RENOWNED ARMENIAN ACTOR CALLS ON RUSSIAN DUMA ADOPT ARMENIAN GENOCIDE DENIAL BILL

In an interview with the TV3V TV company, renowned Armenian actor,
People’s Artist of the USSR Sos Sargsyan called on the Russian State
Duma to adopt a law criminalizing denial of the Armenian Genocide.

“Over three centuries we have been side by side with Russia. Armenians
have always been loyal to the Russian state, society and armed forces.

I think it would be right on the Russian government’s part to adopt
a law criminalizing the denial of Armenian Genocide. We would thus
consolidate our relations… This is not a mere request. Rather, this
is your duty to show an honest attitude to the appalling atrocities
committed by Turks…”

EXPERT: NORMALIZATION OF ARMENIAN-TURKISH RELATIONS IS STILL ON AGENDA

Today Turkey seeks to become a nuclear power and takes the liberty
of being honest to the Armenians, but its problem is that it is
as ignorant as never before, Director of Noravank Foundation Gagik
Harutyunyan told journalists on Wednesday.

“Nothing is final in the politics. So, having emerged long before the
tragic events of 1915, the problem of Armenian-Turkish relations is
still on agenda,” Harutyunyan said.

He said that in the Armenian-Turkish process Armenia has met all
of its obligations, unlike Turkey, who has toughened its attitude
towards the Armenians. “Under current conditions the parties will
hardly take any serious steps towards each other,” Harutyunyan said.

He pointed out that since Turkey began improving its relations with
Armenia, it has spoiled its relations with the United States, Israel,
Syria and Iran.

“In the Caucasus Turkey is with Azerbaijan, while Armenia is with
Russia. The Russians have always bewared the Turks. After as many as
thirteen wars in the past they cannot have really good relations,”
the expert said.

As regards Georgia, it is tending towards Turkey and Azerbaijan,
quite unaware what consequences this may have for its economy, where
the Turkish-Azeri capital is already growing on a daily basis.

STEPANAKERT AIRPORT WILL BE READY FOR EXPLOITATION AFTER THREE DAYS

After three days Stepanakert airport will have right for the
exploitation. Dmitry Adbashyan, head of the civil aviation department
of NKR informed about this novostink.ru.

Adbashyan noted that every worker will work with license, on licensed
apparatus and that is why the license process is still going on.

According to the official delegation led by Artem Movsesyan, head
of the civil aviation of the Republic of Armenia is now engaged in
license issues, checks now all services, holds discussions with all
the specialists, asks the questions and gets the answers.

“If all this work is ended the whole airport will be considered
licensed”, Adbashyan said. The speaker also hoped that all these
affairs will be over till the end of this month and the airport will
be ready for to be used soon. According to Adbashyan after 2-3 days
Stepanakert Airport will be ready for the exploitation.

Remind that NKR President Bako Sahakyan met delegation led by head
of the civil aviation department of RA Artyom Movsesyan on June 18.

During the meeting the sides discussed issues connected with the
airport and also the possibilities of aviation development in the
country.

NKR Prime Minister Ara Harutyunyan and other high-level officials
attended the meeting.

“Azerbaijan continues to actively violate the cease-fire along the
entire line of contact between the armed forces of the NKR and AR. On
June 18, 2012, at 8:15 am, as a result of gross violation by the
Azerbaijani armed forces, conscript of the NKR Defense Army Aram S.

Gyulnazarian, born in 1993, was killed,” NKR Ministry of Foreign
Affairs said in a statement.

“The next provocation by Azerbaijan is an open challenge to the OSCE,
the OSCE Minsk Group co-chair states, a boycott of previous commitments
and agreements and an attempt to disrupt the upcoming Paris meeting
of Foreign Ministers of Armenia and Azerbaijan. A corresponding note,
which reflects the official viewpoint of the NKR authorities on this
issue, is submitted to the Office of the Personal Representative of
the OSCE Chairman-in-Office.

We condemn the aggressive and criminal actions of Azerbaijan and
declare that the responsibility for the further escalation of tension
rests with the Azerbaijani party. Such ongoing criminal tricks of
Azerbaijan force us to resort to adequate retaliatory measures.

We believe that the Organization for Security and Cooperation in Europe
(OSCE) should pass from unaddressed statements to tough estimates and
sanctions against Azerbaijan for its armed-force policy, for impeding
a peaceful settlement, arousing hatred, and unleashing a new war in
the region.

