Armenia has sold its 20% of shares in ArmRusGasProm by 63 billion
drams, head of the Armenian National Congress opposition bloc’s
faction Levon Zurabyan said at a briefing Friday.

“It was the last package it had. There is nothing left to sell,”
he claimed.

The opposition MP claimed the deal reached behind people’s back has
only on goal- not to let gas tariff raise till presidential elections.

“I do not think the issue is among those of state secrecy,” he said,
stressing that during the NA statements’ hour energy minister avoided
to give direct answer.

Zurabyan said the raise in gas prices will be disastrous for Armenia’s
economy and population.

Speaking about the raise in the minimal salary, the MP said their
faction voted against the bill which he said humiliates people’s
dignity.

The amendments in the law on minimal salary were adopted at the first
reading. With it the minimal salary became 35,000 dram instead of
previous 32,500.

Official Baku impedes inquiries into incidents on the line of contact
of the NKR and Azerbaijan armed forces, NKR Defense Minister, Defense
Army Commander, Lieutenant General Movses Hakobyan told media, Friday.

The minister said that Karabakh has repeatedly expressed readiness to
develop and apply certain mechanisms to inquire into tragic incidents
on the front line at the request of the OSCE Minsk Group co- chairs.

“We realize that it is a very complicated process and the destructive
stance of Azerbaijan makes it nearly impossible. Nevertheless, we are
not going to refuse that idea and we are ready for consistent work in
the given direction,” Movses Hakobyan said. He recalled that last year
the NKR Defense Army lost 9 servicemen on the line of contact due to
ceasefire breaches and subversive actions by Azerbaijan. Li. General
Hakobyan said that during all meeting with the OSCE MG co-chairs
the NKR Armed Forces leadership expresses concern over Azerbaijan’s
attempts to destabilize the situation on the front line.

Movses Hakobyan hopes the mediators inform the Azerbaijani authorities
of Karabakh’s stance.

the Legislative Assembly of Costa Rica Victor Emilio Granados Calvo
initiated the visit of the Minister of the Foreign Affairs of the
Republic of Armenia Edvard Nalbandyan on October 25. As reports
“Armenpress” he Chairman of the Legislative Assembly of Costa Rica
greeted the Minister of the Foreign Affairs of the Republic of Armenia
and emphasized the importance of this visit, which in his opinion
will be a new start and serve as an encouragement for the reciprocal
relations. Edvard Nalbandyan expressed his gratitude for the reception
and mentioned that the main purpose of his visit is generally aimed to
the establishment of new contacts with the countries of Latin America
and in this respect cooperation with Costa Rica is of a certain
importance for Armenia to cooperate with Costa Rica in political,
economic and cultural spheres. Hence, the formation of fraternal
relations between the two countries can play an important role in
this procedure.

During the discussion the Chairman of the Legislative Assembly of
Costa Rica said that he will initiate the creation of a new fraternal
group in cooperation with the National Assembly of the Republic
of Armenia. Edvard Nalbandyan in his turn said that has already
established vivid contacts with parliaments of different countries and
is by all means he interested in the development of interparliamentary
relations with Costa Rica as well. The Minister of the Foreign Affairs
of the Republic of Armenia Edvard Nalbandyan introduced the official
position of the Republic of Armenia regarding the regulation of the
Nagorno Karabakh impact and emphasized that the Armenian approach is
in accord with the concepts of the International Community.

The negotiations between the Minister of the Foreign Affairs of the
Republic of Armenia Edvard Nalbandyan and the Minister of Foreign
Affairs of Costa Rica Jose Enrique Castillo Barantes kicked off in
San Jose on October 25. During the meeting the Minister of Foreign
Affairs of Costa Rica emphasized that he highly appreciates the visit
of the Minister of the Foreign Affairs of the Republic of Armenia,
which is a good opportunity for discussion and discovery of beneficent
spheres of cooperation.

After his visit to the countries of Latin America Edvard Nalbandyan
went to Paris, where he is supposed to have a meeting with the
Minister of Foreign Affairs of Azerbaijan and co-chairman of OSCE
group of Minsk.

Today, President Serzh Sargsyan received delegation headed by the
Iranian Co-Chair of the Armenian-Iranian Intergovernmental Joint
Commission, Minister of Energy of the Islamic Republic of Iran
Majid Namjoo.

