It is important not to consider the conflict in Nagorno-Karabakh as
something that will last forever, French Ambassador to Azerbaijan
Pascal Monnier believes.

“There is a saying in French: ‘you don’t need the reason of hope to
be active’. If there is a conflict in Ukraine it doesn’t mean we
have to be completely inactive in Nagorno-Karabakh. My impression
and the will of our government are not linking these two. As soon
as the date is agreed with the parties, the co-chairs will come to
the region. There is a willingness to help and to maintain dialogue
between the parties,” Trend cited him as saying.

According to the diplomat, mediation is neither a tribunal nor a court,
it is a way to use all the techniques available for the diplomats and
experts in confidence building in a conflict resolution in post-crisis
management.

He added that the co-chairs cannot decide for the presidents in terms
of what is acceptable for them, for the people of the region.

“We urge, by all means, both presidents, both countries to start a
dialogue and to avoid any measures which can harm this dialogue,”
Monnier noted.

Armenia is unlikely to be happy with the status quo, according to
the French ambassador.

“As we know, Armenia is occupying a lot of territories, 7 territories,
and also controlling Nagorno-Karabakh. If we look at the economic
situation of Armenia, we don’t have an impression that Armenia is
getting a lot from the situation. I think Armenia would get more
if peace was there. We know that there are three major principles
of resolution: non-use of force, territorial integrity and
self-determination,” said the ambassador, adding that territorial
integrity and self-determination are sometimes contradictory.

Earlier, the deputy chairman of the OSCE PA’s committee on political
affairs and security, the Azerbaijani MP Azay Guliyev, said he plans to
raise the issue of increasing the number of OSCE Minsk Group co-chairs
from three countries – the US, Russia and France – to five, including
Germany and Turkey. Guliyev said he will raise the issue at the winter
session of the OSCE PA, to be held in Vienna.

Monnier believes the co-chairing group is the right body to find
a peaceful, lasting solution to the conflict. “At the same time,
what I think is that any concrete support of any member states is
welcomed that means that the Armenian-Azerbaijani conflict over
Nagorno-Karabakh is something of concern for all the nations because
it violates stability in the region and it also prevents the economic
integration of the region,” he said, adding that it has a negative
impact on everybody.

Who Has Agreed To Supply Weapons To Armenia?

WHO HAS AGREED TO SUPPLY WEAPONS TO ARMENIA?

The minister of defense had two important meetings last week. On
February 5 he met with CSTO Secretary General Nikolay Bordyuzha and
on February 6 he met with the U.K. Ambassador Katherine Leach.

Ohanyan talked to Bordyuzha about the development of “the CSTO military
component” and Katherine Leach told him that the United Kingdom is
ready to act as a provider in NATO-Armenia relations.

The recent escalation in Artsakh and Tavush forces experts to bring
up the need for buying new kinds of weapons, including both offensive
and modern defensive weapons which help detect the place where fire
was opened.

The Western media reported that the United States is likely to
supply such weapons to Ukraine. Certain things have been supplied,
particularly equipment that allows detecting and destroying
emplacements. Now anti-tank weapons are considered which, for example,
helped scan and destroy entire tank units in Libya.

Armenia needs such arms, and the question is not who could supply those
to us. NATO member states have such weapons, and judging by Katherine
Leach’s visit, the United Kingdom is ready to talk to Armenia about
this. However, the question is whether Yerevan is ready to act against
Russia’s will and ask NATO countries for help in order to protect
its soldiers and borders.

According to the 2010 deal, Russia was recognized as a guarantor
of security of Armenia. It involves complex measures, and their
performance is hard to consider at the social level. Burdyuzha’s
latest visit is evidence that CSTO may supply weapons to Armenia as a
“military component”. It may have even already been supplied.

At the end of this year NATO training center will open in Georgia,
Armenia’s neighbor which may later be used as a missile defense base
of center. The Russian government has already announced to respond to
the strengthening of NATO at its borders. It is possible that in this
context Russia will try to strengthen its base in Armenia. However, it
will promote escalation rather than the level of security of Armenia.

