TURKEY KEEPS ON REFUSING TO RECOGNIZE ARMENIA AS WTO MEMBER – ARMENIAN MINISTER TO TURKISH REPORTER

Speaking at the 5th international media forum ‘At the foot of Ararat’
Armenia’s Minister of Economy Karen Chshmarityan presented stages of
Armenia’s economic development since the country gained independence
and dwelt on the current situation.

Armenia has created favorable conditions for foreign investments,
and investors can be sure they will not lose their money.

The reporter of the Turkey-based Zaman newspaper asked Mr Chshmarityan
if Turkish businessmen could start businesses in Armenia. The minister
said that Turkey has not so far recognized Armenia as a member of
the World Trade Organization (WTO).

“It was for the first the first time in the WTO’s history that Turkey
had applied Article 13 of the agreement to Armenia: Turkey did not
object to Armenia’s membership in the WTO, but it does not recognize
Armenia as a WTO member,” Mr Chshmarityan said.

A great number of Turkish products are on Armenia’s market, whereas
Armenian products are never found on Turkey’s market.

“I can put the same question to Turkey: can Armenian companies open up
business in Turkey? Are you ready for cooperation? I would also like
to note that Turkey did not give a single sign of its willingness
to change its approaches when Armenia was negotiating a deep and
comprehensive free trade agreement with the European Union,” Mr
Chshmarityan said.

When Armenia sees insurmountable obstacles, it thinks of adequate
steps, he concluded.

Turkey has always been creating problems in the settlement of the
Karabakh conflict by supporting Azerbaijan’s non-constructive approach
on one hand, and trying to interfere with the activity of the Minsk
Group Co-Chairs on the other hand, Armenian Foreign Minister Edward
Nalbandian said at a joint press conference with Johannes Hahn,
EU Commissioner for European Neighborhood Policy and Enlargement
Negotiations.

“If Turkey really wants to contribute to the resolution of the
conflict, it should keep away from the process,” the Minister added.

Johannes Hahn said, in turn, that the status quo in the Karabakh issue
is unacceptable to the European Union and added that “the peaceful
settlement of the conflict remains a priority for the EU.”

The Commissioner noted that the EU supports the negotiations under way
within the framework of the OSCE Minsk Group. He urged the parties
to stay committed to the maintenance of the ceasefire regime and
called to show restraint and create an atmosphere conducive to the
settlement of the conflict.

“The European Union encourages further dialogue between Armenia and
Azerbaijan, including on the presidential level, which is extremely
important,” he said.

Johannes Hahn noted that 2015 is an important and decisive year
for the Armenia-EU relations, since both have undertaken to create
a firm legal framework for the cooperation. He stressed that the
EU is willing to continue to develop relations with Armenia, fully
respecting Armenia’s commitments in other integration formats, and
is ready to shape an agenda of cooperation that will comply with the
commitments of the Republic of Armenia.

The Commissioner informed that EU’s assistance to Armenia in 2015-2017
will reach EURO 140-170 million; the funds will be provided for the
development of the private sector, industry and the improvement of
the state governance system.

ARMENIA PRESIDENT: CLOSE COOPERATION WITH RUSSIA A KEY COMPONENT OF OUR SECURITY

YEREVAN. – Armenia’s foreign policy has always been based on the
principle of complementarity of different systems and accommodation
of the interests of great powers involved in the region, President
Serzh Sargsyan said in his address to the participants of “At the
Foot of Ararat” media forum.

“Joining the CSTO, the Republic of Armenia has simultaneously enhanced
its cooperation with NATO, by contributing to the strengthening of
international peace and security through its participation in the
peace-keeping missions. Our country has developed and continues to
develop allied strategic partnership with Russia. The Armenian-Russian
allied inter-State relations are anchored in the close historical
ties that existed between the two nations. The close collaboration
with the RF is a key component of our security, economic development
and stability. The RF is Armenia’s largest trade partner: in 2014,
our trade accounted for more than 1.4 billion dollars, there are 1.3
thousand enterprises with Russian capital in Armenia and the amount
of Russian investments in our economy have exceeded three billion
dollars. I am confident that for very many persons sitting in the
hall these numbers seem small and ridiculous, but believe me that for
a small state and a small economy such as Armenia these numbers are
extremely important. We cooperate with Russia in different sectors
– energy, infrastructure, industry etc. According to non-official
data, there are around 2 million Armenians living in the RF. We also
continue to deepen our collaboration with the RF within the framework
of international organizations – the Eurasian Economic Union, CIS
and CSTO. We attach great importance to the Russia’s efforts aimed
at a peaceful settlement of the NK conflict within the framework of
the OSCE Minsk Group.

