RELYING ON RUSSIA: SARGSYAN SLAMS AZERI WARMONGERING AS PUTIN ANNOUNCES NEW DEFENSE DEAL WITH ARMENIA

Earlier this week Russian news agencies, citing the Kremlin,
disseminated a slightly odd piece of information saying that “Russian
President Vladimir Putin has agreed with the government’s proposal
to hold talks with Armenia for the signing of the agreement on the
development of military-technical cooperation” and that “after the
conclusion of the negotiations the Government has been instructed to
sign an agreement with this country.”

The agreement has been under development since last February when
Security Council Secretary of the Russian Federation, Nikolay
Patrushev, visited Armenia. He signed an appropriate protocol with
his Armenian counterpart Artur Baghdasaryan.

It is not yet known what the new treaty implies, especially that
in 2010 Armenia already transferred to Russia the last thing that
a sovereign state can give to a military partner – the right to
protect its security. However, that agreement, as it was construed
later, applies to protecting Armenia from “external enemies”, and by
“external” Russia still means any country that was not part of the
USSR. Azerbaijan, with which Armenia is, in fact, in a state of war,
is not one of those countries.

Perhaps, the new agreement will also include an item specifically
concerning Azerbaijan. Moreover, on January 15, Armenian President
Serzh Sargsyan stated that Azerbaijan continues to threaten Armenia
and a military adventure of Azerbaijan could be expected any day.

Sargsyan had gathered leaders of all branches of power at a meeting
at the Ministry of Defense to say that the first priority of the state
is to maintain security. He urged all to consolidate around the armed
forces and be ready for mobilization — because Armenia from now on
is the guarantor of the physical security of Karabakh.

“The main threat to our security is the clearly anti-Armenian,
fascist, militarist policy of the leadership of Azerbaijan. Azerbaijan
openly violates the ceasefire agreement, soldiers are periodically
killed along the line of contact and the leadership of Azerbaijan is
responsible for their blood,” stated Sargsyan.

Also, the head of the Armenian state said that Armenia is a part of
various integration processes, at the same time it is being guided by
its own economic and strategic interests. “Nevertheless, the core of
Armenia’s security will continue to be the Armenian-Russian military
allied cooperation, which has proved its viability. In this context,
we attach great importance to our membership in the Collective Security
Treaty Organization,” said Sargsyan.

“By entrusting to this organization certain components of our security,
we believe this organization is one of the guarantors of our security,”
he continued, adding, that Armenia is also in close cooperation with
NATO, trying to learn its best practices.

“Armenian peacekeepers continue to participate in NATO missions in
Afghanistan and Kosovo, but the core is cooperation with Russia,”
concluded Sargsyan.

The agreement on the extension of the lease on the Russian military
base in Armenia and transfer to Russia of the functions on protecting
the security of Armenia signed in 2010 drew some criticism of the
leadership over its unilateral policy. Many call for a revision
of relations with Russia and transition from vassal to political
arrangements. As a result, Armenia strengthened the European direction
of its policies and in November 2013 it may sign an association
agreement with the European Union. But the Armenian authorities
are trying to provide a “division of labor”: they leave economy and
democratic reforms to the West and security to Russia.

Europe has already stated that Armenia’s accession to the Customs
Union with Russia, Belarus and Kazakhstan will block the way for the
establishment of a deep and comprehensive free trade area with the EU.

The day will surely come when Europe will also declare the
inadmissibility of the presence of the Russian military base in any
country associated with the EU.

Les “Amis de Hrant”, un groupe dedie a la memoire du journaliste
assassine Hrant Dink, a annonce une serie de conferences et de
ceremonies en Turquie a l’occasion du 6ème anniversaire de sa mort
le 19 janvier 2007.

Le groupe a dit qu’il se rassemblera a Istanbul, dans le quartier de
Sisli a 13h30 le jour de la commemoration et que la ceremonie debutera
devant le bâtiment du journal Agos a 15 heures.

