We will have difficulties at first but never doubt on our victory.

Azerbaijan is not ready for the war and even if the official Baku
takes this adventure Armenian Armed Forces are able to give the
appropriate respond to the enemy”, Komandos underlined.

Referring to the diversions by Azerbaijani side on last days the
liberation soldier noted that official Baku tries to show international
society and us that it is ready for the war. “Despite of the conditions
we appropriate answer to Azerbaijanis on last two days.

If they were ready for the war the last events would become occasion
to restart the war”.

Arkadi Ter-Tadevosyan quoted words of German philosopher, militant and
military expert Carl fon Clauzevitz who said: only those countries
who manages to fulfill the idea of “trinity” in peace times can
win the war. The trinity includes united society, ready army and
conscious leadership.

Komandos also said that there are some military rules according which
first the nation must be ready for the war and then the Army and the
authorities. This trinity gives opportunity to any country to start
military actions and to win. According to Komandos Azerbaijan has
problems with all three points.

According to the speaker the issue of the national minorities is the
main problem in Azerbaijan. Their rights are usually violated.

“There are more than 20 national minorities and all know their
relations with the authorities. I want to ensure you that Talishes
and other national minorities participated in the hottest parts of
the Artsakh war. Azerbaijanis did not struggle in the hottest points”,
the General underlined.

A. Ter-Tadevosyan also noted that readiness of Armenian Army is rated
highly in the international arenas.

The recent incidents on the Armenian-Azerbaijani border resemble
pre-battle reconnaissance. However, one has really to be a mad
politician to start a war, Vahan Shirkhanyan, Armenia’s former deputy
minister of defense, told journalists on Friday.

“The first precondition for unleashing a war is a really stronger
army. The second is being confident that the enemy is weaker. The
third is being confidence that no international sanctions will be
applied against you,” Shirkhanyan said.

One more reason is suggesting “speeding up the settlement on the
basis of the Madrid principle” during US Secretary of State Hillary
Clinton’s visit.

The Azeri leaders’ panic accounts for Azerbaijan’s stance.

Azerbaijan’s fear is that, from the international community’s point
of view, the Nagorno-Karabakh peace process is showing a shift –
although a minor one – in favor of Armenia.

The reasons are as follow: the regional strategic programs, namely, US
instructions to Azerbaijan for the country to follow them in exchange
for Nagorno-Karabakh without war. However, all the “programs” fail
one after another.

With respect to Azerbaijan’s confidence in its military superiority,
Shirkhanyan said that Azerbaijan can by no means be confident of that.

Corruption and perversion in Azerbaijan’s army are among the factors
that make it impossible to speak of Azerbaijan’s military might.

the building of embassy hosted the 154 graduates of “International
military education and training” program on June 8. Since 2002 more
than 150 graduates studied different military educational institutions
of USA mainly focusing on such areas of study like defensive reforms,
legal education, management as well as courses for captains and
mayors. Armenpress was informed from the embassy of United Sates of
America to Armenia that First Deputy Defense Minister David Tonoyan
and 170 officers and civil employees of the ministry took part in
the event.

The program is implemented by the US office of Military cooperation.

Since 2002 “International military education and training” program
has been granted 5.8 million dollars. Graduates of “International
military education and training” program often take higher positions
as military attaches in NATO, USA, Georgia.

The visit of the US Secretary of State Hillary Clinton to the region
proved the USA keeping the region in focus, without going to yield
its positions, member of Free Democrats party, MP Alexander Arzumanyan
told the reporters today.

According to him, the South Caucasus should be a cooperation platform
and not an arena of clashes. “I agree that the time of Azerbaijani
attack was planned,” he said, adding that it was a “message” to show
how Azerbaijan will settle the conflict in case it is not regulated
in its favor. He said the war will likely to resume in case Azerbaijan
understands it can win.

Arzumanyan condemned the political figures and analysts claiming that
Armenia is gradually yielding its positions.

Referring to Clitnon’s statement about the new approaches to the
conflict settlement to be presented by the OSCE Minsk group co-chairs
at the Paris meeting of the foreign ministers, the MP said new
proposals over the Karabakh conflict settlement are unlikely. “It is
just necessary to return to the previous format when Nagorno Karabakh
was too engaged in the conflict settlement process,” he said.

can be restarted when Azerbaijan realizes there is a balance
difference between the military forces and that the conflict must
be settled by military way. National Assembly “Heritage” faction MP
Alexander Arzumanyan had a briefing with the journalists on June 8,
Arempress reports.

” We are all anxious about the security of our children no matter what
political force we represent. We must care no efforts to defend our
borders” Arzumanyan noted. The interlocutor stated that Azerbaijan
being a criminal system state should acknowledge military settlement
has no prospects.

The Armed Forces of the Republic of Armenia and Nagorno Karabakh
continue to be vigilant and efficient.

” We must establish democracy in Armenia within the capacity of our
forces. I do not guess that new approaches can change the situation and
that we shall return to the previous format; to settle the negotiations
through the new adopted approaches” Arzumanyan concluded.

The politician expressed confidence the issue be solved within the
framework of thae OSCE Minsk group.

Front subdivisions of Azeri army continue to intensively violate the
ceasefire regime at the line of contact between Nagorno-Karabakh and
Azerbaijani armed forces.

On June 6 and 7 only, Azeri forces fired thousands of shots at NKR
Defense Army positions. NKR subdivisions took response actions when
necessary and silenced the rival. No casualties are reported on
Karabakh side.

According to NKR Defense Army’s press service, despite aggressive
actions by Azeri troops, NKR Defense Army’s front subdivisions keep the
situation under control and carry out their military missions properly.
