YEREVAN. – If such a thing was really uttered, then at least it causes
uncertainty, reads the statement of the head of the Armenian
Parliament Standing Committee on Foreign Relations, ruling Republican
party MP Artak Zakaryan, who commented on the expression of the leader
of Georgian Dream Party Bidzina Ivanishvili.

`We can just hope that is was a mistake by a leader of a political
power which won the parliamentary elections through the motto of being
committed to the European values and democracy,’ Zakaryan said.

Earlier the Armenian News-NEWS.am informed that the leader of the
Georgian Dream Bidzina Ivanishvili said that he does not understand
why Armenians live in Georgia.

`We, Georgians are so strange – we are tied to the land. It is in our
character. For instance, Armenians live here too. I am bewildered,
their home is nearby but they live here [Georgia]. You probably do not
have such a problem. And I cannot understand. I lived in France, I
lived in America for a year, and I started dreaming about my village,
my land,’ said Ivanishvili.

YEREVAN. – Delegation members headed by co-chairs of the
Switzerland-Armenia Parliamentary Group Swiss MPs Ueli Leuenberger and
Dominique de Buman visited the 1915 Armenian Genocide Memorial on
Friday and laid a wreath to the memory of the Genocide victims,
parliamentary press service informs Armenian News – NEWS.am
information-analytic agency.

The Swiss MPs also visited the Armenian Genocide Museum-Institute, get
familiarized with the documents and testimonies related to the facto
of Armenian Genocide. All delegation members left notes in the
Honorary Guests’ register of the Memorial.

Armenia has no reason not to ratify the protocol on deploying military
infrastructures in CSTO member states, military expert Davit Apinyan
told the reporters on Saturday.

`The CSTO membership and all the documents stemming from it grant us
guarantees and allow us make use of a number of privileges in
acquiring military engineering,’ he said.

With the protocol Armenia can deploy military base of other countries,
not members of the CSTO, only in case of written consent of the CSTO
member states. The protocol though has raised opposition’s complaint,
which claims that it will harm Armenia. The opposition representatives
explain that Armenia views Nagorno Karabakh as an independent country
but after the ratification of the protocol it should ask permission
from Tajiks and Kazakhs for deploying Nagorno Karabakh military
infrastructure in its country.

`If a disturbing situation is created Armenia will be the guarantor of
Karabakh’s security and we are a sovereign state and have to do what
we are obliged to do,’ the military expert said.

Today members of the Armenian National Congress (ANC) organized
another picket outside the Attorney General’s Office in support of the
ANC activists condemned to 2-6 years in prison.

Vardges Gaspari, an ANC activist, also participated in the picket
holding a poster with the photos of Gagik Poghosyan, the judge of the
trial court of the Kentron and Nork-Marash administrative districts,
Hakob Martirosyan, the prosecuting attorney, and Aghvan Hovsepyan, the
Attorney General, and a caption `Shameless’ on it. We inquired during
a conversation with what his comment on Heghine
Bisharyan’s assessment of the ANC activists’ deed would be. According
to Gaspari, `If we investigate, we will find out that the police,
along with the attorney’s office, as well as many political
organizations and citizens, have committed many crimes. The issue is
when one should make all that an excuse for pursuing other purposes.
Heghine Bisharyan remembers

that her superior, party superior was accused of high treason given
circumstances. And also given circumstances, he was appointed no less
than the Secretary of the National Security Council. Therefore, the
issue is clear – given circumstances, anyone, including me, may be
accused of say money laundering right here. I think she knows that
quite well herself, she just evades it.’

When Azerbaijani President Ilham Aliyev pardoned then-Lt. Ramil
Safarov last summer for his 2004 slaying of an Armenian junior
officer, Baku was initially defiant in the face of international
criticism. But defiance has given way to reticence in recent weeks.
Since Safarov’s pardon, the debates within Azerbaijan about whether or
not `we did everything correctly’ have not died down. And Safarov,
once the official toast of Azerbaijan, has turned into an anti-hero
virtually overnight.

Once fêted with flowers, given a promotion and a new Baku apartment,
Safarov now seems like a wayward relative, tolerated for the sake of
family honor, but no longer praised among friends and neighbors.
Officials no longer tout his patriotism, and he has become a
non-person in the eyes of pro-government media.

Maj. Safarov himself does not grant interviews, or make public
appearances. His expected job at a Ministry of Defense training center
in Baku is not known to have begun; perhaps because of concerns about
Armenian revenge attacks.

