Hovannisian ends hunger strike, attends Easter Service

Raffi Hovannisian, a runner-up in last month’s presidential ballot
disputing President Serzh Sargsyan’s reelection, ended his 21-day
hunger strike in Yerevan’s Liberty Square on Sunday and headed for
Holy Echmiadzin to attend an Easter Service together with his family.

Hovannisian thanked his supporters for being next to him during the
last three weeks as well as the police for being nice and kind to him
`despite certain contradictions’.

He said it was as an ordinary follower of the Armenian Apostolic
Church that he was going to Echmiadzin to attend the liturgy where
President Sargsyan and other senior Armenian government officials were
also present.

Hovannisian again said that he will resume trips to the region on
Monday before gathering his supporters for another rally in Yerevan on
April 5.

Earlier this week, President Sargsyan urged his challenger to quit his
hunger strike, recover `for a day or two’ and engage in a political
dialogue on ways to end the post-election standoff.

The president said that while he considered Hovannisian’s demands for
snap parliamentary elections and several key positions in the next
government as contradicting the principles of state governance and the
Constitution, he was still prepared to begin a dialogue around them.

On Friday Hovannisian said that he would `consult the people’ at the
next rally to decide on his actions for April 9, the day when Sargsyan
is due to be sworn in for the second and last consecutive presidential
term.

During his current campaign of protests the opposition leader has
repeatedly said that `this way or that a new Armenia will be sworn in’
on that day. He yet has to elaborate on that.

Liverpool boss Brendan Rodgers is considering a summer move for
Shakhtar Donetsk’s Henrikh Mkhitaryan according to The Daily
Telegraph.

The Anfield boss is keen to bring in an attacking midfielder to the
club this summer and had identified Mkhitaryan as one of his top
targets.

Rodgers will make his move for the Armenian international should
potential moves for Ajax’s Christian Eriksen and Newcastle’s Hatem Ben
Arfa fall through.

While Rodgers’ top summer priority is a defender to replace the
retiring Jamie Carragher, the former Swansea boss is also keen to
bring in a new `number ten’ to play behind the strikers.

The Liverpool has reportedly identified Mkhitaryan as a player who
could slot seamlessly into the starting eleven and is someone who
would suit the club’s fluid, passing brand of football.

Mkhitaryan has put in some impressive performances for the Shakhtar in
the Champions League this season and the Ukrainian club are keen to
hold onto him.

Liverpool, or any other club attempting to take him away from Ukraine,
will have to stump up with at least £12 million to persuade Shakhtar
to let the player go.

That could prove to be a potential obstacle for Brendan Rodgers as he
has been told by the club’s hierarchy he will have just £20 million to
spend on new signings this summer.

Kazan Visiting Professor Dr. Haroutyunian to Present Third Lecture

`The Theme of the Armenian Genocide in Cinema’
on Wednesday, April 10 to Conclude Series

Dr. Sona Haroutyunian, the 10th Henry S. Khanzadian Kazan Visiting
Professor of Armenian Studies at California State University, Fresno,
will present a talk on `The Theme of the Armenian Genocide in Cinema’
at 7:30PM on Wednesday, April 10. This is final presentation of the
three part series of illustrated public lectures on the theme of the
Armenian Genocide.

Dr. Haroutyunian’s third lecture will deal with the Italian directors,
the Taviani brothers, and their film `Skylark Farm,’ a co-production
by Italy, Spain, Belgium, France and the European production company
Eurimages.

Her first lecture, February 25, focused on the literary genre as an
instrument, which brings greater attention to the historical
phenomenon of the Armenian Genocide.

Her second lecture, on March 14 explore the power of translation
related to the Genocide as an instrument of cultural, historical, and
linguistic interaction.

Dr. Sona Haroutyunian is a graduate of Yerevan State University, where
she received her Masters of Arts in pedagogy, philology, and literary
translation in 1996, and later her Ph.D. in philology. She received
her second Ph.D. in linguistics at the University of Venice, where she
has been a professor of Armenian language and literature since 2001.

The lecture is free and open to the public and will take place in the
University Business Center, A. Peters Auditorium, on the Fresno State
campus.

Azerbaijan has been recorded at some parts of the Armenian-Azeri
border, defense ministry spokesman said.

`Sudden escalation of tensions by Azerbaijan has been noted following
Azeri false statements, issued on March 25-26, with storage of
military equipments and special units reported at some parts of the
Armenian-Azerbaijani border,’ Artsrun Hovhannisyan told a
PanARMENIAN.Net reporter.

`Defense ministry is following the developments and stands ready to
take appropriate measures to neutralize the possible provocations,’ he
said.

