PanARMENIAN.Net – A soldier of Azerbaijani armed forces died, another
was injured during exercises in military unit N of the country’s
Defense Ministry’s Baku military formation, Trend News said.

As a result of careless handling of weapon by Sahil Nagiyev, his
associate Akbar Nasirov died and Suret Mammadov was wounded. The
wounded soldier has been hospitalized, Azerbaijani Defense Ministry’s
spokesman Eldar Sabiroglu told Trend on Friday, July 13.

Nasirov was enlisted by the Neftchala Region Military Commissariat.

Yesterday, Vice Prime Minister, Minister of Finances of NKR Spartak
Tevosyan received the RA Minister of Agriculture Sergo Karapetyan.

Various issues concerning the agriculture sphere had been discussed
during the meeting. RA Minister of Agriculture is impressed by the
positive changes especially in the sphere of cattle-breeding. S.
Karapetyan offered to create food security service on the basis of
the new building conditions equal to European standards constructed
in Stepanakert. This important section already functions in Armenia.

NKR Vice premier S.Tevosyan thanked RA Minister of Agriculture for
effective cooperation and said that he estimates Armenian agronomists’
sharing of experience.

NKR Minister of Agriculture A.Khachatryan participated in the meeting.

THE MEDIATORS ARE CALLING ON AND AZERBAIJAN IS IGNORING

On Wednesday, July 11, OSCE Minsk Group Co-Chairmen Robert Bradtke
(USA), Igor Popov (RF), and Jack Fore (France) visited the NKR within
their regional visit. According to the official information, issues
related to the Azerbaijani-Karabakh conflict settlement and regional
processes were discussed at the meeting with the NKR President.

As you can see, the subject matter is rather capacious, but we can
suppose with a high probability that among the considered issues an
important place was occupied by the military component of the Karabakh
conflict, or more precisely, the possibility of resuming the war.

Indirectly, this is indicated also by the fact that the OSCE Minsk
Group co-chairmen timed their visit to Nagorno-Karabakh to the
scheduled monitoring of the contact-line, during which the mediators
moved from the Azerbaijani territory to that of Karabakh. Rather,
they wanted to see with their own eyes and feel the situation at the
front-line, where about a month ago there was extremely dangerous
increase in tensions. As you know, on June 4-6, Azerbaijan took armed
subversive actions, resulting in the deaths of over ten people, which
made many experts speak about the increasing risk of resumption of
the large-scale hostilities

The situation was really teetering on the brink of war and peace,
prompting the international mediators, presented by the Presidents
of Russia, the USA and France, to speak at the G-20 summit in Los
Cabos, Mexico, with a hard call to the parties, emphasizing the
inadmissibility of the use of military force for resolving the
conflict. I must say that lately, of the three principles proposed
by the Minsk Group co-chairmen for resolving the Karabakh conflict
– non-use of force or threat of force, the right of peoples to
self-determination and territorial integrity of states – just the
first one is more often put forward. Also, the main goal of the Minsk
Group co-chairs’ current visit was prevention of the hostilities’
resumption and maintenance of peace.

It seems that the mediators are losing their patience with the endless
militaristic statements and provocative actions of Azerbaijan, which
states with aggressive self-confidence its intention to solve the
problem by force. The co-chairs seem to begin to get irritated at
the permanent refusal of Baku – in spite of the numerous appeals of
international structures – to withdraw snipers from the frontline
and its endless armed provocations. And the first reaction of the
American party has taken place.

We are talking about the recent decision of the U.S. State Department
to delete Azerbaijan from the list of countries, to which American
military equipment will soon be sold. It can be supposed that the State
Department’s decision was a response to the disrespectful attitude
of official Baku to Secretary of State Hillary Clinton, whose visit
to the region on June 4 was spoiled by sabotage operations of the
Azerbaijani armed forces on the borders with Armenia and Nagorno
Karabakh. We are far from thinking that the cessation of the U.S.

military supplies to Azerbaijan will hurt the Azerbaijani army,
however, the very precedent is important here. In fact, they gave
the Baku regime to understand that they know very well who actually
destabilizes the situation in the conflict zone and that they will
not continue to tolerate its dangerous steps threatening the peace
and stability in the region. We’d like to believe that the U.S. will
be consistent and will take further measures to curb the aggressor,
which has felt its impunity up to now.

