Le fils du maire d’Artachat impliqué dans l’agression d’une Arménienne
de la diaspora

Le fils du maire d’une localité arménienne va devoir répondre devant
la justice arménienne de l’agression dont a été victime une
observatrice arméno-américaine qui suivait le déroulement des
élections présidentielles du 18 février dans une circonscription
particulièrement montrée du doigt pour l’ampleur des fraudes et
irrégularités. L’incident avait eu lieu dans un bureau de vote de la
ville d’Artachat, chef-lieu de la province d’Ararat, au sud-est de
Erevan. Narine Esmaeli, une citoyenne américaine d’origine arménienne,
accomplissait sa mission d’observation avec un observateur originaire
de Erevan, représentant une association civile arménienne. Les
observarteurs affirment avoir été attaqués par un groupe composés de
partisans du gouvernement, qui avaient bourré les urnes avec des
centaines de bulletins de vote.
Mme Esmaeli, qui avait constaté ces frauds manifestes, a aussi accuse
les agents de la police locale de l’avoir malmenée après l’incident.
Ces allégations, relayées par l’opposition arménienne ainsi que par
des groupes arméniens de defense des droits de l’homme, ont contraint
les autorités à ouvrir une enquête menée par le Service spécial
d’investigation (SIS), une instance relevant du parquet. L’affaire a
été jugée assez importante aussi pour que la Cour constitutionnelle
d’Arménie décide d’invalider les résultats officiels du scrutin dans
la circonscription d’Artachat. Dans une récente déclaration, le
Parquet d’Arménie a annoncé qu’un habitant de la region, Sergey
Muradian, avait été accusé d’avoir brutalisé Mme Esmaeli et de l’avoir
empêché d’accomplir sa mission pour des raisons de fraude électorale.
La déclaration précise qu’il avait investi le bureau de vote avec un
`groupe d’individus’ qui se sont livrés à un bourrage des urnes.
M. Muradian, qui est employé du Parlement arménien, et dont le père
Gagik, est l’actuel maire d’Artachat, risque une peine pouvant aller
jusqu’à cinq ans d’emprisonnement s’il est reconnu coupable des faits
qui lui sont reprochés. Le texte publié par le parquet général
d’Arménie précise que les autorités chargées de l’enquête
recherchaient par ailleurs les autres individus impliqués dans la
fraude électorale constatée par les observateurs dans cette
circonscription. Mme Esmaeli, qui avait rejoin en 2012 la section
arménienne de l’ONG Transparency International, a déjà eu affaire au
SIS ; elle a en effet accusé en avril ces services spéciaux arméniens
de la faire chanter avec des photos à caractère privé. Le SIS a
proposé sa proper version des faits, indiquant qu’il déternait plus de
cinq heures de film tourné dans la salle de bain de l’appartement de
Erevan dans lequel reside Mme Esmaeli. Cette video aurait été envoyée
à la Commission électorale centrale par l’ONG Europe in Law qui
assurait la mission d’observation des présidentielles arméniennes.
Mais les représentants en Arménien des ONG Europe in Law comme
Transparency International ont rejeté de telles allegations.

The president of the Parliamentary Assembly of the Council of Europe
(PACE), Jean-Claude Mignon, indicated his optimism in settling the
Nagonro-Karabakh dispute, an issue that has disrupted the relations
between Armenia and Azerbaijan for decades, through the term
presidencies of the involved countries.

At a meeting with Parliament Speaker Cemil Çiçek in Ankara, Mignon
recalled on May 13 that Armenia will begin to chair the Committee of
Ministers of the Council of Europe in a few days.

`This is a term presidency for six months. Right after that Austria’s
and then Azerbaijan’s term presidency will come. It must be seen as an
absolute opportunity. It must be seen as an opportunity to bring a
solution to the Nagorno-Karabakh issue together with great countries
in the region, of course primarily with Turkey,’ Mignon was quoted as
saying by the Anatolia news agency.

Çiçek, meanwhile, reiterated Ankara’s criticism on PACE’s referral to
the militants of Kurdistan Workers’ Party (PKK) as `activists’, as
opposed to `terrorists’.

`We expressed discomfort and disappointment due to referring to the
members of an organization as activists that were accepted as
terrorists by the EU and the UN, in an organization we participate as
an active member.’

YEREVAN, 13 May (BelTA) – Armenia is ready to support Belarus during
its Chairmanship in the Commonwealth of Independent States this year,
President of Armenia Serzh Sargsyan said following the talks with
Belarus President Alexander Lukashenko in Yerevan on 13 May.