The government has not commented on its sudden cold-shouldering of
Safarov, but Baku-based political analyst Elhan Shahinoglu believes
that international and domestic criticism of Azerbaijan’s handling of
the matter prompted the government to change course.
`Of course, Safarov will not be returned to prison, or sent back to
Hungary, but he will not be presented as a national hero anymore,’
Shahinoglu said.

That stance could be seen in the circumspect media coverage of the
Parliamentary Assembly of the Council of Europe’s October 5 session,
an event at which Azerbaijan’s pardon of Safarov came up for
discussion.

In the days after the pardon, Aliyev bristled at outside criticism.
The Azerbaijani president took particular issue with criticism from
the Council of Europe’s Norwegian secretary general, Thorbjørn
Jagland, asking if it was `admissible’ for Norway to have sentenced
Anders Behring Breivik to only 21 years in prison for the murder of 81
people in 2011.

Contrary to perceptions abroad, the government has faced ongoing
domestic criticism for its `glorification’ of Safarov. No opinion
polls have been conducted on the topic, but one recent survey on the
popular news site Contact.az showed that 52 percent of 584
self-selected users condemned Safarov’s release from prison.

In a September 26 statement, the Public Council on Karabakh (PCK), a
non-registered Baku-based group made up of about 30 prominent
political analysts, human rights defenders and mostly pro-opposition
politicians termed the government’s handling of Safarov’s case
`inadmissible and wrong.’

`It harms Azerbaijan’s image,’ the statement read. `It also seriously
harms the legal and moral guidelines for the younger generation.’

One of the most widely circulated criticisms of the government’s
policy was a September 6 opinion piece from the Kultura.az portal,
written by Rahman Badalov, a Baku-based political analyst. The
glorification of Safarov is `an insult to the memory of the real
heroes who died in [the] Karabakh’ conflict, Badalov wrote.

Eldar Namazov – a former presidential aide to the late president
Heydar Aliyev, and currently a leader of the opposition group, For the
Sake of Azerbaijan Public Forum – said a court should have handled the
matter of a pardon for Safarov, not the president. `The government, by
its immediate pardon, took a clearly political decision, which was
criticized internationally,’ Namazov explained.
Of late, international criticism has faded, in large part because of
geopolitical factors. In particular, the United States and the
European Union don’t want to alienate Azerbaijan, given the ongoing
crisis with Baku’s southern neighbor, Iran, over Tehran’s nuclear
program.

It’s not surprising, then, that newly arrived US Ambassador Richard
Morningstar did not touch on the Safarov matter during his first news
conference on September 28, and, similarly, PACE, usually an outspoken
critic of Azerbaijan, discussed Safarov on October 5 without offering
official condemnation.

For now, the conclusion appears unanimous: some things are better left unsaid.

YEREVAN. – The parliamentary elections that were held in Georgia
cannot have an effect on Armenia, ruling Republican Party MP Hamlet
Harutyunyan said during a press conference on Saturday.

In his words, a variety of ideas – such as the `Arab Spring,’ `Georgian
Roses,’ etc. – are very often imported into Armenia and in connection
with elections. `Each and every country has its domestic problems
which differ from the problems of other countries,’ Harutyunyan added.

In the MP’s deep conviction, at present, we cannot say there are
pressures on the Armenians. `There is something that has always been,’
Harutyunyan noted and, reflecting on the parallels that are being
drawn between the elections in Armenia and in Georgia, he added that
Armenia’s opposition does not win because the authorities meet the
people’s demands.

YEREVAN, OCTOBER 6, ARMENPRESS: Official Baku is once again confused,
this time on the declaration of Rainer Morel the extraordinary and
plenipotentiary Ambassador of Germany to Armenia. As reports
Armenpress referring to Azerbaijani 1news.az agency, Azerbaijani
Ministry of Foreign Affairs issued a complaining note to Berlin,
demanding some clarifications on the declaration on the settlement of
NKR issue made by German Ambassador in Yerevan.

Azerbaijani MFA press secretary Elman Abdullayev expressed his
discontent on the Morel’s comment about the need of the
self-determination of nations. According to him Azerbaijani side
demanded German Foreign Office to have a meeting with the
representatives of Azerbaijani Embassy. He also was displeased with
the Morel’s declaration that Ramil Safarov’s extradition and pardon
granting had a negative affect on the international reputation of
Azerbaijan. In case the information spread by Armenian press is
confirmed, it would be unacceptable for Azerbaijani and considered as
a regression of Berlin’s position over Nagorno-Karabakh settlement
issue.

