Best-selling author Chris Bohjalian to speak Thursday

The Armenian Library and Museum of America is hosting a talk and
book-signing Thursday by best-selling author Chris Bohjalian, who just
released `The Sandcastle Girls,’ a novel that explores the Armenian
genocide. Bohjalian, who has written numerous other books including
`Midwives,’ will speak about his new book, which has earned glowing
reviews from USA Today, The Washington Post, and The Seattle Times.
The free event begins at 7:30 p.m. at 65 Main St.

Thousands of refugees flee violence

Dhaka

Dhaka, July 21 — Thousands of Syrian refugees are pouring into
neighbouring countries as fighting between government forces and
rebels intensifies. The UN refugee agency says up to 30,000 people are
reported to have fled across the border into Lebanon over the past 48
hours.

More refugees are said to be crossing into Jordan, Turkey and Iraq.
Meanwhile, clashes have continued in Damascus, with the military
repelling a rebel assault in the Midan area.

State media announced on Friday that Midan had been “cleaned” of
“terrorists”. Rebels said they had withdrawn from Midan after coming
under bombardment.

Journalists were allowed into Midan on Friday, and pictures showed
dust-covered corpses lying in the streets, with tanks and burnt-out
cars littering the area. Activists said fierce fighting was also
taking place in Syria’s second city, Aleppo.

Syria’s national security chief Hisham Ikhtiar has died from injuries
received in Wednesday’s attack on the national security bureau, state
TV announced, the fourth high-ranking fatality.

The UN Security Council is holding emergency talks after Russia and
China vetoed a resolution over the mandate of a UN observer force in
Syria. Russia has agreed to delay a shipment of attack helicopters to
Syria, the Interfax news agency reported.

Russia’s envoy to France has sparked a row by saying Syrian President
Bashar al-Assad was ready to step down. The UN refugee agency (UNHCR)
said on Friday that between 8,500 and 30,000 Syrian refugees had
crossed into Lebanon in the previous 48 hours.

Many are believed to be fleeing the recent eruption of violence in the
capital, Damascus.

The UNHCR says there are already 26,900 registered Syrian refugees in
Lebanon, although activists say the real figure is much higher.

Widespread damage was visible after rebels withdrew from the Midan
area of Damascus A UNHCR spokesman told AFP news agency that about
2,500 people had arrived in Jordan over the past four days, adding to
the 35,000 registered Syrian refugees already there. A spokesman
described it as “a steady flow”.

About 140,000 Syrians are believed to have fled to Jordan since the
uprising against President Assad began in March last year. The
Jordanian government is building several refugee camps for them.

Reports also suggested that more than 3,000 Syrians had crossed into
Iraq in the past 24 hours.

Some Iraqis, who were returning from Syria, have told the BBC they had
been forced to flee their homes near Damascus because of sectarian
violence and intimidation. They said they had been targeted by the
rebel Free Syrian Army.

BBC Caucasus correspondent Damien McGuinness says that Armenia is
seeing an influx of ethnic Armenians who have lived in Syria for
generations, but the government is accused of not doing enough to help
them.

Refugees have been staging protests outside the Armenian parliament,
saying they have received no help with housing or jobs, he adds.

Reports say thousands of refugees are also continuing to cross Syria’s
northern border with Turkey where more than 40,000 are already
registered with aid agencies.

As the fighting continued, rebels managed to seize control of several
border posts late on Thursday. The rebels attacked crossings both on
the southern frontier with Iraq and the northern border with Turkey.
Government forces have been trying to retake some of the areas since,
and it is unclear who is in control of the borders.

Russia’s envoy to France, Alexander Orlov, sparked a row by saying
that Assad had, in effect, agreed to step down last month at a
conference in Geneva which had planned for a democratic transition.

Armenia opposition slams authorities’ alleged failure to receive Syrian refugees

Yerevan, 20 July: The Armenian authorities not only keep track of the
developments in Syria attentively but also take steps at various
levels and areas.

Deputy Armenian Foreign Minister Sergey Manasaryan said this answering
Tert.am question today. He said that the efforts are first of all
aimed at the security of Syrian Armenians, ensuring the normal
activities of the Armenian community and preserving the cultural and
historic heritage.

“We maintain constant relations with the community structures through
special envoys who visit them on a regular basis, the Armenian embassy
in Damascus and the Armenian Consulate in Aleppo”, said Sergey
Manasaryan.

He noted that the situation in Syria is rather serious and if
necessary extra possible steps will be taken by Armenia.

The oppositional Armenian National Congress made a statement today.

“It’s long been obvious that our compatriots who are in danger in
Syria would turn to Armenia in the first place. As it turns out the
Armenian authorities didn’t make even the least preparations in this
respect. Moreover, they indirectly try to hinder and impede the entry
of the Armenian refugees from Syria. The abrupt increase in air
tickets prices was this kind of a shameful step on Armavia’s part.

“The Armenian National Congress condemns the criminal and shameful
actions of the regime and demands working out and taking adequate
actions very quickly down to providing free transportation to Armenia
of those in need,” the statement reads.

Duma speaker leaving for Armenia on July 23

MOSCOW. July 20

State Duma speaker Sergei Naryshkin will make an official visit to
Armenia on July 23-24.