The President welcomed the visit of the delegation headed by Majid
Namjoo which has arrived to Armenia to participate at the session of
the Armenian-Iranian Intergovernmental Commission and underscored
that in his deepest conviction, the Commission plays a significant
role in the development of cooperation between the two countries in
every area – political, economic, and cultural. Serzh Sargsyan noted
that Armenia is interested in deepening relations with the neighboring
Iran, in developing mutually beneficial cooperation which will boost
the turnover between the two states. President Serzh Sargsyan expressed
satisfaction with the fact that the Armenian-Iranian economic relations
register progress and the examples of the successful cooperation will
soon be augmented by the groundbreaking ceremony for the construction
of the Meghri hydropower station.

The Iranian Co-Chair of the Armenian-Iranian Intergovernmental Joint
Commission, Minister of Energy of the Islamic Republic of Iran Majid
Namjoo informed the President of Armenia that the Yerevan session
of the Commission has been a success and the parties have reached a
number of agreements.

The interlocutors stressed in particular the importance of the
successfully developing cooperation in the energy sector. Majid Namjoo
assured that as the Co-Chair of the Intergovernmental Commission he
would do his best to implement agreements reached by the Presidents
of two friendly states, including key projects in the areas of energy
and transportation.

Land Forces, Colonel General Vladimir Chirkin completed his visit
to the Republic of Armenia. As Ministry of Defense of the Republic
of Armenia informed Armenpress, the working visit of Russian top
military serviceman extending 23-25 October, was seeking inspection
of combat readiness of Russian military base dislocated in Armenia
and showing assistance to military base’s leadership to prepare for
the new academic year.

In the frame of the visit Colonel General Vladimir Chirkin had a
meeting with Armenian Defense Ministry head Seyran Ohanyan and the
Chief of Staff of the Armenian Army, Colonel General Yuri Khachaturov.

In the course of the launched meeting the sides have discussed
wide frame of issues pertain to RF 102 base activities as well as
have touched upon Armenian – Russian military-technical cooperation

USING CHEESE TO BRIDGE THE TURKEY-ARMENIA GAP

Artush Lazarian calls it cheese diplomacy. Others speak of informal,
or “track-two,” diplomacy. By either name, it is all about building
bridges between Turks and Armenians in the absence of formal, or
“track-one,” diplomatic relations between their governments.

Mr. Lazarian, 55, an engineer, art critic and activist from the
Armenian town of Gyumri has made cheese the medium of contact and
cooperation with the neighboring town of Kars, in Turkey.

Less than 70 kilometers, or 45 miles, apart but separated by a
border that has been closed for nearly two decades, cheese makers in
Gyumri and Kars, along with colleagues in the nearby Georgian town of
Ninotsminda, produce and market a “Caucasian cheese,” invented by Mr.

Lazarian in 2008 to foster cross-border cooperation.

“My cheese diplomacy actually preceded the soccer diplomacy between
our countries,” Mr. Lazarian said Monday as he walked into a meeting
in Istanbul organized by Support to Armenian-Turkish Rapprochement,
an umbrella group for like-minded activists from Turkey and Armenia.

He was referring to a brief rapprochement, kicked off by a visit
by President Abdullah Gul of Turkey to Yerevan, Armenia, for a
soccer World Cup qualifying match between the two countries’ teams
in September 2008, followed by the visit of President Serzh Sargsyan
of Armenia for the return match in Bursa, Turkey, in October 2009.

The visits seemed at the time to herald a breakthrough in relations
between the two countries, which are weighed down by bitter
disagreement over whether or not the 1915 massacres of Armenians
in Anatolia amounted to genocide – and by the territorial dispute
between Armenia and Azerbaijan over the enclave of Nagorno-Karabakh,
in which Turkey has sided with Azerbaijan.

Although Turkey was among the first countries to recognize Armenia in
1991, after the dissolution of the Soviet Union, the border between
the two countries has been closed since 1993, when Turkey suspended
relations to protest Armenian advances on Azeri territory.

In the year framed by the two soccer matches, Armenia and Turkey –
with the support of international mediators – negotiated and signed
two protocols to re-establish diplomatic relations, open their border
and foster economic, cultural and consular cooperation.