Our foreign policy is also aimed at reinforcement of our friendly
partnership with the US and of the special relationship with France.

Since independence, Armenian-American relations have continued to
develop dynamically. Currently our bilateral agenda includes various
sectors – political, economic, human, security and other dimensions –
in which we have been making further progress year to year.

I must express my content with the fact that owing to mutual efforts
our partnership has now reached its highest level in the history of
Armenian-American relations. The reciprocal visits at various levels
conducted in the recent years bear testimony to this.

We highly appreciate long-standing US support for the RA’s economic
development, multi-sectoral reforms, consolidation of democracy and
civil society, which pursue the objective to strengthen our statehood.

We also place great value on the US role in the maintenance of security
and stability in the region, especially on its active involvement in
the peaceful settlement of the NK problem.

Armenia is very keen on continuing interstate relations based on
shared values and the age-old friendship between the Armenian
and French peoples. We value the achievements embellishing our
interstate relations during the last two decades, which involve regular
promotion of political, economic, cultural, scientific and educational
cooperation, and effective implementation of the assistance programs.

The consistent and concerted efforts in the relations between Armenia
and France have resulted in a crucial haven, special relations we
enjoy. France’s role is invaluable both in the condemnation and
international recognition of the Armenian Genocide at the highest
level, and in the peaceful resolution of the NK conflict within the
framework of the OSCE Minsk Group Co-Chairmanship.

Of course, deepening and broadening of our traditionally friendly
partnerships with neighboring countries, particularly, with the Islamic
Republic of Iran and Georgia are top priorities for our country.

We highly appreciate our mutually beneficial and multifaceted
cooperation with Iran, which is rooted in historical and cultural
similarities, reciprocal economic interests and in common approaches
to a number of regional issues.

The multifaceted relationship between Armenia and Iran is maintained
at the high level. This is testified by our active and high-level
political contacts, and agreements reached therein pertaining to the
effective implementation of joint political, economic and humanitarian
projects.

We are closely following the negotiations between the Islamic Republic
of Iran and the P5+1 over Iran’s nuclear program. We wish the issue to
be resolved as soon as possible, and the settlement to be acceptable to
all the parties. We are hopeful that the agreements that have already
been achieved will result in a comprehensive settlement of this issue.

I must express my content with the fact that in recent years
the high-level contacts between Armenia and Georgia have tangibly
intensified. Our active interstate dialogue rooted in the traditional,
historical and good-neighborly friendship and mutual understanding
between our peoples establishes serious prerequisites to outline
new dimensions in our partnership. As a result, we are building
effective mechanisms to swiftly address any issue on our current
bilateral agenda.

We have always attached great importance to Georgia’s role not only in
the development of our bilateral relations, but also in strengthening
and maintaining security in the South Caucasus.”

YEREVAN. – A 85-year-old Armenian villager who was injured by
Azerbaijani sniper has been discharged from hospital, but he is
still unable to walk, his daughter-in-law Asmarik Atoyan toldArmenian
News-NEWS.am.

Levon Andreasyan was discharged from hospital a month ago, but he
can sit only with the help of his relatives.

“He will need more time to recover fully,” she added.

Andreasyan, a 85-year-old resident of Movses village, was heading to
a cattle shed when he was hit by an Azerbaijani sniper.

We stand with you in the fight to condemn the Armenian Genocide.

Dalia KuodytÄ-, who is a member of the Lithuanian Seimas (Parliament)
group for interparliamentary ties with Armenia and also head of the
Seimas friendship group with Nagorno-Karabakh, stated the aforesaid
addressing visiting Armenian National Assembly (NA) Vice President
Eduard Sharmazanov, who also heads the NA Armenia-Latvia, Lithuania
and Estonia Parliamentary Friendship Group.

KuodytÄ- noted this at the Lithuanian Museum of Genocide Victims,
and during Monday’s official opening of an exhibition entitled
“Armenian Genocide Coverage on Front Pages of World Press.”

The Lithuanian MP also said the Armenian Genocide was one of the
greatest crimes of the 20th century, and politicians shall wage a
daily fight toward its condemnation.

In addition, Dalia KuodytÄ- considered the Turkish authorities’
respective demeanor unacceptable.