“Cela fait six ans que Hrant a ete assassine. Pendant les six dernières
annees, l’enquete qui devait rechercher les acteurs derrière la scène
qui ont encourage, organise et fourni la logistique n’a donne aucun
resultat malgre les promesses du gouvernement. Au contraire, tous
les fonctionnaires qui ont cause le decès de Hrant ont ete promus,
appuyes. Ils ont essaye de jeter une ombre sur l’enquete, ils ont
essaye de nous faire oublier l’incident, ils ont ete incapables
de trouver le “reseau” dans les coulisses … Cela signifie une
collaboration avec les assassins. Les vrais assassins de Hrant doivent
faire face a leur procès. Pour cela, nous avons besoin d’elever notre
voix, de montrer notre determination et de consolider notre volonte
de rechercher la justice. (…). Nous sommes ici, Ahparig …”

ASSASSINE

Lorsque dans ses vers magnifiques, Ozdemir Asaf avait dit ” ne parlez
pas la bouche pleine de mensonges ! “, il semblait s’adresser a ceux
qui ne disent que des mensonges lorsqu’ils evoquent le genocide des
Armeniens !

Que les menteurs recourent au mensonge n’est pas surprenant ; mais
il y a aussi ceux qui adhèrent a ces mensonges comme pour confirmer
l’aphorisme ” quand ignorance est innocence ! ”

Nombreux sont ceux que l’on retrouve dans le propos de Gilles Deleuze :
” Le pouvoir investit dans les opprimes ; il se les approprie avec
leur aide, il est soutenu par eux. ”

Quoique qu’on en dise ; la negation du genocide armenien de 1915
est une oppression qui tient en otage la societe, enfermee dans
l’ideologie officielle ; c’est une verite. Mais il y a encore plus
grave : c’est une banalisation du fascisme par une absence de normes
qui encourage l’impunite.

La condamnation d’une nation frère a une catastrophe sans equivalent au
nom de la Turquification du capital n’est pas un conte a se raconter
au plus-que-parfait. Parce que le genocide est a nous aujourd’hui,
ainsi que le demontre la realite ” un million et demi plus Hrant ”
(ou Sevag) ; il est tout aussi reel que les vociferations chauvines
des matches du championnat national de football : ” ceux qui ne se
lèvent pas sont Armeniens ! ”

Personne ne peut le nier : les assassins et leurs complices, ceux
qui ont participe au meurtre de notre Frère Hrant ou ceux qui ont
epargne les assassins sont recompenses par l’etat turc ; tout comme
les auteurs du genocide. Ce fait est clairement illustre par l’infâme
article 301 du code penal turc…

Et cela n’est pas surprenant du tout. Parce que pour son 98ème
anniversaire, rien n’est fait pour se confronter avec la realite du
genocide ; tandis que garder un silence impenetrable, s’agissant des
biens armeniens confisques et pilles, ou des femmes armeniennes et
des enfants kidnappes, reste la position officielle.

Ce n’est pas une surprise non plus. Parce que le genocide armenien est
un crime collectif. Tous ceux qui appartiennent a la nation dominante
et chacun d’entre eux ont beneficie de ce crime d’une facon ou d’une
autre. Balzac a raison lorsqu’il dit : ” derrière chaque grande
richesse on trouve un grand crime “.

De ce point de vue, la tentative de disculpation a la mode allemande
” gnade der spate geburt ” (avoir eu la chance de ne pas etre ne
a une certaine epoque de l’histoire), n’est qu’un delire liberal,
qui ne vaut pas plus pour le genocide armenien.

Le passe est la vie d’hier vecue aujourd’hui, comme le dit dans son
poème Neyzen Tevfik : ” La chanson est la meme, seul l’accord a change
; le poing est le meme, seule la main a change “.

Ainsi, personne ne peut etre acquitte, personne ne peut se laver les
mains en disant ” je n’etais pas ne, nous n’etions pas ne en 1915 ”
; en particulier, dès lors qu’on est installe et qu’on vit sur des
biens armeniens confisques par ses ancetres. Ces excuses ne font que
perpetuer le passe dans le present.

Affronter les periodes sombres de l’histoire signifie essentiellement
s’opposer aux criminels et aux agissements qui se prolongent
aujourd’hui encore. Eviter de parler de la confiscation et du pillage
des biens armeniens et autres actes epouvantables du regime kemaliste
n’est pas une facon sincère de se confronter qui pourra deformer
eternellement le futur.

