OSCE MISSION REGISTERS NO VIOLATION OF THE CEASEFIRE REGIME

On December 5, in accordance with the arrangement reached with the
NKR authorities, the OSCE mission conducted a planned monitoring of
the Line of Contact between the armed forces of the Nagorno-Karabakh
Republic and Azerbaijan in Hadrout direction.

On the NKR territory, the monitoring was conducted by Field Assistants
of the OSCE Chairman-in-Office Irji Aberle (Czech Republic) and Evgeny
Sharov ( Ukraine), as well as representative of the OSCE High-Level
Planning Group (HLPG ) Vitaly Belokon (Russia).

On the opposite side, the monitoring was held by Field Assistants of
the OSCE Chairman-in-Office Khristo Khristov (Bulgaria) and William
Prior (Great Britain), as well as representative of the HLPG Andrey
Barashkin (Russia).

No violations of the cease-fire regime were registered.

>From the Karabakh side, the monitoring mission was accompanied by
representatives of the NKR Ministries of Foreign Affairs and Defense.

TURKEY CANNOT HIDE LIMITATIONS OF FREEDOM OF SPEECH FROM EU: SAFRASTYAN

YEREVAN, DECEMBER 5, ARMENPRESS. Turkey was always famous for the
limitations of freedom of speech. In a conversation with “Armenpress”
the Director of Institute of Oriental Sciences of the National Academy
of the Republic of Armenia, turkologist Ruben Safrastyan stated this
and recalled that there are more than 100 journalists imprisoned
in Turkey because of the limitations of freedom of speech. Turkish
journalist Temel Demirer also suffered because of these limitations
and his legal procedure goes on for already 4 years. Safrastyan stated:
“There are more than dozen of publishers in the Turkish prisons. So we
can say that limitation of freedom of speech is a “normal” phenomenon
in Turkey.”

In Safrastyan’s opinion mass media is under a huge pressure in Turkey.

Notwithstanding this is not the sole problem of Turkey. This country
that wants to become a EU member state is always being criticized by
the public organizations and activists. The turkologist underscored:
“This factor has been emphasized by the European countries many times.

But the fact that these circumstances are mentioned in official
documents is of a certain importance.”

Turkish human rights activist and publisher Ragip Zarakolu has also
faced such problems for his activity in Turkey. Zarakolu regularly
voiced the problems of the Armenians and spoke about the Armenian
Genocide. It has already been 4 years since Turkish journalist Temel
Demirer’s legal procedure is in process. He is accused of humiliation
of the Turkish identity in accordance with the infamous 301 article
of Turkish criminal code.

Work on upgrading Yerevan’s Metro will continue after the project has
received a joint assistance of EUR 15 million (about $19.7 million)
from the European Bank for Reconstruction and Development (EBRD),
the European Investment Bank (EIB) and the Neighborhood Investment
Facility (NIF).

On Tuesday Yerevan Metro managers, accompanied by European Union
Ambassador Traian Hristea and EBRD Yerevan Office head Valeriu Razlog,
conducted an inspection tour of the underground, also offering media an
opportunity to see the work of the metro from inside and the changes
of recent years.

The Metro Improvement Project was launched in 2010, with EUR 15 million
allocated for the first stage of the project. The EBRD says that the
investment has helped “the metro security, sustainable development
and energy efficiency”. The second stage of improvement work, also
worth EUR 15 million, was launched in August. In particular, the EBRD
issued a EUR 5 million (about $6.5 million) sovereign credit which by
the end of 2012 will be co-financed with the EIB’s EUR 5 million loan
tranche and the EU NIF’s additional EUR 5 million investment grant. The
loan is provided for 15 years, with a grace period of three years.

The state-owned Yerevan Metro was built in 1981. Now it stretches 13.4
kilometers and operates 10 stations. In 2011, more than 17 million
passengers used the metro services. Metro Director General Paylak
Yayloyan says before the upgrade many systems of the facility had
not undergone renovation since the day of construction.

Yayloyan says that the money allocated at the first phase of the
renovation project was spent on the repairs of the rolling stock,
the rails and energy supply units, as well as for financing the
purchases of a technical maintenance train and pumping equipment for
water drainage in the tunnels.

“Due to the funding economized at the first stage we also managed to
completely modernize and repair eight carriages,” said the director.

The donor organizations providing the loan and the grant expect that
the investment project for the extension of the drainage tunnel at the
second stage of the program will result in significant power savings
due to the reduction of the cost of water drainage, which, according
to preliminary estimates, should be reduced by 50 percent. It is also
expected that the program will help the Metro improve the quality
and efficiency of its service, as well as enhance its operational
efficiency and safety of passengers.

