I. Politique interieure

1. Deux morts en deux jours au sein des forces armees/ L’ensemble
de la presse deplore deux nouveaux cas de decès au sein des forces
armees les 30 et 31 juillet : un soldat s’est suicide dans une unite
militaire en Armenie, tandis qu’un autre soldat a ete abattu dans
les positions avancees du HK.

2. Le Service national des statistiques a publie les resultats
du recensement d’octobre 2011/ D’après le Service national des
statistiques, la population presente en Armenie est de 2 871 771
personnes. Selon Haykakan Jamanak, le SNS a publie les resultats
du recensement par communes, qui revèlent, selon ce quotidien,
a quel point les listes electorales et le nombre d’electeurs a
l’election presidentielle de fevrier dernier auraient ete gonflees. Le
quotidien cite notamment les exemples, d’un village de la region du
Guegharkounik (23 habitants pour 55 electeurs tous acquis au President
candidat), d’un autre dans la region du Lori (348 habitants pour 391
electeurs)… Le quotidien dresse en ” une ” un tableau d’une dizaine
de cas similaires.

Par ailleurs, le Service national des statistiques a publie un
rapport sur la situation socio-economi que du pays au cours du premier
semestre 2013, qui, selon Joghovourd, presente une ” triste ” image
de la situation demographique du pays. Au cours de ce semestre, le
nombre d’enfants nes en Armenie se monte a 18 802, soit une diminution
de 3% par rapport a la meme periode de l’annee dernière (19 330). Le
nombre de decès atteint 14 310 (14 960 pour la meme periode de l’annee
dernière). Le nombre de mariages est de 8 822 (9 217 pour la meme
periode de l’annee dernière), tandis que les divorces augmentent
(1 822 cas au lieu de 1 596 de l’annee dernière) ainsi que celui des
suicides (377 cas soit 6 de plus par rapport a l’an dernier).

3. Les femmes victimes de la violence conjugale/ RFE/RL rend compte de
la conference de presse des responsables de l’association ” La societe
sans violence “, selon laquelle au cours de la dernière annee, sept
femmes ont ete tuees et plus d’une douzaine ont ete gravement blessees
du fait de violence conjugale. Vingt cas graves ont ete enregistres,
principalement dans les petites villes, depuis la fin du mois de juin
2012 (14 particulièrement brutaux et sept ayant eu une issue fatale).

II. Questions regionales

1. L’Iran a-t-il elabore un projet de règlement du conflit du HK
?/ Hayots Achkhar et Haykakan Jamanak reproduisent les propos de
l’Ambassadeur d’Iran en Azerbaïdjan, selon lequel le conflit du HK
n’ayant que trop dure doit trouver une solution dans les meilleurs
delais. L’Iran serait pret, selon lui, a proposer un projet de
règlement qu’il rendra public le moment venu.

III. Relations exterieures

1. Cooperation armeno-chinoise/ Les Ministères de la Defense de
l’Armenie et de la Chine ont signe un protocole d’accord portant
sur la cooperation bilaterale en matière d’education. Cet accord
permettra d’accueillir des militaires chinois dans les etablissements
d’enseignement superieur en Armenie pour l’annee scolaire 2013-2014.

Selon le porte-parole du Ministère de la Defense, la partie chinoise
est principalement interessee par les cycles superieurs de l’Universite
d’Etat de Erevan. / RFE/RL

IV. France-Armenie-Azerbaïdjan

1. L’initiative de M. Kaltenbach / Hayots Achkhar et Armenpress
relèvent que le President du groupe d’amitie France-Armenie du
Senat, Philippe Kaltenbach, a invite avec son homologue charge de
l’Azerbaïdjan des parlementaires armeniens et azeris pour contribuer
au dialogue sur le Karabagh. Par lettre en date du 19 juillet,
il aurait convie a une table-ronde le president du groupe d’amitie
Armenie-France de l’AN armenienne, Ara Babloyan, et la Presidente
du groupe d’amitie Azerbaïdjan-France du Parlement azerbaïdjanais,
Mme Mehriban Alieva. Mme Alieva aurait donne son accord de principe, M.

Babloyan aurait egalement repondu positivement.

