Margarita Khachatryan to the Military Prosecutor’s Office: `None of our cases will be disclosed.’

Today the president of `Soldier’ Coordinating Council Margarita
Khachatryan, in a conversation with Aravot.am expressed her distrust
about the initiative of the Military Prosecutor’s Office. According to
the statement of military prosecutor’s office, a working group was set
up to examine criminal cases with death outcome in the Armed Forces.

As Margarita Khachatryan observed, `I do not think that the public’s
trust will increase from it. I do not particularly cherish the hope
that something will be revealed. I should be an independent body to
explore. I have my son’s experience, what sufferings I bear to reach
everything. I live today with suffering because the case is not
revealed.

I’m experiencing a lot of pain when I see protesting mothers of
victims’. I live in great sorrow. This initiative for them can not be
a hope.’ Ms. Khachatryan has no idea whether she will be involved in
the working group, or not. She said that she had not received an
invitation yet, and it still needs to be discussed, which are
non-governmental organizations that can participate in these
activities. `We cooperate with the Ministry of Defense. Those who have
3 years of working experience in the army, will be invited. Today,
after the board meeting, it will become clear who are invluded.’ As
Margarita Khachatryan said,- `I know them very well and I’m sorry that
nothing will be changed from that work. None of our cases will be
disclosed.’ To our question that the working group should consider
only those criminal cases, the final decision of which was made after
1 January, 2011, whether it is not suspicious, Margarita Khachatryan
said,- `Of course, there is a suspicion. If the case of `98 is not
disclosed, why did they take the criminal cases after 2011? According
to the preliminary version, the military police, according to
preliminary version, the investigation of the scene of the case, if
initially are distorted, the criminal cases will proceed distorted to
the end.

Citing reliable sources, Iravunk reports that MP Vahe Hakobyan will be
appointed governor of Syunik province. According to the paper, making
use of that circumstance, former governor Suren Khachatryan asks Maxim
Hakobyan and Vahe Hakobyan to help him be elected MP from electoral
district #38. Earlier, Khachatryan tried to get approval from the
authorities, but all his attempts have failed, the paper says.

pan-Armenian session of lawyers organized by the ministry of
Diaspora and pan-Armenian conference of lawyers. In the session take
part about 100 famous lawyers from Armenia, Artsakh and
Diaspora. `Armenpress’ was informed from press and public relations
department of Diaspora ministry that Minister Hranush
Hakobyan introduced during the session the address of President Serzh Sargsyan.

Welcoming the participants of the conference Hranush Hakobyan said:
`Before the 100 th anniversary of Armenian genocide it is very
important to put our struggle on a scientific and more organized
basis. 100 years have passed since genocide but Armenian nation
today exists, has two states and powerful Diaspora, so our struggle
for historical justice is still ahead’.

With a welcoming speech performed President of Constitutional Court
Gagik Harutyunyan, Minister of Justice Hrayr Tovmasyan,
Prosecutor General Aghvan Hovsepyan, Human Rights defender Karen
Andreasyan, Minister of justice of Nagorno-Karabakh Republic
Ararat Danielyan. Congratulating the participants on occasion of
Constitution Day the speakers stressed the importance of further
actions
in legal sphere for recognition of Armenian genocide and forovercoming
international challenges the preparation of young specialist of
international
law who will introduce the legal discussion of thematter in international field.

Heirs of victims of the Armenia genocide should receive compensation,
churches and church lands should be returned to the Armenian Church,
Armenia should have its lost territories back, said the prosecutor
general of Armenia Aghvan Hovsepyan.

He said that it is necessary to carry out an international expertise
of international documents relating to the Armenian people and their
territories. We have territorial disputes both with Turkey and
Azerbaijan. It is necessary to work out a package of documents and
submit them to the International Justice Court of the UN, said the
prosecutor general.

This is a sensation. Despite the process of normalization of the
Armenian and Turkish relations started in 2008, Armenia never said
about presenting territorial claims to Turkey, but affirmed it was
ready to accept normalization without preconditions. This approach was
considered inexpedient not only in Armenia and in the Diaspora, but
also within the international community, which was at a loss how
Armenians could speak about normalization without presenting claims to
Turkey.

Today’s Turkey was established on historical territories of ethnic
communities, including Armenians. Before the 50th anniversary of the
genocide, in 1968, the Soviet Armenia had never recalled about
genocide, while after independence in 1991, everyone tended not to
voice territorial claims. First president of Armenia Levon
Ter-Petrosyan used to say then that Pan-Turkism had lost its content
as a political factor and that any call for a `crusade’ will only turn
it back into itself, making Armenia a target of pan-Turkism and
pan-Islamism.

