No Effort or Progress on US-Armenia Trade

As Armenia and the European Union inch closer to a comprehensive free
trade agreement, pledges by the Obama Administration to foster
expanded U.S.-Armenia trade remain unfulfilled. No meaningful movement
in this realm has been made since the new US Ambassador to Armenia
John Heffern began his tour more than a year ago, despite his own
promises to prioritize bilateral economic relations.

As the European Eastern Partnership summit kicked off in Yerevan
Friday, European and Armenian leaders are on track to continue the
negotiations on a comprehensive Free Trade Agreement that are expected
to conclude by November 2013 when the same summit convenes in Vilnius,
Lithuania.

European Commission President Jose Manuel Barosso, ahead of his visit
to Armenia Friday, said that the EU-Armenia talks are on track to meet
the 2013 deadline.

As the European Eastern Partnership leaders convene in Yerevan,
Ambassador Heffern travels to the US and is scheduled to meet with
Armenian-American leaders in Los Angeles, San Francisco, Boston and
New York.

While Ambassador Heffern is clearly not the Administration’s
decision-maker on the Armenian Genocide or the Nagorno Karabakh
issues, and can legitimately seek to defer certain complaints
regarding the US government’s shortcomings in these areas to those at
a higher pay-grade, he is America’s primary representative to Yerevan,
and the US’s point-person on the growth of U.S.-Armenia bilateral
relations.

As a developing democracy, Armenia certainly has its share of
shortcomings in terms of corruption and governance. An array of US
reform efforts over the past two decades have been undertaken through
both technical aid programs and bilateral dialogue. This engagement,
however much needed and appreciated, is no substitute for bilateral
accords and the types of focused leadership that the U.S. government
prominently and publicly employs when seeking to prioritize bilateral
economic relationships. Examples include the Trade and Investment
Framework Agreement (TIFA) negotiated with the Republic of Georgia in
2007, the Double Tax Treaty with Slovenia that has been in force since
2002, and U.S. Free Trade Agreements with Jordan, Israel, Morocco,
Panama, and more than a dozen other countries.

In fact, the Obama Administration has said that the U.S. is
considering a Free Trade Agreement with Georgia. Yet Armenia, despite
having met Brussels’ economic and governance tests for a full-fledged
free trade partnership, is not even being considered by Washington for
relatively modest agreements, such as a TIFA or a Double Tax Treaty.

The public record shows that, despite consistent public calls by
members of Congress, the Armenian American community, the Republic of
Armenia, and the American Chamber of Commerce in Armenia, we have not
seen any meaningful action on the part of the U.S. Embassy to put in
place relatively easy-to-negotiate trade, tax, and investment
agreements with Armenia, including a badly-needed TIFA, a
long-over-due Double Tax Treaty, or a Free Trade Agreement. The
U.S.-Armenia Economic Task Force, which used to hold meetings twice a
year, now only meets once every twelve months.

As recently as October of this year, the Department of Treasury
officially refused Armenia’s offer to start negotiations on a Double
Tax Treaty, despite the fact that Yerevan does not consider itself
legally a party to the out-dated and inoperative 1973 treaty signed
with the now-defunct Soviet Union. Dismissing persuasive arguments
that such an accord would facilitate stability, predictability, and
transparency, and materially encourage American investors to invest in
Armenia, the Administration’s said: `there is no basis to consider
initiating tax treaty negotiations with Armenia.’

Instead of progress, the Embassy, White House, departments of State,
and the Treasury simply talk about process, with predictable results:
US-Armenia trade levels are on the decline. According to U.S.
government figures from the Census Bureau, while the bilateral
U.S.-Armenia trade level in goods was $194.1 million in FY2010 and
$183.6 million in FY2011, over the course of Ambassador Heffern’s
first twelve months in office, it dropped to $160.7 million, roughly a
12.5 percent decrease, despite a generally improving U.S. economy.

