Heritage party leader Raffi Hovannisian’s rally has kicked off in
Yerevan’s Freedom Square.

The rally is to settle the issue of New Armenia’s inauguration on April 9.

Following his hunger strike, the Heritage party leader toured
Armenia’s regions and invited people to be present at the inauguration
ceremony on April 9.

The singer Artur Ispiryan and children performed New Armenia’s anthem.

“We were asleep as a nation, but the most wonderful thing occurred –
Raffi Hovannisian’s ‘It is possible’ traveled from region to region,”
the poet Artashes Aram said.

“Our struggle is for our children and grandchildren, our fathers’
dream of better Armenia. Raffi Hovannisian has come to say that
Armenia’s people can defend their votes and be masters of their
country,” he said.

Speaking at the rally, Ms Anahit Bakhshyan announced the establishment
of the Barev foundation for the purpose of establishing democracy and
protecting human rights in Armenia.

The mothers of Armenian soldiers killed in the army spoke at the rally.

One of them, Anahit Lazarian expressed her discontent and intolerance
to all the three presidents of Armenia.

“Hundreds of soldiers are killed in Armenia’s army. They are claiming
fewer cases now – two-digit numbers against three-digit numbers in the
past. Each of the soldiers was to have a family, which would have
strengthened our homeland. The military crimes impartially
investigated by the military prosecutor’s office and unbiased court
rulings can be counted on the fingers of one hand. Our sons’ murderers
remain unpunished and walking freely in our midst,” she said.

Ms Lazarian stressed that people send their sons to the army thus
showing their confidence in the State and its Supreme
Commander-in-Chief.

“No commander has been convicted for soldiers’ murders in peacetime,” she said.

Appealing to Armenian mothers, she cried out, “Armenia’s mothers, join
this movement and believe we can change our life for the peace of our
sons’ souls.”

She reminded the attendees of the women’s meeting with Armenian
President Serzh Sargsyan, who assured them that all the guilty would
be punished.

“What secure Armenia are we speaking of, with more than 50 soldiers
are killed every year and Artsakh war heroes murdered? We demand
constitutional Armenia,” Ms Mrktchyan said.

Karin Hovannisian, son of Raffi Hovannisian, spoke at the rally and
told the people of “man Raffi Hovannisian.”

Twenty-five years ago Raffi Hovannisian returned to Armenia and has
been living here since, “feeling all the pain and love.”

“I feel authorized to tell the ones doubting that they cannot break
this man’s will, they cannot break this people’s will, they cannot
break the will of this country, centuries-old dream named Armenia,” he
said.

Raffi Hovannisian called for a national strike on April 9.

“One supporting the people will be here on April 9,” he said.

“We must drive the filthy authorities away,” he said.

“Woe to those that will swear a false oath on April 9. We will not
forgive them,” he said.

“Let us, as a nation, be present at New Armenia’s declaration and
inauguration,” Mr Hovannisian said.

The same day at 5:00 pm, “we will march for our homeland’s sake, New
Armenia, to return power to the people.”

Heritage party Vice-Chairman Armen Martirosyan read out a statement on
the threshold of New Armenia’s inauguration.

The statement was made by a number of freedom fighters.

“Nineteen years after the national victory, we, warriors, have decided
to combine efforts for our children’s future,” says the statement.

They call on all the veterans of the Nagorno-Karabakh war to attend
Raffi Hovannisian’s inauguration on April 9.

Karabakh Telecom To Down Its Prices For Internet Up To 36% Soon

KARABAKH TELECOM TO DOWN ITS PRICES FOR INTERNET UP TO 36% SOON

YEREVAN, April 5. /ARKA/. On April 8, Karabakh Telecom company will
lower its prices for Internet available through a fiber-optic network
up to 36%, the company’s press office reported today.

“In the last five months, since November 8, 2012, Karabakh Telecom
has downed prices for Internet by almost 70%,” the press release says.

“This decrease was prompted by the increasing demand, the growing
number of subscribers and reduction of costs.”

It means that starting from April 8, users of the 512 Mb/sec Internet
will pay AMD 2,400 drams every month and the 1024 Mb/sec Internet
will cost AMD 2,800 drams to customers every month.

Monthly price for up to 2048 Mb/sec is AMD 4,500, for up to 3072
Mb/sec is AMD 6,500, for up to 5120 Mb/sec is AMD 8,800 and for up
to 6144 Mb/sec is AMD 13,800.

