Presidential candidate, incumbent President Serzh Sargsyan and his
spouse Rita Sargsyan voted at 9/11 polling station this morning.

Asked what he voted for, the President said: `I cast my vote for the
sake of secure Armenia, for the security of our citizens and
families.’

As for the assessment of the electoral processes, the President said
everything will be clear after the first results are announced.

Par décision de sa Sainteté Karékine II, Patriarche suprême et
Catholicos de tous les Arméniens, les nominations suivantes ont eu
lieu le 12 février.

L’évêque Arakél Karamian, Primat du diocèse de Godaïk (siège
épiscopal à Abovian), est aussi chargé de l’aumônerie générale de la
Police nationale de la République d’Arménie.

Les hiéromoines Nareg Avakian et Hmayag Sahakian sont appelés à
servir au saint-Siège d’Etchmiadzine.

Le hiéromoine Aris Donoyan est nommé supérieur du monastère de Khor Virab.

Le hiréromoine Guiragos Davtian est nommé recteur du vicariat de
Biélorussie dans la juridiction du diocèse de Russie et de la Nouvelle
Nakhitchévan.

Le hiéromoine Samouél Mkhitarian est nommé dans le diocèse de Davouch
en République d’Arménie.

Le hiéromoine Barthev Parseghian, précédemment recteur de l’église
cathédrale saint Jean Baptiste de Paris, est nommé Vice-chancelier du
Catholicossat de tous les Arméniens.

Arménie : un pays oublié

Le grand favori de l’élection est le président Serge Sarkissian.
Candidat à un deuxième mandat, il fait face à six concurrents. Le chef
de l’Etat a promis des élections `libres’. La présidentielle de 2008
avait été marquée par de sanglants affrontements.

A certain moment, Ani a encore le sentiment de vivre comme à l’ère
soviétique. Pourtant son pays, l’Arménie, est indépendant depuis 1991.
Mais même si le président Serge Sarkissian, a promis un scrutin sans
tche, nombreux sont les Arméniens qui n’y croient pas. Aucun candidat
ne trouve grce aux yeux d’Ani. Cette comptable vit avec sa fille dans
un appartement d’Erevan avec un salaire de 150 euros par mois. Cela
suffit juste pour vivre. Son mari, lui, travaille en Russie, comme
beaucoup d’Arméniens qui ont quitté le pays ces dernières années. Du
travail, il y en a dans la construction en Sibérie. Les Russes ont
d’ailleurs mis en place un programme pour inciter les Arméniens à
venir travailler chez eux. Mais cette incitation n’explique pas à elle
seule que l’Arménie se vide de ses habitants. La crise financière a
frappé de plein fouet ce pays du sud du Caucase, et le chômage touche
environ 30% de la population, même si officiellement son taux ne
dépasse pas les 6%. « En avant, vers l’Arménie riche ! » a lancé Serge
Sarkissian lors d’un récent meeting. Le président sortant a promis à
ses électeurs qu’ils verront de leurs « propres yeux » la prospérité,
mais même si la croissance a renouée avec des chiffres positifs, le
pays est loin d’être sorti du marasme.

Le 31 janvier dernier, en plein c`ur de la capitale Erevan, le
candidat de l’opposition Paruyr Hayrikian a été visé par des coups de
feu. Blessé à l’épaule, il est toujours à l’hopital où il est protégé
24h sur 24. Pour cet ex-dissident soviétique de 63 ans, sa tentative
d’assasinat est l’`uvre d’un complot des agents du KGB « J’étais en
hausse dans les sondages. Et il est possible que les tchékistes qui
m’ont poursuivi pendant des décennies se soient dit : s’il devient
Président, l’Arménie se tournera vers l’Occident. C’est dangereux ».
Il n’est pas le seul à penser que le président sortant se comporte
comme un apparatchik. Un autre candidat, Andreas Goukassian, est en
grève de la faim sous sa tente devant l’Académie des sciences depuis
un mois « La grève de la faim, c’est le dernier recours pour forcer le
régime politique à accepter nos revendications. Ce pouvoir doit
démissionner ». Pas sûr que le président sortant entende ces
revendications. Serge Sarkassian est déjà donné gagnant. Il a le pays
en main.

The headquarters of presidential candidate Raffi Hovannisian has
recorded numerous violations after the official start of the
presidential vote.

Talking to A1+, Hovsep khurshudyan, Spokesman for Raffi Hovannisian’s
headquarters said they had recorded a case of ballot stuffing at
Precinct 32/5 in Tashir.