A STORY OF A PHOTO. HOW WE MET WITH ARA GULER

This photo was taken in September 2010. The photo depicts the world
famous Armenian photographer Ara Guler. He is sitting at the Guler
cafe on Yeni Packman (New Market) Street in Istanbul. At that time, the
master was 82 years old. It was a great enjoyment for us, the Armenian
journalists to accidentally meet with the master nicknamed “the eye of
Istanbul” at the cafe named after him. He was taciturn and shared just
a few sentences with us. We did not want to disturb his state of being
calm and simply took seats in the same cafe, at the tables next to
Guler to enjoy his presence. Tea and coffee seemed uniquely delicious
that day. Ara Guler is one of the seven most popular photographers
in the world, he has won many prestigious awards, particularly in
2009, he was awarded the prize, which is the “Oscar” in
the industry of photography. In 2000, the master was recognized as a
“Photographer of the Century” in Turkey. Ara Guler has photographed
such figures in politics, culture and other fields, including Winston
Churchill, Maria Callas, John Berger, Bernard Russell, Salvador Dali,
Pablo Picasso, Indira Gandhi, Sophia Loren and William Saroyan.

Erdogan holds that Fethullah Gulen, a one-time ally of the Turkish
president who has become his chief rival is behind the plot to
overthrow him. Gulen now lives in self-imposed exile in the United
States.

Erdogan has long said that foreign governments are behind the
conspirators, which he blames for inventing a corruption scandal
against his government in 2013 and wiretapping members of his
government, leaking sensitive information to the press and on YouTube.

The Turkish president has consolidated power, after weakening the
country’s army, which had long been a watchdog against the principles
of the state being compromised.

Two weeks ago, Erdogan said that the Mossad was connected to the
Gulenists, followed by Davutoglu’s comments on Sunday contributing the
alleged plot against the AKP to Jews and other minorities.

In a speech to local lawmakers Sunday, Davotuglu said, “I announce it
from here: We have not and will not succumb to the Jewish lobby, the
Armenian lobby or the Turkish-Greek minority’s lobbies,” the Turkish
daily Hurriyet reported.

“I call out to the parallel lobby that sent them a message: We will
stand before you with dignity no matter where you are; you will be
despicable for the treason you have done to this nation,” Hurriyet
quoted Davutoglu as saying.

Erdogan last month came under fire for his claim that allies of his
arch-foe, Gulen, are linked to Israel’s Mossad.

He had charged that, “The sincere people backing this parallel
structure should see with whom this structure is cooperating
with…shame on them if they still cannot see that this structure is
cooperating with the Mossad.”

“If this is not treason then what is it?”

On Sunday, a Turkish court ordered the arrest of 21 police officers as
part of the investigation into the illegal wiretapping of politicians,
civil servants and businessmen, according to the Dogan News Agency.

Raids began in several cities as prosecutors enforced the court order,
part of Erdogan’s campaign against supporters of Gulen.

Last month, a Turkish court issued an arrest warrant against Gulen on
suspicion of heading up a criminal organization.

Gulen, who lives in self-imposed exile in the US, denies any
involvement in plots against the government.

The annual International Security Conference, which this year was
almost entirely devoted to the Ukrainian problem, ended in Munich,
Germany.

Armenian Minister of Foreign Affairs Edward Nalbandian, who last year
found it unnecessary to attend the conference, did take part in it
this year.

During the forum, Nalbandian met with the OSCE Minsk Group Co-Chairs
(Igor Popov, of Russia, James Warlick, of the United States, and Pierre
Andrieu, of France). In addition, he met with his counterparts from
Croatia, Romania, Qatar and other countries.

The Karabakh issue was discussed at the margins of the conference, and
the Armenian minister did not make any special speech. The Minsk Group
co-chairs issued a joint statement in which they called on the parties
to return to talks on a framework agreement on long-term peace. Also,
statements were made by the chairman-in-office and secretary general
of the OSCE.

The Minsk Group statement contains a remarkable appeal to the parties
to avoid steps that could lead to a repeat of the incident of November
12, 2014 when during military exercises an Armenian helicopter was
shot down by Azerbaijani troops. Armenian experts in this regard said
that the appeal was addressed to Azerbaijan, which was conducting
large-scale military exercises near the Line of Contact last week.

The situation on the borders of Armenia and Karabakh with Azerbaijan
has significantly deteriorated since the beginning of the year.

Azerbaijani troops use the tactic of small sabotage activities and
inflicting “drip” damage. At the same time, the Armenian army announced
transition to the tactics of punitive and preventive actions. Since
the beginning of the year the Armenian side alone has had more than
a dozen victims.

Armenia is in search of a more “diversified” security. Russia is
considered to be the guarantor of Armenia’s security, but Armenia
also has cooperation with NATO, even though Moscow prevents closer
contacts with the North-Atlantic alliance and supply of arms.

