Groundswell of anger over fatal assault on doctor who was barred,
then beaten for dressing too casually.

The violent death of army doctor Vahe Avetyan at a restaurant
in Yerevan continues to cause waves of anger in Armenia, where
campaigners and opposition politicians blame a culture of impunity
among the country’s ruling classes.

Major Avetyan was assaulted at the restaurant on June 17, allegedly
first by a waiter who refused to admit him because he was wearing
sports gear, and then by security guards, who also beat two other
army doctors who were with Avetyan.

Avetyan died 12 days later in hospital without ever regaining
consciousness.

The incident caught the public’s attention because the restaurant was
owned by the family of Ruben Hayrapetyan, a member of parliament and
chairman of the Armenian Football Federation.

On June 30, the day after Avetyan’s death, hundreds of people lit
candles outside the restaurant where the attack happened. Some held
up banners saying “I am Vahe”.

On June 1, 2 and 4, similar demonstrations took place outside the
president’s official residence, outside parliament, and outside
the prosecutor general’s office. The protesters demanded a full
investigation and called on Hayrapetyan to step down from parliament
and from the football federation.

“Vahe Avetyan’s case is unique in that the victim was one of
us…. This case has sparked concern even in sections of society that
were apolitical before,” Tsovinar Nazaryan, a journalist who joined
the protests, said.

Four parties – Dashnaktsutyun, Heritage, Prosperous Armenia and the
Armenian National Congress – have demanded a parliamentary debate on
the murder.

On July 4, Hayrapetyan had a meeting with President Serzh Sargsyan
and announced his resignation.

“I feel a moral obligation to resign my mandate as a deputy of the
Armenian National Assembly. I ask all who voted for me to forgive me
for being unable to meet their expectations, but I am certain I had to
take this step,” he said. “I hope that one day, I will be forgiven by
Vahe’s family. Whatever happens, I will do all I can to achieve that.”

Opposition politicians said the politician’s remarks were not nearly
enough.

Nikol Pashinyan of the Armenian National Congress party warned against
any attempt to “consign the murder of Vahe Avetyan to oblivion”.

“We must do everything we can to ensure that it is not forgotten,
because if we do forget, if we do fail to ensure the public is aware
of it, that will mean we are giving assent for more such incidents,”
Pashinyan said.

Hayrapetyan has denied any involvement with or connection with the
restaurant assault.

The public anger sparked by the incident comes after previous cases
where guards employed by politicians have been accused of assaulting
people, and have got off lightly.

Avetik Ishkhanyan, head of the Armenian Helsinki Association, a human
rights group, described witnessing an incident where bodyguards of
a member of parliament beat a man called Andranik Babayan.

“When I called the police and asked why they couldn’t arrest them,
they replied that they were powerless to do so,” he said.

Babayan, 35, died later in hospital without having regained
consciousness.

Ishkhanyan recalled another incident in 2001, when a bodyguard of then
president Robert Kocharyan attacked and killed a man in a cafe toilet.

The victim, Poghos Poghosyan, had reportedly addressed the president
with the words, “Hi, Bob.”

Babayan’s killer served only six months, while the bodyguard convicted
of murdering Poghosyan received a suspended sentence of two years.

Ishkhanyan said perpetrators were generally punished only when the
level of public anger became too great to be ignored, but even then,
the sentences imposed were nominal.

Zaruhi Postanjyan, a parliamentarian from the Heritage Party, said
such light penalties were clearly no deterrent.

The Dashnaktsutyun party has been pushing for eight years to regulate
the private security guard industry. It wants to impose a licensing
system, testing and standard uniforms, to make it illegal to hire
more than three bodyguards, and to bar public officials from having
any private guards.

Ishkhanyan was dubious about whether new legislation would change
anything.

“The problem in Armenia is not the laws, but how they are observed,”
he said. “The laws we have now allow for punishment. New laws or
legislative amendments are basically there just as a demonstrative
sign to the domestic and international public,” he said.