His press service reported on Friday that Naryshkin is due to have
bilateral meetings with Armenian President Serzh Sargsian, Prime
Minister Tigran Sargsian and chairman of the National Assembly Ovik
Abramian.

“At the talks the main attention will be paid to the advancement of
interparliamentary relations between Russia and the Republic of
Armenia, matters of humanitarian cooperation and also the continuation
of the dialogue with Armenia as an observer nation to EurAsEC, in the
framework of the process of the advancement of Eurasia and its
parliamentary dimension,” a report received by Interfax says.

In Armenia, Naryshkin will meet representatives of the scientific
community at the National Academy of Sciences. A State Duma delegation
led by the speaker will visit the memorial and museum of victims of
the genocide of Armenians in 1915.

The foreign ministry of the NKR has issued a statement on the July 19
presidential elections.
The statement particularly says: `The level of the presidential
elections held in the Nagorno Karabakh Republic are comparable with
the elections held in advanced democratic countries, which shows our
people’s commitment to build a sovereign and independent state, to the
ideas of freedom, democracy. We consider it necessary to state that
the participation in the elections and forming leadership bodies
through free and just elections is one of the rights fixed in the
international law, while neglecting and not recognizing it is a severe
violation of the principle.
The speculations that the elections in the NKR can prevent the
Azerbaijani-Karabakhi conflict settlement are groundless and pursue an
aim of propaganda. The will of the NKR people is decisive in the
conflict settlement process, which is completely accepted by both the
international community and the mediators. The development of
democracy is the fundamental basis of building of NKR’s statehood and
is in the interests of the civilized world community. Therefore, the
attitude towards the presidential elections in the NKR cannot be
conditioned by the subjective opinion of certain political circles.’

YEREVAN. – Interests of the external players linked with any
development of Syrian scenario, coincide visually by either
withdrawing or maintaining the Bashar al-Assad regime, expert Hayk
Kocharyan told Armenian News-NEWS.am.

According to him, it is not possible to claim how the events will
develop in Syria, as the process is very complicated. The West gets
use of cooperating with the Syrian opposition to achieve its
objectives, which may be productive in long-term period, while the
other bloc, including Russia, Iran and China, link their interests by
supporting the current regime, which may be productive in short-term
period, and may fail in long-term.

In response to the question how much Russia’s military intervention is
possible in Syria, the expert said that Moscow should at least have
legal bases, which it lacks at the moment.

As for the worst scenario, the collapse of the Syrain state, Kocharyan
stated that it has been viewed by various powers in different periods.

`Everything should be done to avoid the collapse of Syria, as besides
human losses, it will lead to a long-lasting instability in the
region,’ he concluded.

YEREVAN.- Armenia’s Police explained why they cannot check phone
conversations of Football Federation head, member of Armenian
parliament Ruben Hayrapetyan.

Police is investigating the Harsnaqar incident which claimed a life
of military doctor Vahe Avetyan and possible implication of restaurant
owner Ruben Hayrapetyan.

Hambartsumyan said the court can apply for such information only if
it refers to the defendants.

Hambartsumyan told reporters on Friday that the phone calls of the
defendants are being studied.

Earlier Armenian News-NEWS.am had informed that an incident had
occurred at Armenian capital city Yerevan’s Harsnaqar restaurant
on June 17, where several military doctors including Edgar Mikoyan,
Arkadi Aghajanyan, Garik Soghomonyan, Artak Bayadyan and Vahe Avetyan
were brutally beaten by the security personnel. Vahe Avetyan died in
hospital on June 29. A criminal case is launched and the Police have
detained six people.

The restaurant’s owner is a businessman Ruben Hayrapetyan, who is an
influential figure, ruling Republican Party of Armenia former MP,
who resigned after the scandal, but remained president of Football
Federation of Armenia.

public institute, Director of Caucasus Institute Alexander Iskandaryan
told reporters on Friday.

The political analyst commented on the presidential election held in
Nagorno-Karabakh on Thursday.

“Opposition candidate Vitaly Balasanyan was supported by one third
of voters. Although, he was not supported by any of five political
parties, some colleagues MPs voiced their support for Balasanyan,”
he said.

An opposition parliament group may be formed based on the voters of

YEREVAN. – Overall, the Government of Armenia gave a positive
assessment to the bill on banning the construction of small hydro
power plants (HPPs) at Lake Sevan basin.

This draft law is prepared by MPs Vahagn Makhsudyan (Prosperous Armenia
Party) and Khachik Harutyunyan (coalition Government’s junior member
Orinats Yerkir (Rule of Law) Party). And the reasoning behind this
law proposal is as follows:

The Law on Lake Sevan needs an addition to the effect that building
small HPPs will be prohibited at the Lake’s immediate impact zone.

But the Government approved this bill on the sole condition that this
restriction will not include the already licensed small HPPs.

To note, the aforesaid MPs have justified their proposal on the grounds
that Lake Sevan trout’s two preserved subspecies lay their eggs in the
rivers flowing into the Lake, and therefore it is extremely important
to secure the water’s certain qualitative and quantitative conditions
during that period.