The Nagorno-Karabakh Republic reaffirms its commitment to the
settlement of the Azerbaijani-Karabakh conflict by exceptionally
peaceful means and its readiness to permanently carry out the existing
obligations of the parties to maintain the ceasefire provided by
the February 5, 1995 agreement, which was signed by the heads of the
Defense Offices of the NKR, RA, and AR.

The NKR Foreign Ministry expresses its confidence that the
international community will call upon the Azerbaijani authorities to
abandon the futile policy of blackmail, threats and acts of sabotage
and to return to a constructive dialogue for achieving lasting peace
in the region and a comprehensive settlement of the conflict.”

LEADERS CALL FOR END TO ARMENIA-AZERBAIJAN WAR

The presidents of the United States, Russia and France issued a joint
statement on Monday calling for a peaceful settlement to the more
than 20-year war between Armenia and Azerbaijan over the disputed
territory of Nagorno-Karabakh.

Clashes along the Azerbaijan-Armenia border have intensified in recent
weeks, with soldiers killed on each side. The renewed fighting, in
violation of prior ceasefire agreements, has stirred fears of wider
bloodshed and drawn international condemnation.

The statement issued by the three presidents, Barack Obama, Vladimir
V. Putin and Francois Hollande, at the Group of 20 meeting in Mexico,
faulted the leaders of Armenia and Azerbaijan for not following steps
toward an agreement urged last year. The statement called on them to
move swiftly to make “the important decisions necessary to reach a
lasting and peaceful settlement.”

The United States, Russia and France co-chair the Minsk Group, which
was created in 1992 by the Organization for Security and Cooperation
in Europe to help settle the Nagorno-Karabakh dispute.

“Military force will not resolve the conflict and would only prolong
the suffering and hardships endured by the peoples of the region
for too long,” the presidents said. “Only a peaceful, negotiated
settlement can allow the entire region to move beyond the status quo
toward a secure and prosperous future.”

The unity on addressing the Nagorno-Karabakh conflict provided a
glimmer of consensus between Mr. Obama and Mr. Putin whose face-to-face
meeting on Monday was largely characterized by their disagreement
over how to handle the conflict in Syria.

The Nagorno-Karabakh dispute, however, has proved largely intractable.

The statement in Mexico followed an earlier meeting on Monday in
Paris between ambassadors from the United States, Russia and France
and the foreign ministers of Armenia and Azerbaijan. The meeting
seemed to yield little progress.

In a statement, the three ambassadors said they had discussed the
recent fighting on the front lines as well as the creation of a
mechanism to monitor ceasefire violations and ways to preserve sites
of historic and cultural value. Officials from the Minsk Group said
they planned to travel to the region to follow up.

L’ensemble de la presse relève que l’ancien Ministre des AE, Vartan
Oskanian, depute du parti Armenie prospère, a ete convoque par le
Service de securite nationale (SSN) pour etre interroge dans le cadre
d’une enquete criminelle lancee contre son think-tank Civilitas,
accuse de ” blanchiment d’argent “. L’ancien Ministre a denonce les
mobiles politiques de cette accusation. Dans une declaration ecrite,
M. Oskanian a estime etrange que son travail et celui de Civilitas
puisse etre d’une quelconque facon lie a un blanchiment d’argent
ou de fonds acquis illegalement. ” Il est encore plus etonnant,
que cette question soit soulevee au moment où je suis entre en
politique “, a-t-il dit, ajoutant que pour lui, il est evident que
l’enquete penale dont fait l’objet sa fondation est politiquement
motivee. M. Oskanian a souligne que depuis sa creation, les activites
de Civilitas ont toujours ete transparentes et parfaitement
legales. ” Dès sa creation en 2008, les programmes de Civilitas
ont recu l’appui des gouvernements des Pays-Bas et de Pologne,
des ministères des Affaires etrangères de Norvège et d’Allemagne,
des organisations internationales de developpement de la Suisse et du
Royaume-Uni, de l’ambassade americaine, du bureau de l’OSCE a Erevan,
ainsi que d’autres organisations bien connues “, a-t-il explique. ”
Les structures concernees de la RA ne pouvaient pas ne pas en etre
informees “, ajoute-t-il.

