Baku. Rashad Suleymanov – APA. The special-purpose forces of
Azerbaijani, Turkish and Kazakh armed forces will hold joint exercise
“Anadolu”.

The governmental sources exclusively told APA that the exercise was
expected to be held during this year. The date of the exercise will
be specified in the near future.

In the near future, the governments of Azerbaijan, Turkey and
Kazakhstan plan to sign a Memorandum of Understanding on the terms
of support by host country for holding “Anadolu” exercise of the
special-purpose forces’ small units.

Azerbaijan’s military attache in Turkey Tofig Gasimov was empowered
to sign the document on the Azerbaijani side.

Albert O. Hirschman’s “Exit, Voice, and Loyalty” treatise, former
foreign minister, Prosperous Armenia member posted on his Face
book page.

“According to Hirschman, deterioration of situation may trigger
different public reaction; people either turn their backs, or resolve
to struggle for changes. Certainly, the loyalty factor plays a major
role in choosing the right option. The author says, the approach is
equally applicable as to ordinary consumer environments, in small
and big organizations and particularly in states,” Vartan Oskanian’s
post reads.

“Public discontent with the situation in the country stirs up
either struggle, or emigration. Those unable to flee the country
show disregard for the ongoing developments. Hirschman’s treatise is
quite topical, given the current situation in Armenia, the emigration
rates and the forthcoming presidential elections,” the ex-minister’s
post says.

The chief of an Armenian NGO dealing with the rehabilitation of people
affected by the harmful activities of sects calls for legal measures
to combat the negative impacts of those religious organizations.

Alexander Amaryan, the director of a rehabilitation center assisting
the above group of the population, told reporters on Wednesday that
two more sects have added to the existing religious organizations in
Armenia. One of them, the Brides of God, is headed by a woman, while
the other belongs to a sect affiliated with the Ukrainian embassy,
he said.

“We do not have specialist combating them. We do not even possess
accurate statistics. A 12-year-old child affiliated with a sectarian
organization commits suicide here, the case often being attributed
to a domestic affair,” he noted.

Armenia, with 64 registered and 200 non-registered religious
organizations, is now a leading country in the region in terms of
the number of sects, Amaryan added.

“A sect gives one power and money. And they feel comfortable enough
here to hold award events,” he added.

Amaryan thinks the adherents of the Armenian Apostolic Church face
a serious hazard, with no NGO or human rights organization being
financially interested to voice their problems.

He stressed the importance of adopting a law regulating the sector
to ensure proper control mechanisms.

According to him, the largest sectarian group in Armenia is that
of the Protestants (with 18,000 adherents) followed by Jehovah’s
Witnesses which has 12,000 members.

Speaking of the upcoming presidential election in Armenia, the
political analyst Manvel Sargsyan told journalists on Thursday that
the previously secret agreements have resulted in a collapse.

The parliamentary forces that dropped out of the presidential election
campaign stated that no free elections are ever held in Armenia,
which has throughout the year been said by Armenia’s society.

“They do not see any sense in struggling. But we are unable to make
a rational assessment of the situation because we do not know what
is really going on,” he said. During the years, when everyone was
well aware of election frauds, a period of secret agreements followed.

“No one knew it would bring a collapse, which is the case now,”
the expert said.

The political scientist Levon Shirinyan pointed objective and
subjective aspects of the process. Armenia’s opposition “collapsed”
because it acquired an oligarchic nature.

“Similar developments in Latin America brought an authoritarian
government to power. If economy is oligarchic nothing good can be
expected. But one chance was missed. The Prosperous Armenia Party
(PAP) had a chance to become a socio-democratic force, but collapsed,”
he said.

Mr M. Sargsyan noted that Armenia has remained alone during this
election, and no candidate meets public interests.

“We are again placing out hopes on the incumbent authorities, which
is even more dangerous,” he said.

The expert pointed out many countries’ experience when disappointed
society began elaborating mechanisms of free elections. Otherwise,
society will always have to wait for new elections and listen to
endless speeches.

It is unrealistic to expect tangible progress in Karabakh issue
in 2013, political scientist Hrant Melik-Shahnazaryan told a news
conference in Yerevan.

Both Armenia and Azerbaijan will hold presidential elections in 2013,
which will have some impact on possible developments in Karabakh
settlement, he noted.

