NIKOL AGHABABYAN’S EXHIBITION IN SHOUSHI

On June 13 Armenian painter Nikol Aghababyan’s personal exhibition
dedicated to the 20th anniversary of the liberation of Shoushi was
opened at the state gallery of Shoushi.

The painter’s first exhibition in Artsakh was held in Shoushi in 1992
immediately after the liberation of the town.

“I am afforded the great honour to conduct my private painting
exhibition in Shoushi 20 years later. I attempted to present as many
paintings on the subject of Artsakh and Shoushi as possible thus
trying to express the kindly feelings I cherish for Karabakh and its
inhabitants. Only many years later I found out that my grandmother
was from Shoushi by origin,” N. Aghababyan emphasized with unconcealed
pride and added that he had inherited this love towards Artsakh from
his ancestors.

The painter referred to the unfavourable building conditions of the
gallery and expressed his hope that the new gallery being built in
Shoushi would be much more comfortable.

Tatevik who was present at the exhibition was delighted with Nikol
Aghababyan’s works.

“Everything is portrayed in bright colours, no dark colours depicting
the gloomy past. The idea of rebirth and new life dominating in the
paintings appealed to me greatly,” Tatevik noted in her interview
to Karabakh-open.info.

The Co-Chairs will visit the region in the coming weeks

Baku – APA. Today, the Co-Chairs of the OSCE Minsk Group
(Ambassadors Robert Bradtke of the United States of America, Igor
Popov of the Russian Federation, and Jacques Faure of France) met
jointly with the Foreign Minister of Armenia, Edward Nalbandian,
and the Foreign Minister of Azerbaijan, Elmar Mammadyarov. Also
participating in the meeting was the Personal Representative of the
OSCE Chairperson-in-Office, Ambassador Andrzej Kasprzyk, APA reports
quoting the OSCE’s website.

The Co-Chairs discussed with the Ministers the way forward on
resolving the Nagorno-Karabakh conflict, as well as further work on
development of humanitarian contacts and the creation of a mechanism
to investigate ceasefire violations, and preservation of sites of
historic and cultural value. The Co-Chairs also reiterated deep
concern over recent incidents along the front lines and stressed the
need to respect the 1994 ceasefire agreement. The Foreign Ministers
expressed their determination to continue working with the Co-Chairs
to reach a peaceful settlement, and their readiness to carry out
confidence-building measures that could improve the atmosphere for
negotiations.

The meeting took place in a positive, constructive atmosphere. As a
next step, the Co-Chairs will visit the region in the coming weeks.

STEPANAKERT. – Official Baku attempts to blackmail the world community
through incidents on the line of contact, Nagorno-Karabakh President’s
Spokesperson David Babayan told Armenian News-NEWS.am.

Commenting on the Monday incident on the contact line, as a result
of which a Karabakh serviceman died while Azerbaijan violated the
ceasefire regime, Babayan said that such behavior has no reasonable
explanation.

“The Azerbaijani side always violates the ceasefire regime prior to
every high ranking international representatives’ meeting or visit
to the region. It seems, Baku has chosen a productive mechanism of
blackmailing the world community to draw an attention and claim support
for the settlement of its domestic economic problems,” Babayan stated.

Turkmenistan’s Ambassador to Azerbaijan Toily Komekov was invited
to the ministry of foreign affairs, where Deputy Minister Khalaf
Kahalafov received him.

Tert.am informs citing Azerbaijani sources it was stated during the
meeting that according to the agreement reached between Azerbaijan and
Turkmenistan in 2008 the two countries cannot carry out intelligence
or mining activity in the crossing point of the territories of the
two courtiers unless an agreement has been reached on the division of
the sea-bed. Turkmenistan’s attempts to start seismic work in Kyapaz
mine on the crossing point means a violation of the agreement.

On this occasion, Azerbaijan expressed a serious complaint to
Turkmenistan stating Turkmenistan’s illegal activity is inadmissible
and Azerbaijan has the right to take corresponding measures in order
to protect its right in the Caspian Sea.