Between Russia and the greater part of the leading countries of the
world there is an ongoing strong opposition on Ukraine. One of the main
reproaches that are made to Russia is its interference in the affairs
of neighboring states and influencing their foreign-policy orientation.

Armenia is among such countries – on September 3, 2013 the president
of Armenian, after three years of negotiations with the European
Union on association, suddenly declared about Armenia’s joining the
Russian-led trade bloc.

The same thing all but happened in Ukraine, and the current war there
is a continuation of Russia’s opposition to Ukraine’s integration
into Western structures – NATO and the EU.

The West is clearly supporting Ukraine, but many wonder if the same
support would be given to Armenia if its leadership pressed ahead with
association with the EU. Armenia too clearly yielded its security
to Russia. Now there are some unsuccessful attempts to establish
relations with NATO and, perhaps, get weapons.

On February 6, Armenian Defense Minister Seyran Ohanyan received
UK Ambassador to Armenia Katherine Leach. During the meeting issues
related to the trial relations of Armenia-UK-NATO and regional security
were discussed. Great Britain would like to become a provider of
closer relations between Armenia and NATO. But it is not known whether
Armenia agreed to establish such a relationship.

A day before that, February 5, Minister Ohanyan met with Collective
Security Treaty Organization (CSTO) Secretary General Nikolai
Bordyuzha. Discussed were issues related to the implementation of the
decisions of the December summit of the CSTO aimed at the development
of the military unit and the components related to regional and
international security.

This time there were more specifics – the CSTO is going to increase
the military component. In autumn the organization intends to
conduct large-scale exercises in Armenia codenamed “Indestructible
Brotherhood”. As for NATO, there are still no specifics in this issue.

Armenia’s political leadership along with all its structures bears
responsibility not only for this specific situation, but also for
uncertainty and injustice in the country, for the shameful economic
situation and emigration, Ivetta Tonoyan, spokeswoman for the leader
of Prosperous Armenia Party (BHK) Gagik Tsarukyan, told Aysor.am
when commenting on Prime Minister Hovik Abrahamyan’s response to the
statement issued by BHK.

She said that in general, one can ask people who bears responsibility
and for what.

“I think the answer is obvious,” I. Tonoyan said.

We would remind you Armenian Prime Minister Hovik Abrahamyan told
Tert.am when speaking about the kidnapping and beating of civil
activist, member of BHK Party’s political council Artak Khachatryan
that the leader of BHK Gagik Tsarukyan “should personally follow the
statement released by the political force; otherwise, we will have
to take the emotional nonsense for a personal opinion”.

“I find the statement by the BHK hastily-made and a gross error,
which is simply unacceptable. I expect Gagik Tsarukyan to personally
follow the statement released by the political force; otherwise, we
will have to take the emotional nonsense for a personal opinion. In
that case, the entire responsibility of possible developments and
exacerbations will lie upon Gagik Tsarukyan in person,” Mr Abrahamyan
said in particular.

The political council of Prosperous Armenia Party earlier issued a
statement in which it proposed discussing the possibility of boycotting
the work of the Armenian parliament until the incident related to the
kidnapping and beating of BHK activist Artak Khachatryan is resolved.

The party said in the statement that consultations with other
parliamentary factions should be held on the issue so as coordinate
the further joint actions.

The political council of BHK said that the civil activist, member
of the party’s political council Artak Khachatryan was abducted and
beaten up for 5 hours.

“We consider it as a cynical challenge to political forces and
society. The responsibility for the incident rests with the political
leadership of the country. We demand that law enforcement bodies
solve as soon as possible this incident as well as other attacks on
political and public figures. Let no one doubt that these cases will
go unpunished. If the law enforcement system does not punish them,
then the people will do it,” the statement notes.

As was reported, Armenia’s Investigative Committee has opened a
criminal case. On the afternoon of February 7, a group of people
used violence to abduct Artak Khachatryan. Investigative and
operational-search are underway to reveal all the circumstances of
the incident.

Artak Khachatryan, an active participant in rallies against the
introduction of the new law on turnover tax, was taken home after he
was beaten up.

A protest took place outside the Armenian government today. Protesters
demanded that those guilty should be found and punished.

Dubai Community Donates Blood For Memory

DUBAI COMMUNITY DONATES BLOOD FOR MEMORY

Friday is treated like a Sunday in the United Arab Emirates (UAE),
but nine days into 2015, which marks the Centennial of the Armenian
Genocide, the Dubai Blood Donation Center warmly opened its doors
for a private donation event by the Armenian community there.