`We decided to file a lawsuit in court, in order that officials don’t
feel free and know that they are responsible before the law and the
Constitution,’ Tsovinar Nazaryan, a reporter of the New York Institute
of Photography, explained the lawsuit filed by her representatives,
Tigran Yegoryan and Lusine Hakobyan, against Tigran Virabyan, the head
of the department of agriculture and environment protection, town hall
of Ararat, a representative of the Republican Party of Armenia (RPA)
and the chairman of the commission at no. 17/4 polling place, in the
trial court of the regions of Ararat and Vayots Dzor. T. Nazaryan said
during a conversation with us that T. Virabyan had addressed her with
`I will kill her,’ `She is hysterical’ phrases on the presidential
election day, which had been filmed and uploaded to YouTube. Talking
about Mr. Virabyan’s activities, T. Nazaryan stated: `He controls
Khosrov Reserve, great riches. He has been dealing with electoral
processes for 20 years and has been the head of a department for 10
years. In Ararat, he is an active organizer of elections, certainly,
always representing the government. His nephew was also a member of
the commission representing the Heritage Party, but from the RPA, his
son and friends were S. Sargsyan’s poll-watchers; they would accompany
people to and from the polling place. He has a rich experience with
rigging elections, which he did on the election day.’ Coming back to
what had happened in the polling place on February 18, the journalist
recollected: `They would continuously pressure observers and me, and
wouldn’t allow filming. He twice called the chairman of the polling
place commission who took action against us. He ordered S. Sargsyan’s
poll-watchers to film us all day long, then when I tried to interview
him, he started to make a speech for the whole commission; what’s
more, they made a decision that we had impeded the electoral process.
He gave an order against us, and it was sacredly carried out. The
commission reminded of the Republican Party’s office; there was no
oppositionist whatsoever.’ T. Nazaryan informed us that they had filed
a civil lawsuit in the court, since the police did not see corpus
delicti. The journalist has already received a letter that the case
was accepted and the trial date would be set soon. T. Nazaryan said
the following about the demand: `We demand that Tigran Virabyan
apologize to me and the observer, film it and upload it to YouTube, as
compensation for moral damages and pay a million drams.’ Assessing the
incident, our interlocutor expressed an opinion: `It is caused by the
atmosphere created by the Republican Party when members of that party
are allowed to do what is in the interests of the RPA, as a result of
which they are rewarded with lucrative offices. They continuously play
the role of an attendant in electoral processes when they bring people
on the election day and collect votes for the Republican Party.’

Merchelli will present with State Philharmonic Orchestra of Armenia.
Joint concert will take place on April 5 in Aram Khachaturian concert

Orchestra, Giovanni Sollima’s `Contrafactus’ and `Symphony No. 1′ of
Brahms are going to be performed.

WASHINGTON-Armenian National Committee of America Chairman Ken
Hachikian asked newly sworn-in Secretary of the Treasury Jacob Lew
this week to revisit the Obama Administration’s past reluctance to
negotiate a new U.S.-Armenia Double Tax Treaty aimed at facilitating
increased bilateral trade and investment.

In a March 27 letter, Hachikian restated the ANCA’s longstanding view
that the 1973 U.S.-U.S.S.R. Tax Treaty is clearly insufficient to the
needs of the present-day U.S. economic relationship with Armenia,
and reaffirmed the organization’s position that a new treaty would
substantially ease potential burdens upon potential investors. “The
present situation’s lack of clarity, resulting, as it does, in
uncertainty, potential costs, and new risks, represents a substantial
deterrent for potential U.S. investors,” explained Hachikian.

“Without an updated Tax Treaty, U.S. businesses will continue to
face significant burdens on investment and cross-border services and
payments, as well as a lack of transparent information exchange and
obstacles to cooperation on tax and related matters.”

Parallel to efforts with the Department of Treasury in support of a
Double Tax Treaty, the ANCA is also working to encourage pro-active
U.S. leadership across a broad array of economy-related platforms,
including the U.S.-Armenia Joint Economic Task Force, and a potential
Trade and Investment Framework Agreement (TIFA), Social Security
Agreement, future trade missions, and business visa relaxation.

Last month, representatives of the Department of State, the Armenian
Embassy, and the Armenian American community shared views and explored
practical paths toward expanded U.S.-Armenia bilateral trade and
investment at a roundtable talk hosted by the ANCA. The town-hall
format meeting, held in the Aramian Conference Room of the ANCA’s
Washington headquarters, included participation by State Department
Director of the Office of Caucasus Affairs and Regional Conflicts
Justin Friedman, ANCA Trade and Investment Policy Specialist Nora
Khanarian, Ph.D., Embassy of the Republic of Armenia Counselor Andranik
Hovhannisyan, Ph.D., and ANCA Executive Director Aram Hamparian. Watch

Dear Secretary Lew:

I am writing, on behalf of the Armenian American community, to
congratulate you on becoming our nation’s 76th Secretary of the
Treasury, and to raise with you a matter of considerable concern to all
Americans interested in the growth of U.S.-Armenia economic relations.