But faced with opposition from nationalists in both countries and
pressure from Azerbaijan on Ankara, relations froze again within
months. The protocols have never been submitted for parliamentary
ratification in either country.

With presidential elections due in Armenia next year and in Turkey
a year later, a new thaw is unlikely soon, Hasan Selim Ozertem,
an Eurasian affairs expert at the International Strategic Research
Organization, a private analytical institute in Ankara, said in an
interview. “It is a vote-losing issue in both countries,” Mr. Ozertem
said.

On top of that, Prime Minister Recep Tayyip Erdogan of Turkey,
bowing to veiled threats from Azerbaijan of gas-price increases and
exclusion from pipeline projects, has vowed not to move forward with
the protocols until the Nagorno-Karabakh conflict is resolved.

Still, the protocol process has not been a complete failure, Gevorg
Ter-Gabrielyan, director of the nongovernmental Eurasia Partnership
Foundation in Armenia, said in Istanbul this week. “Look at all the
bonds that have been created here,” Mr. Ter-Gabrielyan said, indicating
the crowd of businessmen, artists, social workers, journalists
and academics from both countries exchanging hugs and greetings in
Armenian, Turkish and English as they arrived for the meeting.

“These bonds collectively form a capacity of conflict prevention that
did not exist five years ago,” Mr. Ter-Gabrielyan said. “This is a
result of the boost by the protocol process.”

The activists, many of them bleary-eyed from the night flight from
Yerevan that is the only link between the two countries, were gathered
in Istanbul to review two years of track-two contacts, supported by
a grant from the U.S. Agency for International Development, and to
plot the way forward in the face of unfavorable political conditions
and the imminent end of the grant.

Participants listened as an Armenian activist described the
impression a visiting Turkish youth group had made on schoolchildren
in an Armenian village. “The kids could not believe they were going
to see a real Turk, it seemed so distant to them, so historical,”
the activist, Gayane Lazarian, said. Afterward, the children had
remarked that the visitors “looked just like us,” she said.

Youth-group exchanges and media visits were among the activities
sponsored by the Armenian-Turkish umbrella group, backed by the
two-year Usaid grant that ends this month. Other activities included
business conferences, a joint association of travel companies to
foster regional tourism, academic workshops and cooperation on policy
research, coproductions of films and other cultural projects.

“This kind of track-two diplomacy is really important,” Mr. Ozertem,
the Eurasia expert, said by phone from Ankara. “When relations are
bad between two countries, the damage deepens if there is no contact
between societies.”

“This is damage control, and we need it,” he added.

With the Usaid funding running out this month, some projects have been
successful enough to go forward on their own: The Armenia Turkey Cinema
Platform, for one, hopes to show coproduced films at the Tribeca and
Sundance festivals in the United States.

Yet frustration was tangible at the Istanbul meeting.

“I have been working for an open border since 1997, and I am tired of
hitting my head against the wall,” said Arsen Ghazaryan, president of
the Union of Manufacturers and Businessmen of Armenia. Still, he said,
he would not stop trying. “It is the responsibility of our generation.”

Yurdum Hasgul Cagatay, a Turkish entrepreneur who recently led a
group of Kurdish businessmen from the southeastern Turkish town of
Diyarbakir to Yerevan to sign a cooperation agreement between the two
towns’ Chambers of Commerce, was more upbeat on the same theme. “Open
the border, we want to make money,” Ms. Cagatay said.

Much of the brainstorming in Istanbul centered on ways to draw the
Armenian diaspora, widely seen as hard-line, into the process. Another
focus was on how to keep up contacts, and momentum, after the end of
the $2.4 million project. “In both countries we are few, we need to
stay together,” said Mr. Ghazaryan, the Armenian business leader.

Mr. Ter-Gabrielyan, director of the Eurasia Partnership Foundation,
said it would take several weeks to sift the proposals generated by
the meeting and decide how to move forward.

