Proiectul federal de contracarare a ameninÅ£Ä=83rilor spaÅ£iale are

Ã=8EnsÄ=83, departamentul a
considerat exagerate cheltuielile de aproape 2 miliarde de dolari
pentru 10 ani. Potrivit expertului Lidia Rhlova, oamenii de
Å=9FtiinÅ£Ä=83 au fost informaÅ£i cÄ=83 deocamdatÄ=83 nu existÄ=83
atÅ£ia bani. IatÄ=83 opinia lui Andrei Ionin, membru al Academiei Ruse
de CosmonauticÄ=83.

=80=9ERespect profund Roscosmos, însÄ=83 nu el trebuie sÄ=83
decidÄ=83, dacÄ=83 aici trebuie sau nu sÄ=83 se facÄ=83 ceva. DupÄ=83
cum vedem, meteoriÅ£ii reprezintÄ=83 o ameninÅ£are pentru
Å=9Fi nu rÄ=83spunde de securitatea cetÄ=83Å£enilor. Cred cÄ=83 atunci

depindÄ=83 de informaÅ£iile strÄ=83ine privind corpurile cereÅ=9Fti
periculoase, explicÄ=83 Lidia Rhlova. Ã=8En Rusia în acest domeniu
lucreazÄ=83 unele observatoare Å=9Fi universitÄ=83Å£i. Ã=8EnsÄ=83,
totul este izolat Å=9Fi împÄ=83rÅ£it în programe mici. SituaÅ£ia este
agravatÄ=83 Å=9Fi de faptul cÄ=83 dupÄ=83 destrÄ=83marea URSS, cele

considerÄ=83 Andrei Ionin.

=80=9EAceasta este o problemÄ=83 internaÅ£ionalÄ=83 Å=9Fi ea trebuie
sÄ=83 fie rezolvatÄ=83 prin eforturi comune. Cred cÄ=83, în general,
în spaÅ£iu a sosit momentul cnd trebuie sÄ=83 rezolvÄ=83m în comun
proiectele universale.

Ã=8En aprilie 2013, în SUA se va desfÄ=83Å=9Fura ConferinÅ£a

Humanity in the face of a common threat

Federal project to counter space-based threats has chances to be
implemented. According to Russian media reports, after the blast in
the Ural meteoritului, this project was sent to the vice Prime
Minister Dmitry Rogozin. This project was developed by the Institute
of Astronomy of the Russian Academy of Sciences, at the request of
Roscosmos, told Lady head of Astrometry Rhlova Space Astronomy
Institute.

“In terms of equipment for the detection of the heavenly bodies, we
have presently only one telescope to Irkutsk. Taking into account the
fact that a large part of the territory of Russia in longitude, you
need to have 2 or 3 telescopes and several smaller detection for
monitoring. You must also have a unique Centre for the collection and
processing of observations. We examined three objectives in the
Russian system to counter space-based threats: detection and
monitoring, creating a unique information and risk assessment system,
which allows to establish how dangerous celestial body “.

The document that describes in detail the components of the system,
including space-based telescopes, was sent last year, Roscosmos and
has already been approved. However, the Department has considered
exaggerated expenses of nearly $ 2 billion for 10 years. According to
Lidia Rhlova, expert scientists were informed that as yet there is so
much extra money. Here’s the opinion of Andrei Ionin, a member of the
Russian Academy of CosmonauticÄ=83 Å=9Fi AeronauticÄ=83.

The “profoundly Respect Roscosmos, but he must decide whether or not
you have to do something. As we see, the meteors are a threat to our
citizens, and the other handles Roscosmos problems and is not
responsible for the security of the citizens. I think when the
Roscosmos has received this document and it became clear that the
budget of the Organization, there is enough money to solve this task,
Roscosmos was supposed to appeal to the Government regarding the
creation of an international system “.

In the US, the EU and possibly in China, focused on the creation of
such systems are in full swing. Nobody wants to depend on foreign
information relating heavenly bodies, explains Todd Rhlova. In Russia
in that field working some observatories and universities. However, it
is isolated and divided into small programs. The situation is
aggravated by the fact that after the collapse of the USSR, the best
telescopes have been in areas with clean air in the mountains of the
Central Asian Republics and Armenia.

