More explosions in Aleppo’s Armenian districts

The Armenian districts of Syria’s Aleppo were disturbed by the noise
of bomb attacks and explosions overnight, says Zhirayr Reisyan, a
spokesperson for the city’s Armenian prelacy.

As he told Tert.am earlier on Friday, no exact locations are
identified for now though bombs have been found in the Sulaymaniyah
and Meydan districts.

It comes after several Syrian-Armenians said in Facebook groups that a
smoke and an unpleasant smell in the city could come from a burning
factory.

Commenting on the report, Reisian said that both the smoke and smell
were caused by burning vehicle wheels that were set on fire by the
opposition rebels.

`There must have been material damages,’ he said, not ruling out the
possibility of human losses. `But for the time being, we do not have a
report about the loss of an Armenian or damages to the Armenian
population.’

The Syrian opposition was reported on Thursday to be planning an
attack on Aleppo. The government in turn has asked the rebels to
surrender.

Armenia owes $8 million to international organizations – newspaper

YEREVAN. – At present, Armenia owes $8 million to various
international organizations as membership fees, Haykakan Zhamanak
daily reports.

`Deputy Minister of Foreign Affairs [Shavarsh] Kocharyan confirmed
this fact yesterday [Thursday] during the budgetary discussions at the
[National Assembly] NA.

[But] He refused to say to which organizations’ membership fee debts
have accumulated, [and,] instead, he comforted [by informing] that
there has not yet been a case when Armenia was deprived of the right
to vote in any [international] organization because of debts,’

`Saakashvili Kills Three Birds With One Stone,’ Gurgen Yeghiazaryan Says

The scandalous Prime Minister of Hungary who has recently appeared at
the center of a scandal regarding the extradition of murderer Ramil
Safarov to Azerbaijan has arrived in neighboring Georgia.

Gurgen Yeghiazaryan, a former high-ranking officer of the National
Security Service of the Republic of Armenia and a member of the Social
Democrat Hunchakian Party (SDHP) is surprised and angry with the
Hungarian Prime Minister’s visit to Georgia and the homage paid to him
by Georgian President Mikheil Saakashvili.

Given the frozen relations between Hungary and Armenia as a result of
the well-known events, the Hungarian Prime Minister’s visit to Georgia
means three things, according to our interlocutor, `We gradually gave
Georgians what we had, in return for that, the Saakashvili regime
gradually started to do outrageous things in Javakhk and started to
persecute people who were Armenians and hadn’t been assimilated.
Hundreds of charges are made even now, before the election and they
terrify all Armenian districts with their special forces, security.
Under these circumstances, receiving that person, Saakashvili kills
three birds with one stone. He shows reverence to his Turkish friends
once again. Secondly he wins the votes of the Azeris living on his
territory and thirdly he just tells to people who talk about
Saakashvili’s Armenian origin `haven’t you realized what I have done
to the Armenians in Javakhk, then know that the one who extradited
Safarov is my brother, my friend, my kin.’ And he makes friends with
him.’

Gurgen Yeghiazaryan is convinced that Saakashvili says by this that he
doesn’t care whether there is an Armenian government or not. `It is
because our degenerated powers that be start businesses in Georgia one
after another. And basically they not only become the subjects of
people like Saakashvili by that, but they make the whole nation a
subject.’ In response to a question of whether he
offered breaking up relations with Georgia too, Yeghiazaryan said,
`No, I hope that after the October 1 parliamentary election,
Saakashvili will never set foot on Georgia.’

Another serviceman dies following Armenian Defense Ministry vehicle accident

YEREVAN. – Private Harutyun Kirakosyan, who was critically injured as
a result of Monday’s road accident, died Thursday at 9:25pm, MOD
Investigation Department Public Relations Senior Officer Meri Sargsyan
told Armenian News-NEWS.am.

Kirakosyan was 20 years old, and he was transferred to MOD Central
Clinical Military Hospital after the accident.

As Armenian News-NEWS.am informed earlier, a GAZ 33081-model truck
belonging to an Armenian Defense Ministry military unit went off road
and rolled over at Aruch-Nor Amanos road in Aragatsotn Region, on
Monday at around 4:30pm. As a result, Private Gor Galstyan, 19, died
and other military servicemen sustained injuries.

