Vova Gasparyan: One-Man Show

Chief of Police of Armenia, Vladimir Gasparyan, who was called by
Marxist David Hakobyan a `great artist’ apparently, launched a
`one-man show’. He assumed the function of the grubber of the
`criminal thinking’ in the country, engaged in restoration of the good
name of the police officer, as well as of the person who can order to
`stop Tsarukyan’.

On this stage, Vova Gasparyan is alone, and no matter how good he is at
acting, spectators want other actors too – the general prosecutor, the head
of State Revenue Committee, and finally the president. Spectators demand to
put thieves behind bars.

Many wonder why Vova Gasparyan, of course with Serzh Sargsyan’s agreement,
uproots the thief culture in the country. Many say that the authorities
rely on this culture and so they can’t root it up, so this is theater. In
reality, everything is much deeper. The authorities indeed rely on the
criminal world, they are a part of it, but they have changed orientation
trying to come out of the post-soviet incarnation and to enter the Western
family. For this, the power needs to cut ties first of all with the
post-soviet criminal world, which is not directly under it. Now, the
authorities should either make thieves in law, who rule in other capitals,
obey to them, or to marginalize them.

In Georgia, Mikhail Saakashvili’s first step after coming to power was to
launch a mass arrest of thieves in law. Saakashvili, who was accused of
Western orientation, would have been unable to detach the country from the
post-soviet domain, if thieves in law still ruled there.

Now, apparently, the same process is taking place in Armenia. But thieves
are not arrested, but `provided with emigration,’ as Vova Gasparyan
defined. Perhaps this is due to the fact that Saakashvili was not related
to the world of thieves and did not live by its laws, while Vova Gasparyan
is still in the post-Soviet space of thieves. That’s why he does not catch
the thieves, but sends into exile.

The world of thieves in law in Armenia along with its representatives,
oligarchs, is ceding positions. The state laws have not yet replaced the
thieves’ laws, and they will never do if the Chief of Police keeps talking
to thieves their own language instead of using the language of laws.

Moreover, if he does not speak the language of laws, thieves will again
become power tomorrow. After Bidzina Ivanishvili came to power in Georgia,
he released all thieves in law from prisons.

YEREVAN, APRIL 26, ARMENPRESS. On 25 April the President of the
Artsakh Republic Bako Sahakyan arrived in Paris with a working visit.
The Central Information Department of the Artsakh Republic President
informed “Armenpress” that on the same day the Head of the State laid
wreath to the monument of Komitas located in the center of Paris,
paying homage to the memory of 1915 Armenian genocide victims.

The President was accompanied by NKR minister of foreign affairs Karen
Mirzoyan, ambassador extraordinary and plenipotentiary of the Republic
of Armenia to France Vigen Chitechyan, head of the Central Information
Department of the Artsakh Republic President’s Office David Babayan,
NKR permanent representative to France Hovhannes Gevorgyan and other
officials.

Also President of the Artsakh Republic Bako Sahakyan met in Paris
representatives of the France-Artsakh friendship circle.

President Bako Sahakyan expressed gratitude to the members of the
structure for permanent support shown to Artsakh and creating the
friendship circle.

According to the Head of the State this was an important political and
humanitarian undertaking, which would give a new impetus to expanding
and deepening ties between the two states and nations.

Issues related to the domestic and foreign policy of Artsakh, regional
policy and the implementation of a number of joint projects were
raised during the meeting too.

A number of issues related to strengthening the Motherland-Diaspora
ties and fair representation of the Artsakh issue in France were
discussed during the meeting.

President Bako Sahakyan underlined the significance of close
cooperation between the diplomatic missions of the two Armenian states
in these dimensions, considering it an important precondition for
achieving desirable results.

The President of the Artsakh Republic Bako Sahakyan visited the
residency of the French Diocese of the Armenian Apostolic Church and
met its primate Archbishop Norvan Zakaryan.

Issues related to strengthening the Motherland-Diaspora relations,
Pan-Armenian tasks as well as domestic and foreign policy of Artsakh
were discussed during the meeting.

Bako Sahakyan rated high the role of the Armenian Apostolic Church in
maintaining national identity in the Diaspora and cementing ties with
the Motherland.

Chaque 24 avril, les Arméniens ou descendants de Gironde se
souviennent du génocide de 1915-1916. La Bastide et Cenon ont
accueilli une vague d’immigrants dans les années 20.

Ce sont 200 à 300 personnes, pas beaucoup plus. La grande majorité de
l’immigration arménienne dans les années 20 s’est faite en France vers
le Sud-Est, Lyon ou Paris. Mais dans un deuxième temps, des familles
sont venues chercher du travail en Gironde. La Bastide bordelaise et
Cenon, à l’image d’une rive droite très industrielle à l’époque, sont
devenues un secteur d’implantation privilégié.