Services to counter space-based threats in different countries must be
United into a single global system, considers Andrei Ionin.

“This is an international problem and it needs to be resolved through
joint efforts. I think that, in general, in space the time has come
when we must confront in common projects. We must begin with the
simplest tasks are examined for a long time, for example the threat
posed by asteroids. Afterwards we will think and to other projects in
space. The flights in the distant space and exploring other celestial
bodies “.

In April 2013, the U.S. will be held the international conference
dedicated to the Planetary Defense, who will attend and a Russian
delegation. Perhaps the participants in this forum will formulate the
tasks of international integration in this area.

ISTANBUL: Turkish History Foundation maintains Turkey’s memory

Hurriyet Daily News, Turkey
March 1 2013

Turkish History Foundation maintains Turkey’s memory

ANKARA – Anatolia News Agency

Turkish History Foundation has been preserving Turkish history. The
resource only opens its doors to academics and researchers who fulfill
certain procedures

The Turkish History Foundation (TTK), established in 1931 by the
founder of the Turkish Republic, Mustafa Kemal Atatürk, has been
keeping important documents and photos related to Ottoman and Turkish
history for the past 82 years.

Only officials are allowed to enter the archive, where personal
documents and photos are also kept. Among these documents are private
collections belonging to Atatürk and Ottoman military officer Enver
Pasha; the Külliyat’ı Kalavin (Ottoman Judiciary System); a copy of
the diary kept by Dr. Akil Muhtar on Atatürk’s disease; the secret
writings of Turkey’s first prime minister İsmet İnönü; the activities
of Turkish general Kazım Orbay, Enver Pasha and their friends between
1914 and 1918; the notes of Professor Süheyl Ã`nver on cultural history
and many of his oil paintings; documents related to the Ottoman grand
vizier Tevfik Pasha and the March 31 incident, as well as the Hatay
and Armenian incidents.

Speaking to Anatolia news agency, TTK President Professor Mehmet Metin
Hülagü said the building has housed the TTK for 45 years and is home
to a library of some 100,000 books.

`Turkish and foreign academics as well as organizations and
institutions are taking advantage of the library. The library keeps
widely accessible books as well as ones that cannot be found
elsewhere. You can find books here that you cannot find in other
libraries. We also have nearly 20,000 rare works and 1,800
manuscripts. Among those are the one and only copies of works that
were written in the 1600’s.’

According to Hülagü, only workers are allowed to enter the library.
However, researchers can read library documents in the library’s hall
or the additional section apart from the reading room.

Researchers can request books or documents open to research by
delivering written forms after following certain procedures.

Upon obtaining the form, an official brings the document through an
elevator from the labyrinthine library in the lower floor of the
reading room, Hükagü added.

Family tree of prophets

Manuscripts and rare books are kept in a locked section monitored by
security cameras, according to Hülagü.

`We are preparing to transfer rare books and manuscripts to a digital
environment. We want to finish it within a short time and share it
with the public. There are some 800 manuscripts here in various
languages. Among them is a 40-folder work written by an Ottoman
citizen of Armenian origin including judiciary arrangements and
regulations in the Ottoman period between 1500 and 1908. A nine-meter
document on the family trees of prophets from Mohammed to Adam written
by Yusuf Bin Abdullatif in the 1700’s is a very important document and
has no other copy. But current opportunities do not enable us to
display these documents. Since these works are heavily worn, we want
researchers and academics not to touch them with their bare hands.
They can touch them with plastic gloves only. Most of the manuscripts
are in the Ottoman language. If citizens apply to us, we can make a
protocol with them, give them a copy and in this way they can be
published. Then the risk of losing these documents will disappear.’

In addition to the library, TTK also has a private archive section,
the key of which is granted to an archive worker who is not allowed to
enter the section alone. The archive keeps the private collections,
documents and photos of Atatürk, Ottoman sultans, generals, statesmen
and artists.

