une declinaison d’evenements : colloques, expositions, concerts…

dans des lieux emblematiques de la ville : Place Bellecour, Auditorium,
Bibliothèque municipale, Fondation Bullukian, Institut Lumière,
Halle Tony Garnier, galeries d’art…

Contre la negation de tous les genocides

Au coeur du message que souhaite porter la Ville de Lyon se trouve bien
sûr l’hommage aux victimes du premier genocide du 20ème siècle et sa
reconnaissance internationale, mais aussi l’idee d’universalite de la
memoire. Une position symbolisee par le Memorial edifie en 2006 place
Antonin Poncet : 36 pierres blanches qui se dressent au coeur de la
cite pour les victimes armeniennes et celles de tous les genocides,
pour le respect des Droits de l’Homme et de l’identite des peuples,
pour le souvenir et la prevention de tous les crimes contre l’humanite.

Lyon et l’Armenie : cooperation internationale et diaspora dynamique

Historiquement, Lyon a tisse des liens forts avec l’Armenie. De
nombreux rescapes du genocide s’y sont installes. La communaute
armenienne de l’agglomeration compte aujourd’hui 40 000 membres, ce
qui en fait la troisième de France après Paris et Marseille. Cette
communaute s’appuie sur un tissu associatif local très actif, federe
par le CCAF (Conseil de coordination des organisations armeniennes
de France).

Parallèlement, Lyon, jumelee avec la capitale Erevan, a multiplie
ces dernières annees les accords de cooperation et les echanges
economiques, notamment après le seisme qui a ravage la region de
Spitak en 1988. Cette relation etroite avec l’Armenie, la Ville de
Lyon entend bien la valoriser au fil de cette annee de commemorations.

Tour d’horizon des manifestations soutenues par la Ville…

EXPOSITIONS Alep 1915… Temoignages – photographies de Rajak
Ohanian, a la Fondation Bullukian. Du 5 mars au 16 mai. Parti d’un
travail personnel sur l’histoire de son père rescape du genocide,
Rajak Ohanian realise une oeuvre universelle de denonciation de la
barbarie. Ce temoignage saisissant du photographe lyonnais d’origine
armenienne est compose de 14 photographies grand format en noir
et blanc. Elles representent des vues de la ville syrienne d’Alep,
hachurees de phrases de philosophes et d’historiens, de documents
historiques, telle une tentative de sauver de l’oubli l’ensemble des
victimes de la barbarie humaine.

Cette exposition est proposee par la Bibliothèque municipale de Lyon,
en partenariat avec la Fondation Bullukian et le CNMA de Decines.

“Le cri du silence” Antoine Agoudjian. Galerie le Bleu du Ciel. Du
3 avril au 13 juin. Depuis près de 30 ans, le photographe Antoine
Agoudjian, s’attache a faire vivre la memoire des Armeniens. Lui
qui est ne en France et appartient a la troisième generation de la
diaspora propose une vision qui associe une introspection artistique
a un temoignage vivant et pionnier sur la cause armenienne. Il est
le seul photographe a avoir expose dans une galerie d’art en Turquie
sur le thème de la memoire du peuple armenien.

CONCERTS System of a Down – Wake up the soul tour 2015. Halle Tony
Garnier le 14 avril a 19 h 30.

Ce groupe californien, figure mythique du heavy metal, dont tous les
membres sont d’origine armenienne, porte un engagement politique fort
dans ses chansons, se faisant le porte drapeau de grandes causes,
notamment la reconnaissance du genocide des Armeniens.

En cette annee du centenaire, ils en ont fait le coeur de leur tournee
Wake up the souls. Ils ont choisi Lyon pour leur unique date de concert
en France. “Cent Concerts a la memoire du genocide des Armeniens
de 1915”. Auditorium de Lyon : concert Steinbacher et Mamikonian –
24 avril 20h30.

Le 24 avril, jour officiel de la commemoration internationale du
genocide des Armeniens, l’auditorium de Lyon accueille un concert
exceptionnel dans le cadre du projet “Cent Concerts a la memoire
du genocide des Armeniens de 1915” et sa programmation des “grands
interprètes”. Le grand pianiste armenien Vardan Mamikonian, specialiste
du repertoire romantique, se produira aux côtes de sa complice la
violoniste mondialement reconnue Arabella Steinbacher. Au programme
Bach, Chopin et Arno Babajanian.

