Syria slams Turkey’s request for missiles as `provocative’

PanARMENIAN.Net – Syria on Friday, Nov 23 condemned Turkey’s request
for NATO to deploy Patriot defense missiles near their common border,
calling it “provocative”, after a spate of fighting there that has
raised fears of the Syrian civil war embroiling the wider region,
Reuters reported.
In the first Syrian response to Ankara’s request earlier this week, a
ministry source told Syrian state television that Damascus would hold
Turkey’s prime minister responsible for increasing tensions along the
frontier.
The 20-month-old uprising against Syrian President Bashar al-Assad has
grown increasingly bloody and heavy clashes often erupt right along
Syria’s northern border with Turkey. Ankara has repeatedly scrambled
fighter jets and responded in kind to stray shells flying into its
territory.
Turkey’s missile request may have riled Damascus and its allies
because it could be seen as a first step toward implementing a no-fly
zone. Syrian rebels have been requesting one to help them hold
territory against a government with overwhelming firepower from the
air, but which most foreign governments are loath to impose for fear
of getting sucked into the conflict.
The Patriot system is designed to intercept aircraft or missiles.
Turkey asked for its deployment after weeks of talks with its NATO
allies about how to shore up its 900-km (560 mile) border, where it
fears security may deteriorate as the Syrian army steps up fighting
against rebel advances.
“Syria stresses its condemnation of the Turkish government’s latest
provocative step,” the ministry source told Syria TV.
The source said that Syria would respect Turkish sovereignty but also
said that it “holds (Tayyip) Erdogan responsible for the
militarization of the situation on the Syrian-Turkish border and
increased tensions”.
NATO chief Anders Fogh Rasmussen said on Thursday that the possible
deployment of Patriot missiles was “purely defensive” and would “serve
as a deterrent to possible enemies even thinking of attacks”.
The U.S.-led Western alliance has had some talks on the Turkish
request but no decision is expected before next week.

Police forced 75-year-old woman off tent

A relative of Armenian statesman Garegin Nzhdeh, has been staging a
strike outside the Presidential residence for 160 days.
75-year-old Emma Sahakyan, the daughter of Nzhdeh’s brother, asks
Serzh Sargsyan to restore justice in order to be able to return to her
apartment lost through fraud.
The desperate woman has not received any response from Serzh Sargsyan
during the five-month-long sit-in and 21-day hunger strike. Emma
Sahakyan says not a single official came to her to inquire about the
reasons of the protest although she has sent numerous letters to the
country’s president and prime minister. The woman once tried to stop
Serzh Sargsyan’s convoy but the police officers roughly pushed her
aside.

Because of the weather changes the 75-year-old woman has developed
serious health problems. She has sent a letter to the Yerevan Mayor
asking the Municipality’s permission to erect a tent in the area, but
has not received any answer.

In despair, the woman decided to spend the night in a tent without permission.

“A policeman named Surik came, broke the tent and forced me off,” she
tells. The woman later informed Mayor Taron Margaryan about the
incident but the official said the matter was not beyond his
jurisdictions.

Baku Is New Destination For Migrant Workers

The Armenian press has reacted to Raffi Hovannisian’s visit to
Baku where he attended a meeting with an Asian headline and made
an impressive speech on the right of the people of Karabakh to
self-determination and urging Azerbaijan to recognize the independence
of Karabakh first.

It is impressive indeed. The Azerbaijani government may have even
discussed Raffi Hovhannisian’s appeal, at least out of humanitarian
feelings. After all, the man has gone as far as Baku and made such a
statement, and it would be inconvenient not to state something like
this. Certainly, official Baku does have a sense of shame.

In fact, a visit to Baku requires courage, especially that Ramil
Safarov is in Baku and at large. Raffi Hovannisian has made a bald
step indeed.

However, the Armenian politicians should think on why they visit Baku.

Someone attends some Asian event, others attend socintern, yet others
attend some parliamentary meetings. Then they return to Armenia and
report their bold speeches in the capital of Azerbaijan showing Aliyev
and Azerbaijan their right place.

Certainly, their fame gets to Armenia before they will get to Armenia
in person and tell about their speeches. These people become “heroes
of peace”, a modern equivalent of the Soviet “hero of socialist labor”.