In his speech at the UN summit in September 2000, second president of
Armenia Robert Kocharyan noted that the `ongoing denial of the
Armenian genocide in Ottoman Empire by modern Turkey strengthens our
aspiration to achieve historical justice’.

So far this has been the highest bar of claims of Armenia. But the
statement of the Armenian prosecutor general passed this threshold:
actually Armenia has officially issued territorial claims to Turkey.

Actually Armenia refuses to fulfill Turkey’s demand to surrender some
regions of Karabakh to Azerbaijan in exchange of opening the borders.
If you don’t want to open borders, we will choose another way,
Armenians say.

Times are not the best for Turkey’s leadership: Kurdish reconciliation
stalled, Assad in Syria is victorious, the Islamist government has
been overthrown in Egypt, some warming is planned between the U.S. and
Iran. Against this background, the territorial claims of Armenia can
be a catalyst for the collapse of Turkey, which has not been able to
become a neo-Ottoman Empire.

Entrepreneur Rastkar Ebrahimkhalili applied to RA government for
obtaining a license for import and trade of narcotic drugs and
psychotropic substances.

His request is already included in the draft agenda of tomorrow’s
government session.

Who Ebrahimkhalili is and what are the medicines imported, remains
undisclosed. But it comes out that the entrepreneur has an Armenian
registration. His address is Komitas 38/18, Yerevan and the office
address is Erebuni, Arin Berd Street 6.

PanARMENIAN.Net – A war in Karabakh would mean a loss of sovereignty
for Baku in a short-term perspective, with a further fragmentation of
the territory, an expert said.

`Most probably, Baku is mulling an option of a war as a distracting
and consolidating element ahead of presidential elections. However,
one hopes for common sense to take the better of President Aliyev and
that he, as a reasonable man, won’t risk destruction of his country
for tactical gain,’ REX quoted Aleksey Martynov as saying.

The expert further refuted the idea that Azerbaijan will be allowed to
fight in Karabakh using Russia-supplied weapon.

`Moscow may lay a claim for Baku, Ganja and Karabakh as Russian lands
passed over by Persia 200 years ago under the Treaty of Gulistan. No
one has cancelled the treaty yet. Maybe that will succeed in cooling
off Baku hotheads who’re spurring Azerbaijan towards a catastrophe,’
the expert said.

The Armenian mass media reported that the National Security Service of
Armenia has disclosed informers of Azerbaijan and possibly also
Turkey. At the same time, Armenia has launched a broad and consistent
propaganda in line with Russian interests, and it directly underpins
the Armenian national interests.

These people call themselves political scientists and experts, their
task is approval and justification of every action by Russia. Russia
is always right, even if it supplies weapon to Azerbaijan which will
be used to destroy Armenia, kill tens of thousands of people, first of
all in Nagorno-Karabakh.

Some of these people are citizens of Armenia, others are citizens of
Russia with Armenian family names. This is a strange circumstance
because doing something similar in Georgia or Azerbaijan would be
impossible. It should be explained because it affects national
security.

One can state with confidence that some of these Russian bootlickers
are officers of the National Security Service of Armenia. The
leadership of the Armenian NSS might have insufficient awareness about
the activities of their staff members who, besides pro-Russian
activities, are doing such an unattractive thing as collecting
information and recruiting young staff among political and public
organizations with information and analytical writing skills.

Why is the leadership of the NSS of Armenia interested in intentional
support of interests of Russia? besides, the Russian agents are
covered up in Armenia. For the time being, there is one suggestion –
the Armenian NSS is autonomous from the political leadership of
Armenia.

The following deliberations might be interesting. Armenia still lacks
an analytical community, strange things are happening among analysts,
the attempts to set up think tanks are hindered. Most probably, there
are different interest but currently one can state with confidence
that the Armenian National Security Service is interested.

There may be different reasons but the main motivation of this policy
of the NSS is fears from emergence of public organizations which will
be able to not only come up with initiatives relating to problems of
security but also issues of alternative policy which contradicts
Russias’ interests and its influence on the Armenian NSS.

It should be noted that Armenia lacks the practice of development of
foreign and security policies. The main threat to the Armenian
national security is not those caught informers but the regular policy
on information and propaganda. Someone should deal with these
problems.

Gazprom s’est déclarée prête à baisser le prix de son gaz naturel
fourni à l’Arménie en échange de l’acquisition en pleine propriété du
réseau de distribution du gaz du pays.

Les deux parties ont commencé à négocier sur la possibilité que le
gouvernement arménien céde sa part restante de 20 pour cent dans le
réseau ARG à Gazprom après que le prix du gaz soit officiellement
passé de 190 $ à 270 $ pour mille mètres cubes ce printemps. Le
gouvernement s’est engagé à subventionner le nouveau prix de 30 pour
cent avec un soutien financier dont elle espère obtenir de Moscou.