A present, une fois de plus, nous nous trouvons ensemble en face des
realites du genocide armenien ; avec une conscience claire que le
” oui ” de ceux qui ne savent pas dire ” non ” n’a pas de sens ;
et que la conscience sociale est un juge infaillible. Nous prendrons
la pensee de Eduardo Galeano comme guide : ” je suis un autre vous,
vous etes un autre moi “.

Et cela, dans une Turquie ou la translitteration des registres du
cadastre ottoman en turc moderne pour etre mis en ligne sur l’internet
a ete interdite par le Conseil de la Securite Nationale en 2005.

America (ALMA) will host a concert by students of the renowned Walnut
Hill School for the Arts, beginning at 4 p.m. in ALMA’s Contemporary
Arts Gallery.

Arno Babajanian (1921-1983) This exciting collaboration between ALMA
and the Walnut Hill School bring a performance of a very special
piece of Armenian chamber music, Arno Babajanian’s “Piano Trio,”
written in 1952, which combines traditional Armenian melodies with
richly Romantic textures, and serves as a musical testament to the
feelings of nationalist identity of the Armenian people under Soviet
domination. The chamber groups will also present Erwin Schulhoff’s
“Concertino for flute, viola, and double bass,” and Alexander
Zemlinsky’s “Trio for clarinet, cello, and piano.”

Tickets ($5 general admission; free for students) will be available
at the door only. Refreshments will be served following the program.

Every politician, former president or a citizen of Armenia decides
for himself to put his candidacy in the elections, after consulting
with his team said the spokesperson of the ruling Republican Party
of Armenia Eduard Sharmazanov in a conversation with Armenian
News-NEWS.am. Sharmazanov commented on the interview of the second
president Robert Kocharyan, where the former announced his decision
not to run for the elections.

“A month ago I said that no matter who will run for the elections,
they will be competing for the second place. Republican Party and
the incumbent president have worked very honestly, very fair, very
transparent and, most importantly, went through dialogue and agreement
over these years,” Sharmazanov said.

Recall that Robert Kocharyan identified three main factors that
encourage him to refrain from returning to active politics.

“The first thing is that the struggle for power between two people from
Karabakh, two longtime allies for me is unacceptable: it would create
a situation of difficult choice for many, and would be transformed
into an object of manipulations. Also, I was the one who suggested the
incumbent president as my successor, and his desire for re-election
is understandable. Second, I would not want to take part in the
formation of an extremely unpleasant and dangerous format for the
country, the struggle for power of the three presidents. And third,
search for a political compromise in Armenia has become a political
retail trade. And it is not something that I would like to spend my
time, knowledge and experience on.

These circumstances, of course, are not the main factors, but I thought
that these factors are rather important from the emotional and ethical
point of view. As a reason, I will give only short interviews, but
only in those cases where no response would be incomprehensible,”
Kocharyan said.

YEREVAN. – Turkey has focused its attention on the Middle East,
Armenia’s National Academy of Sciences Institute of Orientology
Director, turkologist Ruben Safrastyan stated during a press conference
on Tuesday.

“[And] The Armenian-Turkish normalization process has met an impasse,
and the signed protocols have lost their relevance,” Safrastyan added.

In his view, at the moment Turkey is more concerned with the fate
of Syria.

“If Turkey were to stop supporting the Syrian opposition, the
present-day authorities would be able to control the situation.

[President Bashar al-]Assad can solely be overthrown in the case of a
foreign military intervention,” the turkologist maintained. He added,
however, that Syria’s population still supports Assad.

As for Iran, the analyst assured that no country has any reliable
information on the level of this country uranium enrichment.

“For this reason we can assume that there will not be [any] military
actions [taken against Iran] in the next six months,” Ruben Safrastyan
concluded.

de la liberation de deux journalistes emprisonnes et d’un blogueur
en Azerbaïdjan.

Dunja Mijatovic a declare le 28 decembre que la liberation ” peut
aider a creer un meilleur environnement pour les journalistes “.

Le president azeri Ilham Aliyev a gracie 86 prisonniers le 26 decembre,
y compris les journalistes Anar Bayramli et Aydin Janiyev et le
blogueur Taleh Khasmammadov.

Dunje Mijatovic a appele le gouvernement azeri a liberer tous les
journalistes emprisonnes, y compris Avaz Zeynalli, Faramaz Novruzoglu,
Vugar Gonagov, et Hilal Mammadov.