Armenia needs heroes indeed but is it worth visiting Baku…? Is it
necessary? Whenever the politicians of Armenia have no chance for
heroism in Armenia, they decide to leave the country in the quest for
fame and then remit heroism to Armenia and follow it to Armenia to
take a nap on their laurels. A lot of people sleep so tight that one
cannot wake them up and explain them that Armenia will need heroes
who will resolve the basic issues facing Armenia.

Meanwhile, the way to Baku should be left aside unless a politician is
going to Baku to return with an Armenian PoW or a sniper or commando of
the Azerbaijani army. As long as Armenian PoWs are kept and tortured
in that country and city, leaving for BAKU for heroism, out of love
for peace or democracy is idling around.

Meanwhile, had Raffi Hovannisian brought at least Ramil Safarov,
that would change the state of things and add value to his visit.

Otherwise, the time of the visit to Baku should be spent in Armenia
where there are so many things to be done by politicians.

In its policy regarding Turkey, official Yerevan has been successfully
dissociating from the Kurdish problem, a member of the parliament
from the ruling Republican Party of Armenia, Artak Zakaryan, said at
today’s press-conference.

To recall, according to Turkish mass media, a member of the Working
Party of Kurdistan, Ahmed Gyunesh, said when bearing testimony, that
the party has got two organizations and a two-storied building in
Armenia. This real estate is chiefly used for treatment of members of
the Working Party of Kurdistan. He also added that the badly wounded
members of the party are taken to Armenia for treatment, all the rest
ones – to the north of Iraq.

Zakaryan thinks that such publications is a provocation and the
attempts of Ankara to link the Kurdish factor with relations with
Yerevan will finally fail. “Turkey put itself in a very hard situation,
as it was aggressive against the Kurds, and today the actions of the
Working Party of Kurdistan are like a born on Ankara’s throat”, –
he said.

Protection Aram Harutyunyan hosted newly appointed representative of
United Nations Development Programme Patrice Coeur-Bizot on November

Interlocutors referred to the activity of Global Ecological Fund,
to the 17 year lasting cooperation of the Ministry and UN Developing
program, as well as to some issues concerning upcoming programs.

Minister of Nature Protection noted that UN Development Programme

many Global Ecological Fund programs.

Patrice Coeur-Bizot expressed his gratitude for the warm reception and
stressed the importance of the cooperation between the UN development
program and Armenian Ministry. The side reached a preliminary agreement
on organizing tours to Armenia’s national parks in near future.

THE MEGHRI HYDROPOWER PLANT AND THE GEOGRAPHICAL APPETITE OF AZERBAIJAN

Notwithstanding the geopolitical realities in the region, particularly,
despite the growing anti-Iranian mood, Armenia does not betray its
energy partner and decides no implement the earlier agreed large
international project.

The construction of a hydropower plant on the river Araks near the
town of Meghri was launched on November 8. This event was reflected
in both local and foreign mass media. Various scientific and would-be
scientific circles gave their comments on the new Iranian-Armenian
project. The interest in this topic is nothing extraordinary,
especially given the fact that within the frames of the project Iran
and Armenia express their intentions to build the two most powerful
hydropower plants in the South Caucasus: on the Armenian side the
HPP will be located in Meghri, and on the Iranian side – in Karachilar.

Moreover, the construction will be carried out simultaneously and this
will allow optimizing the expenses by approximately 15%. Each of the
plants will annually generate 793 mln KW/h electric power. The designed
capacity of the Meghri HPP will be 130 MW. The construction of the
HPP, which will last 5 years, is estimated at $323 mln. An Iranian
investment company will provide this amount as a loan, and Armenia
will redeem the loan by the electric power generated by the HPP.

Thus, notwithstanding the current geopolitical realities in the region,
particularly, despite the growing anti-Iranian mood, Armenia does
not betray its energy partner and decides to implement the earlier
agreed large international project. The latter is undoubtedly more
than logical from the point of view of both the economic interest
and the demonstration of its foreign political stability in the
rapidly changing force structure design in the region. And though
more and more opinions are expressed about the presence of the
Russian factor in this issue (they say the spectacular activation of
the Armenian-Iranian cooperation is nothing but a part of Russia’s
geopolitical scenario aimed at creating a counterweight to the Western
mood in the region, as very often parallels are drawn with Russia’s
initiative on construction of the Iran-Pakistan gas pipeline), I
suppose there is a more impartial explanation for the given phenomenon.