Dans un entretien a RFE/RL, le PM Tigran Sarkissian a exclu tout
motif politique de cette enquete. De meme, le porte-parole du parti
Republicain, Edouard Charmazanov, a appele M. Oskanian a ne pas
chercher de motif politique, les represailles politiques appartenant
aujourd’hui au passe. ” Actuellement l’Armenie construit un Etat
democratique base sur les libertes “, a-t-il dit. Azg se montre
sceptique quant aux motifs politiques de cette affaire, dans la
mesure où des recours a des procedures judiciaires pour raisons
purement politiques sans preuve tangible est desormais revolu,
d’autant que les services de securite devaient savoir que toute
l’attention de la presse serait concentree sur cette affaire. 168
Jam condamne, dans son editorial, l’enquete criminelle contre ”
Civilitas ” dont les mobiles politiques sont evidents, selon lui,
mais relève que jusqu’a ces derniers temps Vartan Oskanian lui-meme
etait indifferent aux pressions politiques plus dures dont d’autres
personnalites d’opposition ont pu etre victimes. Haykakan Jamanak
relève que l’enquete contre Civilitas fait suite aux contrôles dans
la mairie d’un village de la region de Kotayk, Aramous, dirige par
un maire d’Armenie prospère.

Joxovurd relève que Vartan Oskanian est le deuxième ancien Ministre
des AE qui fait l’objet d’accusations de ” blanchiment d’argent “,
le premier ayant ete Alexandre Arzoumanian. Celui-ci a ete emprisonne
en 2007 pour 6 mois pour la meme accusation.

A l’occasion des elections legislatives des 10 et 17 juin, la
FRA Dachnaktsoutioun, Section Vartan de la Seine-Saint-Denis
et du Val-d’Oise a apporte son soutien a un certain nombre de
candidats, presentes par le Parti Socialiste et la nouvelle majorite
presidentielle, qui se sont tous engages en faveur de la Cause
Armenienne.

Tous les candidats soutenus ont ete elus. Nous transmettons donc nos

LE SENAT VA ETRE LE MAILLON FAIBLE DE LA MAJORITE PRESIDENTIELLE

Le Senat, où la gauche n’a que 6 voix d’avance sur la droite, va
etre le maillon faible de la majorite presidentielle avec un groupe
communiste en embuscade et des senateurs qui entendent faire entendre
leur voix.

” Le regard va se tourner vers le Senat car les choses vont etre
assez compliquees avec l’etroitesse de la majorite “, a convenu le
president (PS) du Senat Jean-Pierre Bel devant quelques journalistes. ”
Nous allons devoir travailler dans la concertation, dans le dialogue,
dans le respect de chacun “, reconnaît aussi le chef de file du groupe
socialiste, Francois Rebsamen.

Le groupe UMP compte 132 membres, le PS 130, l’Union centriste et
Republicaine (UCR, 31 membres), le groupe Communiste republicain et
citoyen (CRC, 21 membres), le groupe du Rassemblement democratique
et social europeen (RDSE, 17 membres dont un a droite), le groupe
ecologiste (10 senateurs) et les Non inscrits (7 elus, divers droite).

Le groupe ecologiste preside par le numero 2 d’EELV, Jean-Vincent
Place, devrait etre pleinement solidaire d’un executif qui compte
deux ministres ecologistes.

Les choses seront plus compliquees avec le RDSE a majorite radicaux de
gauche meme si ces derniers sont associes au gouvernement avec Sylvia
Pinel (Artisanat), très proche du senateur Jean-Michel Baylet. Sa
composition est diverse avec, outre le PRG, des ex-PS, le president
d’honneur du MRC Jean-Pierre Chevènement ou encore un adherent de
l’UMP, Gilbert Barbier. ” Nous n’aurons pas de problèmes ni avec les
radicaux ni avec les ecologistes, ils sont au gouvernement et ils
defendront les textes avec nous “, assure Francois Rebsamen.

Pourtant le president du RDSE, Jacques Mezard, ne mâche pas ses mots
: ” Nous n’entendons pas modifier nos positions notamment sur le
nucleaire, les lois memorielles, la laïcite, le non cumul des mandats
“.

” Il me paraîtrait excessif qu’un senateur ne puisse avoir un mandat
dans un executif local, et si le president veut un texte sur le
genocide armenien, nous lui reserverons le meme traitement que son
predecesseur “, declare-t-il a l’AFP.

” J’ai l’habitude de faire ce que je veux “, avertit le senateur
du Cantal qui a vivement combattu le projet de loi penalisant la
negation du genocide armenien, finalement censure par le Conseil
constitutionnel.