This section also keeps documents such as newspaper clippings on
Atatürk and gravures of the Ottoman dynasty. `Our archive also has the
letters owned by Turkey’s first female parliamentarian Benal N.
Arıman’s father Tevfik Nevzat, the secret writings between Enver Pasha
and his friends, the first edition of Hakimiyet-i Milliye newspaper,
the writings of İsmet İnönü, old photos of various Turkish provinces,
photos from Israel and Palestine, etc,’ Hülagü said.

Researchers from abroad

Hülagü said that those who want to conduct research in the archive
could apply personally or through the postal service by clarifying
their identity information, address, aim and topic of research.

`For foreign researchers, these applications can be made through
Turkish embassies or consulate generals abroad. The applications are
sent to the TTK through the Foreign Ministry. Personnel from public or
private institutions should also bring a document of approval from
their institution.

Reservations are necessary for research and researchers cannot demand
new documents without returning the ones they have,’ Hülagü said.

Transportation blockade has severely impacted Armenia

By Messenger Staff

Armenian analysts agree that the transportation blockade imposed by
both Turkey and Azerbaijan over 20 years ago has created serious
problems for the Armenian economy. Armenia’s borders with Turkey and
Azerbaijan have been closed since the Nagorno-Karabakh conflict with
Azerbaijan in the early 1990’s. Armenia’s only direct outlet to the
outside world is via its border with Georgia or the much smaller
border with Iran. The only railway link currently operating is via
Georgia. Initially Armenia expressed skepticism about the
Baku-Tbilisi-Kars railway but is now willing to be part of the
project. However, Azeri officials are categorically against
cooperating with Armenia.

ANCA-Glendale Endorses Sinayan and Najarian for City Council

Friday, March 1st, 2013

>From l to r: Ara Najarian, Berdj Karapetian of ANCA-Glendale and Zareh Sinanyan

GLENDALE – The Armenian National Committee of America – Glendale
announced the endorsement of incumbent Councilman Ara Najarian and
long-time community organizer Zareh Sinanyan for two of the three
seats on the Glendale City Council. The ANCA-Glendale plans to
announce its endorsement decision regarding the third seat on or
before March 14.

`Zareh Sinanyan and Ara Najarian have a proven record of steadfast
support on issues of concern to the Armenian Community of Glendale and
the ANCA-Glendale,’ stated ANCA-Glendale Chairman Berdj Karapetian.

`Zareh Sinanyan and Ara Najarian have the ability to get elected and
be excellent representatives for all residents of our City,’ added
ANCA-Glendale Board member David Gevorkian.

`They have the courage to stand up for what is right and the vision
for a better Glendale,’ remarked ANCA-Glendale Education Committee
Chairwoman Hilma Balaian.

The ANCA-Glendale decided to endorse Sinanyan and Najarian after
evaluating the candidates’ responses to a written questionnaire,
answers provided at the Feb. 13 ANCA-Glendale Candidate Forum, and
contribution to Hye Tahd. The ANCA-Glendale members met with both
candidates to determine their willingness to cooperate on issues that
are specific to the needs of the Armenian Community of Glendale.

Sinanyan and Najarian thanked the ANCA-Glendale for the endorsement
and pledged to ensuring that Armenian-American residents of the City
are treated fairly and have the same opportunities as the non-Armenian
residents.

Twelve candidates are competing for three seats on the five member
City Council. The voters will be able to choose up to three
individuals for the four year term on the City Council.

Zareh Sinanyan attended Burbank High School and has been a resident of
Glendale for the past 14-years. Zareh and his wife Lori have four
children, the oldest of which currently attends school in the GUSD.
Prior to declaring his candidacy for Glendale City Council, Zareh
served on the Glendale Parks, Recreation and Community Services
Commission and more recently as Chairperson of the Community
Development Block Grant Advisory Committee from 2009 to 2011. Zareh

Science and a Juris Doctorate from USC; he has been a practicing
attorney since 2001. Zareh has served on the Board of the
ANCA-Glendale, ANCA-Burbank, and ANCA-WR.

Ara Najarian says `Giving your time and efforts to make the community
stronger benefits everyone. My parents instilled this in me at a young
age and my community reinforced this concept. As soon as I graduated
from Occidental College and USC Law School I began to give back to the
community, as a volunteer judge, as a city transportation
commissioner, as a member of the Glendale Community College Board of
Trustees and for the past eight years, as a member of the Glendale
City Council. As a council member and two time mayor, I have always
made my decisions after asking only one question, `what is best for
Glendale?’