In addition, DSL modem subscribers and users of Karabakh Telecom’s
fiber-optic network will also get an opportunity to choose new speed
– 5Mb/sec.

Karabakh Telecom started operating at Nagorno-Karabakh Republic’s
telecommunication market in February 2002.

The company has built new mobile telecommunication stations since
then and provided 95% of Nagorno-Karabakh Republic’s territory with
mobile telecommunication.

Karabakh-Telecom provides mobile telecommunication, fixed and wireless
telephony, Internet access via ADSL and fiber-optic network. ($1 –

Rpa’S Primitive Step Before Municipal Elections

RPA’S PRIMITIVE STEP BEFORE MUNICIPAL ELECTIONS

Our country is awakening from elections to elections. During a few
days such things are being done, which are not done during a year.

When RPA President Serzh Sargsyan speaks about the elections,
especially, Yerevan municipal elections, and stresses that it is the
nature of life, all the other parties’ political approach appeares
suddenly.

Let’s start with the fact that the Republican Party is dictating the
nature of elections, beginning from presidential elections. February
18th elections were helding political nature and to imagine that
otherwise, would have been simply impossible, whereas last year’s
parliamentary elections come to prove that living is that tincture,
with the help of which the Republican members formulate their victory,
and that is guaranty of Serzh Sargsyan’s words and thoughts, that
Yerevan municipal elections will have “living” nature.

While the process of rapid growth of “apologists of change”, full of
populist statements, is blooming in Armenia, RPA is busy with turning
Serzh Sargsyan’s words into a very important axiom.

More specifically, the Republicans before elections, that is a
month before, are already doing what they would have done long
over the years. In particular, in this short period of time, more
specifically during these two days, everyone, from District Head to
local authorities in Yerevan’s every district is busy with his work,
and we can notice that they carry out their duties in a regular manner.

During only two days works on asphalt are carried out in
Malatia-Sebastia community-from buildings’ yards to the main streets,
while Taron Margaryan all reign such things has not occured. Similar
processes are also being occured in other communities, too.

Let’s only remember that Taron Margaryan severe reprimanded the
Director of Metro for illegal construction. This is just a game
to advertise Taron Margaryan’s drastic steps, in short, the most
primitive PR. A striking evidence of this is this question: Whether
the director of the Metro is not from this city and has thought that
the building will remain unnoticed, here to say sinful naive.

So, these elections are already holding “living” nature- with the
primitive factors of asphalt or being an author of ‘conquest’, which,
however, it is a time for change, and “apologists of change” are only
being “multiplied” without necessary activities.

As part of his regional trip, Heritage party leader, Armenian
ex-presidential candidate Raffi Hovannisian visited Berd, Tavush
region, Armenia.

Addressing Armenia’s President Serzh Sargsyan, he called on him to
“serve at the border together as long as I live.”

“We have not come here to gather people, but to pay our respect. We
have not come here to flatter you, so it is up to you to decide,”
Mr Hovannisian said.

Summing up his regional trips in an interview with civilnet.am,
Mr Hovannisian said that the people “are on their way to glory.”

Baku: Air Defense Units Of Russian Military Base In Armenia Conducte

AIR DEFENSE UNITS OF RUSSIAN MILITARY BASE IN ARMENIA CONDUCTED TRAINING ON REPELLING AIR STRIKES

Servicemen of antiaircraft missile units of Russian C-300B
military base in Armenia held a training session without live
firing on repelling attacks of single and multiple air targets of an
imaginary enemy, as well as support of flights of their own aircraft,
News-Armenia wrote referring to the press service of the Southern
Military District.

The training was held in Kamhud highland training center.

“In general 100 servicemen and dozens of weapons and military equipment
were involved in the training. During the event they worked out
gaining and masking positions, organization of communication systems
and governance in mountain terrain conditions, bringing the equipment
from the marching to combat order. They also worked out on detection
and extermination of a conditional enemy.

During the exercise, the anti-aircraft gunners implemented regulations
on transfer of units into different degrees of readiness, loading
and unloading of launchers by anti-aircraft guided missiles, testing
functional control of equipment.

More than 40 different tasks were worked out during the training,
and over 30 air targets discovered, accompanied and conditionally
destroyed.

“Battery tactical exercises, including crediting target practice
and combat coordination await the anti-aircraft gunners. During the
second half of April, air defence experts will participate in special
tactical exercises with live fire at the interspecific firing ground
Kapustin Yar (the Astrakhan region),” according to the press-service.

In the 2012 academic year, the personnel of the air defence units
of the Russian military base in Armenia held more than 800 training
sessions and performed nearly 150 combat shootings and crediting
target practice.