According to the Armenian leader, the focus of the negotiations was on
the ways of strengthening cooperation between Belarus and Armenia in
international organizations. The parties shared opinions on
cooperation in the CSTO, and discussed ongoing processes in the CIS.

`We are ready to provide the necessary support to our Belarusian
friends during their Chairmanship in the Commonwealth of Independent
States,’ he added.

In addition, the President stressed that the peoples of the two
countries have special relations. `We believe that the future of our
relations should be in harmony with our historical past. We went
through the ups and downs of the past century side by side; we fought
shoulder to shoulder in the Great Patriotic War. Thousands of
Armenians fell on the Belarusian fronts. Our friendship is sealed with
blood of the fallen heroes, and we need to cherish it and build on
it,’ Serzh Sargsyan said.

On behalf of the EcoLab project, its partner organisations and donors,
we would like to state, that we consider the above mentioned reportage
as a misuse and misrepresentation of the project, its partners and
donors’ names in favour of Teghut (Lori region, Armenia)
copper-molybdenum mining project of Vallex F.M. Establishment.

We are grateful for the hosting of the study visit of the EcoLab
seminar’s participants on Sustainable Development on 30 April 2013.
The study visit included an excursion on the site and a detailed
presentation about the mining project. However, we would like to
state, that the partners and donors of EcoLab are well aware of the
large civic opposition, in Armenia and in a number of diaspora
communities around the world, to the Teghut mining project. Moreover,
they are aware of the criticisms that have been made and the concerns
that have been raised by academics, think tanks, as well as NGOs in
Armenia and internationally, concerning the lack of sustainability of
the mine from an environmental, social, economic and cultural
perspective. In fact, three of the EcoLab partner organisations
(IDHR, Peace Dialogue and Journalists’ Club `Asparez’) have been
struggling for years against unsustainable mining projects in Armenia
and through their numerous statements and actions they aim to stop
mining in Teghut for the protection and development of human life and
environment in Armenia.

Sadly, however, the above mentioned news report, which portrays a
one-sided perspective about Teghut mine, misrepresents the views of
the EcoLab project, its partners and donors. We would like to confirm
that the participants of the seminar were provided with the
opportunity to learn about the `other side of the story’ and that by
no means should it be assumed that the EcoLab partners and/or donors
are supporters of mining in Teghut or that they endorse the mining
project. The sole purpose of the visit organised by EcoLab was to
provide comprehensive information about the situation over the Teghut
issue to the young participants, so they would be able to develop
their approach and activism actions based on in-depth analysis of the
context. The mentioned video material contradicts to EcoLab’s
intention; we perceive it as abuse of confidence and as an example of
the unethical and unprofessional corporate identity of Vallex, as well
as a harmful example for the young participants of the project.

The EcoLab project is the Armenian country program of the Joint Civic
Education programme. The Joint Civic Education programme empowers
social change through active citizenship education, by providing
capacity building for young people and facilitating cooperation among
civil society professionals. EcoLab is based on the idea of Education
for Sustainable Development for young environmental activists or those
who want to take the opportunity to enhance their skills and
capacities so as to contribute to the implementation of their own
project ideas.

EcoLab’s partners are the MitOst Association (Germany), the Institute
for Democracy and Human Rights (Yerevan, Armenia), Peace Dialogue NGO
(Vanadzor, Armenia), Syunik NGO (Vayots Dzor, Armenia), and
Journalists’ Club `Asparez’ (Gyumri, Armenia). The project is funded
by the German Federal Foreign Office, the Calouste Gulbenkian
Foundation (Portugal) and the Robert Bosch Stiftung (Germany).

As We Mourn Our Losses, Do You Need Grief Counseling?

The ARS family mourns the loss of Allen Yekikian and his wife, Sosé
Thomassian, who passed away as a result of a traffic accident en route
from Armenia to Georgia. Allen Yekikian was a former Assistant Editor
of Asbarez and director of Communications of AUA, as well as a leader
of Armenian Youth Federation. His beloved wife Sosé, was a former
member of the AYF Ashod Yergat Chapter of Orange County, and a
director of the AYF Youth Corps Program.

Since the whole community is in mourning, the ARS would like to offer
some suggestions from the ARS Child, Youth & Family Guidance Center
Director, Dr. Ida Karayan, PsyD, LMFT, CBT. Psychologists who are
ready to provide individual and grief counseling to all those who
would like to seek help.