All injured soldiers were initially transferred to capital city
Yerevan’s `Armenia’ Medical Center and, subsequently, to MOD Central
Clinical Military Hospital. Gor Galstyan, however, did not regain
consciousness at `Armenia’ Medical Center, where he died on Tuesday at
12:20am.

MOD Investigation Department has launched a criminal lawsuit into this
incident, and a respective investigation is underway.

Le gouvernement et les partis d’opposition en Azerbaïdjan réunis pour
condamner de concert la résolution jugée « biaisée » prise par le
Parlement européen au sujet de Ramil Safarov
BAKOU, Azerbaïdjan, September 20, 2012 /PRNewswire/ –

Dans un moment rare d’unité et de consensus, le gouvernement et les
parties d’opposition en Azerbaïdjan se sont réunis pour condamner la
résolution « Azerbaïdjan : le cas de Ramil Safarov », adoptée le 13
septembre par le Parlement européen.

Dans une déclaration commune, signée par 18 partis politiques du pays,
dont le parti du « Nouvel Azerbaïdjan » au pouvoir et le principal
groupe d’opposition « Musavat », il a été souligné que la résolution
relative à l’extradition de Ramil Safarov hors de la Hongrie et sa
grce ultérieure accordée par le président de l’Azerbaïdjan est «
totalement biaisée et sert les intérêts de l’Arménie et des groupes de
pression arméniens. »

Les députés azerbaïdjanais ont qualifié la résolution de « tentative
de dissimulation des crimes militaires commis par une Arménie
agressive » qui occupe 20 % du territoire de l’Azerbaïdjan et a ainsi
conduit au déplacement de près d’un million de personnes ainsi que de
« tentative de dissimulation de la position non constructive adoptée
par l’Arménie dans des pourparlers aujourd’hui au point mort ».

Dans cette déclaration commune, les partis politiques ont également
pointé du doigt l’iniquité des institutions européennes, faisant
remarqué qu’elles n’avaient pris aucune mesure ces vingt dernières
années pour condamner la grce et la libération qui s’en est suivie de
membres de l’organisation terroriste arménienne ASALA, au nombre
desquels Monte Melkonian, Vazgen Sislian et Varuzhan Karapetian.

Après avoir été condamnés pour des crimes commis à l’encontre de
citoyens azerbaïdjanais et d’autres civils aux États-Unis, en France
et dans d’autres pays du monde, ces terroristes se sont vu octroyer la
nationalité arménienne et ont été accueillis en héros à Erevan.

La résolution dans l’affaire Safarov a été adoptée la semaine dernière
à Strasbourg au terme d’un débat houleux. Seuls 50 parlementaires,
représentant à peine 6,5 % de l’ensemble des parlementaires, ont voté.
Le groupe des libéraux, à l’origine de la résolution, s’est rétracté
avant le vote en séance plénière. Les socialistes, qui constituent le
deuxième groupe le plus important dans l’hémicycle, ont voté contre la
résolution. Le groupe PPE, qui a émis un avis favorable, est néanmoins
parvenu à rejeter des amendements clés endiguant des critiques encore
plus virulentes sur la gestion de l’affaire Safarov.

Ramil Safarov, natif des territoires occupés du Haut-Karabakh, a été
condamné pour le meurtre d’un soldat arménien perpétré lors d’un stage
organisé par l’OTAN à Budapest en 2004. Safarov avait affirmé que le
soldat arménien avait craché sur le drapeau de l’Azerbaïdjan et
l’avait humilié.

Conformément à la Convention sur le transfèrement des personnes
condamnées, la Hongrie a extradé Safarov vers l’Azerbaïdjan après plus
de huit années de prison. Sa libération et sa grce ont une nouvelle
fois attiré l’attention sur le non-règlement du conflit du
Haut-Karabakh. Les quatre résolutions des Nations unies appelant
l’Arménie à un retrait total, immédiat et inconditionnel des
territoires occupés n’ont pas été appliquées. Des résolutions
analogues ont été approuvées par l’Assemblée parlementaire du Conseil
de l’Europe, l’OSCE et le Parlement européen.