The event was in support of the “Blood for Memory” (BFM) initiative
that aims to collect 1.5 million blood donations across the globe to
honor the 1.5 million victims of the Armenian Genocide.

In a country where the majority of residents are expatriates, this
gathering was special, for most participants did not know each other.

The event was organized via a public Facebook page. Yet, in no time
the blood donation center was transformed into some sort of community
center, with parents socializing while donating blood and kids playing
cheerfully in the hall.

Donating blood

None of the donors present had ever donated before. Until the BFM
initiative reached us, we hadn’t even realized how important blood
donations are. A car accident victim, for example, might need as
many as 45 donations to survive. Blood donations are free, they are
healthy. A donation takes only 20 minutes.

A global cause

A significant number of Armenians arrived in the United Arab Emirates
back in the 1950’s. Today, there are about 5,000 Armenians in the
UAE with 2 churches, community centers, and Sunday Schools. It was
a privilege to give “drops of life” to this country that has warmly
been hosting the Armenian community on its soil, while dedicating
the donations symbolically to the innocent victims of the Armenian
Genocide.

Among the donors was Tate Bakalian, a UAE resident with roots going
back to Moussa Ler and to Anjar in Lebanon. He reflected on the many
tragedies the Armenian people have gone through–the massacres, the
genocide, the World Wars, the Lebanese Civil War, the Artsakh War,
the Earthquake of 1988, and most recently the crisis in Syria. “We
often were in need for blood, a drop of life,” he told me. “100
years have passed since the Armenian Genocide, but we are still here
because they failed, and we are proud to share life.” Another donor
reminded us that how foreign nationals and nations saved and hosted
the Armenian survivors of the genocide. “It’s a noble gesture to give
back some life!”

But “Blood for Memory” aims to reach out to people of all origins. And
so the organizers were very touched to see an Indian family walk in,
saying they had come to “donate ‘Blood for Memory.'” The mother had
randomly come across the event page on Facebook. They had never heard
of Armenians and their story before. Now they have.

In addition to the many cheerful and intellectual events taking place
among the Armenian community in Dubai, the BFM donation event was a
particularly meaningful experience for everyone present.

The crisis in Ukraine is an object lesson for Azerbaijan, Head of
the Alte et Certe Analytical Agency Andrey Yepifantsev told ArmInfo
on Monday.

“Kyiv’s years long policy to cultivate Rusophobia among Ukrainians has
resulted in complete dehumanization of ‘dissidents’ in the southeast.

The Kyiv authorities have convinced their people that war is the only
solution to the problems of the southeast. This brainwashing policy
has formed an aggressive Maidan stratum who believe that ‘Donbas
must be either their or nobody’s!’ but it also has made its authors
hostages to those people. Today President Poroshenko would be happy
to make at least some concession but he is afraid of being smitten
by thousands of aggressive zealots standing behind,” Yepifantsev said.

He said that the Azeri authorities have followed a similar policy
concerning Nagorno-Karabakh and the Armenians for years and are facing
a similar atmosphere. “So, very soon President Aliyev will have no
more room for concessions and will have to lead his country to one
more war that will end in one more loss,” Yepifantsev said.

Huge ‘Odar’ Crowd At Genocide Commemorations

HUGE ‘ODAR’ CROWD AT GENOCIDE COMMEMORATIONS

In the past year Keghart.com has promoted the idea that when
commemorating the centennial of the Genocide Armenians should make
an effort to invite non-Armenians to participate or at least tell
the story to them. The below gathering in Toronto had more than 900
attendees with 90% non-Armenian.–Editor.

“We have a moral obligation of memory for the century of tears
which began with the genocide of Armenians,” said Hon. Jason Kenney,
the Minister of Employment and Social Development and Minister of
Multiculturalism at a Toronto gathering, on January 25, for the
centennial commemorations of the Genocide of Armenians which was
attended by more than 900 people. Mr. Kenney also said that Canadians
have a special obligation to join the “Armenians across the world in
a sacred act of memory.”

The gathering, organized by Majed el-Shafi, founder and president
of One Free World International (OFWI), took place at the Catch the
Fire revivalist congregation’s centre west end of the city. Three
members of parliament, including the parliamentary secretary; Armenia’s
Ambassador to Canada Armen Yeganian; and representatives of more than
a dozen ethnic, religious and human rights groups took part in the
remembrance gathering.

