ARMENIA CAN BRIDGE IRAQ WITH CUSTOMS UNION: PREMIER

YEREVAN, November 7. /ARKA/. Armenia can bridge Iraq with Customs
Union member countries, Armenia’s premier Tigran Sargsyan said at
his meeting with Iraqi vice-premier Roz Nuri Shawees, the government
press office reported.

Armenia holds interest in development of its bilateral relations
with Iraq, the premier said. According to Sargsyan, the considerable
increase in turnover between the countries over the last year shows
there is great potential for development.

Vice-premier Shawees, in his turn, congratulated Armenia on accession
to the CU and said Iraq is interested in expansion of ties with
Armenia. Iraqi delegation, Shawees said, consists of businessmen who
want to establish links with Armenian entrepreneurs.

The sides stressed the importance of direct flights between the
countries and a simplified visa regime. They said both countries are
interested in construction sector.

According to ArmStat, Armenian exports to Iraq amounted to 15.7
million dollars in 2012.

According to Armenia’s vice-premier and co-chair of Armenia-Iraq
intergovernmental commission Armen Gevorgyan, Armenian exports to Iraq
amounted to about 30 million dollars in nine months of this year. -0–

The world is globalizing, causing various transnational phenomena,
Garegin Chukaszyan, a Preparliament Secretariat member, told Tert.am
as he answered a question about people in Guy Fawkes masks.

“Internet gives rise to transnational movements, and Armenia is not
an exception. I do not rule out Armenia’s participation in different
movements in the future,” Chukaszyan said.

According to the 168 Zham newspaper, several other “outbreaks” are
expected in about ten days. The protesters in Guy Fawkes masks are
getting ready for a new, more exciting “action.”

During the last seven months when the main opposition leaders of
Armenia appeared to have lowered the banners of public struggle the
radical protest mass thirsty for a “quick revolution” has shaped
itself into a nationalist-driven force ready to fight for “justice
and democracy” with sticks and petrol bombs.

On April 9, the day when post-election protests by Heritage party
leader Raffi Hovannisian staged for weeks climaxed in an “alternative
inauguration” followed by clashes with security forces, the opposition
leader was cautious to avoid major bloodshed and eventually agreed to
lead his supporters to the hilltop Genocide Memorial at Tsitsernakaberd
and pray there together with Police Chief Vladimir Gasparyan for “a New
Armenia”. Those who threw firecrackers at riot police and used swearing
and curses on November 5 may have been among those who did not accept
that move from Hovannisian and wanted a “revolution” at any cost.

Shant Harutyunyan, a 48-year-old leader of the obscure nationalist
Tseghakron party, began a sitting strike in Liberty Square late
last week with a poster that said “I’m Starting A Revolution”. The
former prisoner who was involved in the high-profile “Case of Seven”
(when alleged organizers of the 2008 post-election unrest, including
ex-foreign minister Alexander Arzumanyan, were tried), initiated a
protest as part of the Million Mask March world event promoted by
Anonymous, a loosely associated international network of activists
known to wear Guy Fawkes masks. What was initially announced as a
peaceful march to call for peace, justice, democracy, transparency
and freedom turned violent as demonstrators put to use firecrackers
and sticks to confront the security forces. As many as 37 activists
were detained, of whom 20, including Harutyunyan and his son, were
later arrested.

The clashes in Mashtots Boulevard that paralyzed traffic in Yerevan’s
central thoroughfare for several hours became the first major
standoff between protesters and security forces since Hovannisian’s
“Inauguration of New Armenia” day. It was accompanied by calls to blow
up the presidential palace with petrol bombs and the leader of the
movement who used foul language and gangster slang was a stark contrast
to the U.S.-born, raised and trained leader of the Heritage party who
mostly used elevated language that was sometimes too complicated for
‘commoners’ to understand. While some said Harutyunyan’s behavior
showed the desperate situation in which the Armenian society has
found itself today, others also described his actions as at least
adventurous and meaningless. Still others have said that it was
“natural”, since someone would have to fill the political vacuum that
emerged in Armenia since the previous opposition movement gradually
left the scene in summer.

Heritage leader Hovannisian held a few more rallies after April,
but those were not as crowded as before, while the rest of the
opposition forces during this period either stayed passive or were
more preoccupied with internal problems.

The social protest that was in the air, however, made citizens
themselves take over the reins and organize themselves for struggle.

