Yesterday, the European Court of Human Rights, in the “Case of
Grigoryan v. Armenia”, partially found in favour of the plaintiff
and has obligated the RA government to pay Vahe Grigoryan EUR 2,500
in non-pecuniary damages.

Grigoryan, a member of the Chamber of Advocates, had been arrested
on October 10, 2005 in conjunction with his defense of 4 families
facing eviction from their homes on Pyuzant Street in Yerevan.

He was charged on suspicion of having misappropriated a large sum of
money in collusion with another individual by using forged documents.

Grigoryan alleged, in particular, that he had been unlawfully deprived
of his liberty between 9.50 p.m. on 10 October 2005 and 5.05 a.m. on 11
October 2005, that the domestic courts had failed to provide relevant
and sufficient reasons for his continued detention, that he had no
enforceable right to compensation of a non-pecuniary nature and that
the criminal proceedings against him were lengthy.

Alleged violation of Article 5 § 1 – The applicant complained that
his right to liberty was violated during the first detention hearing
and that the extension of his detention on 2 December 2006 was not
carried out in compliance with the time-limits prescribed by law.

Alleged violation of Article 6 § 1 – The applicant complained that the
length of the criminal proceedings against him was in violation of the
“reasonable time” requirement of Article 6 § 1 of the Convention.

In its verdict, the ECHR found that there had been no violation of
Article 5 § 1 of the Convention; and that there has been a violation
of Article 6 § 1 of the Convention.

“These remarks came in response to state level statements by Azerbaijan
that withdrawal of snipers from the front line means strengthening
of the status quo,” member of RPA parliamentary faction Karine
Achemyan told Panorama.am, commenting on OSCE Secretary General
Lamberto Zannier’s statement that withdrawal of snipers and holding
investigation on the front line will not lead to strengthening of the
status quo, but will stabilize the situation and make it possible to
continue political talks.

“Indeed, withdrawal of snipers from the front line and investigation
of contact line incidents would stabilize the situation at the contact
line and would help the sides advance,” Mrs. Achemyan noted.

The international community also realizes that there is no progress
in the negotiations because of lack of will on behalf of Azerbaijan,
the MP concluded.

YEREVAN. – Armenian President Serzh Sargsyan received a delegation
led by the Head of the Russian Federal Assembly’s Federal Council
(Senate) Valentina Matvienko on Wednesday.

As the press service of the Armenian President informed Armenian
News-NEWS.am, Armenian-Russian relations and cooperation in different
spheres was discussed during the meeting. According to Serzh Sargsyan,
the military alliance between Armenia and Russia is a good base
to develop cooperation in other spheres as well. Serzh Sargsyan
and Valentina Matvienko highly estimated the inter-parliamentary
cooperation between the Armenian Parliament and the Russian State
Duma. The parties expressed satisfaction with the economic and
humanitarian cooperation between Armenia and Russia.

Viral web cataloger says local Reps are among 33 Congress members to
have altered pages

A post on viral web cataloger BuzzFeed accuses U.S. Rep. Jean Schmidt
or her staff of airbrushing the congresswoman’s Wikipedia page.

BuzzFeed claims that a user bearing the Internet fingerprint shared by
all Congressional offices removed the section of Schmidt’s Wikipedia
entry titled “The Armenian Genocide issue.”

Schmidt was one of 33 Congress members alleged to have had airbrushing
done to their Wikipedia pages.

Also listed was House Speaker John Boehner, who allegedly had mention
of his knowledge of the Mark Foley congressional page scandal scrubbed
from his page.

CityBeat has asked for comment from the offices of Schmidt and Boehner.

No response has been given as of Wednesday afternoon.

“The Armenian Genocide issue” section appeared on Schmidt’s page
as of Wednesday. It’s unclear whether the section had previously
been removed.

According to the entry, Schmidt came under fire in 2008 from
congressional challenger David Krikorian for failing to publicly
define the mass killing of 1.5 million Ottoman Armenians between
1915-1916 as the “Armenian Genocide.”

The Armenian-American Krikorian accused Schmidt of taking tens of
thousands in “blood money” from the Turkish government in order to
push the denial. Krikorian’s claims resulted in a defamation lawsuit
from Schmidt and a complaint before the House Ethics Committee.

However, Boehner’s page still contained no mention of his knowledge
of the Foley page scandal as of Wednesday afternoon.

In 2006 former Republican Florida Rep. Mark Foley resigned over
reports that he had sent sexually explicit Internet messages to at
least one underage male former congressional page.