« Ils côtoyaient alors des Russes blancs fuyant l’Union soviétique, ou
encore des Espagnols fuyant la misère (et pas encore le franquisme,
NDLR), explique Anahit Fantana, présidente d’honneur de l’Association
culturelle arménienne Bordeaux Aquitaine. L’ancien député Pierre
Garmendia se souvient qu’il a été sur les bancs de l’école avec des
petits Arméniens. »

La ville de Cenon accompagnera à son échelle la prise de conscience et
de souvenir des faits perpétrés d’avril 1915 à juillet 1916. En 1986,
une rue du bas de la ville est inaugurée par René Bonnac et baptisée «
24 avril 1915, génocide arménien ». En 1979, l’association se crée et
prend l’habitude, chaque 24 avril, de commémorer la tragédie aux
monuments aux morts, rue Victor-Hugo.

Nouvelle génération « S’associent désormais aux descendants de la
première vague, les nouveaux émigrants arrivés sur Bordeaux ces
dernières années, poussés par la situation économique difficile en
Arménie, complète Mme Fantana. Une enquête auprès de cette population
a montré qu’ils descendaient souvent d’émigrants de la première vague
des années 20. » En 2005, une plaque commémorative est posée sur la
façade de la Maison des associations.

L’histoire locale a été ponctuée évidemment par des étapes nationales
et internationales : la loi de reconnaissance du génocide arménien en
1987 au Parlement européen, le texte analogue au Parlement français en
2001 ou encore le texte contre le négationnisme en 2012.

En ce 24 avril 2013, c’est un defile d’environ 250 personnes, avec en
tete de cortège des adolescents portant les panneaux revendicatifs,
qui a rejoint le lieu de memoire du Genocide, accueilli par la musique
d’un chant traditionnel armenien. Les depôts de gerbes ont ete suivis
d’une minute de recueillement en hommage a la memoire des victimes
du Genocide. Puis deux jeunes romanais ont recite en francais et en
armenien un poème d’Hovannes Chiraz.

Bernard-Mourat Cakici, President de l’Amicale des Armeniens de Romans,
pendant son allocution Bernard Cakici, President de l’Amicale des
Armeniens de Romans et des Environs, etait ensuite invite a prendre
la parole, puis Philippe Dresin, Maire de Romans.

etait representee par le 1er adjoint de la ville de Bourg de Peage,
Christian Rolland.

discours etaient inevitablement empreints d’une certaine emotion,
ils exprimaient aussi des positions fermes par rapport notamment au
negationnisme d’Etat du gouvernement turc.

Prosperous Armenian Party (PAP) have reached an agreement with respect
to the forthcoming capital city Yerevan Council elections, Zhamanak
daily reports.

“This refers to the quotas for distributing election bribes. It is
known that the RPA and PAP leaders, [President] Serzh Sargsyan and
Gagik Tsarukyan, met last week.

According to our information, they also discussed matters related to
these elections and, as a result of the reached agreements, PAP was
permitted to distribute [election] bribes to some extent.

At the same time, Tsarukyan expressed a wish that PAP, [and] not the
[opposition] Heritage Party, should be in second place. According to
rumors circulating in the political backstage, Serzh Sargsyan made
it understood that they [that is, PAP] may have [such] hope and [may]
work in this direction,” Zhamanak writes.

Ninety-eight years after more than 250 Armenian intellectuals were
sent to death in Constantinople on April 24, 1915, the descendants
of perpetrators of the Armenian Genocide are in Armenia to apologize
for the crime committed by their grandfathers.

About 10 Turkish intellectuals visited the Armenian Genocide Memorial
on April 24 to pay tribute to the memory of the innocent victims. Ali
Sait Cetinoglu is the founder of the Free University system of Turkey,
which publishes brochures presenting the real and undistorted history
to the Turkish society.

At a meeting with Armenians today the Turkish intellectual shared
his pain for the greatest crime of the 20th century and said it was
an honor for him to stand in front of representatives of a nation,
which survived the great calamity and thrived.

“I have devoted my live to revealing that evil. I declare we must
not believe the masks of the Turkish authorities and their calls for
friendship between the two nations. What we should believe in is their
actions,” the Turkish intellectual said and addressed a question to
all attendees: “Have you asked the Turkish intellectuals you met before
where their grandfathers were in 1915? Will you ask from now on?”

The EU Twinning Project “Harmonization with EU standards and
institution building of the State Inspectorate of Protection of
Markets and Consumer Right” was launched in Armenia in May 2012. The
EU-funded project is aimed at developing and enforcing national market
surveillance practices in line with the internationally recognized
best practices in the sector with the aim of preparation for wider
international agreements concerning the free movement of goods.

Panorama.am held an interview with William Harris, Resident Twinning
Adviser (RTA) of the project, about the project’s implementation
process and the expected results.