Azerbaijani officer Ramil Safarov act and subsequent developments do
not comply with European values. As Armenpress reports newly appointed
Ambassador Extraordinary and plenipotentiary of the Federal Republic
of Germany to the Republic of Armenia, Rainer Morel told the reporters
on October 3 that all is done refer to Safarov case is against the
international standards. ‘Nobody in Germany accepts this. Azerbaijani
reputation has greatly suffered by the incident and reportedly
Azerbaijani further actions must be regarded under the light of this
incident” Germany top diplomat noted.

The leader of the Georgian Dream Bidzina Ivanishvili posted on his
Facebook wall a clarification regarding his answer in an interview in
which he said `Armenians are amazing they live in France when their
homeland is so close.’

`Unfortunately one of my answers in the interview with Eugenia Albatz,
editor-in-chief of the New Times, caused a misunderstanding. I gave a
different answer to the question on my family’s return to Georgia but
only part of it appeared in the newspaper which fully changed and
distorted the context.

It appears as if I am surprised that Armenians live here having their
own homeland. I would like to note that all the citizens of Armenia
have equal rights independent from their ethnic background. This is
laid down in the Georgian constitution and this is also my personal
belief. As to the interview, I highlighted in my answer to the
reporter’s question that I am amazed by the ability of the Armenians
and Jews to be citizens of the world, they are successful everywhere
they live and have a strong diaspora.

We the Georgians are such an amazing nation that we, unfortunately,
have been unable to settle down anywhere else and create a strong
diaspora. This was the main context of my answer. I would like to
stress once again that Georgia is a multinational state and it is the
homeland of all the peoples living there.’

Il y a trois ou quatre ans, assistant à une présentation à
l’Université de Toronto au Canada, j’ai ressenti quelques émotions qui
restent très difficiles à décrire. C’est un peu comme si quelqu’un
avait demandé à Salvador Dali de dessiner quelques images de la
question arménienne dans son ensemble, pour être ensuite montrées par
ce jeune homme dans sa présentation.

Cela se déroule quelque part dans le désert du Mexique. Ils marchent
devant eux, passant entre de gigantesques cactus. Chaque homme est
coiffé d’un énorme sombrero, et chacun d’entre eux est amené devant un
monument géant. Nous voyons qu’ils gardent un silence respectueux
lorsqu’ils arrivent devant le monument. S’exprimant en anglais avec un
fort accent, ce jeune Arménien mexicain fait une présentation ` des
Cérémonies du Mémorial du Génocide Arménien. ` Les photographies sont
quelque peu surréalistes ; le jeune homme montre du doigt les
personnages d’une photo coiffés de leur sombrero, et dit ` ces hommes
sont pour la plupart des Arméniens originaires de régions telles Van
et Mouch, en Turquie. ` Lorsqu’il a dit cela, je disparais
complètement.

Il y a tellement de choses dans la vie que nous ne comprenons
finalement que lorsqu’on les rencontre. …Au moment même où vous y
attendez le moins, alors que vous ne réfléchissez à rien de
particulier, une réalité ou vérité profonde transcende vos défenses
personnelles et s’installe dans votre c`ur. Pour moi, lorsqu’il s’agit
des Arméniens, c’est cette scène de l’Arménien mexicain coiffé d’un
sombrero ou du jeune Arménien employé à la réception d’un hôtel
d’Erevan,

Un jeune qui n’est jamais allé en Turquie, mais qui se disait
originaire de Van. Ou la dame gée de 100 ans que j’ai rencontrée à
Boston et dont les yeux se sont embués de larmes lorsqu’elle parlait
de son amour pour ses voisins turcs, mais aussi des actes terribles
faits par des voyous longtemps auparavant.

L’une des choses les plus importantes que j’aie réalisée entre toutes
ces rencontres avec des Arméniens, est que nous avons coupés tous nos
liens émotionnels lorsqu’on fait face à la ‘ Tragédie arménienne ` .
De même, nous sommes complètement désintéressés de la vérité de 1915,
comme nous rejetons l’option de concevoir vraiment ce que nous
préférons appeler ` déplacement `. Même dans la version `
officiellement acceptée ` des événements, nous ne voulons pas accepter
ou réaliser que des gens ont été sortis de chez eux par la force,
forcés de marcher affamés dans les rues et chassés de leur pays. De la
sorte, nous ne sommes capables en quoi que ce soit d’éprouver ce que
c’est, pour une vieille dame, d’avoir été tirée par les bras hors de
la maison dans laquelle elle avait vécu, jetée dans la rue et voir
près de la moitié de sa famille mourir sur la route, tandis que
l’autre moitié a du prendre racine en des lieux où la langue et la
culture étaient complètement différentes des leurs.

