ARMENIA AND UAE DISCUSSED ISSUES ON COOPERATION OF CONTROL CHAMBERS

YEREVAN, MAY 7, ARMENPRESS. The Chairman of the Control Chamber of
the Republic of Armenia Ishkhan Zakaryan hosted the Chairman of the
Control Chamber of the United Arab Emirates, Dr. Harib al Amim. The
Press Service of Control Chamber of the Republic of Armenia informed
“Armenpress” that the heads of the supreme control agencies of the
two countries discussed issues of mutual interest mainly regarding
the future cooperation, joint control, and exchange of experience.

The ties between the supreme control chambers of the Republic of
Armenia and the UAE have been particularly strengthened during the
last two years. An agreement on dialogue and cooperation has been
reached upon during the visit of the Chairman of the Control Chamber
of the Republic of Armenia Ishkhan Zakaryan to Abu Dhabi in 2011. On
the invitation of the Chairman of the Control Chamber of the Republic
of Armenia the Delegation of the Control Chamber of the United Arab
Emirates paid an official visit to Yerevan on May 7. The delegation
also visited the Tzitzernakaberd Memorial and placed wreath at the
monument dedicated to the memory of the Armenian Genocide victims.

At May 7 press conference the Head of the RA National Assembly
Delegation to the NATO Parliamentary Assembly Koryun Nahapetyan and
the member of the Delegation Tevan Poghosyan touched upon the works of
the NATO PA 83rd seminar with the heading “South Caucasus:
Geopolitics, Euro-Atlantic Integration and Domestic Challenges”
convened in Tbilisi from April 29 up to May 1.

The Head of the NA Armenian Delegation Koryun Nahapetyan said that
during the three-day seminar numerous issues concerning the regional
problems, which in particular, were relating to the Russian-Georgian
relations, the strengthening of Georgia’s democracy and
Armenia-Azerbaijan-Turkey relations. The NA deputy noticed that
irrespective of the direction of the issue under discussion, the
members of the Azerbaijani Delegation were raising the issue of “the
occupied territories” and making bellicose statements. According to
him, the Azerbaijanis’ such efforts were failing as a result of
constructive position and adequate counter-attacks of the Armenian
Delegation.

Koryun Nahapetyan informed the journalists that during the discussions
on the theme “Armenia-Azerbaijan-Turkey: Perspectives of Regional
Reconciliation” they also touched upon the NK problem, and in their
speeches the members of the Delegation expressed conviction that it
was not possible to record serious moves in the negotiations, unless
Nagorno Karabakh itself had not been actively involved as a negotiator
party.

The member of the Delegation Tevan Poghosyan referred to Georgia’s
inner and foreign policy, saying that in Georgia after the shift of
power the foreign political direction also had not been changed in
joining the NATO, and the daily problem of the economic development
continued to remain in the center of the attention of the power and
the opposition.

The Head of the NA Armenian Delegation to the NATO Parliamentary
Assembly also noted that within the framework of the seminar and
during the meetings with the Georgian Delegation the identity of the
Javakhk Armenians, problems relating to preserving their language and
culture and their development had been also discussed, and the
necessity of re-operating the Abkhaz railway had been touched upon.

The high ranking officials of the Georgian Government showed
constructive and concerned approach during the discussions.

YEREVAN, MAY 7, ARMENPRESS: Armenia and Montenegro have wide
opportunities to expand their friendly relations. This was stated by
the Deputy Prime Minister, the Minister of Foreign Affairs and European
Integration of Montenegro Igor LukÅ¡iÄ~M at the press conference held
on May 7. “Armenia and Montenegro are in good relations, but we have
agreed to get involved in closer political negotiations to develop
our cooperation in the forthcoming future”, – stated the Minister of
Foreign Affairs and European Integration of Montenegro, as reported
by Armenpress.

Igor LukÅ¡iÄ~M noted that he and the Minister of Foreign Affairs of
the Republic of Armenia Eduard Nalbandyan mainly discussed the issues
related to the economic cooperation and investments protection, as
well as the development of the bilateral tourism relations. “In this
case it is quite important to encourage the ministries, tour agents and
air companies to organize charter flights between the two countries”,
– said the Minister of Foreign Affairs and European Integration of
Montenegro. In summer Montenegro will continue establishing flexible
visa regime for the Armenian citizens.

The Minister of Foreign Affairs of the Republic of Armenia Eduard
Nalbandyan stated that during their meeting with Igor LukÅ¡iÄ~M they
discussed as well the prospects of the development of the commercial
and economic, education and scientific and cultural relations. Eduard
Nalbandyan informed his counterpart about the current efforts made
by Armenia and the international community in the settlement process

While the so-called non-government political forces declared silence
on May 6 and made only meaningless post-electoral statements, Serzh
Sargsyan visited the Special Investigative Service and made several
surprising statements the main purpose of which was to display power.

In such cases, of course, it may produce the effect of the cowardly
character of an Armenian fairy tale who shouts in the dark forest to
overcome his fear. However, in this case Serzh Sargsyan’s statements
were more vociferous against the post-electoral effect. He accused
the ex-head of the Special Investigative Service Andranik Mirzoyan and
investigators who were not independent. Serzh Sargsyan will know whose
stooge they were. If they were, it is a criminally prosecutable offense
for investigators because they are supposed to be enforcers of the law.