Armen Movsisian a discuté de la question avec Alexey Miller, le
président de Gazprom, à Moscou, le 17 Juin. Movsisian a nié par la
suite tout lien entre le tarif de gaz et la volonté apparente de son
gouvernement d’augmenter la part de la Russie dans ARG de 80 à 100
pour cent. Il a dit que le produit de la vente de sa participation de
20 pour cent dans le distributeur de gaz ne serait pas suffisant pour
financer la subvention.

Cependant, Sergey Kuprianov porte-parole de Miller a affirmé
l’existence d’un tel lien dans une interview avec la station de radio
Ekho Moskvy. « Le prix de l’Arménie a en effet augmenté, et nous
sommes maintenant prêt à tenir des négociations pour voir quel schéma
pourrait diminuer ce prix », a-t-il dit. ‘Il est entendu que nous
pouvons être d’accord sur la baisse des prix en Arménie parce que
notre joint-venture [ARG] exerce son activité. Nous serons
probablement en mesure d’augmenter notre participation et cela créera
une possibilité supplémentaire de réduire le prix ».

Le ministère arménien de l’Energie a refusé de commenter la
déclaration de Kuprianov citant l’absence de Movsisian du pays. Il
n’était pas clair si le ministre s’est rendu à Moscou à nouveau pour
de nouvelles discussions.

Armen Movsisian a déclaré aux journalistes plus tôt ce mois-ci que le
gouvernement est prêt en principe à faire de Gazprom le seul
propriétaire d’ARG. Cela a vivement été critiqué par les groupes
d’opposition. Ils disent que l’Arménie va maintenant avoir encore
moins son mot à dire dans la gestion du réseau de gaz domestique.

Les remarques de Kuprianov ont été interprétées par Vahagn
Khachatrian, membre éminent du Congrès national arménien, comme une
preuve supplémentaire qu’Erevan et Moscou ont déjà atteint un `accord
de principe` sur la vente de la participation minoritaire dans ARG. «
Les autorités arméniennes cachent tout à leurs citoyens » a-t-il dit.

The major problems facing the Armenians of Iran are socio-economic in
nature, but the recognition and condemnation of the genocide of 1915
remains the priority for the members of the large Armenian community
in this country, said at a press conference in Yerevan on July 3
Khanlarian Karen, one of the two Armenian deputies in the Parliament
of the Islamic Republic of Iran. He said that the issue of genocide
perpetrated in the Ottoman Empire was paramount for the Armenians in
Iran and elsewhere in the Diaspora and Armenia. In this regard, Mr.
Khanlarian stressed that the Armenian community of Iran expected the
newly elected Iranian President Rouhani it include in its agenda the
issue of official recognition of the Armenian Genocide.

The Armenian community of Iran expected much from the new president,

normalizing relations with the West, including Armenia could only

representation of Armenians in the political life of the country. “Now
that the elections have taken place, we will try to strengthen ties
with Hassan Rouhani,” said Mr. Khanlarian. The deputy recalled that on
the eve of April 24, the vice president of the Iranian Parliament
condemned the genocide of the Armenians, who had previously been
denounced by former President Ahmadinejad, whose predecessor Khatami
had also visited the memorial Tsitsernakaberd in Yerevan and a tribute
to the victims of the 1915 genocide.

Established in the country for centuries, the Armenian community of
Iran count 60 000 to 70 000 members. Relatively well integrated,
Armenians of Iran, however, have emigrated massively in recent
decades, mainly for socio-economic reasons, explained Khanlarian,
noting that most Armenians who left Iran chose s’ install the Etts

Mr. Rouhani, who served the function of secretary of the Supreme
National Security Council of Iran and as such had the opportunity to
meet with his Armenian counterpart Serzh Sargsyan few years ago, was
elected president on June 14 with just over 50% of the vote in an
election, the 11th since the founding of the Islamic Republic, marked
by a stake of 72.7%. Mr. Khanlarian noted that Mr. Rouhani considered
the armeno-Iranian relations as a priority of its diplomacy and
therefore his presidency gave hope development of bilateral
cooperation.

`Germany and France apply the OSCE weapon embargo towards Armenia and
Azerbaijan,’ French ambassador to Azerbaijan Pascal Monye said in
response to a question raised by APA concerning article published on
the Armenian website about MILAN anti-tank missile systems sold to
Armenia.

`I have no precise information about this sale which is very highly
improbable, because the export of military equipment would be in
contradiction with these sanctions. The French side is now
investigating the information and the source it came from.’

Armenian razm.info military website released photos of MILAN anti-tank
missile systems bought by Armenia. But information about the number of
the missile systems and where they were bought from was not given.
MILAN anti-tank missile systems are co-produced by France and Germany.
MILAN has been produced since 1962 and the effective range of fire of
the missile is 75-2000 meters.