Mr. Kenney said Armenians are the first nation to adopt Christianity
as state religion and that they had “suffered waves and waves
of persecution” for their religion. “They are among the greatest
underdogs of history…they are a people who have tasted the bitter
pill of violence and persecution” he added.

“When I visited Armenia last year, I was greatly impressed by the
fidelity and courage of Armenians,” Mr. Kenney said. After condemning
the current persecutions of Christians in Iraq, he pointed out that
Armenians were once again being victimized for their religion and
ethnicity but this time in Iraq where forefathers had sought shelter
after the Genocide. In closing his speech, the minister reconfirmed
Canada’s recognition of the Armenian Genocide.

Rev. Shafie, who was jailed and tortured in Egyptian jails because
he had converted from Islam to Christianity, established the OFWI
after settling in Canada. The mission of his organization is to
defend religious freedom and human rights around the globe. He has
toured Pakistan, Afghanistan, Iraq, Turkey, India, and Bangladesh
and confronted officialdom everywhere he has gone and assisted
individuals and groups who are persecuted for their ethnicity and
religious beliefs. He also visited Armenia last year and met Foreign
Minister Edward Nalbandian and visited Echmiadzin. Clippings from
the video he made of his Armenia and Iraq trips were screened at the
beginning of his presentation.

After talking about the importance of forgiveness, Rev. Shafie said
the Canadian government should “press Turkey to open the border with
Armenia and persuade Israel, the United States, Australia and the
United Kingdom, to recognize the Armenian Genocide.” He also said he
looks forward to the opening of a Canadian embassy in Yerevan.

As a token of appreciation and gratitude for his work, Rev. Shafie
was presented by certificate of citation by the Armenian Canadian
Conservative Association. The presentation was made by Vache
Demirdjian, the national chair of the group.

Other speakers included lawyer Chantal Desloges and Egyptian-born Rev.

Hany Bogossian, pastor of The Well on Bayview Church in Toronto. In his
message about the importance of forgiveness, Rev. Bogossian quoted the
12th century Armenian religious leader and writer St. Nerses Shnorhali.

Ambassador Yeganian demanded that Turkey acknowledge Genocide and
listed the reverberating and tragic consequence of the Genocide. He
said that despite the attempt to exterminate them, the Armenian people
had risen again and founded an independent state.

Ambassador Yeganian said the Armenian Genocide was the model for ethnic
group extermination as political strategy. He said that the Ukrainian
Holodomor, the Holocaust, the Cambodian and Rwandan Genocide had
their origins in the Armenian Genocide. The ambassador also indirectly
condemned politicians and historians for not including the 1.5 million
Armenian dead in their count of WWI casualties. He said that about
three-quarters of the Armenian nation were slain during the Genocide
yet that almost-mortal hurt was not even considered as casualty. He
added that Assyrians and Greeks also suffered genocide as a result
of Ottoman ethnic cleansing. The ambassador said that there will be
at least 60 Genocide commemorations in Canada this year.

Archpriest Zareh Zargarian of the Holy Trinity Armenian Church thanked
Canada for recognizing the Genocide.

Final speaker Hakan Tastan, pastor of the Life Church in Istanbul,
added further drama to the gathering by his presence and by what
he said. It was the first time anyone had made a Christian Turk. A
convert to Christianity, he had specially flown to Toronto to
participate in the commemorations. Rev. Tastan said he converted 19
years ago while visiting an Armenian church in Svaz, Turkey. He added
that his grandfather, who as a child had witnessed the Genocide,
had described graphically the killing of Armenians. Rev. Tastan
apologized to Armenians on behalf of the Turkish nation and exchanged
a Turkish Bible and Armenian Bibles with Rev. Bogossian. The Turkish
clergyman said that he looked forward to building an Armenian/Turkish
association to be called ArTur which would act as a bridge between the

The commemorations were opened by Pastor John Arnott of the Catch the
Fire congregation. Also attending the gathering were representatives
of the Evangelical Asian Church, the Bahai community, the United
Christian Federation, Chaldean, Syriac, Assyrian, Alevi communities,
Federation of Democratic China, B’nai Brith, Ahmadiyya Muslim
Jammat, Emergency Relief and Development Overseas, Yazidi Human
Rights Organization International, the Archdiocese of Toronto, the
International Christian Embassy, Jerusalem, Falun Dafa Associations
of Toronto and Ottawa, the International Centre for Human Rights in

India” has been already presented to the public. The premiere of the
documentary shot by the cinema center “Armenian Standard” will take
place soon.