In other words, the new head of the SIS Vahram Shahinyan will begin
with revealing the stooges, also to demonstrate to the investigators
what awaits them in such cases. Most probably, however, all the
efforts of the SIS will be directed at the financial pyramid of some
high-ranking officials whose case is investigated by the SIS.

One of the key episodes of Serzh Sargsyan’s visit and meeting was
this. Sargsyan did not say anything about the pyramid, at least
during the open part of the meeting. However, there is no doubt
that the SIS staff have read at least between the lines which is
the priority case now. The press reported this in the context of
dismissal of the chief of police of Yerevan Nersik Nazaryan. Although
this information was officially refuted first, a few days ago the
police officially confirmed, and the Chief of Police Vova Gasparyan
announced that they have information which has been submitted to the
Special Investigative Service.

>From this point of view, Serzh Sargsyan’s visit, as well as the
replacement of the head of the service and his comments on the
activities of the service in general could be considered as preliminary
instructions or a carte-blanche relating to some scandalous persons.

Obviously, the indicator of the reshuffled SIS will be the case of the
financial pyramid unlike the old SIS which focused on March 1. The
former SIS successfully thwarted the case, and in five years it was
unable to find at least one guilty person.

By the way, it is interesting whether Serzh Sargsyan’s dissatisfaction
with the SIS came from his dissatisfaction with March 1. What will
change about this case if the style of the SIS and its head changes?

Of course, if the replacement of the head and Serzh Sargsyan’s meeting
leads to a change of style, not of the political balance. After all,
it is not the first law enforcement body and not the first meeting.

Après des élections présidentielles contestées de février dernier, les
Arméniens s’apprêtent à retourner aux urnes pour les municipales.
L’occasion pour une jeune citoyenne de dresser un état des lieux de la
relation qu’entretiennent les jeunes Erevanais avec la réalité
politique actuelle et de l’avenir qu’ils espèrent pour le pays.

L’aube inonde les rues d’Erevan en ce matin d’élections municipales.
Nare, jeune Erevanaise de vingt-deux ans, s’avance d’un pas las vers
les urnes pour y déposer son bulletin. Pour elle, voter en Arménie ne
rime à rien et les temps qui succèdent les scrutins électoraux sont
toujours synonymes de spleen. Ils lui rappellent sans cesse que sa
voix est muette. « Notre indépendance est illusoire. La Russie, notre
frère blond, comme on l’appelle ici, intervient encore beaucoup trop
dans notre politique intérieure », avance-t-elle tristement d’une voix
douce. « Vivre ici n’est pas facile pour tout le monde.
Personnellement j’ai de la chance car j’ai un bon travail et que je
n’ai pas encore de famille, mais la vie est chère et les salaires sont
extrêmement faibles pour la plupart des Arméniens. C’est pour cela que
beaucoup de jeunes souhaitent partir à l’étranger. L’horizon ici
semble inexistant pour beaucoup. »

L’exode des jeunes, bien que considérable dans son entourage, n’est
pas pour elle. Au contraire, Nare désire rester en Arménie. Participer
au développement, sans se sentir l’me d’une grande patriote : «En
fait, quand je suis à l’étranger, mon pays me manque, ses habitants si
chaleureux aussi. Je n’aime pas me sentir étrangère, et je ne suis
bien que dans mon pays. Je suis née arménienne par hasard certes,
mais je pense partager avec mes compatriotes des valeurs communes et
ce sentiment extrêmement fort d’appartenir à une nation très ancienne.
Je me sens comme représentante de cet héritage.»

Cette Arménie qu’elle aime, elle l’a vue se développer petit à petit,
bien que l’influence russe et les crises successives ralentissent le
processus d’évolution. « Par exemple, même si je n’ai pas vécu le
conflit avec l’Azerbaïdjan, je me souviens des retombées. Je devais
avoir peut-être cinq ans et je me rappelle qu’il faisait froid, qu’il
n’y avait pas d’électricité. Mes souvenirs de cette période sont
sombres, comme dessinés au fusain, en revanche ma mère nous lisait
beaucoup d’histoires pour nous permettre de nous échapper. Cette
méthode d’évasion m’est restée. » Aussi, elle pense que l’éducation
est un des problèmes fondamentaux de la société arménienne
d’aujourd’hui. Selon elle, les jeunes perdent le goût de la culture
nationale, et ont ainsi moins de remords à quitter le pays. « Malgré
nos blessures, nous pouvons nous nourrir de nos innombrables richesses
culturelles ».

Aujourd’hui elle vote sans espoir, alors que le scrutin est d’une
importance considérable, Erevan représentant un tiers de la population
arménienne et l’essentiel de l’économie du pays. Elle y va comme par
devoir, sans passion, ni intérêt, et ce soir sortira comme tous les
soirs sans attendre particulièrement les résultats, qui sacreront à
nouveau, pronostique-t-elle, le parti présidentiel qui régit son pays
depuis tant d’années. Nare, ce soir, souhaitera avoir tort.