YEREVAN, JUNE 18, ARMENPRESS: Armenian Grandmaster Levon Aronyan
has taken victory over Italian Grandmaster Fabiano Caruana in the
last – 9th round of the Mikhail Tal Chess Memorial, Chess Federation
of Armenia told Armenpress. Levon Aronyan scored 4, 5 points with
white figures.

The winner of this tournament is already known. It is Magnus Carlsen
from Norway, who defeated English chess player Luke McShane. American
Hikaru Nakamura and Azerbaijani Teimur Radjabov played draw. The
prize fund of the tournament makes 100 000 Euros.

The Tal Memorial is a chess tournament played in Moscow each year since
2006, to honour the memory of the former World Champion Mikhail Tal
who died in 1992. Tal Memorial 2012 took place June 7 – June 18, 2012,
with participants Magnus Carlsen, Levon Aronian, Vladimir Kramnik,
Teimour Radjabov,Alexander Grischuk, Hikaru Nakamura, Fabiano Caruana,
Alexander Morozevich, Evgeny Tomashevsky and Luke McShane.

The tournament proper is preceded on June 7 by a blitz chess tournament
with a separate prize fund to determine the numbering of the players
in the main tournament.

The youth initiative “We Won’t Keep Silence” has managed to visit Major
Vahe Avetyan, Head of the HENT department of the Yerevan military
hospital, who is in a state of insensibility in the intensive care
unit of the military hospital of the Armenian Defense Ministry.

The medical officer was cruelly beaten by the security guards of
Armenian oligarch, member of Armenian Parliament, President of the
Football Federation of Armenia Rouben Hayrapetyan.

The members of the youth initiative talked to Lieutenant-Colonel Hayk
Antonyan, the head of the intensive care unit of the hospital. The
latter said that Avetyan had been brought to hospital in grave
condition and had undergone brain surgery. The major’s condition is
still grave, and his life is still endangered. Antonyan said that
besides Vahe Avetyan, his friend and colleague, microsurgeon Artak
Bayadyan had also been beaten. Bayadyan is also in the intensive care
unit with strong brain concussion.

The initiative group violated the ethics of journalism and decided
to show the video that demonstrates the state of Avetyan, so that
all the members of the society can realize how helpless they are in
their own country as long as such crimes remain unpunished.

To note, a criminal case has been instituted under Article 112 of the
Armenian Criminal Code (infliction of serious bodily harm). The case
has been presented to the investigation department of the Defense
Ministry.

voiced intention to boost availability and quality of medical services
for all the citizens.

“No doctor and no citizen must deal with financial issues. Moreover,

care,” Derenik Dumanyan said, pledging to take maximum efforts to
reach the goals set.

Minister Dumanyan further noted development of the practice of
voluntary medical insurance and introduction of mandatory health

different areas of Yerevan that somebody is cutting down trees
in their yards, garden, park, street and somebody is constructing
something. They are now seizing whatever they didn’t manage to do in
the past.

community, the territory adjacent to Ministry of Emergency Situations,

South Caucasus — heading for a hot summer

As we head towards the summer, tensions in the South Caucasus are
increasing. Escalating tensions between Azerbaijan and Armenia over
the Nagorno-Karabakh conflict, deteriorating relations between
Azerbaijan and Iran, continued concerns over Iran’s nuclear program,
the return of Vladimir Putin to the Kremlin and upcoming
Russian/Collective Security Treaty Organization (CSTO) military
exercises in the region are a potent mix.

After almost two decades, a resolution to the Nagorno-Karabakh
conflict remains elusive. Karabakh, an internationally recognized part
of Azerbaijan, and seven surrounding Azerbaijani territories remain
under Armenian control, with the conflict remaining a significant
security threat. Over the last few weeks there has been a rise in
violations of the cease-fire across the heavily militarized line of
contact, as well as growing attacks across the Armenian-Azerbaijani
state border. In particular, US Secretary of State Hillary Clinton’s
visit to the region was accompanied by several deaths. While this is
not the first time such a tense situation has arisen, these periods
come and go depending on what is happening in the peace talks, in
domestic politics and in the broader region; it is still very worrying
— more so when innocent civilians are among the casualties. While
both Azerbaijan and Armenia seem to have become experts in
`containing’ violations, not allowing them to spiral into something
more sinister, it is a dangerous game as there is always the risk of
war by accident. Moreover, whenever the region enters an election
cycle, there is a loss of momentum in the peace talks and an increase
in belligerent rhetoric from both sides that is also
counterproductive.