The Metro director does not consider it possible to open new stations
in the immediate future, even though two new stations, in the Ajapnyak
and Arabkir administrative districts of Yerevan, are planned to be
constructed by 2020. Yayloyan says that the priority today is not
expansion, but preservation of the existing facilities.

“The most important thing today is to solve safety problems, change
the escalators, the ventilation equipment, etc. It is more important
than the construction of new stations. The presence of a metro for
such a small city as Yerevan is already a positive thing,” he said.

Yayloyan said that the doubling of the metro fare in July 2011 (from
50 to 100 drams, or about 13 to 26 cents) increased Metro revenues
by 40 percent, although the number of passengers decreased by 20-25
percent (according to the director, now an average of 50,000 people
use the metro on a daily basis). According to Yayloyan, the sum was
not directed at increasing salaries of employees, but at solving
safety problems.

“We put the safety of our passengers before our own stomach,” the
Metro director commented to ArmeniaNow’s question.

An article about Armenian Genocide by Simon Bentsen published by
Danish Berlinske daily has been much discussed by Danish news websites,
radio and television.

During the opening of exhibition titled “Armenian Genocide and
Scandinavian Response”, Turkish Embassy in Denmark offered to hold
an exhibition titled “so-called Armenian Genocide.”

The author quotes Danish People’s Party Spokesman Søren Espersen who
said the suggestion sounded so as if neo-Nazi organized an exhibition
on Holocaust.

In his turn Danish historian and expert on genocides, Matthias
Bjørnlund, said the Armenian Genocide is a fact and any other
assertions are not scientific.

Armenia’s Ambassador to Denmark also expressed hope that the Royal
Library in Copenhagen would not hold an exhibition under this title.

According to the article, Denmark’s opposition Venstre party demanded
that culture ministry must ban holding such event.

Armenia Fourth Most Reliable Partner Of Russia

ARMENIA FOURTH MOST RELIABLE PARTNER OF RUSSIA

YEREVAN, December 5. /ARKA/. Armenia is the fourth among Russia’s
most reliable partners, say the report of the public opinion poll
carried out by the Russian Public Opinion Research Center.

The two most reliable international partners were Belarus and
Kazakhstan, according to the poll.

Belarus and Kazakhstan are the most reliable partners for 46% and 38%
of the respondents respectively.

Ukraine comes the third, and is the most reliable partner for 17% of
the respondents. Reliability percentages for the other post-Soviet
countries, according to respondents, are as follows: Armenia 5%,
Kyrgyzstan and Azerbaijan 4% each, Uzbekistan 3%, and Moldova,
Turkmenistan and Tajikistan 2% each.

According to the poll results, Georgia is the most unreliable partner
(1%), RIA Novosti reported.

Rates of trust toward leaders of CIS countries are similar. According
to Russian respondents, Belarusian and Kazakhstan presidents Alexander
Lukashenko and Nursultan Nazarbaev are the most trusted CIS-country
presidents – 34% and 31% respectively, says the release.

Victor Yanukovch is the third (12%) followed by Ilham Aliev (5%) and
Armenian and Kyrgyzstan presidents (3% each). Mikhail Sahakashvili
is the least trusted president (1%).

The poll respondents said Belarus, Kazakhstan and Ukraine are the
most successful and stable countries.

The poll was conducted on November 24-25, a total of 1600 people were
interviewed in 138 towns and villages of 46 Russian regions.

Commonwealth of Independent States (CIS) are gathering for a
December 5 summit in Turkmenistan’s capital, Ashgabat and a number
of issues regarding the future of CIS as an integration structure
may be discussed at the summit. In a conversation with “Armenpress”
the Director of the Armenian Branch of Institute of CIS Countries
Alexander Margarov stated this. The political scientist stated that
20 years is a rather interesting period of time, when an organization
steps to the certain stage of functioning. Margarov stated: “Now the
question of putting forward new cooperation prospects is of a certain
importance for the organization.”

The political scientist stated that one can hear a lot of conversations
regarding problems between CIS countries, although there are
mechanisms, which will allow the countries, which see no future in
the organization, to leave CIS, like it was with Georgia. Margarov
stated: “If the countries continue their membership in CIS, this
signifies that the organization is meaningful and has corresponding
mechanisms of membership.” As to the position of the Armenian side
regarding membership in the Customs Union, Margarov said that as far
as Armenia has no common border with other member countries of CIS,
it’s necessary to develop a new special mechanism for Armenia, “which
will provide not a formal and useless membership, but a substantial
membership in the organization.”

refugee crises just across its border in Turkey, Jordan and Lebanon,
is also bringing strains to Armenia, a Christian country hundreds
of miles away. As Armenpress reports citing The Wall Street Journal
the article starts “Roughly 100,000 Armenians call Syria home. In the
course of the last months over 6000 have already returned to Armenia,
yet their number is scheduled to increase in the near future”.