“In order to retain the power, Aliyev will use Karabakh issue and will
try to cause tension in this issue for the purpose of consolidating
the Azerbaijani society,” Melik-Shahnazaryan said.

According to the expert, Baku constantly causes tension and takes
steps to fail and deadlock the talks, and therefore it is little
probable that progress will be made in this issue in 2013.

The Earth is beaming with life and yet there is no consensus on how
life arose or what life is. The origin of life is `one of the great
unsolved mysteries of science’ (Crick, F. Life Itself). While there
is no accepted definition of life, most of us [humans] can easily
discriminate the living from the non-living (IrisFry’s Book is a good
primer on ideas regarding the origins of life). Questions about the
origin of life became more prevalent after Pasteur and others showed
that life did not arise spontaneously.

The discovery that the raw components of life are present throughout
the universe suggests that life could exist elsewhere, and that the
origin of life as we know it may have depended on materials that
arrived on Earth via inter-stellar travel. Some scientists have
speculated that life itself originated elsewhere and made its way to
earth.

In 2012 a movie called Prometheus was released. In this stunning movie
human scholars find similarities between archeological sites from
ancient civilizations separated by centuries have drawn the same
pictogram. The archeologists conclude that the pictogram must be a
map, an invitation, from the `engineers’ who not only designed us but
have intervened in our affairs. The movie is set in 2093 and
researchers decide to go and find them in a quest to further
understand the origins of mankind. Despite its several and severe
scientific flaws, Prometheus is an interesting film because it
addresses that ever mysterious quest to unveil not only how we came to
be but how life began.

Life in space has been making the news, and on November 20th 2012, NPR
reported that NASA’s Mars Curiosity rover had gathered important
data. Mars holds a special place in our world. The principal Mars’
rover investigator, John Grotzinger claimed `This data is gonna be one
for the history books. It’s looking really good,’. He refused to give
any more details because his team had to confirm their findings. In
general, this is good practice because scientists want to avoid
finding superfluous results and correlations; however, in this case,
it heightened suspicion.

Shortly thereafter NASA tried to downplay Grotzinger’s statements,
pointing out that it was the mission which was historic rather than a
specific finding. Despite this backtracking some speculated that
organic compounds had been found, some claimed that it was life that
had been discovered. On December 3rd NASA confirmed, Curiosity had
found Organic compounds but it was uncertain whether they were
indigenous to Mars (or had been brought by Curiosity).

Most of the speculation had suggested that organic compounds were the
`historical finding’. These are also important because they confirm
that the stuff of life, the raw materials, are far more common than
originally thought (as corroborated by the discovery of signs of water
and organic molecules in mercury), or the finding of organic molecules
in meteorites. Like the discovery of extremophiles which showed that
once life got started it could be found in unexpected places; the
advances in the search for extraterrestrial life suggest that the
stuff of life, and hence life, could be commonly found throughout the
universe.

Francis Crick (who co-discovered the structure of DNA with James
Watson) and Leslie Orgel once proposed that life on Earth was the
result of a deliberate infection, designed by aliens who had purposely
fled mother nature’s seed to a new home in the sun. Crick repeatedly
addressed the question of the origin of life between 1971 and 1988 (I
am currently working on a historical study of Crick and Orgel’s theory
of Directed Panspermia and its reception).

Crick and Orgel proposed their Directed Panspermia theory at a
conference on Communication with Extraterrestrial Intelligence,
organized by Carl Sagan and held at the Byurakan Observatory in Soviet
Armenia in 1971. This theory which they described as an `highly
unorthodox proposal’ and `bold speculation’ was presented as a
plausible scientific hypothesis. Two years after the conference they
published an article in Icarusin 1973
().

Crick and Orgel
were careful to point out that Directed Panspermia was not a
certainty; but rather a plausible alternative that ought to be taken
seriously. In the paper Crick and Orgel recognised that they `do not
have any strong arguments of this kind, but there are two weak facts
that could be relevant’. The 1973 paper focuses on the universality
of the genetic code and the role that molybdenum plays in living
organisms (I am likewise working on a history of molybdenum and the
origins of life) which is more than one would expected given the
abundance of molybdenum on the earth’s crust.

Crick and Orgel used the universality of the genetic code to support
the theory of directed panspermia because if life had originated
multiple times or evolved from a simpler genetic code one could expect
living things to use a slew of genetic codes. Further, if there was
only one code, Crick and Orgel reasoned that as organisms evolved they
should evolve to use the same codons to code for different amino
acids.