Nazaryan took place in Moscow. A number of celebrities attended
the event.

Varduhi’s each dress clearly traced the distinctive features of
her handwriting – minimalism in colors and designs, moderation,
and emphasis on cuts and details.

Apart from silk, muslin, wool, cashmere and fur, the designer also
used lace handmade by Armenian craftswoman.

The inspiration for this collection – the nature, architecture and
poetry of Armenia, and the heroine by Charlotte Bronte’s Jane Eyre
novel – became the image of the new season in her modesty, intelligence
and virtue.

Who Will ARF Nominate As Joint Candidate?

Who does the ARF consider for a joint candidate of the opposition?

Today the representative of the ARF Supreme Body Armen Rustamyan
announced that the ARF is ready to nominate a candidate but would
like to support the joint candidate of the opposition to consolidate
at least half of the population who did not vote for the coalition
parties.

Who will the ARF vote for? Who can bring together the opposition
forces which can hardly be reconciled? Judging by the current state
of affairs, only a representative of the Prosperous Armenia Party
can be a joint candidate. There are several premises for that.

First, the PAP is a leader in the non-governmental field at least in
terms of the number of supporters and financial resources and will
influence the choice of the joint candidate. Second, the ARF may
support the PAP candidate while it would hardly support the candidate
of the Armenian National Congress. Besides, the Congress has already
announced to continue to cooperate with Prosperous Armenia, and it
is not ruled out that the Congress will also support the PAP candidate.

These considerations and discussions began immediately after the
parliamentary elections but as the elections are drawing nearer, the
picture is getting clearer. And the decision of the ARF to postpone
its nomination is evidence to probability of a joint candidate.

Only the Heritage has announced to nominate a candidate. It will be
the party leader Raffi Hovannisian. This was predictable because the
Heritage was reluctant to cooperate with the PAP, referring to it as
part of the oligarchic system.

Certainly, there can be a miracle and a new person will appear who
will be acceptable for everyone who does not wish Serzh Sargsyan’s
second term. But most probably we will be limited to old friends.

Since the ANC would not support Robert Kocharyan, the most acceptable
candidate is Vartan Oskanian.

Vartan Oskanian posts critical comments on his Facebook wall on
different urgent issues facing the country. Today he dwelt on gas price
and foreign debt. In addition, his parliamentary group has not joined
the motion for an extraordinary meeting of parliament to discuss
Harsnakar incident. This is evidence that the PAP’s “alternative
approach” is highly selective. It is an alternative in some issues,
while in other issues it prefers to move down the stream.

It is possible that the PAP backed by Robert Kocharyan has
specially started this game about the joint candidate to make a
different decision on the last day, such as on the nomination of
Robert Kocharyan. If this is done on the very last day, none of the
opposition forces will be ready for such an outcome. The Congress
may refuse cooperation but it will have time to nominate a candidate.

Although, depending on the circumstances, Vartan Oskanian will be
acceptable to everyone.

“The Azerbaijani side is fully responsible for the lack of progress in
the Nagorno Karabakh issue,” Deputy Speaker of the Armenian National
Assembly Edward Sharmazanov said in response to the statement of the
Azerbaijani Foreign Minister.

Speaking at a joint press conference with OSCE Secretary General
Lamberto Zanier in Baku, Azerbaijani Foreign Minister Elmar Mammadyarov
declared, in part: “If the Armenian armed forces are removed from
the occupied territories, there will not be the problem of either
snipers or armed incidents.”

“Mr. Mammadyarov continues to distort the reality in a way peculiar
to the Azerbaijani leadership. The reality is as follows: as long as
Azerbaijan keeps some of the NKR territories (Getashen, Martunashen
and Shahumyan) occupied and its snipers periodically open fire at the
civilian population and even a kindergarten, the Azerbaijani side will
be fully responsible for the lack of progress in the negotiations
on the peace talks on the resolution of the Karabakh conflict,”
Sharmazanov said.