CONFERENCES / DEBATS Conference : “Histoire des Exactions contre les
Armeniens”. Mairie du 3e arrondissement, le 24 mars.

Proposee par l’A.P.E.C.L.E (Association Pour les Echanges et la
Cooperation entre Lyon et Erevan), animee par Maxime Yevadian,
Professeur a l’Universite Catholique de Lyon. Conference : “Les
Armeniens : histoire d’un peuple en diaspora”. Bibliothèque municipale
de Lyon 1er, le 3 avril a 19h30.

Organise par le C.N.M.A. et l’A.C.A.L Association Culturelle Armenienne
de Lyon Veillee commune pour les trois genocides des Armeniens, des
Juifs et des Tutsi. Mairie du 3e arrondissement, le 15 avril a 18h30.

Au programme : presentation historique par Pierre-Jerôme Biscarat
(historien a la Maison d’Izieu), projection de films, lectures
entrecoupees d’intermèdes musicaux, debat avec le public.

Organisee par le cercle de la Pensee juive liberale en association
avec le CNMA Centre National de la Memoire de Decines, la LICRA,
l’association Tutsi Ibuka et le CCAF. Conference : “Regards croises
100 ans après le genocide des Armeniens”. ENS Lyon (Amphitheâtre
Descartes), le 6 Mai. En presence de Pinar Selek, docteur honoris
causa de l’ENS de Lyon. Cette ecrivaine turque, sociologue, militante
antimilitariste feministe vit en exil en France. Conference
internationale : “Rôle du facteur religieux dans le processus
genocidaire”. Universite Lyon II (grand amphitheâtre), le 20 Juin.

Sous la direction de Jean-Pierre Mahe et presidee par le Dr Yves
Ternon, historien specialiste des crimes contre l’humanite. En
partenariat avec le CCAF MISSION 2015 et le conseil scientifique
international.

LE 24 AVRIL 2015 : CEREMONIE D’HOMMAGE SOLENNEL

Lyon : au coeur de la commemoration regionale A la suite de l’office
religieux en l’Eglise apostolique armenienne situee dans le 3e
arrondissement, un cortège se rendra place Bellecour. Un depôt de
gerbe aura lieu devant le memorial lyonnais du genocide des Armeniens
a 17 heures.

Une minute de silence sera respectee avant les allocutions des
representants officiels de la Ville de Lyon, du CCAF et de l’ensemble
des autorites.

La ceremonie sera ponctuee d’intermèdes musicaux.

A 19h15, les cloches de France sonneront pour la memoire des victimes.

Buenos Aires Adopts Resolution On Armenian Genocide Centennial

BUENOS AIRES ADOPTS RESOLUTION ON ARMENIAN GENOCIDE CENTENNIAL

BUENOS AIRES, MARCH 13, ARMENPRESS: The city council of Buenos Aires
adopted unanimously a resolution on the centennial of the Armenian
Genocide, which says that in the beginning of the previous century
a million and a half Armenians were killed in the Ottoman Empire.

Armenpress reports, citing PrensaArmenia.com.ar that the resolution
states that April 24 is the first genocide of the 20th century. The
resolution also says that the city council supports the events,
dedicated to the centennial of the Armenian Genocide as a sign of
solidarity and respect for the victims of the Genocide and their
generations.

“These events are not only commemoration ceremonies. They should
help respecting the generations and condemning the crimes against
the humanity. And the historical justice should be revealed”, –
says the resolution.

“For years the city council of Buenos Aires has supported the
international recognition of the Armenian Genocide and is always
next to the Armenian people in this issue”, – said the Head of the
Armenian National Committee of South America Carolina Karagyozyan.

CSUN Student Government Passes Armenian Genocide Resolution

CSUN STUDENT GOVERNMENT PASSES ARMENIAN GENOCIDE RESOLUTION

Members of CSUN’s Armenian Student Association, Alpha Gamma Alpha
Sorority, and Alpha Epsilon Omega Fraternity

NORTHRIDGE, Calif.–On Monday, March 11, the student government
at California State University, Northridge (CSUN), voted to pass
a resolution designating the month of April 2015 as a “Month of
Commemoration for the 100th Anniversary of the Armenian Genocide
of 1915.”

This resolution reconfirmed and expanded on previous stances of the
CSUN Associated Students Senate, which has recognized the Armenian
Genocide and incorporated a moment of silence at a senate meeting
each year.