A vivid example of that civil activism was in July when a campaign
against the rise in bus fare rates in Yerevan forced the authorities
to suspend their decision. Civil protests also continued around
the controversially redeveloped covered market in the capital,
a controversial construction project in Komitas Avenue, and elsewhere.

Karabakh war veterans also raised their social problems before the
government. But all those protests have been more of a civil than
political nature, even though representatives of some opposition
political parties stood by the civil activists in their struggle.

Harutyunyan’s initiative, as believed by many, was the “last desperate
cry”, which once again showed the presence of a revolutionary situation
in the country that could lead to violence at any moment.

But there is a sizable body of opinion that discards the November 5
protests as an “illogical” event.

Political analyst Yervand Bozoyan says that while the Tuesday clashes
indeed showed the indignation that exists in society today, they
still could not be regarded as a serious event as they were “outside
the logic of political and social processes”.

“I do not see any major political development. Strictly speaking,
no such process can be seen in today’s political field, today’s
political arena is in quite a difficult situation, because electoral
institutions in Armenia do not work and it is clear that the factor
of “tough neighborhood guys” and people with administrative resources
increases, while the political and ideological factors become secondary
issues. In this case if there is no proper election in the country,
the role of political parties becomes symbolic,” says the analyst,
adding that Harutyunyan today reflects the desperate situation and
poor social conditions of the Armenian society where people do not
see any other way out and resort to extreme measures.

coming program carried out by the charity organization “Mission
Armenia” and UN Office of the High Commissioner for Refugees (PGHG).

The head of the social and healthcare department of Mission Armenia
Tatyana Dashyan informed Armenpress that each family getting use of
winter coming program gets 1 liter milk and yogurt, 0.5 kg cheese and
biscuits once a week. “160 Syrian-Armenian families being large and
having children of 3-10 years get use of this aid. They come to N 56
kinder garden in Avan Arinj, where we have deployed a small center
for integration. In order to get their reachable aid, the families
can come once a week from 12:00 to 16:00, but for meeting and talking
to their compatriots and relatives they can come here every day,”
the head of the social and healthcare department of Mission Armenia
Tatyana Dashyan said.

It is already 7 days the center has been working and serving only
the Syrian-Armenians residing in capital.

Azerbaijan Violates Ceasefire Over 1,030 Times In October

YEREVAN. – Azerbaijan breached the truce with Armenia and the
Nagorno-KarabakhRepublic over 1,030 times in October 2013.

During this time, the adversary fired more than 10,300 shots in the
direction of Armenian positions and settlements, and through variety
of weapons, informs the Armenian MOD data.

The Azerbaijani Armed Forces made use of large-caliber weapons, more
than 300 times; sniper weaponry, over 400 times; and large-caliber
sniper weaponry, more than 50 times.

To note, in recent years Azerbaijan has increased its ceasefire
violations in the direction of Armenia’s Tavush Regions. In line with
available data, Azerbaijan’s use of large-caliber weaponry in this
direction likewise has gone up.

President Serzh Sargsyan received today the delegation headed by Victor
Khristenko, Chairman of the Board of the Eurasian Economic Commission
(EEC), President’s Press Office reports.

The interlocutors discussed a broad framework of issues related to
our country’s cooperation with the Eurasian Economic Commission. In
this context reference was made to the memorandum on deepening of the
cooperation between the Republic of Armenia and the Eurasian Economic
Commission and the results of the first meeting of the working groups.

The parties agreed that the signing of the memorandum creates a
solid basis for cooperation between Armenia and the Eurasian Economic
Commission.

Serzh Sargsyan and Victor Khristenko underlined that there is lot of
work to be done after Armenia’s statement to join the Customs Union
and the decision of the heads of CU member states on the issue,
and reiterated their willingness to complete the process as soon
as possible.

Orange Armenia Invests 268 Million Euros In Armenia

YEREVAN, November 7. / ARKA /. Since its inception in Armenia in 2009
November Orange Armenia has invested ~@268 million in development
of its network, including more than 51 million euros paid for the
license to operate in Armenia, Orange Armenia CEO Francis Gelibter
said in an interview with ARKA.

“Each year, the company invests 10-13 million euros into the
development of the network. We have planned to invest as much next
year, when the main focus will be on increasing the capacity of the
network in view of growing number of customers and traffic,” he said.