Il ne fait aucun doute qu’il y a un prix à payer pour ce manque de
sentiment et cette posture négationniste. Cette négation ne fait en
réalité que retarder notre maturation. Elle crée en même temps
faussement un sentiment d’orgueil. Et dans nos tentatives de défendre
cet orgueil déplacé, nous sommes entraînés dans notre propre
rabaissement, usant continuellement de nos ` mécanismes de défense `.

Les bras fermement liés par son refus névrotique d’affronter son
passé, la Turquie est facilement la exposée à la manipulation, du fait
même de cette névrose. Quel que soit le mécanisme auquel on fait
appel, ce que fera la Turquie sur ce point est clair, et on sait en
permanence que la Turquie fera toujours la même chose. Il n’y a aucune
autre option pour agir différemment. La Turquie paie des millions de
dollars chaque année pour convaincre les parlements d’autres pays –
des pays qui sont convaincus que ce qui s’est produit est un vrai
génocide – d’interrompre le processus. Et comme notre budget n’est pas
transparent, nous sommes en réalité incapables de voir l’étendue
réelle de cette ` régime de la honte. `

Selon l’agence de presse Armenpress ; Elisabeth Chuldjyian, secrétaire
de la communication de l’Armenian Natonal Committee of America (ANCA,
Comité National Arménien d’Amérique), envoie régulièrement des lettres
aux membres du Sénat des Etats-Unis, et les rencontre fréquemment,
afin de renforcer le soutien de cette importante institution à la
cause de l’ANCA.

Avec les perspectives d’une place plus grande de la Syrie et l’Iran
dans l’agenda cette année, il est très probable qu’une fois encore, le
Sénat américain ne prendra pas de décision sur la question arménienne.
Mais plus tard, dans quelques années ? Je suis sûr que sur la durée –
spécialement du fait du déplacement de l’équilibre international – la
politique de négation de la Turquie sera forcément changée. Si
seulement nous pouvions supporter l’idée et la réalité d’une sincère
rencontre, ne serait-ce peut-être qu’écouter l’histoire d’un Arménien
mexicain dont les origines sont à Van. Si cela pouvait arriver,
tellement de choses pourraient changer. Non seulement la société
atteindrait sa maturité, mais la Turquie dans son ensemble pourrait
être sauvée du danger très réel d’être mise à l’écart par les
inévitables changements internationaux.

Dans cette arène particulière, la Turquie est à ce point conditionnée
par ses craintes qu’elle n’ose même plus penser aux vrais problèmes et
à quelques unes des solutions à sa portée. Cela étant, mon espoir
personnel est que la confiance de plus en plus assurée en elle-même
poussera la Turquie à trouver des solutions effectives et durables à
ce problème.

Au jeune employé arménien de l’hôtel d’Erevan et à la vieille
Arménienne de Boston, deux choses sont impossibles : oublier d’où ils
viennent et oublier les souffrances terribles de 1915. Orhan Cengiz
dit à ses concitoyens quel est leur vrai problème : la Turquie ne sera
un vrai pays, un pays mature, qu’après avoir reconnu le Génocide de
1915. Il suffit, selon lui, de s’ouvrir aux émotions.

Pour l’instant, combien sont-ils à vouloir que leur pays soit reconnu
? Une douzaine, deux cents mille, un million, plus ?… GB

YEREVAN. – Opposition Armenian National Congress’ National Assembly
(NA) Faction leader and member of NA delegation to the Parliamentary
Assembly of the Council of Europe (PACE), Levon Zurabyan, who had
headed to Strasbourg, France, to attend PACE’s fall session, met with
PACE Monitoring Committee Chairman Andres Herkel, Chorrord
Inknishkhanutyun (CI) daily reports.

`According to CI’s information, during the meeting they discussed
matters in connection with democracy, political prisoners, electoral
system, [and] past NA and upcoming presidential elections in Armenia.
They also examined issues in connection with the revealing of the
March 1[, 2008 tragic operations in capital city Yerevan] crime,’
Chorrord Inknishkhanutyun writes.