A recent report by Saferworld highlights the escalating dangers,
stressing the need for the international community to put greater
effort into finding ways to promote sustainable peace. It includes
recommendations to improve the lives of ordinary Azerbaijanis and
Armenians residing near the conflict zone. This is particularly the
case for those living near the line of contact as they face a double
vulnerability related to both security and livelihood. There is a need
for more pressure to cooperate on confidence-building measures (CBMs)
of both a military and civilian nature. This could include joint
investigations into incidents that involve the targeting of civilians
and their property, sniper withdrawal and resource management. While
the foreign ministers of Azerbaijan and Armenia are due to meet in
Paris on June 18 to discuss some new proposals put forward by the US,
there seems little hope of any concrete progress being made until
after the 2013 presidential elections in both states. Therefore, this
should be a time when CBMs are given a greater priority.

Azerbaijan’s deteriorating relationship with Iran is also worrying.
The fact that Azerbaijan’s leadership orients the country towards the
West makes Iran nervous. Iran has always been fearful of Baku’s
deepening ties with the West and in particular the US and Israel. The
recent rise in tensions has been caused by Iran’s `meddling,’
including alleged efforts to support hard-line Shiite movements and to
promote terrorism in Azerbaijan, including offering ideological and
financial support to radical groups. More recently, Iran’s state-run
media heavily criticized Eurovision in Baku, which they labeled an
un-Islamic and scandalous show, describing it as an `insult to the
sanctities’ of Islam that resulted in a rebuke from Azerbaijan.
However, the contrast between secular Azerbaijan and the Iranian
theocracy means it may prove very difficult to normalize its
relations.

Another destabilizing factor comes from planned military exercises.
Last week, Armenian Defense Minister Seyran Ohanyan stated that
special military exercises will be held on June 25-27 to check how the
state system of Armenia would act at war. Moreover, in September
Armenia will host a joint exercise of the Collective Rapid Reaction
Force of the CSTO titled `Cooperation 2012.’ This is part of Russia’s
`Caucasus-2012′ exercises. This year’s exercise will be on a larger
scale than previously and will apparently be focused on possible
conflicts in the region, especially on a military strike against Iran.
For the first time not only the Army, the Navy, the Air Force and the
Strategic Rocket Forces will participate, but also the Russian Secret
Service, the Interior Ministry, the Federal Protective Service and all
other security structures. Moreover, all methods of so-called
networked warfare (the use of electronic and satellite observation,
drones and precision weapons) will be tested as well as new automated
warfare systems.

As I have mentioned in a previous column, Georgia’s leadership is very
nervous about these exercises, which will take place just a few weeks
before key parliamentary elections and be held not only in Armenia but
in the occupied Georgian territories of South Ossetia and Abkhazia as
well as in Russia. The Georgians have called on the West to raise
their concerns with Moscow, yet until now this plea seems to have
fallen on deaf ears, although it is obvious such exercises are highly
provocative and certainly do not serve to build trust and security in
this region.

YEREVAN. – Armenia wants peace, however, is ready to give an adequate
response in case of any violation, militant expert David Jamalyan said
at a press conference on Saturday.

According to him, Azerbaijan will not stop provocations, some of which
occurred in early June.

`We should be realists and remember that we have no right to feed our
nation with sweet lie. The opponent has its own perceptions and
strategies of situation,’ he said adding the Armenian side has always
taken steps in response. `Military component of the answer consists of
two parts, including prophylactic measures and an adequate response to
actions. As a result of the recent events, Azerbaijan suffered losses
of over 47 people, according to some reports. It attempted to conceal
losses and link their deaths to the mines. And it is not revenge but
counted strategy. Attempts by the Azerbaijani side come to prove
correctness of the strategy. We want peace, but we are quite capable
of giving counter response in case of any violation of the line of
contact.’