DEUX SUICIDES DANS LES RANGS DE L’ARMEE ARMENIENNE

ARMENIE

Le ministère armenien de la defense a annonce le decès du conscrit
Manuchar Merujan Manucharyan, survenu dans la nuit du 31 juillet
au 1er août. Le ministère armenien a precise que le jeune appele
s’etait tue avec son arme automatique pendant qu’il etait en faction,
lui infligeant des blessures mortelles. L’armee armenienne, qui a
ete endeuillee ces dernières annees par de nombreux decès dus a des
mauvais traitements et autres abus qui avaient suscite l’indignation de
l’opinion, s’est employee a remettre de l’ordre dans ses rangs, avec
un certai succès, puisque le nombre des decès survenus hors situation
de combat serait en diminution constante. Une enquete est en cours
au sein de l’armee pour determiner les circonstances precises de ce
decès et si l’hypothèse du suicide est confirmee, d’en identifier les
causes et eventuellement les responsables. Le 30 juillet, un autre
conscrit, Arman Hovsep Muradyan, âge de 20 ans, se serait lui aussi
donne la mort. Le suicide avait ete cette fois encore la cause du decès
invoquee par le ministère de la defense dans son enquete preliminaire.

BANNEUX: INAUGURATION D’UN MONUMENT RAPPELANT LE GENOCIDE ASSYRIEN

Un nouveau monument sera inaugure le 4 août prochain sur le site du
sanctuaire de Banneux. Il emane de la communaute assyrienne syriaque
qui veut ainsi evoquer le genocide dont fut victime cette communaute
en 1915, au meme titre que les Armeniens sur le territoire de l’Empire
ottoman.

Ce monument sera implante a la memoire des victimes de 1915 en
Turquie, a l’epoque de l’Empire ottoman. “A partir de l’ete 1915,
il y eu differentes exactions contre tous les peuples chretiens se
trouvant sur le territoire de l’actuelle Turquie” explique Pierre
Gabriel, representant de l’institut syriaque en Belgique. “Il
s’agit essentiellement de massacres de groupes, de deportations, de
conversions forcees a l’Islam, de mariages forces et autres exactions
de ce style-la”.

Un genocide nie par l’Etat turc mais reconnu notamment par la Suède
et l’Australie, mais pas encore officiellement par la Belgique, et
qui fit environ 2 millions 700 000 victimes, dont 750 000 assyriens
syriaques. Le monument sera la pour rappeler ces faits: “Ce que nous
esperons, c’est bien sûr que ce monument puisse apporter sa petite
pierre a l’edifice pour la reconnaissance du genocide specifique pour
les assyriens syriaques. Nous esperons aussi que ce monument serve
de relais pour les generations futures afin que l’on n’oublie pas ce
qui s’est passe en 1915”.

Quant au choix de Banneux, il s’explique par le fait qu’il s’agit
d’un site religieux chretien et un lieu de pèlerinage important pour
les assyriens syriaques.

TURKISH FOREIGN MINISTRY STRONGLY CONDEMNS SHOOTING OF ‘INNOCENT’ SHEPHERD BY ARMENIAN SOLDIERS

The Turkish Foreign Ministry strongly condemned, in a statement Aug.

1, the shooting of a shepherd by Armenian border guards at the eastern
Kars province

“We strongly condemn the shooting of an innocent citizen for a simple
border infringement apparently made very innocently,” the ministry
said in the statement, calling on Yerevan to show “good sense” in
their relations with their neighbors.

“There is no valid explanation for the excessive use of Armenian
force in such an ordinary event,” the statement added.

Mustafa Ulker, 35, had illegally passed over to the Armenian side
crossing the Arpacay river bordering both countries, reportedly in
an attempt to retrieve a lost sheep when he was shot by the Armenian
soldiers on the border late July 31.

“The animal was probably giving birth there. This incident took
place when he returned to retrieve the animal,” Gov. Osman Ugurlu
of Kars’s Akyaka district, where the incident took place, said about
the incident.

ARMENIA TO ADOPT A NEW LAW ON RIGHTS OF THE DISABLED

Yerevan/Mediamax/. The Armenian government approved the draft law on
“Protection of Rights of the Disabled and Their Social Engagement”
today.Minister of Labor and Social Affairs of Armenia Artem Asatryan
said that the draft law had been long discussed at the parliamentary
hearings as well.

According to the Minister, the law which is currently in force
was adopted in 1993 and doesn’t reflect the current realities.Artem
Asatryan noted that the draft law was brought in line with the policy
pursued by the government and requirements of the UN Convention.The
draft law also regulates issues related to stimulation of employment
of the disabled.

LITHUANIAN FM CONSIDERS LITHUANIAN DIPLOMATS’ LEAKED CONVERSATIONS ON KARABAKH TO BE PROVOCATION

The records of the Lithuanian diplomats’ alleged phone conversations,
leaked online, are information provocation, stated Lithuania’s FM
Linas LinkeviÄ~Mius.