With nearly 10 percent of its 40,000 students of Armenian heritage,
CSUN has the largest Armenian student population at a university
outside the Republic of Armenia. Six individuals within Associated
Students, the largest number of Armenians on the board in a given
year, authored this resolution in special recognition of the Armenian
Genocide centennial.

CSUN Associated Students calls on United States President Barack Obama
to provide federal support and recognition of these atrocious crimes
against humanity and work toward equitable, constructive, stable,
and durable Armenian-Turkish relations based upon the Republic of
Turkey’s full acknowledgment, with reparations, of the facts and
ongoing consequences of the Armenian Genocide.

“Education is at the forefront of this resolution,” stated Talar
Alexanian, A.S. Vice President. “It’s important to raise awareness
about the Armenian Genocide and its continued denial by the Republic
of Turkey to all members of the CSUN community, regardless of their
ethnicity or national origin. We must also commend our faculty who
actually teach about the genocide and related human rights issues.”

This resolution now allows CSUN AS to host a special presentation on
the Armenian Genocide and its commemorative events in collaboration
with the CSUN Armenian Student Association and Armenian Studies
Department on the week of April 24th each year. It also introduces a
“tradition of the rose” ceremony, a student tradition to lay roses
at the foot of the campus Matador Statue, in honor of the 1.5 million
victims of the genocide.

“As a fourth generation survivor living in the diaspora, passing this
resolution was very near and dear to my heart,” said Armenian Student
Association member Puzant Berberian.

Members of the Armenian Student Association, Alpha Gamma Alpha
Sorority, and Alpha Epsilon Omega Fraternity were also present at
the meeting in full support of this measure.

James Warlick’s Statement Significant – David Babayan

No doubt, it was a significant statement, David Babayan, Spokesman
for the President of the Nagorno-Karabakh Republic (NKR), told Tert.am
as he commented on a statement by US Co-Chair of the OSCE Minsk Group
James Warlick.

In an interview with Azeri news agency APA, Mr Warlick stated that
“the interests of the people of Nagorno-Karabakh will have to be
taken into account in a negotiation process.”

“Although it was indirectly said, it is clear that the
Karabakh-Azerbaijani conflict cannot be settled without
Nagorno-Karabakh’s participation. We consider this statement an
important one,” Mr Babayan said.

No one can represent the Artsakh people’s interests better that the
Artsakh people themselves.

“Practice has proved that the conflict is impossible to settle without
Artsakh’s participation. It is Azerbaijan’s position rather than that
of the OSCE Minsk Group that prevents Artsakh from participating in
the negotiations,” Mr Babayan said.

“All sober-minded people – especially diplomats – are well aware of
the need for restoring a full format.”

With respect to preparations for the Armenian and Azerbaijani
presidents’ next meeting, he said:

“I think that emphasis will be placed on maintaining peace at the
next meeting because Azerbaijan has recently committed gross ceasefire
violations.”

Moreover, Baku is expected to host the 2015 European Games, and
maintaining peace and ceasefire will be of even greater importance.

“Maintaining the ceasefire, peace and stability is progress. We
should not consider the conflict settled. We should have the most
realistic view – preserving peace and stability in the region, and
this is actually the aim of all the meetings,” Mr Babayan said.

As regards Mr Warlick’s statement that releasing the Azerbaijani
saboteurs would be considered a humanitarian gesture, Mr Babayan said:

“We showed the best humanism by not lynching the saboteurs. We proved
their guilt in a transparent trial, in conformity with democratic
standards.”

Both Kurds and Armenians have decided not to accept the policy of
imposed Turkish identity any more, Fréderike Geerdink, the only
foreign journalist settled in Diyarbakir, said in an interview with
Agos daily.

“The position of the Armenians and Kurds perfectly explains the
foundations of the State of Turkey. The imposed Turkish identity is
of both an inclusive and exclusive character. The policy towards the
Kurds has always been forcefully inclusive: you HAVE TO be one of us,
you have to be a Turk, and this is because Kurds too are Muslims.

Towards the Armenians the policy was explicitly exclusive: You are
not Muslims, so you can never be a part of us. Not only with concrete
measures like the Wealth Tax, but also with psychological warfare,
picturing Armenians as traitors, as enemies within,” she said.

Geerdink said she learned about this in the days after the murder
of Hrant Dink. “He was murdered when I had been in Turkey for only
a month, and I spent days in front of Agos, making one of my first
big stories as a Turkey correspondent, for which I talked to many
Armenians. I was so impressed by this grief, and the people I talked
to were so good in explaining the situation of Armenians in Turkey,
it was like a crash course for me. I still get goose bumps when I
think back to those days.”

