Consumers’ awareness of food products should be limited only to
minimal knowledge of quality, according to Armen Poghosyan, the
president of the Armenian Consumers’ Association, NGO.

At a news conference devoted to the World Food Quality Day, Poghosyan
said that though consumers in Armenia are better aware today, their
excess knowledge often leads to problems.

`It is impossible not to notice the progress,’ he said. `There is a
progress in both the quality of food and everything else.’

As for the shortcomings, Poghosyan pointed out to the improper
labeling and hygiene maintenance by several food manufacturers.

`It is necessary to introduce manufacturing methods powerful enough to
rule out the risks,’ he noted.

Poghosyan further said that reports about the genetically modified
products often influence the population in a bad way.

`The broadcasts we watch about genetically modified food represent
almost monsters – double-headed men – jumping out of food. I have, of
course, seen people without heads many times in the street, but never
double-headed creatures,’ he added.

of red berets has been sent to the town, the paper has learned.

Several residents of Ararat have told the paper that they are now
facing a kind of artificial tension ahead of the voting day.

`The sides (the candidates from the ruling Republican Party of Armenia
and the Prosperous Armenia party) had been long preparing for this
election, and even started enrolling their `own people’ long before
the nomination period, voicing mutual accusations against one
another,’ writes the paper, commenting on the situation in the town.

Rejected by the European People’s Party (EPP) once and for all,
Prosperous Armenia is now said to be seeking an affiliation with the
European Conservatives and Reformists (ECR).

At a meeting with the party’s representatives in Yerevan, the
Prosperous Armenia members have reportedly tried to persuade the
European guests that their membership in the party would be mutually
beneficial given the shared values and ideas.

According to the paper, the PAP evidently bases its calculations on
the fact that the EPP and the ECR pursue conflicting policies, the
rivalry between the two being extremely tense and expected to
exacerbate more at the European Parliament’s election in spring.

It notes further that the EPP rejected the Prosperous Armenia’s
membership bid on the grounds that the party, led by a tycoon
politician (Gagik Tsarukyan), pursues no clear ideological trend.

Tigran Urikhanyan, the PAP spokesperson whom the paper contacted later
for comments, said only that the party supports a future deepening of
the partnership with the EU.

`The PAP has on its agenda a plan to promote the partnership and the
mutual integration between Armenia and the EU for the sake of European
values. As to what that partnership will lead to, I cannot says; it
will probably lead to a mutual integration and adherence to European
values,’ he was quoted as saying.

Friday met with General Nadeem al-Ajvadi of the Iraqi Air Force.

To note, General al-Ajvadi, who is a representative of the Ministry of
Defence of Iraq, is a member in the Armenian-Iraqi Intergovernmental
Committee, and he arrived in Armenia’s capital city Yerevan to
participate in a committee session.

At the talk, the interlocutors discussed the prospects for cooperation
between Armenia and Iraq in the defense sector, including military
education and exercises, military industry, and air forces.

La presse mentionne les félicitations du président Ilham Aliyev au

occasion, le président a signé un décret d’amnistie en faveur de 153
prisonniers. Sur la liste figurent Farkhad Aliyev, ancien Ministre de
l’économie et son frère, Rafik Aliyev, arrêtés en 2005 et condamnés à
une peine de dix ans de prison pour corruption, détournement, fraude
et tentative de coup d’Etat. Les deux hommes ont récemment affiché
leur soutien au Président Ilham Aliyev.

La Commission centrale électorale a envoyé le procès-verbal final des
résultats des élections présidentielles à la Cour Constitutionnelle.
La presse couvre le rassemblement du Conseil national des forces
démocratiques protestant contre les résultats des élections
présidentielles qui s’est tenu le 12 octobre. La presse d’opposition

La presse mentionne la déclaration du porte-parole du Ministère

critiques des autorités azerbaïdjanaises concernant l’hystérie
anti-azerbaïdjanaise en Russie. « Les mesures inadéquates prises par
les services russes de sécurité ainsi que les informations diffusées
par les médias locaux peuvent avoir un effet boomerang » a déclaré Ali
Hasanov, Chef du département de la politique publique à
l’Administration présidentielle. Le ministère des Affaires étrangères
d’Azerbaïdjan a envoyé une note au Ministère russe des Affaires
étrangères, demandant la possibilité de fournir à M. Zeynalov une
assistance consulaire.

Relations arméno -azerbaïdjanaises

Le directeur de l’Administration d’Etat de l’aviation civile
d’Azerbaïdjan, Fouad Guliyev, s’est entretenu avec Raymond Benjamin,
secrétaire général de l’Organisation de l’aviation civile
internationale (OACI) dans le cadre de la 38e session de l’OACI à
Montréal au Canada. Ils ont abordé les questions liées aux vols à
l’aéroport de Khojali se trouvant sur le territoire azerbaïdjanais
occupé par les forces arméniennes. « Les vols non autorisés vers
l’Azerbaïdjan sont inacceptables. » a déclaré M. Benjamin, propos

Relations internationales

Le président de la Commission européenne, José Manuel Barroso, a
envoyé une lettre de félicitations au Président Ilham Aliyev à
l’occasion de sa réélection à la tête de l’Etat azerbaïdjanais. Les
journaux d’opposition font état de la déclaration de Catherine Ashton,
Haute Représentante de l’UE pour les affaires étrangères et la
politique de sécurité et Stefan Fule, Commissaire européen à
l’Elargissement et à la Politique européenne de voisinage, selon
laquelle tout au long de la journée électorale et à tous les niveaux
du processus des problèmes graves ont été relevés.