In Gyumri, meanwhile, Mr. Lazarian, the father of cheese diplomacy,
has already moved on – to wine. Under the label “Caucasian Bouquet,”
he has persuaded producers to start marketing their wines together
– not only Turkish, Armenian and Georgian, but also wineries in
Azerbaijan and Karabakh.

of the primate of the Armenian Apostolic Church’s Eastern Diocese
of America Archbishop Khazhak Barsamyan as a new Patriarch of
Jerusalem is not certain yet. For becoming the new Patriarch of
Jerusalem Archbishop Khazhak Barsamyan first of all needs the votes
of the members of the council and he himself must have a desire
to become a new patriarch. Vicar of the Armenian Patriarch of the
Jerusalem Archbishop Aris Shirvanian said this in a conversation with
“Armenpress”.

Vicar of the Armenian Patriarch of the Jerusalem Archbishop Aris
Shirvanian said: “Funerals of the deceased Patriarch are over now
and 40 days after his death, the election of the new patriarch will
be held. It’s difficult to say who will become the new patriarch,
as no announcement regarding the candidacies is made. Secret ballot
is held at the council, where 5 candidacies are involved and after
the second votes one of these 5 will become a patriarch.”

On October 12 Armenian Patriarch of Jerusalem Archbishop Torkom
Manoukyan passed away. He was a chairman of “Religion in American
Life” Council. He also was a member of the council of directors of
“Call of Conscience” foundation.

He was the author of more than 20 monographs including three books
of poetry, a study on Armenian Devine Liturgy, books dedicated to the
Armenian Genocide and detailed guide to the holy places of Jerusalem.

The deceased Patriarch was a prominent expert on Komitas.

Des rencontres bilaterales ont eu lieu entre le Groupe France de
l’Association des communes d’Armenie et le groupe Armenie Cites Unies

affaires etrangères et le president de l’Association des communes
d’Armenie Emin Yeritsyan, ainsi qu’au Parlement avec le vice president
du Parlement et du groupe d’amitie Armenie-France en presence de

La tenue des Assises a Valence est une facon de rendre hommage a
la communaute armenienne de Valence. Peu après le genocide et après
l’arrivee des premiers refugies dans les annees 1920, Valence a connu
deux autres grandes vagues d’immigration de familles armeniennes
venues du Liban ou de Syrie, dans les annees 1960-1970. La tenue des
Assises a Valence est une facon de rendre hommage a la communaute
armenienne de Valence, erigee en modèle d’integration et qui a su
conserver une identite très forte, a travers une vie associative
particulièrement riche

Sur le plan de l’accessibilite et de la qualite de ses infrastructures,
la Ville de Valence est idealement situee sur l’axe autoroutier Paris /
Marseille, desservi par les grandes lignes TGV.

Cette situation geographique ideale est aussi un element majeur pour
confirmer la totale legitimite de la seconde edition des Assises
Franco-armeniennes a Valence dans une region dont l’identite se
nourrit de l’ “armenite ” de ses habitants.

Le choix de Valence est aussi une reconnaissance institutionnelle au
plus niveau de l’exemplarite et de l’efficacite de la cooperation
decentralisee entre Valence et Idjevan et un encouragement a le
poursuivre.

L’autre exemple de reconnaissance institutionnelle de notre
cooperation est contenu dans les conclusions de l’etude conduite
par le groupe interparlementaire d’amitie France Armenie du Senat.Le
14 septembre 2011, j’ai ete invite au Senat a participer au groupe
d’amitie interparlementaire ” France – Armenie ” pour faire le point
avec Monsieur l’Ambassadeur d’Armenie en France sur la cooperation
entre nos deux pays. Cet entretien a permis de montrer une fois de
plus combien nos deux pays etaient amis et l’importance de cette
cooperation pour entretenir ces liens et mieux se connaître.

Le comite de pilotage propose que les Assises se tiennent du lundi
16 septembre 2013 au jeudi 19 septembre 2013.

” Ensemble nous allons travailler et mobiliser toutes nos energies
pour assurer la reussite de ces Assises en 2013, pour participer
au developpement de la cooperation franco-armenienne : ce sera la
meilleure manière d’honorer la memoire de toutes ces victimes du
genocide en demontrant que leurs enfants, leurs descendants, n’ont
pas oublie leurs racines, n’ont pas oublie leur histoire, n’ont pas
oublie leur pays d’origine, en montrant qu’ils n’ont pas oublie le
