AYF’S ‘WITH OUR SOLDIERS’ EFFORT HELPS ARTSAKH VETERANS

Volodya Hovannisian, whose military path included participation in
battles of Martakert and Shahumian, has recently undergone a leg
surgery, which restored his ability to walk without support. By
watching this video, you can learn more about the brave soldier
and hear his words of gratitude towards the youth and the With Our
Soldiers campaign.

The Armenian Youth Federation dedicated 2012 to the Armenian Freedom
Fighter (Azadamardik).

As part of our year-long effort, we will be raising money to help
assist the medical needs of veterans of the Artsakh war. We will
also be raising awareness about the history, key events, figures,
and developments in the Artsakh liberation struggle. In addition,
we will be lending our support to advocacy efforts aimed at ensuring
freedom and security in the region.

With almost daily threats of renewed hostilities from Azerbaijan and
regular gunfire across the ceasefire line, it is essential that we
honor those who have and continue to fight for the Armenian nation’s
freedom.

The time is now for us to stand up together and reinforce Artsakh in
the hearts and minds of everyone in our community.

Ombudsman: It Is Necessary To Identify And Punish All The Perpetrato

OMBUDSMAN: IT IS NECESSARY TO IDENTIFY AND PUNISH ALL THE PERPETRATORS

During the presidential elections the 116 hot line of the Ombudsman’s
Office received 255 calls. “Pastinfo.am” was informed from the Office
of Ombudsman.

According to the same source, in 43 cases the citizens needed legal
consultancy; they received that and were able to resolve the issue.

52 calls did not constitute a violation of human rights or no single
fact of election violation was shown.

Concerning the ink of the stamps in the passports 68 citizens called
to the Office of Ombudsman. Ombudsman will present his observation
and suggestion in written and public form to CEC.

38 calls concerned the inconsistencies in the election lists. Several
of them were presented to Police for the corrections in the election
lists.

20 calls were about the technical issues, drifting and other violations
of the election process. They were given special guidelines and
consultancy how to record the problems and how to present them to
the appropriate precinct committees.

9 people with special needs complained against the accessibility of
the voting. Summing up the achievements of the past and expectation
of future rapid transformation, the Ombudsman will interact with the
Ministry of Territorial Administration and community leaders.

The other 25 calls concerned election bribes, double voting and other
criminal actions. Ombudsman gives special importance to the complete
and objective investigation and revealing of the election crimes.

Tomorrow, after receiving the permission of the people who called,
Ombudsman will present the information about the violation to the
Police and public. Ombudsman is sure: “Even the full disclosure
of those 25 cases or their real convincing refutation can have an
extremely positive effect on the restoration of justice, establishing
public confidence, as well as for the prevention of such crimes.

Therefore, a continuous work should be done. It is necessary to
identify and punish al the perpetrators.”

The presidential candidate Arman Melikyan today met with the head
of the Delegation of the European Union Traian Laurentiu Hristayi,
with who discussed issues related to the presidential elections.

“I said, that obviously rigged elections can not be considered a step
forward even for the most forgiving and indulgent observer mission. I
passed him the video, in which is clearly shown how eleven thousand
ballots voted for me are disappearing on live-stream”, – Arman Melikyan
said after the meeting.

He has called Mr. Hristay’s attention to the fact that what had
happened in its context covers in the shade not only the elections,
but also the legitimacy of the international observers’ assessments,
since it is impossible to ignore the obvious fact of fraud any longer.

“I will meet with the ambassadors permanent member states of the UN
Security Council. I have already agreed with the ambassadors of China
and Russia and I’m waiting for the response of the ambassadors of UK,

The Aliyev family has been having its way with the Azerbaijanis for
decades. Heydar Aliyev, the family patriarch, was a Communist Party
boss in the best of Stalinist traditions from the 1960s, and president
of Azerbaijan from 1993 to 2003. His son, Ilham Aliyev came out of
the security apparatus, which left him well positioned to take over
from his father, the New Internationalist says.