ARMENIE
L’Arménie a fêté le 21ème anniversaire de son indépendance

La presse rapporte le message du Président Sarkissian à l’occasion de
la Fête nationale, dans lequel il se félicite des acquis de l’Arménie
depuis la proclamation de l’indépendance, ce pays étant parvenu à
développer son économie dans les conditions difficiles de blocus et de
faibles ressources. Le Président a décrit le conflit du HK comme le
défi N°1 de la politique étrangère de l’Arménie. « Bien que cela soit
très difficile, l’on doit chercher des moyens pour la poursuite des
négociations en vue du règlement du conflit. Si les efforts du Groupe
de Minsk n’ont pas encore débouché sur des progrès, la responsabilité
n’en incombe pas aux coprésidents, mais à ceux qui mettent
régulièrement en péril les perspectives des négociations pacifiques ».
Le chef de l’Etat a évoqué « la dernière provocation » azérie, à
savoir la grce et la glorification du meurtrier Ramil Safarov et a
reconnu que dans ces conditions, il était très difficile de préparer
la société à la paix, mais que c’était la seule voie juste. « Se
préparer à la paix ne signifie pas pour autant ne pas être prêt à
faire la guerre pour se défendre », a-t-il souligné. Le Président
Sarkissian a insisté sur le fait que l’éducation morale et spirituelle
des enfants qui grandissent en Arménie lui était très précieuse. Et
d’ajouter que l’on a choisi la famille des nations civilisées et non
le marais de la xénophobie.

Jamanak remarque que le thème du conflit du HK trouvait au c`ur du
message du Président. Ce quotidien est d’avis que ce thème deviendra
le locomotive de la campagne électorale de la présidentielle de 2013.

Haykakan Jamanak, Hraparak, 168 Jam et Jamanak relèvent que le Congrès
national arménien a fêté « séparément » l’anniversaire de
l’indépendance. Lors d’une manifestation au centre ville, Levon
Ter-Petrossian a énuméré les cinq principaux défis dont l’éradication
ferait de l’Arménie un pays fort : la normalisation des relations
arméno-turques, le règlement du conflit du HK, la levée des blocus,
l’éradication de la corruption et le rétablissement de la justice.
Tout en reconnaissant que la solution des trois premiers points ne
relevait pas seulement des autorités arméniennes, l’ex-Président
impute à celles-ci le manque de progrès en ce qui concerne les deux
autres.

CONCERT
Le Duo Darius Milhaud en concert au Festival « Retour » d’Erévan

Le Duo Darius Milhaud, constitué des deux s`urs pianistes Anahit et
Armine Soghomonyan, issues des Conservatoires Komitas d’Erévan et
Tchaikovsky de Moscou, sera l’invité du célèbre festival « Retour »
d’Erévan, avec un concert prestigieux en formation à deux pianos, le 3
octobre 2012, au Komitas Chamber Music Hall et pour lequel des
centaines de places ont déjà été réservées. Le « Return festival
d’Erévan » a pour vocation d’inviter les artistes arméniens de grand
talent (instrumentistes, chanteurs, chefs d’orchestres ou
compositeurs), qui ont dû quitter l’Arménie pour trouver leur voie
professionnelle à l’étranger et au nombre desquels on peut par exemple
citer le violoniste Sergey Khatchatrian d’Allemagne, le pianiste Vag
Papian d’Israël ou le violoncelliste Souren Bagratouni des USA…, qui
ont été à l’affiche des éditions précédentes de ce festival.

Le Duo Darius Milhaud en concertLes s`urs Soghomonyan ont été séparées
par la vie quand Anahit est venu s’installer en France en 1993, où
elle y a effectué un parcours professionnel fulgurant : admission en
1995, en qualité d’étudiante, au prestigieux Conservatoire National
Supérieur de Musique de Lyon, avant d’y être recrutée elle-même, comme
professeur dans le Département Piano ; Obtention des Certificats
d’Aptitude (extrêmement difficiles à obtenir car le nombre des places
est très réduit et le concours n’a pas lieu chaque année), de
professeur de piano et de professeur d’accompagnement au piano, du
Ministère de la Culture (il est par ailleurs exceptionnel en France
d’obtenir deux C.A. dans deux disciplines différentes) ; Anahit a de
plus participé aux plus grands festivals de Musique de France : «
Nuits pianistiques » d’Aix en Provence, Festival International « Piano
à Riom », « Pianos Folies » du Touquet, Festival « Liszt en Provence
», Festival de Radio-France ou émission de France-Musique en direct de
la Roque d’Anthéron… C’est en collaboration avec Art Mania
productions que ce concert à Erévan a été organisé, car Patrick
Trebor, le responsable de cette structure de production artistique, a
proposé de prendre à sa charge les frais de déplacements des artistes
entre l’Arménie et la France pour les répétitions et le concert du 3
octobre à Erévan. Notons enfin qu’Anahit sera accueillie par la
télévision d’Arménie lors de son arrivée à l’aéroport d’Erévan pour
son grand retour musical.