Republic welcomes the idea of installing cameras in military units.

“We already have cameras installed in barracks, checkpoints and other
places where conflicts are reported periodically,” the NKR official
said adding that they usually disclose all crimes.

“This preventative measure [cameras] will require financial
investments,” he continued. “The main problems arise on the frontlines
where the control of commanders is comparatively weaker.”

The official laments the increase in the number of suicides in the
ranks: “Last year we had only one suicide, but this year we have
already had four cases,” he stressed.

Mr. Hakobyan says the possibility of war is rather low but if
Azerbaijan attacks, we will surely win, doubling our territories.

Why is the Government Constructing a Two Kilometer Road in Khosrov F

WHY IS THE GOVERNMENT CONSTRUCTING A TWO KILOMETER ROAD IN KHOSROV FOREST RESERVE?

A road is being built in Armenia’s Khosrov Forest State Reserve.

Armenia’s Ministry of the Environment says the road is for fire
prevention purposes.

Clean drinking water flows from the spring directly under a canopy of
trees. Under the spring is the Azat River gorge. The medieval monastery
complex of Havouts Tar is located 150-200 meters from the spring.

And all this can be found in the “Khosrov Forest” State Reserve.

Legally speaking, it enjoys the highest protection level under the
IUCN, the International Union for Conservation of Nature.

A pathway runs to the spring from the entrance to the reserve. You
have to walk a little under two kilometres to get there, i.e. the
distance designed for road construction.

The road construction caused real sensation in on-line social
networks. Rumor has it that tycoons and top officials intend to
seize Khosrov.

To clarify the situation an on-site inspection team visited the area
on July 6 comprising of WWF-Armenia Director Karen Manvelyan; CNF,
Caucasus Nature Fund, representative Arman Vermishyan; Lawyer Meri
Khachatryan and EcoLur President Inga Zarafyan. Reserve employees and
activists, as well as Teghout supporters, joined up with the team at
the Reserve.

The old road, which was used to transport equipment, is being
expanded. Heavy machinery has already reached the place where the
old road finishes. There is no road for cars beyond here. You have
to walk the narrow pathway to reach the spring.

Head of the Garni Branch of the Khosrov Reserve, Sargis Hovhannisyan
explains, “If the road runs to the spring, workers can use spring in
case of fire. Right now the road ends some 400 meters from the spring.

It should reach the springs. People also go to the springs to wash
and fetch water. It’s some work walking 400 meters to and fro.”

Khosrov Reserve comprises 30, ooo hectares. Fires can break out at any
moment in any section. So why it was decided to construct a road in
the place most frequently visited by tourists – Havouts Tar Monastery
and the spring.

Has heavy machinery been brought in only for extinguishing fires and an
opportunity to wash? And who will guarantee that the road will be used
only in case of fires or other disasters? In our opinion, nobody will.

Let’s remind readers that’s it’s already a year and a half since the
ministry can’t make it out what to do with half-finished restaurant in
the Baybourt neighborhood (or Gilan). The restaurant, in the heart of
reserve, was supposed to be a tourist center, and for this purpose
118 hectares were downgraded to wildlife preserve status, i.e. a
specially protected area with a lower protection level. Now, this area
has recovered its status of a reserve, while the construction was left.

Over time, the building has started to fall apart and has become
overgrown with grass. The unattached roof may collapse. Whatever
standards you choose, this construction should be torn down as
illegal. But the government didn’t accept this public offer. It’s
still unknown who will take over the structure and finish building it.

Now we have the road issue to contend with as well.

WWF-Armenia Director Karen Manvelyan says, “The best way to move
through the reserve is on horseback, and environmental foundations
can assist the Reserve in this issue.”

Regarding the road, Karen Manvelyan suggests that construction be
halted and not to lay a new road on tourist path, so that tourists
or lovers of fresh air are not enticed to have picnics near the spring.

He also thinks barriers should be put at the entrance.