The thing is that the whole northern part of Iran Armenia is adjacent
to experiences a serious shortage of electric power. By investing over
300 mln USD in the project, Iran first and foremost solves the problem
of energy security of its northern provinces, where the population
still suffers from the cold every winter. I think the latter should
open the eyes of a number of Azerbaijani politicians and experts (first
of all, the representatives of the Center for Strategic Studies under
the President of Azerbaijan), who wonder why Iran, which suffers a
severe economic crisis, should invest in such a project. Moreover,
the specified gentlemen have repeatedly cast doubt on the strategic
importance of the project, referring to more urgent problems for Iran:
shortage of medical supplies, financial deficiency, etc.

Farhad Mamedov, Head of the specified Center for Strategic Studies
under the President of Azerbaijan, has recently made such a statement.

He pointed out that “Iran’s policy with respect to Azerbaijan is
not clear” and, as always, connected this issue with the “occupied
territories”: “…if these projects cover the occupied territories
of Azerbaijan, the Government of Azerbaijan will naturally express
a point-blank opinion”.

First of all, I would like to urge the Azeri experts to be more
careful in using the “economic crisis” term as today it has become a
more philosophical than purely economic concept and poorly fits into
objective economics.

Secondly, before questioning the strategic significance of Meghri
HPP, the Azeri experts should better ask themselves: What can be
more strategically significant for a state than to ensure its energy
security? I think there are not many such priorities.

Perhaps, what the Azeris are actually concerned about is not so
much the developing Armenian-Iranian relations as Iran’s wish to
ensure the energy security and the economic growth of its northern
provinces. As you may know, some 10 years ago the ruling Azeri party,
Yeni Azerbaijan, published a map where Azerbaijan’s territory extended
into the north of Iran. Azerbaijan’s “territorial” appetite has never
been a secret. So, we can say that the Armenian-Iranian project has
come across that country’s geographical ambitions.

And finally, the very attempt to link any issue to the concept of
“occupied territories” has long been received with a smile by both
experts and ordinary people, including many in Azerbaijan.

Of course, we should not neglect the political aspect. Iran is solving
specific political tasks when investing money in this project, one
of them being to find strategic partners to make the international
sanctions less painful. And Meghri HPP is just the beginning of a
large-scale cooperation program, envisaging among other projects the
building of a railway and the laying of an oil pipeline. And even
though for many these plans are still up in the air, the very fact
that there are such plans proves that the Armenian-Iranian cooperation
is gaining momentum. And each such project should be regarded as part
of this context.

initiation Spanish Senate will hold hearings on NKR issue on November
22 does not correspond to the truth.

As Armenpress reporter informed from Spain, the truth is that
Azerbaijan has rent a hall in the Spanish Senate to hold a seminar
titled ~SAzerbaijan and Europe~T. Participants of the seminar are going
to be deputies and political figures advocating Azerbaijan, others
willing to participate have been rejected as the participation is only
on the invitation of Azerbaijan Embassy, Armenpress reporter noted.

No issue concerning NKR conflict is included in the agenda of the
seminar.

Earlier Armenpress reported that Azerbaijani media had noted that at
the initiative of the Azerbaijani delegation to Euronest Parliamentary
Assembly, on November 22 the Senate of Spain would hold hearings on

Russia To Deploy New Intercontinental Ballistic Missile In 2014

PanARMENIAN.Net – Russia will deploy its newest medium-weight
solid-fuel intercontinental ballistic missile in 2014, a military
source told RIA Novosti on Wednesday, November 21, the news agency
reported.

Previously, Strategic Missile Forces (RSVN) commander Sergei Karakayev
said Russia would deploy such a weapon only in 2015.

“According to the latest information, it will be accepted into service
in 2014; the new weapon is part of a response program to the United
States ballistic missile defense program,” the source said, without
naming the new system.

The Strategic Missile Forces test-fired a prototype of the new weapon
in October from the Kapustin Yar test range, he said. “This was a
test launch as part of combined state trials,” he said, adding the
weapon will be formally accepted only after completion of those trials.

The new weapon will be primarily based on mobile launchers, he said.

“So far there has been no decision on whether to base them in silos,”
he added.

The missile will have intercontinental range, or more than 3,500 miles
(5,500 kilometers), he said.