Deputy Minister: Azerbaijan does not intend joining EU

Azerbaijan still does not intend joining the EU. The country’s
leadership can make such a decision only after the most advanced
European experience can be transformed in Azerbaijan, the Azerbaijani
Deputy Foreign Minister Mahmud Mammadguliyev said at the international
conference ‘Bridge laying’ in Baku today.

Azerbaijan began cooperating with the European Union in 1996. The
agreement on various issues, 30 items of various cooperation
programmes has been reached during this period. Unfortunately, no
agreement on the Nagorno-Karabakh conflict settlement was reached.
Azerbaijan does not agree with the EU position on Nagorno-Karabakh,
Mammadguliyev said.

“We have presented a preliminary version on the issue, but have not
received a response yet,” he said.

International organisations have also not demonstrated a clear
position and have not offered any concrete solutions to the
Nagorno-Karabakh conflict, he added.

“Despite the fact that the EU has always has a clear position on other
conflicts, when it comes to Azerbaijan, people say that we support the
position of the OSCE Minsk Group in this matter and look forward to
its decision,” he said. “This is not enough for using a similar
approach, Armenia delays the settlement process.”

Full cooperation between Azerbaijan with the EU is possible, but the
main obstacle is the Nagorno-Karabakh issue, he said.

Regarding cooperation with the EU on energy security, Mammadguliyev
said that Azerbaijan supports the Southern Gas Corridor project.

“Azerbaijan wants to act as a transit country and supplier,” the
deputy minister said.

Vice-speaker of Azerbaijani Parliament: `Most probably Armenians will
bring up the Ramil Safarov case in the OSCE PA’

Baku. Rashad Suleymanov – APA. `Armenians might raise an issue on
Ramil Safarov’s pardoning during the next autumn session of the OSCE
Parliamentary Assembly’, vice-speaker of Azerbaijani Parliament, head
of the Azerbaijani delegation to the OSCE PA Bahar Muradova told
journalists, APA reports’.

She said that Armenians anger over the issue can be understood:
`Because Armenians are aware of their deplorable situation. In every
sense this step was a slap to them and they try to bring up this case
to the agenda of various international meetings. I have no doubt that
they will try to realize their wish in the session of the OSCE PA. But
no matter how many meetings will be held, Armenians will not be able
to hide their lies, their occupation and aggressive policy. If
Armenians make such efforts, we will express our opinion based on the
arguments.’

`Nagorno Karabakh conflict still remains unsolved because of the
non-constructive position by Armenia’, Turkish former Prime Minister
Mesud Yilmaz, told journalists on the sidelines of his visit to Baku,
APA reports. He said that Armenians’ unjust position is impossible
now: `I have told about it with the President of Azerbaijan Ilham
Aliyev during our last meeting. Time plays into the hands of
Azerbaijan. Armenians have to agree with it’.

Touching upon the current situation of the relations between
Azerbaijan and Turkey, Yilmaz mentioned that though these relations
became a little bit weakened as a result of cunning policy pursued by
the Armenian government, now they are continuing a high level: `The
cooperation in gas field helps to strengthen our relations. Both
states make efforts for it. Taking into consideration the relations
between the peoples, I can say that it must be so. Joint policy
pursued by Azerbaijan and Turkey is focused on restoration of peace in
the region and peaceful settlement of the conflict’.

`I visited Baku in 1998 for the first time. The city has become more
beautiful. It shows that Azerbaijan is rapidly developing’- said
Yilmaz.

Turkey was the first country that recognized Azerbaijan after the
restoration of its independence on October 18, 1991. Yilmaz was the
head of Turkish government then.