« Zerkalo » fait état de l’entretien du Ministre azerbaïdjanais de la
Défense, Safar Abiyev avec l’Ambassadeur des Etats-Unis en
Azerbaïdjan, Richard Morningstar. Lors de cet entretien M. Abiyev
aurait affirmé que les rapports de la mission d’observation de l’OSCE/
ODIHR et du Département d’Etat des Etats-Unis des élections
présidentielles du 9 octobre n’étaient pas objectifs. Le Ministre de
la Défense azerbaïdjanais affirme que Richard Morningstar aurait
approuvé ces propos en ajoutant que « les critiques concernant
l’élection présidentielle n’affectent pas les résultats. Ilham Aliyev
est le vainqueur ». « Yeni Musavat », à son tour, rend compte de la
tension entre l’Azerbaïdjan et les Etats-Unis après les élections
présidentielles ainsi que des réactions vigoureuses des Etats-Unis
contre les déclarations de Ramiz Mekhtiyev et Safar Abiyev. « Azadlig
» rapporte la déclaration du porte parole du Département d’Etat
américain après les propos de Ramiz Mekhtiyev, chef de
l’Administration présidentielle, selon lesquels les Etats-Unis
auraient demandé que 25% des votes soient reconnus au Conseil national
des forces démocratiques.

« Khalg gazeti » du 13 octobre publie l’interview de Nathalie Goulet,
membre du Sénat français, chef de la mission sénatoriale d’observation
des élections présidentielles, à propos du scrutin du 9 octobre en
Azerbaïdjan. « Les élections étaient très transparentes. Je n’ai
remarqué aucune différence entre le déroulement des élections en
France et en Azerbaïdjan » a indiqué Mme Goulet. Le président du
Groupe d’amitié France-Azerbaïdjan, Thierry Mariani, dans une
interview accordée à APA, a mentionné les « grands progrès » réalisés
à l’occasion de l’élection présidentielle en Azerbaïdjan, en ajoutant
que ces élections étaient « transparentes et justes ». Il a également
abordé le problème du Haut Karabakh en notant que 20%du territoire
azerbaïdjanais était occupé, et que selon les résolutions
internationales ces territoires devraient être libérés.

« Bakinskiy rabotchiy » mentionne des lettres de félicitations
adressées à Ilham Aliyev à l’occasion de sa réélection. Parmi elles
figurent celles de Jean Marie Bockel, ancien ministre, sénateur,
membre de la délégation française à l’Assemblée parlementaire du
Conseil de l’Europe , André Villiers , président du Conseil général de
l’Yonne, Patrick Gendraud, maire de la ville de Chablis et Bernard
Brochand, Maire de Cannes.

Le 14 octobre, dans le cadre de sa visite en Europe, Jamil Hasanli
s’est entretenu avec les représentants du Ministère français des
Affaires étrangères, avec des représentants français, des députés de
l’Assemblée nationale de France et des représentants d’Etat des médias
français. La tenue des élections présidentielles du 9 octobre et les
fraudes électorales ont été abordées lors de cette rencontre. Le 15
octobre M. Hasanli s’est rendu à Bruxelles. « Yeni Musavat » et «
Azadlig ».

« Yeni Musavat » reprend l’article paru sur le site internet du
quotidien français « Le Monde » s’intitulant « Course à l’armement
autour du Haut-Karabakh ».

A l’occasion de sa visite officielle en Turquie, Arnaud Montebourg,
Ministre français du redressement productif a confirmé la visite
prochaine du président de la République française, François Hollande,
en Turquie.

Pour Marine Le Pen, l’Union européenne s’effondrera comme l’URSS,

Le vice-Premier ministre irakien, Rovsha Nouri Chaveysa s’est rendu le
7 novembre au mémorial du génocide arménien de Dzidzernagapert à
Erévan. Après le dépôt de gerbe devant la flamme éternelle à la
mémoire des innocentes victimes du génocide perpétré par la Turquie en
1915 et 1923 et qui fit plus de 1,5 million de victimes civiles
arméniennes, le représentant de l’Etat irakien avait également rendu
visite l’an dernier au mémorial ainsi qu’au Musée du génocide. Le
vice-Premier ministre irakien était en Arménie pour participer à une
rencontre économique interparlementaire arméno-irakienne.

Azerbaijani Foreign Minister addressed the 6th Democracy Forum held in
Indonesia on November 7-8.

During his speech at the forum, Elmar Mammadyarov said that the world
was still facing violations of fundamental norms and principles of
international law.