The Wall Street Journal quotes Diaspora Minister Hranush Hakobyan.

“We have said all Armenians are welcome, but our country is not in
the best economic situation, these people need jobs and they need
income”.The Journal reports, Armenia has offered returning Armenians
visas upon arrival, recognized Syrian driver’s licenses and expedited
applications for Armenian passports as part of a dual-citizenship law.

Two state elementary schools in the capital, Yerevan, are offering
classes where Syrian-Armenian children follow the Syrian curriculum.

Many new arrivals are staying with relatives in Yerevan. Others have
sought shelter in state accommodation.

Syrian opposition stance the aggression is unilateral is not backed in
Yerevan. Armenian refugees raise their voices in support of the defense
of Damascus,The Wall Street Journal writes. The Journal highlights,
Syrian Armenian community was formed in Ottoman Empire in 1915,
resulted by 1915 Armenian Genocide.

L’Armenie se lance dans le recyclage des dechets a affirme, Karine
Danielyan, responsable de l’ONG l’Association du Developpement Humain
Stable et ancien ministre de l’Environnement.

Elle a dit que quelques societes en Armenie rassemblent et reutilisent
certains dechets.

” Grand Holding Concern rassemble et reutilise beaucoup de papier,
tandis que d’autres societes, incluant Cleanland, rassemblent des
bouteilles en plastique dans quelques villes ” a-t-elle dit.

Karen Danielyan a aussi dit qu’une organisation s’est engagee dans
la collection de dispositifs electriques anciens.

Elle a pointe le manque d’une decharge separee pour les dechets
industriels en Armenie et les mauvaises conditions pour le triage et
la reutilisation de dechets dans de grandes decharges.

s’il decide de se presenter a l’election presidentielle “, a declare
un haut representant du Parti republicain (HHK) mardi. ” Un candidat
a l’election presidentielle doit agir plus resolument et proposer des
programmes plus alternatifs, des budgets alternatifs… “, a declare
Edouard Sharmazanov, le porte-parole du HHK et le vice-president
du parlement. ” C’est a son equipe politique de decider s’il se
presente ou pas. Mais il ne presente pas une vraie menace pour Serge

Le HHK a egalement declare que le president sortant ne fera face a
aucun concurrent serieux lors des prochaines elections.

Malgre leur confiance, les autorites armeniennes semblent avoir fait
pression sur le BHK et son chef au cours de la dernière annee pour
assurer la reelection de Sarkissian.

Une equipe d’agents de l’armee armenienne a visite des bases militaires
turques deployees le long de la frontière armeno-turque pour verifier
la conformite d’Ankara a un traite de contrôle international des armes.

Le ministère armenien de la Defense a annonce mardi que ses
representants se sont rendus en Turquie le 26 novembre et ont passe
une semaine a verifier les systèmes d’artillerie et d’autres materiels
militaires dans les villes frontalières de Kars et Igdir. Les deux
unites font partie de l’armee turque deployee dans le nord du pays.

Une declaration du ministère de la Defense a declare que les
officiers armeniens ont egalement tenu une reunion d’information
avec les commandants militaires turcs sur les questions de combat,
de formations et des questions generales.

Le communique ajoute que l’inspection n’a detecte aucune violation
des forces conventionnelles en Europe (FCE) par Ankara. Signe en 1990
et revise en 1999, la FCE impose des limites specifiques concernant le
deploiement des troupes et des armes lourdes de la côte de l’Atlantique
a l’Oural en Russie. L’Armenie ainsi que la Georgie et l’Azerbaïdjan
ont adhere au traite après l’independance.

Les signataires de la convention sont autorises a s’inspecter
respectivement pour contrôler le respect des normes. Les delegations
militaires de la Turquie et d’autres pays membres de l’OTAN ont
regulièrement inspecte l’Armenie a cet effet depuis les annees 1990.

L’armee armenienne a d’abord envoye un groupe d’inspecteurs de la
FCE en Turquie en mars 2010.

Les inspections par les forces armees armeniennes et turques ont eu
lieu malgre l’absence de relations diplomatiques entre les deux Etats
voisins. Aucune des deux parties n’a accuse l’autre de violer la FCE.

En revanche, l’Armenie et l’Azerbaïdjan ont ete longtemps accuse
d’avoir depasse leurs quotas d’armes egales. L’Azerbaïdjan a declare
que l’Armenie conserve une grande partie de son armement dans le
Haut-Karabagh. Les fonctionnaires armeniens, pour leur part, disent
que Bakou ne respecte pas les normes internationales concernant ses
installations militaires.