Anar Bayramli avait ete arrete en fevrier et condamne a deux ans de
prison pour possession d’heroïne.

Aydin Janiyev a ete condamne en novembre a trois ans de prison pour ”
hooliganisme “. Plusieurs militants des droits humains et des opposants
politiques ont egalement ete gracie par Ilham Aliyev.

les associations kurdes en France, et s’indigner de l’assassinat de
trois de leurs militantes, la jeunesse armenienne du Nor Seround avait
tenu a soutenir le combat kurde en s’invitant a la manifestation qui
a reuni 15 000 personnes.

” Aujourd’hui, nous participons a la manifestation, parce que nous
et les Kurdes poursuivons le meme objectif. Nous luttons contre
l’oppression, contre les nationalistes turcs et les fascistes,
contre le regime turc. “, a notamment indique Loris Toufanian,
President de l’organisation armenienne, lors d’une interview pour
RFI a Elena Gabriielian.

Un dernier hommage solennel sera rendu ce jour a Villiers-le-Bel dès
11heures a Sakine Cansiz, Fidan Dogan (Rojbin) et Leyla Soylemez.

How much money did Armenian and Russian government officials walk
away with?

In August 2006, Rhinoville Property Limited purchased 90% of the
stock in the Nairit Rubber Plant from HayGazArd for US $40 million.

The remaining 10% is owned by the Republic of Armenia; specifically
the Ministry of Energy and Natural Resources.

However, Rhinoville never paid any of it’s cash for the purchase. In a
financial sleight of hand, Rhinoville used the factory as collateral to
obtain a $70 million loan from Interstate Bank. The company handed over
controlling rights over Nairit to the bank stemming from the shares.

After receiving the $70 million loan, Rhinoville purchased Nairit
for only $39 million. $1 million was registered as the plantâ~@~Ys
annual deficit.

The fate of the remaining $31 million is a mystery till today. We
will cover this later.

According to the contract the Armenian government signed with
Rhinoville, the latter was obliged to invest $120 million in the
factory. (The contract was signed by the late Prime Minister Andranik
Margaryan and Energy Minister Armen Movsisyan)

The initial $60 million was supposed to be invested by January
2009 and the plantâ~@~Ys overall production was to reach 2,500
tons. The other $60 million was to have been invested by January
2012. If production did not reach 2,500 tons by January 1, 2009 and
the scheduled investment not made in full, then the government was
authorized to take the difference of the investments in Rhinoville
Property Limited shares.

The transaction was conducted with the consent of the Armenian
government since the as yet paid for factory couldnâ~@~Yt have been
put up for collateral with the agreement of the government since it
owned shares as well.

Clearly, the Armenian government, in particular Energy Minister
A. Movsisyan and Prime Minister Tigran Sargsyan, knew the details of
the transaction since then RA Central Bank President Tigran Sargsyan
served as the rotating president of Interstate Bank in 2006. Details
of the transaction surely passed his desk.

We wrote to Energy Minister Armen Movsisyan, asking him to comment on
whether Rhinoville had fulfilled its obligations under the contract,
but have yet to receive any response. The minister also has refused
to grant Hetq an interview regarding the matter.

Armenian government officials seem more concerned with concealing
any traces about their failures to re-launch Nairit rather to get it
working again.

They have even removed traces of the governmentâ~@~Ys August 18
Decision N1131-A to sell the factory from the governmentâ~@~Ys official
website archive.

Thus, we are left with no official information on the transaction
despite scores of offshore companies, corporate lawyers and the large
sums of money involved.

Hetq received nothing from the Ministry of Energy, while the Ministry
of Finance sent bits and pieces of information, arguing that the bulk
was a â~@~trade secretâ~@~].

Hovhannes Hakhinyan, the current director of Nairit, also refused
an interview. So did former director Vahan Melkonyan, arguing that
a prior Hetq article contained less than 10% fact. Melkonyan said he
didnâ~@~Yt trust us as a credible news outlet.

â~@~When the RA authorities deem it proper that our international
partners (i.e. Interstate Bank, of which he is now a representative
in Armenia â~@~S author) officially refute all this, then we will
refute it,â~@~] Vahan Melkonyan told Hetq.