As you know, President Obama entered the White House having pledged to
“help foster Armenia’s growth and development through expanded trade
and targeted aid, and by strengthening the commercial, political,
military, developmental, and cultural relationships between the U.S.

and Armenian governments.” We warmly welcomed this commitment and
remain eager to work with the Administration in translating this
promise into policies and programs. We are particularly encouraged
in this regard by Armenia’s strong record of economic reform, and
its partnership with our government on military operations in Iraq,
Kosovo, and Afghanistan.

It is our understanding that, in connection to the annual meeting of
the U.S.-Armenia Joint Economic Task Force held in October of 2012,
the Department of Treasury informed the Republic of Armenia’s Ministry
of Finance of the U.S. government’s view that there is no basis upon
which to consider initiating tax treaty negotiations with Armenia. We
remain troubled by this response and are, today, writing to ask the
Department of Treasury to revisit this matter and move forward, for the
benefit of both nations, on an updated U.S.-Armenia Double Tax Treaty.

The Republic of Armenia has repeatedly asked for a new agreement
to replace the 1973 U.S.-U.S.S.R. Tax Treaty. This outdated,
forty year-old accord, which Yerevan, it would appear, no longer
considers in force, was intended as a limited agreement, even by the
standards of the 1970s, between two hostile superpowers. It is clearly
insufficient to the needs of our present-day economic relationship
with Armenia. The present situation’s lack of clarity, resulting, as
it does, in uncertainty, potential costs, and new risks, represents a
substantial deterrent for potential U.S. investors. Without an updated
Tax Treaty, U.S. businesses will continue to face significant burdens
on investment and cross-border services and payments, as well as a
lack of transparent information exchange and obstacles to cooperation
on tax and related matters.

While we understand that negotiating tax treaties requires time
and other resources, the process of negotiating a treaty between
the U.S.-Armenia treaty should be very straight-forward and would
likely largely follow the U.S. Model Income Tax Convention of 2006,
updated by more recent features of U.S. tax treaty policy such as
provisions for mandatory arbitration. Armenia has broad experience
in negotiating tax treaties – it now has in effect some 34 bilateral
income tax treaties, all negotiated since the dissolution of the
U.S.S.R., including most recently a treaty with the United Kingdom
that largely follows the O.E.C.D. Model Convention. Other Armenian
tax treaties include those with Austria, Belgium, Canada, China,
France, Italy, the Netherlands, Poland, and Russia.

The negotiation of an updated Double Tax Treaty is urgently needed and
long-overdue to create a clear framework for investors and individuals
that have business activities in both jurisdictions. Just as the U.S.

has negotiated tax treaties with Estonia, Slovenia, Lithuania, and
Malta, a treaty with Armenia would bring material benefits in terms
of our economic relations with a friendly emerging market.

We appreciate your attention to our concerns and would welcome the
opportunity to continue our dialogue with the Department by meeting
with you to discuss this matter in greater detail.

Baku-APA. General Department of Civil Aviation of Armenia (GDCAA)
will allow civil aircrafts to fly to Azerbaijan’s Khankendi city,
which is under Armenia’s occupation.

APA reports quoting news.am website that chief of General Department
of Civil Aviation of Armenia Artem Movsisyan told journalists.

“Flights will be operated withing the rules of international
organizations. We do not want to step on them to retreat. A lot depends
on the active work of aviation authorities of Nagorno-Karabakh. If
they complete the work, we are ready “, – said A.

Movsisyan. He refused to note exact date.

Movsisyan said that Yerevan airport is small, but nice and comfortable,
its capacity is sufficient for the planned passenger carrying. “Runway
is in good condition, safety is fully guaranteed, but there are
some unresolved minor technical issues related to the maintenance of
aircraft,” – he said.

He noted that Karabakh has no civil aircraft, and flights will be
realized by 19-seat aircrafts of the Republic of Armenia. The flight
duration is 45 – 50 minutes.

Baku: Turkey Suspends Yerevan-Van-Yerevan Flights

TURKEY SUSPENDS YEREVAN-VAN-YEREVAN FLIGHTS

Baku. Anakhanum Hidayatova – APA. Turkish civil aviation authorities
decided to suspend Yerevan-Van-Yerevan flights for uncertain period
starting from April 3.

Armenian organizer of the flights Narekavank Tour issued a statement
expressing regret over the decision, APA reports quoting news.am

These flights had to be operated by Armenian Tour Operator Narekavank
Tour, Turkish Borajet Airline and Ayanis Travel Agency, based in Van.

The organizers of the flight were very enthusiastic and happy that
such an initiative did not meet any obstacles in Turkey or in Armenia.

It is very sad and discouraging that Turkish authorities were not able
to do the same and finally let politics interfere with this promising
initiative. We still count on Turkish authorities to show understanding
and to reconsider their decision,” the company said in a statement.