YEREVAN, 17 MARCH, 2015: Heidi Hautala, the co-chairperson of
“Euronest” Parliamentary Assembly, during Armenia’s Public Television’s
“Interview” program, admitted that the visit to the “Tsitsernakaberd”
Memorial was very impressive and the impressions were deep. As
“Armenpress” reports, reflecting to the international recognition of
the Armenian Genocide, Hautala highlighted, that European Parliament
will adopt the resolution on the 100th anniversary of Armenian
Genocide. “This is really is a very essential event, and I hope that
it will provide a chance to Turkey to face its past, and this will
give an opportunity to historians and scientists to study deeper this
historic event,” the European official stated.

The TV anchor noted that the fact of the Armenian Genocide actually
does not need study and asked what prevents European countries to
make more courageous statements, Ms. Hautala said that in 1987, the
European Parliament adopted a resolution on the Armenian Genocide and
it is really very important. “I believe that Turkey should be able to
reconcile and accept its history. When the sides reach an agreement,
this will provide an opportunity for more positive developments in
future and the establishment of relations between the sides,” Heidi
Hautala emphasized.

Serzh Sargsyan Didn’t Get Guarantees

The decision of Armenia to join the Eurasian Economic Union was
apparently determined by security objectives and other guarantees that
were given to Serzh Sargsyan, namely it was said that the country’s
security would benefit from the membership of Armenia to the Eurasian
Economic Union but this was not the case, said the co-chair of the
steering committee of the Eastern Partnership Civil Society Forum
Krzysztof Bobinski in a press briefing during the EaP Parliamentary
Assembly in Yerevan.

However, security did not improve while tension at the line of contact
aggravated, so it is time to review these guarantees as to how real
they are, Bobinski said.

According to him, provided the changes that followed 3 September 2013
and the political decision of Armenia to join the EEU, the Armenian
authorities keep on their agenda the completion of the remaining
actions stemming from the Association Agreement.

According to him, Armenia is currently negotiating with the European
Union to figure out what document can be signed.

Hence, according to him, not only the will of the Armenian government
but also the consent of 28 EU member states is needed, which is not in
place yet. If there is an expectation to sign a framework agreement
or some other document in Riga, it should be taken into account that
little time is left till the summit in Riga.

Krzysztof Bobinski says the September 3 decision does not mean that
the EU-Armenia relationship is over. He disagrees that the Eastern
Partnership policy must be revised because it was wrong or ineffective
but the policy must be revised because serious changes have taken
place. He notes that what is going on demonstrates that Europe is
now more interested in the countries of Eastern Partnership than 5-6
years ago.

In answer to the question whether Europe can help Armenia in terms
of security, Bobinski said at this stage it is difficult to consider
security guarantees because first a document must be signed based
on which financial assistance can be considered. Bobinski said if
the negotiations succeed, and the EU and Armenia sign a document,
it will be possible to set up new relations in the future.

But first it is necessary to ensure democracy, the rule of law,
human rights, freedom of expression and so on, he said.

pour commemorer le centenaire du genocide

Des dirigeants de la diaspora armenienne, qui se preparent a commemorer
le 100e anniversaire du genocide armenien, ont collabore avec des
celebrites hollywoodiennes et des avocats des droits de l’Homme pour
creer un prix qui sera decerne annuellement a ceux qui mettent leur
vie en danger pour aider les autres a survivre.

Le prix humanitaire, qui sera annonce [ce] mardi a New York [Nota
CVAN : mardi 10 mars 2015], fait partie d’un large effort mene
par d’eminents Armeniens pour s’assurer que l’histoire du genocide
perpetre par les troupes ottomanes turques – qui est toujours conteste
par le gouvernement de la Turquie – soit documentee et archivee en
s’appuyant sur les histoires des survivants et de leurs sauveurs,
d’une manière similaire a la facon de relater la souffrance des Juifs
durant l’Holocauste.

Selon les sponsors armeniens, l’effort portera particulièrement sur
la facon dont les survivants du genocide (les gens qui, dans certains
cas, ont ete proteges par des Turcs sympathiques) ont continue a mener
une vie reussie car eux-memes et leurs descendants se sont disperses
a travers le monde, beaucoup d’entre eux trouvant abri en Russie et
aux Etats-Unis.

Entre 1915 et 1923, environ 1,5 million de personnes ont peri au
cours de ce qui est largement reconnu comme le premier genocide
du 20ème siècle. Près de 500 000 ont survecu, beaucoup d’entre eux
grâce a l’intervention d’individus et d’institutions etrangers. La
commemoration officielle du genocide debute en Armenie le mois
prochain.