“Good contacts in the security apparatus have proved more important
than democratic credentials in much of former Soviet Asia. The
countries of the Caucasus, where Azerbaijan is perched on the western
shores of the Caspian Sea, must walk a thin line between Russia in
the north and the Islamic world further south, while at the same
time making nice with a Europe hungry for oil and gas, and a US
empire obsessed with geo-political positioning. Little wonder the
desires and needs of ordinary Azerbaijanis get lost in the shuffle,”
the paper says.

“Election-rigging, torture of opponents, widespread corruption and
ostentatious displays of power and wealth have marked the family rule
of both Heydar (who died in 2003) and his son,” the magazine writes.

Ilham keeps on top of things today with a slight democratic veneer
for foreign consumption but the name of the game remains the same –
autocratic self-enrichment by a narrow ruling circle. Transparency
International rates Azerbaijan as the sixth most corrupt country in
the world.

“The name of the beneficent Aliyevs is everywhere. If you are lucky
enough to fly to the country’s capital, Baku (a fine old city made
prosperous by petro-dollars), you get to land at Heydar Aliyev
International Airport. While in town you can attend a seminar at the
Heydar Aliyev Heritage Research Center. Then perhaps a visit to the
beautiful $250-million Heydar Aliyev Cultural Center. You get the
idea,” the author says.

According to the author there is no need to go all the way to Baku
to pay homage to the dead dictator. The statues that are popping up
in capitals all over the world – Cairo, Belgrade, Mexico City – have
locals scratching their heads. “Who is this guy, anyway?” wonders
the author.

“Like so many oil-rich places, Azerbaijanis find oil a mixed blessing.

It means a high per-capita income and great potential, if equitable
development policies were in place. But in practice it has meant a
petro-state with all the trimmings: kleptocracy, inequality, boss-type
politics and environmental degradation,” the article says.

According to the article At just over $5,000, the per-capita income is
high for the region, but there is much rural poverty beyond the glitz
of Baku and a large refugee problem (set officially at over 600,000)
– mostly as a result of the war with neighboring Armenia over the
disputed territory of Nagorno-Karabakh.

Ilham’s rule, despite going through the motions of democracy, has
been marked by the absolute repression of anyone calling for the
real thing. Opposition parties have consistently failed to gain
any representation at all running against Aliyev’s New Azerbaijan
Party and his 85-per-cent-plus votes in presidential elections are
typical dictator-style numbers. When the Arab Spring spilled over into
Azerbaijan there were no concessions from Ilham’s government: just a
major clampdown, with some 400 protesters still languishing in prison.

Freedom of the press and internet are now severely restricted and
independent journalists are subject to beatings, imprisonment and
blackmail.

The article also notes that the Aliyevs have always been cunning
players of the nationalist card. In September 2012 Ilham officially
pardoned Lieutenant Ramil Safarov, who had been convicted of murdering
a sleeping Armenian soldier on a 2004 NATO-sponsored language course
in Hungary. “Ilham got the Hungarians to send him home to serve out
the rest of his sentence and promptly granted him not only his freedom
but a promotion to Army Major, back pay and a new flat. Azerbaijani
nationalists were ecstatic, Armenians outraged and the Hungarian
government embarrassed over rumours of a large loan of Azerbaijani
oil money,” New Internationalist says.

The joint publication of the “Stone Dreams” by Azerbaijani author Ekrem
Eylisli and “Artsatagir” authored by Armenian writer Levon Javakhyan
will be released at the initiative of famous Turkish publisher Ragib
Zarakolu, Director of the Begle publishing house, publicist Sargis
Hatspanyan told reporters today.

Following the recent threats to Ekrem Eylisli, Levon Javakhyan decided
to call on the Turkish intellectuals to protect the Azerbaijani author,
stressing that any support by Armenians could be even more harmful
to Eylisli.

In response to the call of the Armenian writer, Ragib Zarakolu
addressed an open letter to PEN International, urging them to support
Eylisli.