Astvatsaturian Turcotte Discusses Azerbaijani Aggression with Sen. K

Astvatsaturian Turcotte Discusses Azerbaijani Aggression with Sen. King

March 1, 2013

PORTLAND, Maine – Baku pogroms survivor Anna Astvatsaturian Turcotte
discussed her family’s narrow escape from Azerbaijani aggression and
the need for expanded U.S. support for the development of the Republic
of Nagorno Karabagh (NKR) with newly elected U.S. Senator Angus King
(I-Maine) during a meeting at his Augusta offices, reported the
Armenian National Committee of America (ANCA) Eastern Region.

(L-R) Anna Astvatsaturian Turcotte with Sen. Angus King and her
husband, John Turcotte, at the Senator’s district office in Augusta.
Astvatsaturian Turcotte, an accomplished lawyer and author, shared a
copy of her recently published family memoire, Nowhere: A Story of
Exile, with the Senator and his staff. The heart-wrenching story, told
through her diary entries, documents the harrowing details of
organized terror against Armenians in Baku, her life as a refugee, and
her struggle to find herself, all against the backdrop of the collapse
of the Soviet Union. Surviving the atrocities, Astvatsaturian Turcotte
immigrated to the U.S. in 1992, and became a U.S. citizen in 1997.

Last December, at a Capitol Hill event the ANCA helped organize,
Astvatsaturian Turcotte spoke passionately about the anti-Armenian
massacres that began in 1988 and the ongoing intolerance faced by the
few Armenians left in Azerbaijan – powerful reasons to continue the
fight for justice and self-determination for the people of Artsakh
(Karabagh). `The reality of today and the last 24 years since 1988 is
that Armenians there are no safer under Azeri rule than we were in
Baku,’ she explained. `The anti-Armenian rhetoric and propaganda
plagues its policies. Artsakh Armenians could and should never be
subjected to the Azeri government.’ To watch her complete remarks on
Capitol Hill, visit

`We applaud the work of Anna Astvatsaturian Turcotte, who embodies the
grassroots nature of our cause and has taken initiative to work on the
critical issues of interest to our community,’ said Michelle Hagopian,
the executive director of the ANCA Eastern Region. `We look forward to
similar discussions with legislators throughout the Eastern U.S. to
expand U.S. support for economic and democratic development of
Artsakh.’

Sen. King was first elected to the U.S. Senate in November 2012. He
currently serves on the Armed Services, Budget, and Rules and
Administration Committees, as well as on the Select Committee on
Intelligence.

Ashot Ghoulyan, `Sooner or later a proper estimation must be given’

Ashot Ghoulyan, `Sooner or later a proper estimation must be given’

Friday, 01 March 2013 19:44

It is the impunity of the Sumgait pogroms on these February days of
1988 that makes it possible for Azerbaijan to continue the policy they
commenced in Sumgait.

Impunity and the wrong estimations of these events are the main
reasons for new genocides and similar attempts in Azerbaijan and in
other parts of the world, this is the thought expressed by Chairman of
the NKR National Assembly Ashot Ghoulyan in his interview to the
journalists.

`If they are not stopped or punished in time similar events give birth
to new crimes. That is why after Sumgait we saw the violations against
Armenians in Baku, Gandzhak and other residential areas populated by
Armenians. There was a mere reason for all this, these people were of
another nation, these people were Armenians. Both the international
law and the moral standards in general reject such an attitude. The
actions of Azerbaijan continued also in the anti-soviet period because
of the impunity of these events. And this encouraged Azerbaijan to
begin that cruel war against the NKR. I think crimes of this kind have
no limitation period, thus after 25 years and henceforth, we shall
continue to pursue, demand and focus the attention the international
community and organizations on the events which must sooner or later
be given a proper estimation,’ the NA speaker added.