The information was provided by Hovannisian’s proxy at the election
district Mariam Palutsyan who also said she had been `offended.’

On February 13, at 13.40 pm, Metsamor police department received a
call from the hospital that Gagik M., born in 1966 was hospitalized
with the medical diagnosis of first and second degree thermal burns of
face and hands. He mentioned that he had received the injuries during
an explosion at gas filling station.

It was revealed that on the same day at about 1:30 p.m. at one of the
gas stations in the city of Metsamor gas mane was exploded.
The circumstances are being investigated.

According to police press service the Police Investigation Division of
Metsamor is preparing materials

Armenia to continue active participation in CIS activities

– Armenia will continue active participation in the activities of the
Commonwealth of Independent States (CIS), Armenian Foreign Minister
Edvard Nalbandyan said at a meeting with Sergei Lebedev, the visiting
chairman of the CIS Executive Committee and the CIS Executive
Secretary, on Thursday.

“Armenia attaches great important to the CIS role in strengthening and
expansion of cooperation among the CIS member states. It will continue
its active participation in all directions of the organization’s
activities,” Nalbandyan went on to say.

Lebedev praised Armenia for its participation in the CIS activities.
He said he was satisfied with fruitful cooperation between the
republic’s representatives and the Commonwealth’s Executive Committee.

Sergei Lebedev, who will head the CIS observer mission at the
forthcoming presidential elections in Armenia on Monday, February 18,
said that about 210 CIS observers would monitor the elections in
Yerevan and other parts of the country.

The Armenian foreign minister and the CIS executive secretary
discussed cooperation within the Commonwealth and preparation of
meetings of the organization’s charter bodies, the Armenian Foreign
Ministry reports.

Two Armenian presidential candidates refuse to cast ballots in protest

YEREVAN. Feb 16

Armenian presidential candidate Andrias Gukasian, who has been on a
hunger strike since January 21, will not vote in the elections.

“I am not going to take part in the voting, and I intend to continue
my protest action,” Gukasian told journalists on Saturday.

Gukasian, who has maintained a hunger strike in the center of Yerevan
for 27 days, has demanded that the Central Elections Commission (CEC)
cancel incumbent President Serzh Sargsyan’s registration as a
presidential candidate and stop the international election observer
mission in Armenia. The CEC declined Gukasian’s demands due to the
absence of legal grounds for granting it.

Gukasian made a statement on Saturday, saying that the outcome of the
voting in the elections “will not reflect the people’s will.” He also
claimed that the Republican Party led by the incumbent president “is
giving out large election bribes.”

“If international observers recognize the elections in Armenia as
complying with the European standards, they will bear moral and
political responsibility for this. This will create the impression
that European political forces also come to power through pressure and
the use of election bribes,” Gukasian’s statement says.

Gukasian also said he was determined “to put an end to the new
political process” in Armenia. “We are sure that the citizens of
Armenia will defeat the criminal-oligarchic regime and establish
democracy in the country through a general civil disobedience
campaign,” he said.

Another presidential candidate, Arman Melikian, a former foreign
minister of the self-proclaimed Nagorno-Karabakh republic, earlier
announced his decision not to cast his ballot. He explained the move
by his disagreement with the number of voters put on the official
voter list. “The overall number of voters is about 1.3 million people,
but 1.6 million voters will be eligible to vote in the elections. It
is wrong to turn a blind eye to this lawlessness,” he said.

Running in the presidential elections slated for Monday, February 18,
are incumbent President and leader of the ruling Republican Party
Serzh Sargsyan, former Prime Minister and leader of the opposition
Freedom party Grant Bagratian, former Foreign Minister and leader of
the opposition party Heritage Raffi Ovannisian, leader of the National
Self-Determination Association party Paruyr Hayrikyan, Arman Melikian,
Andrias Gukasian, and expert in epic studies Vardan Sedrakian. Another
candidate, Aram Arutyunian, the leader of the National Accord party,
withdrew from the race on February 8.

Our well-informed sources inform, that today, at 13:45, near “Armavir
City” supermarket in Armavir Mayor Ruben Khlghatyan’s son Hayk
Khlghatyan set fire on people.

Fire was set from gas pistol. Now he is in police department. To note,
that Hayk Khlghatyan now is in military service.

Details on the accident and injured are being defined.

The damaged vehicles at the scene, «Mercedes» (08 066) and BMW X5 (91
091) were moved to Armavir Road Police penalty area.