He added that the Lithuanian MFA is carrying out an investigation
into the incident, Delfi.lt reports.

The records are said to have been uploaded to YouTube.com on July 8,
in one of which two Lithuanian diplomats are said to be involved in
a conversation.

It is said that the diplomats’ conversation took place at 12:50pm on
April 4.

The men in the recording are having an informal conversation about
Armenia-Azerbaijan relations, personal opinions on the conflict between
the two countries, Azerbaijanis’ and Armenians’ active participation
in the resolution of issues related to them at the MFA, as well as
the establishment of a group of friendship with Nagorno-Karabakh in
the Lithuanian Seimas (Parliament).

PAID PARKING LOTS ARE YET ANOTHER WAY TO MAKE MONEY

TellCell payment system announced the start of collection of parking
lot fees in Yerevan on July 10. ‘Hraparak’ newspaper reminds its
readers that Yerevan Municipality launched that innovation, allegedly
to introduce a more civilized form of payment.

“Parking City Service Company, selected through a tender, provides
parking lots’ organization services. Mihran Poghosian, the head of
the Service for Mandatory Enforcement of Judicial Acts, is said to
be behind the company,” the paper writes.

“CERTIFICATE OF INSANITY” FOR GOVERNMENT

The ex-mayor of Goris Samvel Harutiunyan who disclosed some criminal
activities of the ex-mayor of Syunik and his relative has fears
of retribution. He said that Liska’s brother has a “certificate of
insanity” which he acquired in an illegal way to avoid punishment
for his crimes.

The Armenian press has reported a number of crimes committed by
Aghalar. And he always got away with it. So, the worries of the
ex-mayor of Goris are grounded.

The Armenian press also reported that the ex-mayor of Gyumri Vardan
Ghukasyan also had a “certificate of insanity” whose clan does not
fall behind Liska’s clan in terms of both quantity and quality of
crimes committed.

Papers have a big role in the criminal system. One may say that the
representatives of the system were the first to understand their
meaning. The government understood the meaning of the constitution
the first and since 2003 this word became dominant in its word stock.

There was not a better “paper” than the constitution which they can
get armed with against the legal demands and rights of the society
and pursue their own interests without being punished.

It is worth recalling Serzh Sargsyan’s statement that everything is OK
with the papers of the Armenian government representatives. He meant
the coalescence of business and government, businessmen occupying
positions in public administration.

“Papers” are an excellent opportunity for the system, a forceful alibi,
which are used, on the one hand, to cover up past and fresh crimes,
and on the other hand, continue the criminal path.

The system cannot do without crime, it is their lifestyle and the basis
and guarantee of their existence, and it requires “papers”, whether
a certificate of insanity or a certificate of PhD, Military Cross and
benefactor and year’s person, Constitution and citizen emeritus. The
representatives of the Armenian criminal oligarchic system have more
titles and degrees than any renowned scientist in the world.

The Armenian criminal and oligarchic system has tried to ensure alibi
and insanity for itself in order to produce and show the relevant
“papers” as soon as the time of inevitable responsibility comes.

RUSSIAN BORDER DEPARTMENT INVESTIGATES ARMENIAN-TURKISH BORDER INCIDENT/COMPLETED

YEREVAN, AUGUST 1, ARMENPRESS: The Border Department of the Federal
Security Service of the Russian Federation approves the information
about the Turkish shepherd’s crossing the ArmenianTurkish border. As
Armenpress was reported by the Border Department of the Federal
Security Service of the Russian Federation, the incident took place
on July 31 in the evening.

Investigation is being carried out. After the implementation of
the corresponding works, the Department will provide additional
information.

The Turkish media inform that an incident has been registered on the
border of the Republic of Armenia with Kars. A Turkish citizen was
killed by the Armenian frontiers. As reported by Armenpress, this
was published by the Anadolu News Agency. According to the Agency,
the 35-year-old shepherd Mustafa Walker crossed the Armenian border
on July 31 in the evening to find the lost animal.

The border guards opened fire on him. The Anadolu News Agency informs
that the Armenian frontiers found the Turkish shepherd in a seriously 
wounded condition. The life of the Turkish citizen was not managed to
be saved. Currently the Kars authorities and the Turkish frontiers are
negotiating  with the Armenian side to get the dead body of Mustafa
Walker back to Turkey.

In Armenia the Border Department of the Federal Security Service of
the Russian Federation implements protection of the Armenia’s borders
with Turkey and Iran.