Individual complaint against Azerbaijan and Hungary in ECHR

Individual complaint against Azerbaijan and Hungary in ECHR (added)
Fri, 03/01/2013 – 16:30

Hayk Mukuchyan, the soldier of RA Armed Forces, the successor and
miraculously survivor of Gurgen Margaryan, the soldier of RA Armed
Forces brutally killed in Hungary by the Azerbaijani officer Ramil
Safarov, filed individual complaints to the European Court of Human
Rights against Azerbaijan and Hungary.

Today RA Deputy Ministers of Justice Yeghishe Kirakosyan and Ruben
Melikyan told the journalists that according to their information the
applicants require to identify the right to life and prohibition of
discrimination, prescribed in 2nd and 14th Article of the European
Convention on Human Rights. According to the Armenian side, those
rights were violated in transfer of the murderer by the Hungarian side
to Azerbaijan, and for the former by granting him a pardon, even
justifying and making a hero. The group of attorneys is comprised of:
Siranush Sahakyan, Narine Gasparyan, Nazeli Vardanyan, the
representative of G.Margaryan and H.Mukuchyan in the Hungarian court
and foreign lawyers.

It should be noted that in accordance with European Convention for the
Protection of Human Rights and Fundamental Freedoms, Armenian side
will be involved in the processes as a third party.

Armenia’s Ministry of Justice is convinced that the transfer of the
murderer by Hungary, and the granting of forgiveness by the President
of Azerbaijan, his actual justification and making a hero, are gross
violations of International Law, so the Armenian side have taken and
will continue to take all the steps to fix the fact of the violation
by authoritative international bodies and in the capacities of
international law for the recovery of the violation of law.

The deputy ministers informed that on October 9, 2012, the RA Ministry
of Justice submitted an application to the expert group of Council of
Europe on criminal cases demanding to discuss the proportionality of
the Article 12 of Strasbourg Convention on the Transfer of Prisoners
(which reserves the right to grant pardon and amnesty) to Azerbaijan,
>From the perspective of international law.

RA Ministry of Justice is preparing an application to be submitted to
the UN Committee on the Elimination of Racial Discrimination based on
Article 11 of the UN Convention. In the application the Armenian side
will draw the attention of the international structure of the
anti-discrimination policy and the campaign of hatred against
Armenians in Azerbaijan.

Justice Ministry to address UN over Baku’s anti-Armenian propaganda

Justice Ministry to address UN over Baku’s anti-Armenian propaganda

March 1, 2013 – 17:53 AMT

PanARMENIAN.Net – Armenian Ministry of Justice will issue an address to the
UN Committee on the Elimination of Racial Discrimination over Baku’s
anti-Armenian propaganda and discrimination, deputy justice minister
Yeghishe Kirakosyan said.
`The statement focuses on the extradition and pardon of Azerbaijani
axe-killer Ramil Safarov, along with other facts of discrimination and
hatred against Armenians,’ he said.
The Committee on the Elimination of Racial Discrimination (CERD) is the
body of independent experts that monitors implementation of the Convention
on the Elimination of All Forms of Racial Discrimination by its State
parties.
Armenian Justice Ministry’s statement will be submitted to the Committee
under Article 11 of the Convention.
Ramil Safarov, the Azerbaijani army officer who was serving a life sentence
in Hungary for axing to death Armenian Lt. Gurgen Margaryan, was extradited
to Azerbaijan and pardoned by Azerbaijani President Ilham Aliyev.
Official Yerevan reacted by suspending diplomatic ties with Hungary.
Hungary, however, states that it had sent Safarov back to Azerbaijan after
receiving assurances from the Azerbaijani Justice Ministry that Safarov’s
sentence, which included the possibility of parole after 25 years, would be
enforced.
According to some reports, Safarov was extradited to Azerbaijan in exchange
for Azeri purchase of Hungarian securities worth Euro 2-3 billion, an
information official Budapest denies.
`Hungarian prime minister is `morally bankrupt’ and should resign after
admitting that he personally approved the transfer of the Azeri axe
murderer while knowing the likely consequences,’ the leader of the
opposition Socialists said earlier.
Attila Mesterhazy said it was clear from Orban’s comments at a news
conference on September 11 that he had been aware that Azerbaijan would
release the life-sentenced Ramil Safarov after his repatriation.