“But both Kurds and Armenians have decided not to accept these policies
any longer. Hrant Dink did so much to make Armenians more visible, to
take away their fear of showing themselves, and the Kurdish movement
has done the same for Kurds. Both groups are making huge contributions
in helping break down the State system that cares only for the State
and not for the people. One day this will lead to, I hope, a beautiful
result, a democratic Turkey,” she said.

Fréderike Geerdink, the only foreign journalist who is settled in
Diyarbakır, and who has lived in Turkey since 2006, has recently
published her book ‘Roboskî: Gencler Oldu (Roboskî: The Young Died)’
on the massacre the families in Roboskî faced. The book focuses
on this massacre to delve into the history of the Kurdish question,
and also follows Geerdink’s personal story of confronting the issue
as she lived for many months with the Roboskî families.

ARMENIAN CANADIAN CONSERVATIVE ASSOCIATION MEMBERS MEET WITH PRIME MINISTER HARPER

Today, members of the Armenian Canadian Conservative Association
(ACCA) met with Canadian Prime Minister Stephen Harper shortly after
he announced upcoming changes to legislation affecting Canada’s
justice system.

The Prime Minister was accompanied by the Honorable Peter MacKay,
Minister of Justice, and Ms. Roxanne James, the Parliamentary Secretary
to the Minister of Public Safety and Emergency Preparedness.

Approximately twenty ACCA members were present, led by their Chair
Vatche Demirdjian and Vice-Chair Sevan Hajinian, who reiterated to the
Prime Minister the organization’s support for Canada’s Conservative
Government and its governing principles.

After Prime Minister Harper congratulated ACCA members for the founding
of their organization, Ms. Hajinian provided the Prime Minister with
a copy of her book, The Armenian Genocide Denied.

LEVON ZURABYAN: DICTATOR’S ATTEMPTS TO EXTEND THEIR STAY IN POWER ARE ALWAYS MET BY PROTESTS

With the controversial constitutional amendments Serzh Saragsyan
wants to extend his stay in power for a third term, says Head of the
Armenian National Congress (HAK) faction Levon Zurabyan.

“The president in Armenia is prohibited by the country’s Constitution
from running for a third consecutive term. Many in Armenia view the
need for reforming the Basic Law as an attempt by Serzh Sargsyan,
and his ruling Republican Party of Armenia (HHK) to ‘perpetuate’
their power. The switch to a parliamentary system of government
through the change of the Constitution will allow Serzh Sargsyan and
his associates to ensure their reproduction,” Zurabyan told A1+.

This came after Serzh Sargsyan announced the start of active
discussions with different political forces around the constitutional
reform.

Levon Zurabyan says history has shown that in countries where dictators
tried to extend their stay in power by changing the Constitution,
they were met by serious protest by people.

“I do not think that Armenia will become an exception,” he said adding
that the HAK will oppose the reform. “Even if there are political
forces, who are in favour of turning Armenia into a parliamentary
republic, they will admit that it cannot be done through rigged
elections by a regime whose primary aim to retain power. The forceful
transition to a parliamentary republic by the scenario of a dictator
will discredit the parliamentary system of government. We all realize
the consequences and even those who are in favor of a parliamentary
republic but adhere to democratic values should thwart Serzh Sargsyan’s
efforts to change the Constitution,” he said.

VivaCell-MTS Supports National Center For Oncology In Getting State-

VIVACELL-MTS SUPPORTS NATIONAL CENTER FOR ONCOLOGY IN GETTING STATE-OF-THE-ART FLUOROSCOPY AND RADIOGRAPHY DEVICE

VivaCell-MTS continues cooperating with the National Center for
Oncology after V. Fanarjyan. This year the center has acquired a
“Plessart VIVO” (“Toshiba”, Japan) universal remote control digital
fluoroscopy and analog radiography comprehensive device. The company
has provided AMD 60 million for the acquisition of the equipment,
the press service of VivaCell-MTS reports.

“The Armenians often have to go abroad in order to undergo oncological
examinations and receive medical treatment. This has a negative effect
on the patient both from financial and psychological perspectives. The
reason for their decision is the lack of necessary equipment in
the Armenian medical centers: even highly qualified doctors need
state-of-the-art devices to carry out comprehensive examination of
the patient. I hope that the support VivaCell-MTS provides will add
to the efficiency of the doctors’ efforts and will relieve the worries
of patients,” VivaCell-MTS General Manager Ralph Yirikian commented.