Boehner told The Washington Post that he had learned of inappropriate
“contact” between Foley and a 16-year-old page and told then-House
Speaker Dennis Hassert about it. He later told the newspaper that he
couldn’t remember whether he talked to Hassert.

attitude towards the bill criminalizing the denial of Armenian
Genocide. Such opinion expressed ambassador extraordinary and
plenipotentiary of France to the Republic of Armenia Henry Reynaud
during the press conference On July 11.

“Elysee thinks on the issue how to return the bill to the Parliament
of France. This is approach considered from French point of view
without participation of any other country. The nuance of that issue
is conditioned with Armenian community of France which involved too
much in the issue of criminalizing the denial of Armenian genocide”
said Reynaud as Armenpress reports.

“On the level of President Hollande has declared that he would try
to put that bill into circulation. During the campaign the future
President said that he would not wait until the end of the end of
the presidential mandate in that issue” mentioned the French diplomat.

President of France Francois Hollande last week once again confirmed
that the bill criminalizing the denial of Armenian Genocide will be
included in the agenda of Senate.

attended an official ribbon-cutting ceremony for the Armenian brandy
bottling facility at the Armenian Standard company in Minsk on 10 July,
Armenpress reports citing Belarusian Belta.by.

According to experts, this is the best brandy in Belarus. Alexander
Lukashenko was given the first bottle of brandy made by the new
company which he, in turn, handed to the company co-founder Gagik
Tsarukyan. “You are a man of your word: you promised, you delivered.

We need our officials to always give the green light to people like
you,” the President said.

The authors of the Yerevan Brandy cognac production in Minsk are
Yerevan Wine factory and Belarusian ‘~R Belarustorg’~R Company. 69
percent of the project is owned by the Armenian side, while 31
by Belarusian. Initially it is expected to produce 200 thousand
bottles of Armenian brandy. The raw material is set to be brought
from Armenia. 5 star brandies are scheduled to be produced.

The young chairman of ‘Sinjar’ Yezidis National Union believes that
one of the important problems of the Yezidi community is the absence
of representatives of civil society among Yezidi residents.

Head of the union Boris Tamoyan in an interview with ArmeniaNow on
Wednesday voiced his concerns that especially those Yezidi children
who are residents of Yerevan, do not study their language and history.

Yezidis, of Kurdish origin, are the largest ethnic minority in Armenia,
and according to the recent census their population reaches 40,000 Most
live in villages. According to the Human Rights Defender of Armenia
(Ombudsman) Ad-hoc Public Report 2011, the national minorities
in Armenia have all the favorable conditions for preserving their
national identity. The Yezidi community publishes three newspapers;
the Public Radio of Armenia broadcast programs in Yezidi every day.

“If a person understands where he or she comes from, if they study
their history and know their language, then they will be interested in
defense of their rights, and this way civil society will be formed. I
tried to teach the Yezidi language at School # 101 in Yerevan; the
headmaster of the school told me that their Yezidi schoolchildren
consider themselves to be Christian. That is to say, these children
identify themselves with Armenians, and they are not aware that they
belong to a different religion; and this is the consequence of lack
of knowledge,” Tamoyan says.

Tamoyan claims that he does not complain about the level of state
support or the opportunities provided by the government, simply there
are few educated Yezidis who are consistent in teaching and spreading
the national language and the history.

Twenty-one-year Tamoyan, who studies journalism at the Academy of
Television and Radio, said that the union has recently staged a
performance in Yezidi as well as an exhibition of paintings drawn
by Yezidi children. Tamoyan has also initiated creation of an
Armenian-Yezidi dictionary.

However, Aziz Tamoyan (no relation to Boris), Chairman of the World
Union of Yezidis at a recent press conference stated that Yezidis have
no problem with getting education and preserving their culture. His
only concern was that Yezidis do not have a representation at the
National Assembly of Armenia.

PanARMENIAN.Net – According to Zhoghovurd daily, Gazrpom Russian gas
giant plans a sharp increase for Armenia-supplied gas tariffs.

“At present, the price for gas at the border with Armenia totals $180
per 1000 cubic meters. However, Gazprom plans a rise, with prices of
$280 and 320 to be offered in October and January respectively.”

“Increase in gas tariffs has long been public knowledge; moreover,
over the last months, Russia has already raised the price from $180
to 230. The authorities, however, preferred to conceal the fact, with
ArmRosGazprom’s superprofit and minor subsidies making it possible.”

“The government program doesn’t contain any mentions of expected
tariff change, in the same manner that Prime Minister Tigran Sargsyan
was concealing the possibility of an economic crisis, believing it
won’t get to Armenia.”

“This is the mood in which PM Sargsyan has left on vacation,” the
paper said.