While it is too certainly early to draw complete conclusions regarding
his full tenure, the trends are troubling. All the more so because of
the public promise that President Obama made to foster Armenia’s
development through expanded trade, and Ambassador Heffern’s own
commitments, during his confirmation process, to prioritize the growth
of U.S.-Armenia economic relations.

Hence, the Armenian-American community must encourage Heffern to take
concerted steps to realize the full potential of his office to grow
U.S.-Armenia ties.

The good news is that there’s still time to reverse course, and get
back on the right track. Ambassador Heffern can and should take
advantage of his visits with Armenian American communities this
December to announce practical policies that will prioritize
U.S.-Armenia economic relations and materially and quantifiably expand
bilateral commercial cooperation between our two friendly nations.

European people’s party and Eastern Partnership Leaders took place in
Yerevan on November 30. RPA Chairman, Armenian President Serzh
Sargsyan, Georgian President Mikheil Saakashvili, Moldovan Prime
Minister Vlad Filat, EPP President Wilfried Martens and European
Commission President Manuel Barroso partook at the summit.

Armenpress reports that Armenian President Serzh Sargsyan welcomed all
the presents and noted that the last year membership of three Armenian
parties in EPP was a great event. `One of the core goals of European
integration is to promote the communication among our people,
societies and individuals and the political parties are one of the
main parts of the society. Interaction of parties has an important
role in spreading European political culture and European values. We
estimate the role of EPP in the consolidation of European identity and
in the deepening of cooperation with EU member countries’ Serzh
Sargsyan said, adding that it also gave an opportunity `to be more
hearable’ in international and interparliamentary institutions.

Serzh Sargsyan expressed his gratitude to EPP President Wilfried
Martens and European Commission President Manuel Barroso.

Armenian President noted that being a family of Christian democratic
parties EPP cannot tolerate the violation of democratic freedom,
xenophobia, bellicose rhetoric and threats of force use.

`This speech touches the most pure pages of our common history. We
cannot but be bothered by the fact that even in case of being a member
of EU Turkey remains to be a `good partner’ in Armenian blockade

Aviation of Armenia has not submitted any application regarding the
Yerevan-Van flight. In a conversation with “Armenpress” the Press
Secretary of the Chief Department of the Civil Aviation of Armenia
Nelli Cherchinyan stated that the news according to which the flights
will launch in two weeks is not true. She stated: “Usually companies
should submit applications for flights two weeks before the date of
a flight, while the Civil Aviation has not submitted any.”

In a conversation with Hurriyet Daily News businessman and member of
the Van Industry and Trade Chamber (VATSO) Ayhan Fidan stated that
Yerevan-Van flights will launch in two weeks. The Turkish businessman
stated: “The land distance between Van and Yerevan is 230 kilometers.

It is possible to cover this distance by car if the border was open.

Now it will take 25 minutes for a plane to take off in Van and to
land in Yerevan.” 30 travel agencies of Van developed a package of
suggestion, which will support the flights between the two countries.

Fidan said: “We aim for 79 percent occupancy rates in the flights.”

Also the Turkish businessman said that he is hopeful that the shuttle
trade in Istanbul may shift to Van as a result of the flights, thanks
to its lower transportation costs.

intergouvernementale. Les ministres ont aussi consenti a avoir des

One should not expect any changes in the Armenian-Turkish relations
before 2014, Mustafa Aydin, Professor at Kadir Has University
(Istanbul), told ArmInfo’s correspondent.

He pointed out that one should not expect Yerevan to take any crucial
steps towards establishment of relations with Ankara before the
presidential elections 2013. The Turkish expert does not doubt Serzh
Sargsyan’s victory at the presidential elections in Armenia.