Armenian City To Host 70 Events As Cis Cultural Capital

ARMENIAN CITY TO HOST 70 EVENTS AS CIS CULTURAL CAPITAL

Armenia’s second largest city, Gyumri, will host some 70 cultural
events in 2013 in its capacity as the cultural capital of the
Commonwealth of Independent States (CIS), an official said Tuesday.

The series of events will start on April 10 with an international
music festival, Hasmik Kirakosyan, an adviser to the governor of
Shirak province, told local media.

The program also includes theater plays, exhibitions and film
festivals, said Kirakosyan, adding that repair and renovation will
be carried out at local cultural facilities.

Gyumri, with a population of some 150,000, is located in northwestern
Armenia, 126 km from Yerevan. It was chosen as the 2013 CIS cultural
capital at a CIS summit in December.

Estonian Prosecutor Seeks 15 Years In Jail For Accused Killer Of Two

ESTONIAN PROSECUTOR SEEKS 15 YEARS IN JAIL FOR ACCUSED KILLER OF TWO ARMENIANS

TALLINN, Apr 02, BNS – During a trial in the Harju regional court on
Tuesday, the prosecution demanded 15 years in jail as punishment for
Vano Tumanjan, accused of the murder of two ethnic Armenian businessmen
in Estonia in December 1997.

Juri Kasesalu, specialized prosecutor of the North regional
prosecutor’s office, sought a 15-year jail term for the 40-year-old
defendant for killing of two persons under aggravating circumstances,
the maximum punishment set forth for the said crime under the Penal
Code valid at the time when the crimes were committed.

The defense wants Tumanjan to be sentenced to eight years, the minimum
punishment for the same crime.

The court is scheduled to announce its verdict on May 15.

Tumanjan pleaded guilty in the trial that started on March 26.

While the crimes ascribed to Tumanjan were committed back in 1997,
Tumanjan could not be tried earlier because he served an eight-year
sentence for robbery in Russia until fall 2012, after which he was
handed over to Estonia.

Tumanjan is accused of the murder of Razmik Sarg-Sarkisjan, 49, and
of Karen Oganesjan, 41, on the night before December 28, 1997. The
security police have described Sarg-Sarkisjan as one of the leaders
of the criminal grouping of Armenians in Estonia at the time.

The businessmen’s bodies were found slightly after midnight in a
Mercedes car that had hit a wall in Vihuri Street in Tallinn’s Kopli
aera. The victims had been shot from the back seat into the back of
the head from two pistols of different brands — a Makarov and a TT.

In accordance with an investigation version also Varuzan Manukjan took
part in the murder. Four months later Manukjan attempted to kill Tigran
Nahapetjan, an Armenian who kept a shaslyk place in Tallinn, but was
killed himself instead by a bullet shot by Nahapetjan from his pistol.

Nahapetjan, 35, was killed by pistol shots into the back in Mahtra
Street in Tallinn in early August 2003. The murderer has not been
caught.

Armenian President Serzh Sargsyan received on Wednesday Mr Victor
Tvircun, Secretary General of the Permanent International Secretariat,
Organization of the Black Sea Economic Cooperation (BSEC).

The sides discussed the BSEC’s current activities, stressing the
need for enhancing the organization’s efficiency and priorities of
Armenia’s chairmanship.

President Serzh Sargsyan noted that Armenia has been consistent in
supporting regional integration processes, pointing out the BSEC’s
important role.

The Armenian leader assured Ambassador Tvircun that as BSEC chairing
country Armenia will spare no efforts to intensify the organization’s
activities and promote cooperation between the member-states.

Following today’s speech of Heritage party leader, ex-presidential
candidate Raffi Hovannisian in Ijevan, a member of Solidarity movement,
David Sahakian approached him and suggested starting negotiations
with the authorities. In response, Raffi Hovannisian said that the
future of Armenia is at stake and April 9 is an especially important
day in this sense.

In his words, the proposal was taken seriously, but the moment has
come when the incumbent president should take that proposal seriously,
until April 9.

“However much they criticize me, I will see April 9 at last, with the
hope that the civil struggle, which is above any party, will win on
April 9 and a law-based, constitutional state will be established,”
Hovannisian said.

David Sahakain expressed hope that the leader of Heritage Party will
not lead the country to upheavals. Raffi Hovannsian and Heritage
faction member Ms. Zaruhi Postanjian replied in one voice that he
should say that to Serzh Sargsyan.