The issue of the destructive policy of Azerbaijan was touched upon
also during this visit of the mediators to Stepanakert. The NKR
President called on the OSCE Minsk Group co-chairs to use their
efforts to finally move Azerbaijan to a constructive direction and to
restore the full format of the negotiations, with Nagorno-Karabakh’s
participation in them. Unfortunately, this time too, there was no
clear answer to the question on the term of the Karabakh party’s
involvement in the negotiations. In Stepanakert, the OSCE Minsk Group
co-chairs noted only that at some stage, perhaps, with the beginning
of the works over the text of the peace agreement, the current format
of negotiations may be expanded. Either, there were no specifics on
the term of putting into operation the mechanism of investigating
the incidents at the contact-line, which has been noted for many years.

This mechanism, to some extent, could become a deterrent to Azerbaijan,
the Foreign Minister of which has recently stated that the sniper
war will be continued until a final settlement of the conflict.

It is while both Armenian parties initially gave their consent to
the withdrawal of snipers.

Does the international community need any other evidence of who
actually inflames the situation in this explosive region? Surely, not.

Only the political will and determination of the OSCE Minsk Group
co-chairmanship are needed to take serious steps against the major
culprit in creating a situation that threatens to escalate into a
full-scale war. At least that official Baku, as First Vice-Parliament
Speaker Ziyafyat Askerov has recently done, does not state that
“the OSCE Minsk Group is a dead organization”, adding that “the
Nagorno-Karabakh conflict will be solved by powerful Azerbaijan and
its powerful army.”

The current political situation in Lebanon is relatively stable and
there is instability solely in the northern part, Armenian General
Benevolent Union (AGBU) Beirut Chapter member Arin Ghazarian told
Armenian News-NEWS.am.

“We are doing well, overall. All the [political] parties and NGOs
are jointly working on marking 100th remembrance of the [Armenian]
Genocide. The preparations are going successfully,” said Ghazarian.

He also noted that they are cooperating with the Armenian Genocide
Museum-Institute, specifically the mobile genocide museum was exhibited
in Lebanon.

And in response to the query as to whether Armenians are emigrating
from Lebanon, Ghazarian informed that some local Armenians are moving
to Armenia and Europe, but the Lebanese-Armenian community still
maintains its vitality.

In Arin Ghazarian’s words, the current economic difficulties in
Lebanon are surmountable.

YEREVAN, JULY 14, ARMENPRESS: Fish breeding continues to remain one
of the developing branches of the economy. Currently 250-255 fish
breeding economies are operating in Armenia.

As fish breeding department of the Ministry of Agriculture briefed
Armenpress, the prospects to boost the market mainly depend on the
development stage and export process. During the last 2 years lake
fish production volumes have increased about 23%.

24 organizations have permission to export fish to the Russian
Federation from Armenia, the Ministry of Agriculture undertakes steps
to expand the list. In 2011 1500-1600 tons of fish was exported, mainly
sturgeon and trout species, and the great part of which to Russia. If
draw a parallel between 2010 ( 428 tons of fish) and 2011 data , there
is an increase by four times, concerning export volumes to Russia
. Although official data of 2012 are not published, yet in comparison
with the previous year export volumes have substantially increased.

Aimed at developing fish breeding Armenia joined Central Asian and
Caucasus countries’ fish breeding international committee in 2011.

This will promote the introduction of modern technologies in fisheries,
the integration of leading international fish breeding institutions
to our Republic and reportedly the launch of joint progrms.

Chairman of Federation Council of Federal Assembly of Russian
Federation Valentina Matvienko, who was in a visit to Armenia, “has
not make any statement regarding the Nagorno-Karabakh conflict”. This
was reported in a statement released today by the Office of public
relations and media of the National Assembly of Armenia, ITAR-TASS
reported.

Statement linked with the publication in the “Hraparak” newspaper,
which quotes statements Matvienko allegedly made regarding the
Karabakh conflict.

“We declare that this article is totally untrue. This kind of
discussion did not have any place in the course of official meetings,
much less at dinner” – said in the statement of the Office of public
relations and media of the National Assembly of Armenia.