The strange beginning of Rhinoville Property Limited

In the summer of 2011, when reporters queried Minister Movsisyan
whether Armenian government officials held shares in Rhinoville,
the minister stated categorically that there were none. He also gave
assurances that neither the RA Prime Minister nor his brother held
shares in Rhinoville, the owner of Nairit.

â~@~There are no officials from Armenia or even citizens of Armenia
in Rhinovilleâ~@~Ys list of shareholders, and there cannot be,â~@~]
Minister Movsisyan declared. He added that three European companies
founded Rhinoville, but that they had changed over time. â~@~I
canâ~@~Yt tell you their names right now,â~@~] Movsisyan said to
avoid answering.

In reality, Armen Movsisyan knows full well who the founders and
shareholders of Rhinoville are. He was privy to the entire transaction
and knew the players involved. Yes, he was correct to say that no
Armenian officials hold shares in Rhinoville. But he was wrong about
his statements regarding the three European companies. Weâ~@~Yll now
show you why. In any event, the minister said what he did to confuse
the reporters.

Rhinoville Property Limited was registered on December 6, 2002. The
last know registration address is 60 Cannon Street, London, EC4N
6NP. The company conducted no trade activity until August 2006;
thatâ~@~Ys to say until it purchased Nairit.

Isnâ~@~Yt it more than surprising that the government of Armenia
entrusted the fate of Nairit to this company with no commercial
experience in rubber production? The question arises â~@~S what
possible profit could Minister Movsisyan expect to receive in return
for selling Nairit to such an unknown and untested off-shore company?

Nairit becomes the shareholder of Rhinoville Property Ltd.

The founder and sole shareholder of Rhinoville Property Limited was
one IMEX Executive Ltd., a company registered in the British Virgin
Islands. However, in the summer of 2006 there was a change in top
management and shareholders.

By the end of the year, two other off-shore companies took over the
shares of Rhinoville. They were Drayton Finance Ltd (810 shares)
and Latheron Properties Ltd (190 shares).

Now, letâ~@~Ys look at who owns Rhinoville.

Drayton Finance Limited was founded by IMEX Executive; the same
founder of Rhinoville. In Rhinovilleâ~@~Ys 2006 annual report,
which we obtained through British official sources, there is an
interesting line stating that the parent company of Rhinoville is
Drayton Finance Ltd., and the ultimate controlling party was one Sergey
Kulikov by virtue of beneficial interest in the issued share capital
of the company. At the time of the sale of Nairit, Sergey Kulikov
was serving as the Deputy Director of Interstate Bank. The Russian
press, when referring to Kulikov, write that he used his numerous
offshore companies to receive loans from interstate Bank for use
for his companies operating in Russia. Later, those companies were
declared bankrupt and were taken over by Interstate Bank. Afterwards,
the Russian General Prosecutor filed criminal charges against Kulikov
and he no longer works for Interstate Bank. (We will return to Kulikov
and his family in future article about Nairit)

In the financial report of financial year 2007, it states that as
of November 30, 2008 the ultimate controlling party became Mr Eric
Narsisyan on the transfer of Mr S. Kulikov’s beneficial interest in
the issued share capital of Drayton Finance Limited.French-Armenian
Eric Narsisyan has served as one of the directors of Rhinoville
Properties for the past five years, assuming the position after the
death of his father Andre Narsisyan.

Latheron Properties Limited was also founded by IMEX Executive, but in
November 2008 Nairit LCC (ZAO Nairit) became the shareholder. According
to Nairit Plant Public relations and Press Director Anoush
Haroutyunyan, there never was nor is there now a Nairit LLC. However,
Russian sources list a Nairit LLC (Ð~WÐ~PÐ~^ Ð~]аиÑ~@иÑ~B),
and the name of Varduhie Matevosyan is listed as coordinator. The
company states it is mainly active in commodity trading including
sales and supplies to Nairit CJSC in Armenia. Matevosyan told Hetq
that Nairit LLC and Nairit Factory are one and the same, disclaiming
any involvement with any other Nairit LLC.

According to documents in our possession, as of January 1, 2012,
Drayton Finance and Latheron Properties are the shareholders of
Rhinoville Property Ltd. In turn, Nairit Plant CJSC is the sole owner
of both Drayton and Latheron.

In a weird about-face, it turns out that Nairit plant CJSC is the
90% shareholder of Rhinoville and the party responsible for its loan
contractual obligations.