Aydin said that the presidential elections in Armenia will be followed
by presidential elections in Turkey in 2014, and the incumbent
prime minister of Turkey, Recep Tayyip Erdogan, is the much-fancied
candidate. The expert thinks that before his election Erdogan will
also abstain from changing the course towards normalization of
relations with Armenia. But after the 2014 elections, one can expect
some changes in Ankara’s policy with respect to establishment of
relations with Yerevan.

In the run-up to presidential elections, Erdogan has an image of a
severe, uncompromising politician, especially, when the matter concerns
Turkey’s national interests, but after being elected president,
he may change his image and become more ready for compromises. The
expert said that Erdogan is a flexible politician and easily changes
his views in compliance with the changes in the political situation.

Aydin also stressed that the partner relations between Ankara and
Baku have a negative impact on the process of normalization of the
Armenian-Turkish relations. As regards the Safarov case, the expert
thinks it was unacceptable to pardon and glorify the Azeri murderer
Ramil Safarov.

Concerning the Armenian Genocide in the Ottoman Empire, Aydin repeated
the position of official Ankara, qualifying the events in early XX
century as “massacre”.

Gurbanguly Berdymukhammedov visited Mesrop Mashtots Institute of
Ancient Manuscripts, Matenadaran. Armenpress reports that Turkmen
delegation was guided by Armenian Minister of Foreign Affairs Edward

“I am impressed by the manuscript heritage of Matenadaran.

Turkmenistan also has a very rich cultural heritage about 12 000
manuscripts which are being examined and restored. There is a great

Turkmen President expressed his admiration with this regard especially
highlighting the gallery of oriental manuscripts.

Matenadaran gave a number of books to Turkmen President as a gift,

President of Turkmenistan Gurbanguli Berdimuhamedov has arrived in
Armenia for an official visit. A number of documents were signed
today within the framework of the visit. The Presidents of Armenia
and Turkmenistan signed a joint declaration. Also, the parties inked
agreements on air communication, technical support, collaboration in
the spheres of seismic security and agriculture. The parties reiterated
the willingness to raise the relations to a new level.

The President of Turkmenistan suggests organizing a business forum
next year to boost the development of cooperation. “I think the
organization of the forum will give a new impetus to our relations,”
Armenian President Serzh Sargsyan said, in turn.

The parties stressed their willingness to contribute to the
reinforcement of regional and international security and stability.

Speaking to reporters, President Sargsyan said “the principled position
of Armenia is that the Karabakh conflict can be solved exceptionally
in a peaceful way in compliance with the norms of international law.

Turkmenistan’s President thanked the Armenian president and people
for the warm welcome and invited Serzh Sargsyan to pay an official

Activists Demand That Police Chief Halts "Symphony Of Stones" Vandal

ACTIVISTS DEMAND THAT POLICE CHIEF HALTS “SYMPHONY OF STONES” VANDALISM

The Trchkan Civil Initiative is demanding that RA Chief of Police
Vladimir Gasparyan launch an investigation into the ongoing desecration
and pilferage of the “Stone Symphony” cliffs in the Garni gorge.

Along the sides of the gorge are cliff walls of well preserved basalt
columns, carved out by the Goght River. This portion of the Garni
Gorge is typically referred to as the “Symphony of Stones”.

Activists say they have been raising the alarm regarding the situation
for over one month.

The civic group also calls on the RA Ministry of the Environment
to include the natural landmark in its list of “Specially Protected
Natural Sites”.

The Garni mayor has assured the activists that he has informed the
Kotayk Division of the Armenian Police regarding the vandalism. The
mayor says that so far the police have failed to respond.

The accompanying video shows the vandals at work, cutting the stones
into manageable pieces for transportation.

One time, the activists caught the vandals in the act. They fled the
scene, leaving their cutting tools behind.

Activists argue that if law enforcement doesn’t act soon to put a halt
to the pilferage, this site will end up like the Nor Joulfa Armenian
cemetery – a pile of rubble.

In the case of the Symphony of Stones, however, the wanton destruction
of the public patrimony is being carried out by Armenians.