Dr. Karayan, a Family, Child and Individual Psychotherapist suggests
the following: Allow yourself to feel the feelings of sadness and
loss, as painful as they are. Remember that the feelings you are
having are moving you toward healing and acceptance. Be alone for a
while if you need to, but don’t isolate. Mourn. Participate in the
rituals that we have to help us deal with loss. Express your feelings
of sadness through talking with others, wearing black, crying, or not
crying’in whatever way you express sadness. You can even write about
it. Allow yourself plenty of time to heal. In time, the intensity of
the pain will dissipate, and a warm feeling of love will come to
accompany the feelings of loss. Remember their legacy, cherish their
memories and move forward as they wanted you to do.

Attendees marveled as Armenian culture came alive during the Armenian
Relief Society (ARS) of Western USA’s 12th Annual Cultural & Food
Festival held at the Glendale Civic Auditorium on May 4-5, 2013. Clad
in orange t-shirts, ARS members once again assumed all tasks in the
organization of this annual event, which attracts thousands of
Armenians and non-Armenians alike.

The two-day festival program commenced with ARS school students

Armenia’s opposition is in `zero field’, Republican party’s deputy
leader Galust Sahakyan told the reporters on Monday. He said its main
reason is the failure of the opposition to unite.

`We were glad that Raffi polled 37% at the presidential elections,’
Galust Sahakyan said.

He said Barev Yerevan alliance does not have legal, moreover moral
grounds to demand recognition of Yerevan City Council elections
invalid.

As to the votes the alliance has received, Galust Sahakyan said, they
were to get as much votes as they have during the parliamentary
elections.

He said if he was an opposition leader he would first of all upgrade
territorial organizations, speak with authorities and not in Liberty
Square.

`We have offered them control mechanisms, was it a bad offer?’ he
stressed, adding that Hovannisian again continued claiming president’s
post scattering the opposition.

After week-end protests in central Yerevan, veteran heroes of the
Nagorno-Karabakh war marched in procession to the Government building
on Monday afternoon to demand state guarantees for their social
protection and welfare.

Around 50 war veterans were heading to the Government, holding posters
with the slogans, `Dignified Salary to Serviceman’, `Servicemen’s
Rights are Violated’, etc.

Volodyn Avetisyan, who started a sit-in protest on Saturday, said they
all are aware that the state is capable of offering a little bit
better and more dignified life to the war heroes (despite the existing
social difficulties).

In an earlier statement published in the media, Avetisyan called for
state measures to grant money awards to the freedom fighters and
retired servicemen , as well as their families.

The war veteran claimed that it is the Armenian Government’s special
policies to pay as little money as possible to servicemen.

Speaking to reporters, Avetisyan said their crowd could be bigger
today if former freedom fighters residing in the regions could afford
the money for transport in order to join them.

YEREVAN, MAY 13, ARMENPRESS: The delegation, headed by the Chief of
the General Headquarters of the Armed Forces of the Republic of
Armenia, Lieutenant-Colonel Yuri Khachaturov, has left from the
Kingdom of Belgium. As Armenpress was reported by the Department for
Information and Public Relations of the Ministry of Defense of
Armenia, in Brussels the delegation of the Armed Forces of the
Republic of Armenia will gather at NATO Headquarters on 14-15 May for
the second Military Committee in Chiefs of Defense format of 2013.
General Knud Bartels, Chairman of the Military Committee, will chair
the discussions on NATO Transformation, Afghanistan post-2014, Kosovo
and Special Partnerships. General Philip Breedlove, new Supreme Allied
Commander, Europe (as of 13 May) and General Jean-Paul Paloméros,
Supreme Allied Commander, Transformation will support sessions with
their insights.

The 169th NATO Chiefs of Defense meeting will begin on Tuesday 14 May
with a review of NATO’s current major operations in Afghanistan and
Kosovo. Among key speakers, General Ashfaq Parvez Kayani, the
Pakistani Chief of Army Staff, will update ISAF Chiefs of Defense on
the wider regional context. The Military Committee will also discuss
the planning of the new NATO post-2014 mission in Afghanistan,
Resolute Support. With NATO’s special Partners – Georgia, Ukraine, and
Russia – the Chiefs of Defense will review the progress of
military-to-military cooperation, as well as exchanging views on
issues of regional security.

Wednesday’s meetings will focus on NATO Transformation. The Military
Committee will be briefed by Supreme Allied Commander, Transformation
on the implementation of the Connected Forces Initiative and Smart
Defense projects. NATO Chiefs of Defense will also discuss the way
forward on NATO exercises and training, specifically a high-visibility
exercise in 2015. The day will conclude with an overview of the new
NATO Command Structure and updates on all other current NATO
operations.

The aim throughout the two days will be to ensure that the NATO
Military Committee provides timely, relevant consensus based advice to
the North Atlantic Council in support of NATO’s strategic objectives.