” Nous sommes loyaux mais libres “, souligne-t-il.

Groupe communiste en arbitre – Mais c’est le groupe communiste qui sera
le veritable arbitre de la majorite. ” Nous sommes dans la majorite,
nous ne nous conduirons pas en opposants au PS mais notre position
sera independante et constructive “, previent auprès de l’AFP, sa
presidente, Nicole Borvo Cohen-Seat. ” Le programme du president,
pour nous, n’est pas susceptible de resoudre les problèmes du pays ;
nous essayerons donc de favoriser son evolution “, ajoute-t-elle. Elle
affirme qu’elle ” ne monnayera pas son accord, ni fera de l’obstruction
” mais par exemple sur le Traite europeen, dit-elle, ” il n’y aura
peut-etre pas de majorite au Senat “.

Quant au chef de file des senateurs UMP, le senateur-maire de
Marseille, Jean-Claude Gaudin, il juge que ” le gouvernement devra
negocier en permanence avec le Front de gauche et les Verts “, ” a
moins de marginaliser le Senat en donnant le dernier mot a l’Assemblee
nationale “. ” Je lui souhaite donc bien du plaisir quand on connaît
les divergences qui les separent dans la plupart des domaines “,
ajoute M. Gaudin, interroge par l’AFP.

C’est l’Assemblee nationale qui a le dernier mot sur les textes mais
le Premier ministre Jean-Marc Ayrault s’est engage devant le groupe PS
du Senat a ce que ce droit ne soit utilise ” qu’exceptionnellement “.

LES GRECS D’ISTANBUL OUVRENT UNE MAISON D’EDITION

La minorite grecque d’Istanbul a etabli une nouvelle maison d’edition
50 ans après que la communaute ait publie son dernier livre.

” Nous publierons des livres a la fois en turc et en grec, mais la
plupart d’entre eux seront en turc. Nous essayerons de presenter des
traductions grecques d’abord ” a declare Riga Haris, un de redacteurs
a la maison d’edition ISTOS, au journal Hurriyet.

Les grecs avaient l’habitude de publier des livres, mais ils ont
arrete de le faire dans les annees 1960 quand les relations entre
la Turquie et la Grèce se sont degradees face au problème de Chypre,
a dit Riga et Seckin Erdi autre redacteur de l’ISTOS.

Riga a dit qu’ils prenaient l’hebdomadaire Agos et la Maison d’edition
Aras, qui toutes les deux opreent dans la communaute armenienne,
comme des exemples.

” D’une part nous devrons nous battre contre le nationalisme, d’autre
part, nous aurons des problèmes de traduction et des difficultes
economiques, mais nous n’hesiterons pas ” a-t-il dit

RUSSIA-U.S. MISSILE DEFENSE DISPUTE RESOLUTION UNLIKELY – PUTIN

PanARMENIAN.Net – The missile defense dispute between Russia and the
United States will not be resolved regardless of whether President
Barack Obama will be re-elected in November, Russian President Vladimir
Putin said.

“The United States has been following the path of creating its own
missile defense for more than one year, and I do not see anything
that could change its approach,” Putin told journalists following
the G20 summit in Los Cabos, Mexico.

Putin said the situation would change only if the United States
agreed to build the missile defense system jointly with Russia and
the European Union.

“This means all three participants would jointly be building that
system, and would be able to jointly assess threats, manage that
system and make decisions on its use,” he said.

“But this does not mean we are unable to agree on some fragments of
that joint work. I think it is possible,” Putin said, RIA Novosti
reported.

Russia and NATO agreed to cooperate on the so-called European missile
defense system at the Lisbon summit in November 2010. NATO insists
there should be two independent systems that exchange information,
while Russia favors a joint system with full-scale interoperability.

Russia has retained staunch opposition to the planned deployment of
U.S. missile defense systems near its borders, claiming they would be
a security threat. NATO and the United States insist that the shield
would defend NATO members against missiles from North Korea and Iran
and would not be directed at Russia.

Moscow insists it should receive legal guarantees from Washington
that its European missile defense shield will not target Russia’s
strategic nuclear forces.

Russia’s military and political leaders have repeatedly warned their
western partners that if talks fail, Moscow may take a series of
measures including deployment of Iskander short-range nuclear-capable
ballistic missiles in the Kaliningrad exclave.