Annually, the National Center for Oncology provides treatment to over
10,000 patients suffering various oncological diseases. Having a status
of a national center, the hospital provides medical assistance to the
whole country. 80 to 100 X-ray examinations (of lungs, osteo-muscular,
gastrointestinal systems and other) are carried out at the center
every day. The device used at the center till recently has been
in exploitation since the Soviet times. The introduction of the
newly obtained equipment will considerably increase the accuracy of
examinations and improve the results of the treatment.

VivaCell-MTS has been readily stretching hand to the National Center
for Oncology since 2010; as a result of the cooperation the center
has been refurbished with state-of-the-art devices. For this end,
the company has already made a total investment of more than AMD
178 million.

Polling conducted by the Russian Public Opinion Research Center
(Vtsiom), post-Soviet Russia’s oldest polling institution, has found
that 94 percent of Russians would not like to see a Euromaidan-like
scenario in Russia, and 76 percent are confident that such a revolt is
“not possible in principle.”

Country – Poll Respondents from across Russia’s regions in both cities
and rural areas are unified in their opposition to Euromaidan, with
nearly 19 in 20 saying that they would not like to see a repeat of
the scenario in Russia, with two percent saying the opposite and four
percent finding it difficult to answer. Meanwhile, 76 percent noted
that a Euromaidan-like color revolution is “not possible in principle”
in Russia with 15 percent saying the opposite and nine percent finding
it difficult to answer.

This leaves opinion virtually unchanged from a poll conducted a year
ago, in February 2014, when 75 percent of respondents gave the view
that a Maidan scenario in Russia would be impossible; 15 percent said
that it was, and 10 percent found it difficult to answer.

Valeri Fedorov, Vtsiom’s General Director, noted that Russians are
in principle fearful of revolutions, given the country’s turbulent
history, adding that they are particularly fearful of the Ukrainian
scenario: “People seem to realize that these revolutions result not
only in confusion and chaos, but also in serious negative consequences
for Russia…An ‘Orange Revolution’ took place as far back as 2004
[in Ukraine]. Last year, Russians had the most negative expectations
[toward a repeat in 2014]. They expected an economic downturn, policy
reversals, a socioeconomic crisis, etc. These were the expectations,
and now a year has passed, and it turned out that everything is even

Earlier this week, polling conducted by the Public Opinion Fund
found that 60 percent of Russians hope for improved relations with

be possible only in the long term; ten percent found it hard to answer.

Meanwhile, 64 percent believe that Ukraine will not be able to join
the European Union, and 20 percent said the opposite; 59 percent
believe that Ukraine will not be able to join NATO, and 22 percent
said the opposite.

INAUGURATION DE CARREFOUR A EREVAN

La multinationale Carrefour a enfin inaugure un hypermarche en
Armenie après plus d’un an de speculations sur l'”imminence” de
cette ouverture.

Le president armenien Serge Sarkissian et les principaux membres du
gouvernement armenien ont assiste hier a la ceremonie a Erevan Mall,
le centre commercial tentaculaire de la capitale armenienne.

L’accord entre Carrefour et Erevan Mall a ete signe en mai 2014 en
presence des resident Sarkissian et Hollande, alors en visite en
Armenie dans le cadre de sa tournee au Caucase du Sud.

Après la ceremonie d’inauguration organisee par Taron Markarian,
maire d’Erevan, et le manager de Carrefour en Armenie, Christian De
Nale, Serge Sarkissian et d’autres elus ont visite l’endroit.

Carrefour avait prevu de lancer son premier magasin dans un autre
centre commercial Erevan, Dalma Jardin, peu de temps après que ce
dernier a ouvert ses portes aux clients fin 2012. Cependant, ces plans
ont ete mis en attente pour des raisons encore obscures. La societe
francaise a ensuite cite la necessite de poursuivre “la recherche du
marche armenien.”

Des rapports dans la presse armenienne en 2013, cependant, ont accuse
un homme d’affaires local, proprietaire d’une chaîne de supermarches a
Erevan, d’utiliser ses liens etroits avec le gouvernement armenien pour
contrecarrer l’arrivee de Carrefour en Armenie. L’homme d’affaires,
Samvel Alexanian, et le gouvernement ont nie.