The Military Committee (MC) is the senior military authority in NATO
and the oldest permanent body in NATO after the North Atlantic
Council, both having been formed months after the Alliance came into
being. It is the primary source of military advice to NATO’s civilian
decision-making bodies – the North Atlantic Council and the Nuclear
Planning Group.

After the end of another election cycle in which the ruling party only
consolidated its grip on power, there seems to have been a growing
appreciation in Armenia for public protests as a constitutional way of
influencing government decision-making.

A group of Karabakh war veterans have been on a sit-in in Liberty
Square in Yerevan protesting the principle by which military pensions
are calculated. More than two dozen veterans joined retired colonel
Volodya Avetisyan, who embarked on the action on Saturday.

The veterans say that the people who fought and won in the war now get
miserable pensions. They planned a march towards the government
building on Monday to present their demands regarding changes in the
system of social guarantees for retired servicemen and war veterans.

Head of the volunteer detachment `Tigran Mets’ Rubik Israelyan told
Tert.am that such a move was a serious blow to the country’s
authorities, but, at the same time, he stressed that earlier they had
unsuccessfully tried other ways to solve the problem. `Our fault is
that we have allowed some people to come and take up these posts. We
are tired of this,’ he said.

Meanwhile, citizen protests have taken place in the regions as well.
Villagers in the Armavir province of Armenia on Sunday blocked the
Hoktemberian-Yerevan road demanding that the government compensate for
the damage that they have suffered due to hail. The thing is that in
Armenia there is no system of agricultural insurance, there is no
general anti-hail system, and farmers are, in fact, left to fend for
themselves. Almost all of them have to borrow money for their
activities and then because of unfavorable weather conditions they are
unable to repay their loans. This causes them to sell their property
and leave the country.

The government provides no agricultural subsidies, nor is it willing
to assume the functions of the insurer when it comes to climate
conditions and crops.

Earlier, villagers in the Lori province had to take action against
plans for building a hydro-power plant there. In particular, they
threw the pipe brought in for the project into the gorge. Villagers
say construction of such a facility on the local river that feeds
several communities will be damaging to their economies. They had gone
through all instances, participated in hearings, but the pipes were
still brought. The simplest solution, under the circumstances, for
them was to throw them into the gorge and this has become the
brightest example of civil disobedience in Armenia yet.

There has been no effective mechanism of public opinion influencing
decision-making in Armenia for years. But in recent years, however,
the society’s voice has become louder, and there have already been
separate cases when through protest actions citizens have managed to
convince the authorities to change their original decisions (Trchkan
waterfall, Mashtots Park). But after the election of 2012-2013 the
society seems to have finally understood that protests and civil
disobedience are the only way to influence political decision-making
in Armenia.

Une observatrice arméno-américaine a été agressée lors de l’élection
présidentielle

Le fils du maire d’une ville arménienne est accusé d’avoir agressé une
observatrice arméno-américaine lors de l’élection présidentielle du 18
février. L’incident a eu lieu dans un bureau de vote à Artashat, le
centre administratif de la région de l’Ararat. Narine Esmaeli, une
citoyenne américaine d’origine arménienne, contrôlait avec un
observateur basé à Erevan le déroulement du vote lors de la
présidentielle.

Les observateurs affirment qu’ils ont été attaqués par un groupe de
partisans du gouvernement. Les allégations, reprises par l’opposition
arménienne et des groupes civiques, ont entraîné l’ouverture d’une
enquête criminelle menée par le Service Spécial d’Investigation (SIS),
un organisme de répression subordonnée aux procureurs de l’État. Ils
ont également conduit la Cour constitutionnelle de l’Arménie à
invalider les résultats du vote officiel dans l’enceinte de la région
de l’Artashat.

Dans un communiqué publié cette semaine, le Bureau du Procureur
général a annoncé qu’un homme local, Sergey Muradian, a été accusé
d’avoir frappé Esmaeli et d’entraver son travail dans le but de
frauder. Selon le communiqué, il a fait irruption dans le bureau de
vote avec un groupe d’individus qui aurait bourré les urnes.

Muradian, qui travaille comme collaborateur au Parlement arménien et
dont le père est le maire actuel d’Artashat, devra faire face à une
peine d’emprisonnement de cinq ans s’il est condamné par le tribunal.
Les procureurs ont indiqué que les autorités répressives vont chercher
les autres hommes impliqués dans cette affaire. Narine Esmaeli, qui
est arrivée en Arménie l’année dernière pour faire un stage avec la
branche locale de Transparency International, a accusé le SIS de faire
du chantage avec elle en lui demandant des photos intimes qui ont été
prises secrètement. Le SIS et les procureurs ont porté plainte contre
le fils du maire d’Artashat dans les semaines suivantes.