We can draw a parallel to language: while many human populations use
the same symbols (letters), they combine them in different ways. These
different languages use the same alphabets but different combinations
of the same symbols to denote different objects (French, Italian,
Spanish, Portuguese, Catalan) as opposed to different codes (languages
which uses different alphabets like Spanish and Mandarin); however,
what we find is analog to a single universal language.

Their most convincing argument was the importance of molybdenum in
organic processes and its relative scarcity on Earth. They had argued
that living organisms should bare the stamp of the environment in
which they originated. Organisms, Crick and Orgel held, would be
unlikely to develop a dependency on elements that were extremely rare
as organisms that relied on elements which were more abundant would be
favored by selection. An organisms that was able to substitute the
rare element for one which has similar biochemical properties but is
more frequent would have a clear advantage.

Crick and Orgel pointed out the `anomalous abundance of molybdenum’
in organisms made it possible that life arose in an environment rich
in molybdenum. The abundance of molybdenum in living organisms
suggested that life started in a molybdenum rich environment and they
found that the Earth is not sufficiently rich in molybdenum (this was
later challenged as the amount of molybdenum found in the ocean is
higher than in the Earth’s crust). Thus, they suggest that this
difficulty could be resolved if life began in a molybdenum rich
environment. Likewise, the fact that all organisms use the same codons
for the same amino acids could be explained if life had arisen
elsewhere and the organisms which were used to infect lifeless planets
shared a language.

Crick and Orgel also suggest that the universe is sufficiently old
that other intelligent civilizations could had arisen elsewhere. One
of these other intelligent civilizations could have built a spaceship
and seeded the universe with life. One can easily imagine a not too
distant future where humans accept that our planet and all that lives
within it will perish. In the unlikelihood that this is the only
planet that harbors life in the universe its demise would leave a
lifeless universe.

The demise of our kind is hard enough to accept but the prospect of a
lifeless universe, a universe that could never come to know itself, a
universe so grand and yet with no one to admire it or even dwell in it
could be too much to bare. In order to save our kind we can envision
our zealous and hard working descendants endeavoring to colonize other
worlds (by sending microbes through interstellar
journeys). Microorganisms are easier to transport and could more
readily adapt to new conditions; sending larger organisms would be too
difficult (Crick and Orgel pointed out).

The origins of life remains an unresolved mystery. I argue that Crick
and Orgel’s paper was meant both as a serious and plausible scientific
alternative and as a means to criticize concurrent origins of
life. Considering that life arose elsewhere could also free scientists
studying the origin of life from trying to imitate the alleged
conditions of a pre-biotic Earth. My ongoing research suggests that
while Orgel abandoned Directed Panspermia, Crick continued to advocate
for its viability and to argue in its favor. Our continued exploration
of space will, presumably, continue to reveal the existence of organic
compounds in space (and quite possibly life) and hence suggest that
the universe may be beaming with life.

YEREVAN. – Two more Armenian presidential candidates decided to not
run in the forthcoming elections arguing that the collateral for
submitting formal nominations is too high.

During a press conference on Thursday, “Time of the Essence” Socialist
Movement Coordinator Robert Aharonyan, who had self-nominated,
announced that he will no longer run for president. He considered
it silly to spend such amount and promised to spend it on his own
programs.

Armenian Combat Karate Kobudo National Federation President, non-party
affiliate Taron Abrahamyan, who, just like Aharonyan, had not paid the
formal AMD 8 million (approx. $19,805) collateral, likewise announced
that he will no longer run in the presidential elections.

To note, Prosperous Armenia Party member, self-nominated Ruben Ayvazyan
had announced Wednesday that he will no longer run for president.

Republic of Armenia Hovik Abrahamyan in the frame of his official
visit to Brussels on January 8 had a meeting with President of the
Belgian Senate Sabine de Bethune and President of the Belgian Chamber
of Representatives Andre Flahaut.

As Information and Public Relations department of the National
Assembly informed Armenpress, Armenian NA speaker Abrahamyan
thanked for the worm reception, later on behalf of his name and
the delegation wished the high ranking officials success in their
responsible job and the people progress and achievements in the new
year. In the course of the launched meeting the sides high estimated
the importance of inter-parliamentary cooperation between the two
countries and the intensification of contacts, including mutual visits
paid by parliamentary friendship groups and members of the standing
committees. They also jointly highlighted the establishment of close
cooperation in the frame of parliamentary assemblies of international
organizations amid the parliamentarians.