– What can you say about the project and its objectives?

– The project’s objective is to enforce the institutional capabilities
of national market surveillance and to bring them into line with
the EU standards. It is envisaged to remove technical obstacles
of trade, making it possible for Armenia to have free trade with
European countries. The project is implemented in the context of
the negotiations between Armenia and the European Union within the
framework of Deep and Comprehensive Free Trade Agreement. As part
of the removal of technical obstacles of trade and signing Deep and
Comprehensive Free Trade Agreement, we are going to bring three laws
into line with the European legislation – laws on General Security
of Products, on Market Surveillance and on Responsibility for Products.

The latter is still being drafted. These laws are very important and
the law on Responsibility for Products, which does not exist so far
in Armenia, has great importance for the Deep and Comprehensive Free
Trade Agreement negotiations.

– Will the harmonization of the laws contribute to the development
of the possibilities for trade with the European Union?

– This is really our goal. Any body for European market surveillance
aims to prevent dangerous products from entering the market and
reaching consumers. In Armenia, the market surveillance function
is to ensure placing exclusively safe products in the market. This
means that the inspection, having information about safe products,
will ensure the protection of consumers. This is very important
for the trade relations between Armenia and the European Union. The
European Union will allow to sell Armenian products in the European
Union states only when they are sure that there are only safe products
in the Armenian market. Besides, the European Union must be sure that
Armenian citizens enjoy the same rights as European Union consumers.

– What is the situation with the safety of products in Armenia?

– I think there are still a great number of products that need
expertise.

The majority of the Armenian population cannot afford to buy expensive
products. They mainly buy imported products. This means that we should
take into consideration the current condition of Armenian market. In
view of all this, we believe that the market surveillance activities
should be intensified.

– We talked about imported products, but it is known that many imported
non-food products are also low quality.

– I think the safety standards of imported goods should be reviewed
and raised. Safety standards-related reforms are being carried out
in Armenia. The safety standards of goods of primary importance such
as building materials, toys, gas appliances, non-automatic measuring
devices, electromagnetic compatibility devices will be brought into
line with European standards.

As regards quality, it is necessary to improve the quality of non-food
products in Armenia and the standards of tests of such goods should be
raised to European standards. In reality, our program and the quality
control improvement process should be in keeping with each other.

Such programs will be ineffective if all interested parties fail
to work together. In other words, NGOs dealing with problems of
consumer rights protection, scientific workers, business entities,
and government members should cooperate and make much effort in
this direction. The program’s implementation will help upgrade the
Market Control Inspection, make positive changes in terms of market
control in Armenia, improve the business environment and ensure the
protection of consumer rights. As a result, we also plan to increase
public awareness and ensure greater access of business entities and
consumers to information.

– When will the results of reforms become tangible and consumer rights
be better protected?

– Prior to the program’s completion, our partner beneficiaries
will have to gradually bring their activities to conformity with
European practices. In this case citizens will feel protected. We
will supervise their activities during this period. In other words,
market control practices in Armenia should be approximate to such
practices in European markets. Of course, it does not mean that the
practices used so far in Armenia are bad. But the Armenian government
has made a decision to use European Union practices in our country.

– In Armenia the laws on consumer rights protection and the control
of the non-food commodity market are so bad.

– I would not call the current laws bad, but we need to bring these
laws into line with European standards. The process will take quite
a long time. And the approximation schedule needs to be reconciled
with the European Union and the Armenian government.

Our program is mostly related to institutional capacity building. Once
the institutional capacities are built, the vision of the European
Union will be put into practice in Armenia, ensuring equal protection
of societies in EU countries and Armenia.

1 million-euro Twinning program is implemented in Armenia with the
support of Northern Ireland Cooperation, Lithuania’s State Non-Food
Product Inspectorate, and the State Market and Consumer Rights
Protection Inspectorate of the RA Ministry of Economy.

Armenian Disc Producers Allowed To Sell Piled Discs Without Hologram

ARMENIAN DISC PRODUCERS ALLOWED TO SELL PILED DISCS WITHOUT HOLOGRAMS

YEREVAN, April 25. / ARKA /. The Armenian government on Thursday
amended its earlier decision, which now allows local manufacturers
of CDs, DVDs and other electric carriers to sell the piled up discs
without holograms. The previous government decision prohibited sale
of CDs, DVDs and electronic carriers without the hologram starting
from April 18.

The first decision made producers of discs to protest in front of
the government building for two weeks.

They were angered by the decision that obliged them to submit to the
Intellectual Property Agency of Armenia the permission of foreign
producer groups allowing them to reproduce their products in Armenia.

Local disc producers said obtaining the permission is too costly
suggesting that the decision extends only to local producer companies.

Prime minister Tigran Sargsyan instructed the ministry of economy to
supervise the enforcement of the decision. -0-