He said some of the funds will also be used to increase the coverage
and install new IT systems and platforms enabling creation of new
services and offers for customers. He said the company will invest
a little les sin promoting its commercial chain.

Orange Armenia is a 100 % subsidiary France Telecom (trading as
Orange). It arrived in Armenia in 2009 November. Now it provides about
100 percent coverage and access to mobile networks and Internet in

Azerbaijan and Armenia agreed to hold talks over the disputed territory
of Nagorno-Karabakh for the first time since a diplomatic push by
the US, Russia and France ended in deadlock three years ago.

Azerbaijani President Ilham Aliyev, re-elected last month with 85
percent of the vote, and his Armenian counterpart, Serzh Sargsyan,
agreed to meet this month, US, French and Russian officials said in
a joint statement e-mailed late yesterday.

The date and place of the summit are still being worked out.

Armenia seized Nagorno-Karabakh, a mountainous enclave about the size
of the US state of Rhode Island – with more than 140,000 people –
along with seven adjacent districts from Azerbaijan after the Soviet
Union’s collapse in 1991.

More than 30,000 people were killed and more than 1 million displaced
before Russia brokered a cease-fire in May 1994.

The US, France and Russia “call upon all sides to exercise restraint
on the ground as well as in their public statements,” the diplomats,
who lead the Organization for Security and Cooperation in Europe’s
peace efforts for Nagorno- Karabakh, said in the statement. “Military
action, particularly at this moment, can only be seen as an attempt
to damage the peace process.”

Azerbaijan, buoyed by the third-largest oil reserves in the former
Soviet Union, has increased military spending almost 30-fold to $3.7
billion in the past decade.

Aliyev has repeatedly threatened to use force to regain the disputed
territory if peace talks fail.

Iran, Armenia Keen To Enhance Energy Ties

TEHRAN (FNA)- Iranian Energy Minister Hamid Chitchian and his Armenian
counterpart Ara Simonian, in a meeting in Tehran, called for the
further expansion of mutual cooperation between the two countries,
specially in electricity fields.

During the meeting, the Iranian energy minister pointed to the current
status of Iran-Armenia relations, and said, “The two countries enjoy
very close cooperation in the fields of energy and electricity.”

He underlined that the two sides have also agreed to create a joint
venture to run a new power transfer line.

The Armenian energy minister, for his part, said that Armenia supports
the construction of the third line for transfer of high-voltage
electricity and Aras Hydroelectric Power Station.

In a similar meeting in Moscow last week, Chitchian and Simonian
underlined the need for boosting bilateral energy relations in the
near future.

Chitchian pointed to the high level of political relations between
the two countries, and said, “We believe that under the current
circumstances cooperation between the two countries can be further
developed in the fields of oil, gas and electricity.”

The Armenian energy minister, for his part, said that Iran and
Armenia enjoy very close cooperation, adding that Yerevan attaches
great significance to its ties with Tehran.

Simonian also expressed hope that Iran-Armenia ties would gain momentum
during the presidency of Iranian President Hassan Rouhani.

Armenian Government To Pay AMD 1 Million For Third Or Fourth Baby Bi

ARMENIAN GOVERNMENT TO PAY AMD 1 MILLION FOR THIRD OR FOURTH BABY BIRTH IN 2014

YEREVAN, November 6. /ARKA/. The amount earmarked by the Armenian
government for families where third or fourth baby is born will grow
in 2014, Gagik Minasyan, head of the National Assembly’s finance and
budget committee, told journalists on Wednesday.

“This year the government paid only AMD 430,000 for third and next
baby, while in 2014 it will pay AMD 1 million, and AMD 1.5 million
is intended for fifth and next babies,” he said.

Of this amount, AMD 500,000 will be given to the family immediately
after their baby’s birth, and the remaining amount will be kept
on the family account for healthcare, education and improvement of
housing conditions.

Minasyan also said that social spending is planned to be increased
by 18% in 2014.

In the 2014 draft budget, over AMD 362 billion is allocated for social
security against AMD 304.6 billion in the 2013 government budget.

In the 2014 consolidated government budget, revenue is projected at
AMD 1 trillion 134 billion, spending at 1 trillion 244 billion and
deficit at AMD 110 billion.

GDP growth is projected at 5.2% and a 12-month inflation rate at 4%