According to Hovik Abrahamyan parliamentary diplomacy plays a
significant role in strengthening the friendship between the two
peoples and reportedly both the parts should benefit from it. The
development prospects of Armenia- European Union relations during the
discussion have also been touched upon, including the fact “more for
more” principle is the basis of EU’s new Eastern Partnership ideology,
which stipulates providing more support by European Union to partner
countries for more reforms.

Dwelling on the reforms implemented in Armenia NA speaker assured
regardless of the problems and challenges the region faces, Armenia
is following up statehood democratic path. Armenia is determined
in continuing comprehensive reforms in compliance with European
standards. NA speaker Abrahamyan also spoke about NKR conflict solution
issue. Hovik Abrahamyan stated Azerbaijan distorting the essence and
the grave consequences of the conflict undertakes attempts to involve
other international organizations in the conflict settlement issue
thus hindering peace process and pursuing advocacy goals, which is
absolutely unacceptable.

Une famille armenienne avec un enfant de deux ans et un bebe de six
mois ne en France a ete placee mercredi dans le centre de retention
du Mesnil-Amelot (Seine-et-Marne), après avoir refuse d’etre expulse
vers la Pologne, a denonce la Cimade.

Il s’agit de la deuxième famille a etre placee dans un centre de
retention administrative (CRA) depuis l’adoption en juillet d’une
circulaire visant a limiter le maintien en retention d’enfants,
selon l’association de defense des etrangers.

La famille retenue est constituee de deux grands-parents âge de 53 et
48 ans, de la mère et des deux enfants. Le père etait absent lors de
leur interpellation a leur domicile de Metz lundi, a precise Emilie
Guillemain, coordinatrice adjointe pour la Cimade en Ile-de-France.

Ces Armeniens sont arrives en juin en France où ils ont depose une
demande d’asile. Mais ils avaient transite par la Pologne et une
règle europeenne permet de renvoyer les demandeurs d’asile dans le
pays par lequel ils sont entres dans la zone Schengen, pour que leur
dossier y soit traite.

Après avoir ete assigne a residence, la famille – moins le père –
avait ete interpellee a son domicile lundi et emmenee a l’aeroport
parisien de Roissy-Charles de Gaulle, pour une expulsion vers Varsovie
prevue mardi matin.

Mais elle a refuse d’embarquer et ete placee au CRA du Mesnil-Amelot
(Seine-et-Marne), où la Cimade a pu les rencontrer.

“Un certain nombre de rapports montre que les chances d’obtenir
l’asile en Pologne sont très faibles et notament pour les Armeniens”,
a explique Mme Guillemain. “Ils ne veulent pas repartir en Pologne.

En plus, on risque de renvoyer une famille divisee”, a-t-elle ajoute.

La Cimade a saisi le defenseur des droits, qui s’est a plusieurs
reprises exprime contre le placement en retention des enfants.

Political Parties Not Joining Presidential Race Still Passive

The political parities which previously announced that they are not
going to participate in the February 18 presidential election are
still undecided about guiding their electorate.

Members of the opposition Armenian Revolutionary
Federation-Dashnaksutyun told Tert.am that they haven’t held any
discussion or made any decision in that connection.

A spokesperson for the Prosperous Armenia party (PAP), Tigran
Urikhanyan, said they are already informed of their format of joining
the race. “The PAP has said what it had to say in a two-clause
decision, and we have nothing to add,” he told our correspondent.

In a statement adopted on December 12, the party, which was formerly
represented in the ruling coalition, said it is not going to field
a candidate or back any of the contender in the upcoming polls. A
secretary for the PAP faction in parliament, Naira Zohrabyan, had
earlier told Tert.am that they will unveil their plans after all the
nominees names are made public.

Our calls to members of the opposition Armenian National Congress (ANC)
went unanswered. Leader of the Democratic Motherland party Petros
Makeyan, who is also a member of the alliance’s political board,
also appeared to be unaware of the ANC’s decision.

As for his party, Makeyan said a board meeting scheduled for Wednesday
was to have made a decision on which candidate to back.

“We have rescheduled the political board session because of the
heavy snowfall as we were also expected to have participants from
the regions,” he said, promising that the decision will be made after
the meeting which will probably take place on January 12.