Recall that a novella by the Azeri author that portrays ethnic
Armenians sympathetically provoked an uproar in Azerbaijan, with Azeri
lawmakers denouncing the work and protesters burning the author’s
portrait outside his house.

Azerbaijani President Ilham Aliyev signed decrees stripping writer
Ekrem Eylisli of presidential pension and the honorary title of
People’s Writer of Azerbaijan, Trend reports.

YEREVAN, February 22. /ARKA/. Foreign investments in Armenia’s economy
totaled $350 million and made up 3.5% of GDP in 2012, Vazgen Safaryan,
chairman of the Association of Domestic Manufacturers, said at a news
conference on Friday.

“This is quite a low indicator, since in European countries this
ratio reaches 30%,” he said. “Such a low indicator is the result of
the authorities’ policy. I hope the government’s special focus on
industry will make it possible to put things right in the future.”

Safaryan said post-election processes in Armenia impact investors’
mind, but will have only a short-term effect on amounts of investments.

He said that the ongoing negotiation between the first and the
second vote-getters in the Armenian presidential election creates
some tension, which also affects sentiments abroad.

According to the preliminary results of the poll released by the
Central Election Commission, Serzh Sargsyan, the incumbent president,
was reelected by 861,378 voters (58.64%).

Raffi Hovannisian, who won 539,674 votes, disputes the results of
the election saying they were rigged. (36.74%).

National Statistical Service of Armenia says aggregate foreign
investments in Armenia’s economy amounted to $391.1 million in Jan-Sept
2012 – 35.2% decline, compared with the same period a year earlier. -0-

Azerbaijani media reported that during the Brussels meeting of the
Defense Ministers participating in NATO operations in Afghanistan,
the Armenian Defense Minister asked his Azerbaijani counterpart to
stop the ceasefire violations. According to the Azerbaijani media,
the cause for this is that the Armenian side sustains heavy casualties.

Panorama.am asked Armenian Defense Ministry spokesman Artsrun
Hovhannisyan to comment on the matter.

“As always, Azerbaijan indulges in wishful thinking. The Armenian
side has never concealed that ceasefire violations are unacceptable
and on various occasions urged the Azerbaijani side not to violate
the ceasefire regime.

It is noteworthy that there is not only the question of the Armenian
side’s casualties, but rather the question of contact line casualties
sustained by both sides,” the spokesman said.

When asked what, after all, took place during the Brussels meeting,
Artsrun Hovhannisyan said, “The Armenian Defense Minister urged his
Azerbaijani counterpart to respect the ceasefire, which will help
prevent casualties on both sides.”

Armenia’s Tractor Fleet Rose By 0.8% To 14 683 Units As Of Jan 1

ARMENIA’S TRACTOR FLEET ROSE BY 0.8% TO 14 683 UNITS AS OF JAN 1

YEREVAN, February 22./ARKA/. The tractor fleet of Armenia included 14,
683 tractors as of January 1, 2013, which was 0.8% higher from a year
earlier, according to the National Statistical Service.

According to the data, only 11, 327 tractors out of 14, 683 are
operable.

The number of agricultural vehicles within the reported period was
15,294 versus 15,600 early last year.

Only 11,610 vehicles or 75.9% are applicable versus 76% on January
1, 2012.

As of January 1, 2013 the number of combines in Armenia dropped
to 1,362 from 1,367 a year earlier. Of them 77.1% versus 73.8%
are operable.

According to the National Statistical Service of Armenia, only 1,693
(83.9%) out of 1,971 tractor mowers were applicable. It is said to
be by 32 less from early 2012.

As of 1 January 2013 there were 2,210 cultivators against 2,138
(85.4%). Of them 1,898 or 85.9% are applicable.

The biggest number of operable agricultural equipment is registered
in the following regions: Gegharkunik (tractors- 2,163, vehicles-
2,074), Lori (tractor mowers- 370), Armavir (cultivators-350). -0-