“Unfortunately, media publications do not always correspond to
reality. This publication is of this series,” – the document says.

Russia’s Federation Council delegation led by speaker Valentina
Matviyenko will visit Yerevan on Wednesday to discuss stronger
strategic partnership and development of interparliamentary relations.

Matviyenko is expected to meet with Armenia’s President Serzh Sargsyan
and Catholicos of All Armenians Garegin II and lay flowers at the
memorial to the 1915 Armenian genocide victims in the Ottoman Empire.

The two countries’ parliamentarians plan to focus on deeper cooperation
at the parliamentary level, including modernization of the contractual
framework of Russian-Armenian interstate relations, harmonization
of national legislations within the framework of the CIS and the
Collective Security Treaty Organization.

They will also consider new forms of cooperation in the context of
integration processes on the post-Soviet space.

“Relations of Russia and Armenia are characterized by a high level and
intensity of interparliamentary contacts, which play a significant
role in maintaining close relations of partnership between the two
countries,” Matviyenko said on the eve of her visit to Yerevan.

Moscow and Yerevan are “interested in further strengthening and
enhancing interparliamentary cooperation,” she said.

Strategic partnership between Armenia and Russia develops successfully
in all fields, Armenian parliament speaker Hovik Abrahamyan said.

At the meeting with Russian Federation Council chairperson Valentina
Matviyenko on Wednesday, Abrahamyan said, “The activity of the
inter-parliamentary commission for cooperation between the Armenian
National Assembly and the Russian Federation Assembly facilitates
this.”

“Due to the years-long work of the commission, inter-parliamentary
relations between Russia and Armenia became systematic. A legal base
has been created and it allows both parties to maintain interaction
in all fields,” the Armenian speaker said.

He expressed confidence that the new membership of the
inter-parliamentary commission would work successfully and achieve
new significant results.

He considered relations between Russia and Armenia trusting.

Abrahamyan said, “Of course, such relationship affects
inter-parliamentary cooperation between the National Assembly of
Armenia and the Federal Assembly of Russia.”

“In recent years the level of Russian-Armenian inter-parliamentary
relations has considerably increased. Inter-parliamentary contacts
have also intensified,” the Armenian parliament speaker said.

In his view, “the meetings between the chairpersons of our legislative
structures facilitate this. They open broad opportunities to discuss
measures to improve inter-parliamentary cooperation and contribute
to strengthening ally relationship between Armenia and Russia.”

The Armenian parliament will consider ratification of the CIS free
trade zone agreement in September, Chairman of the Federation Council
of Russia Valentina Matviyenko said after a meeting with Armenian
President Serzh Sargsyan, News Armenia reports.

Ratification was initiated after formation of the new parliament.

The parliament will also consider ratification of the protocol
on military bases of members of the Collective Security Treaty
Organization (CSTO). Armenia wants Russia to build the second block
of the Armenian nuclear power plant.

The CIS free trade agreement was signed by Russia, Armenia, Belarus,
Kazakhstan, Kyrgyzstan, Moldova, Tajikistan and Ukraine on October 18,
2011. Azerbaijan, Turkmenistan and Uzbekistan expressed willingness to
consider joining in. The deal simplifies trade and boosts integration
processes, based on the norms of the World Trade Organization (WTO). It
will replace numerous bilateral and multilateral free trade agreements.

YEREVAN. – For already 9 days tax inspections are being conducted in
Armenian Civilitas Non-profit organization based on the application
of the Armenian National Security Service (NSS). The inspections will
continue their work for 15 days, the director of the organization
Salbi Ghazaryan announced at a press conference on Thursday.

“From the beginning we regarded as very important for the foundation
to function in the framework of the law and to be transparent. Our
financial activities are very transparent,” she announced saying that
it was pointless to launch a criminal case against them.

“We get donations from different donors who have different religions,”
she said commenting on the notion that the foundation is receiving
money from Mormons as well.

As Armenian News-NEWS.am informed earlier, on May 25 the NSS Department
of Investigation launched a criminal lawsuit on charges of money
laundering with respect to The Civilitas Foundation, and the founder
of Civilitas, former Armenian FM Vartan Oskanian is mentioned in
this connection.

Currently Oskanyan is an MP from Prosperous Armenia Party and is
well-known for his critique of the government.