“Today, Armenian occupation of our internationally recognized
territories -Nagorno-Karabakh region and 7 adjacent districts-
continues to represent the major challenge to maintaining basic human
rights in Azerbaijan, since it resulted in the forced displacement of
a million Azerbaijani civilians and is still causing serious harm to
the economic welfare, health, and education of our citizens,”
Mammadyarov said.

The Nagorno-Karabakh conflict emerged in 1988 when Armenia made
territorial claims against Azerbaijan. Since a lengthy war in the
early 1990s that displaced over one million Azerbaijanis, Armenian
armed forces have occupied over 20 percent of Azerbaijan’s
internationally recognized territory, including Nagorno-Karabakh and
seven adjacent regions.

He said that four UN Security Council resolutions reaffirming respect
for the sovereignty and territorial integrity of Azerbaijan and
demanding the immediate, full, and unconditional withdrawal of the
occupying forces from all the occupied territories still remained
unfulfilled.

Mammadyarov said that, in this regard, it was critical that the
international community continue to insist on the implementation of
these UN Security Council resolutions with a view to facilitating a
negotiated settlement of the conflict.

The Minister also said that Azerbaijan was an ancient civilization,
yet a young democracy.

He said since regaining independence more than two decades ago,
Azerbaijan had been building a free, democratic, and secular society
in which everyone could enjoy human rights and fundamental freedoms
equally and fully, regardless of his or her racial, religious, or
ethnic background.

“To this end, Azerbaijan continues to cooperate closely with the
Council of Europe -the continent’s main human rights watchdog- and the
Organization for Security and Cooperation in Europe for the further
development of domestic human-rights protection mechanisms and
fostering democratic reforms,” Mammadyarov said.

He said that in May 2014, Azerbaijan would assume the chairmanship of
the Committee of Ministers of the Council of Europe and during its
presidency it would encourage cooperation with regional organizations,
including those representing other continents.

“In this regard, there is an opportunity for joint activities between
the Council of Europe and the Bali Forum’s implementing agency -the
Institute of Peace and Democracy- in order to increase the
effectiveness of efforts in the crosscutting areas , like the
promotion of inter-religious and intercultural dialogue,” Mammadyarov
said.

He said Azerbaijan had always been a place of peaceful co-existence
and tolerance between different ethnic groups and religions.

“As a bridge between East and West and an active member of the Group
of Friends of the Alliance of Civilizations, Azerbaijan contributes to
the promotion of inter-religious and inter-cultural dialogue, which is
one of the main priorities of its foreign policy,” Mammadyarov said.

He also mentioned the World Intercultural Dialogue Forum and Baku
International Humanitarian Forum organized regularly in Baku, bringing
together the representatives of all continents to discuss the global
challenges that the world faces today.

“As President Aliyev stated recently during his inaugural speech,
promotion of tolerance and multiculturalism is both a modus vivendi
and a priority for Azerbaijan’s policy,” Mammadyarov.

He said that Azerbaijan supported the initiative of holding the
Democracy Forum as an effective platform.

The theme of this annual forum is ‘Consolidating Democracy in
Pluralistic Society’.

The Democracy Forum has been held since 2008 at Indonesia’s initiative.

The purpose of the forum is the consolidation of international and
regional cooperation through dialogue and exchange of experience in
the sphere of peace and democracy.

Art overcomes bureaucracy in Cİ’s `Art from Armenia’

Turkish people love to think of İstanbul as a `bridge between
continents.’ And lately, with its developing economy and dynamic young
culture, İstanbul has indeed become a meeting point for many people.

The art fair Contemporary İstanbul, which is currently marking its
eighth edition, is probably the most eagerly anticipated and diverse
activity of the year on the city’s contemporary art calendar, serving
as yet another meeting point for art lovers and artists from around
the world.

Since 2010, Contemporary İstanbul has also been offering a glittering
special section called `Art from Armenia.’ Although there are
currently no diplomatic ties between Turkey and Armenia, there is a
growing cultural relationship which promises a brand new future for
both countries. With the aim of discovering regional art and gathering
Armenian artists and Turkish art lovers, `Art from Armenia’ has hosted
many Armenian painters in İstanbul over the past three years.

This year’s “Art from Armenia” selection, on display until Sunday at
the İstanbul Congress Center, features paintings and sculptures by six
Armenian artists: Daron Mouradian, Vahram Davtian, Emil Kazaz, Armen
Gevorgian, Ara Mikaelian and Ruben Grigorianile.

Aram Sargsyan, the curator of the exhibition in 2011, has contributed
to the exhibition this year as well. According to Sargsyan, people in
İstanbul have respect for art. `I have seen many paintings on the
walls of restaurants and they were high standard paintings. So in
İstanbul, you do not have to go to a museum, you are exposed to art
everywhere.’

Mentioning the history of art in Armenia, Sargsyan is very proud of
the young generation artists who are contributing to the development
of traditional Armenian art. Noting that Armenia has many talented
artists, Sargsyan said the Armenian Art Association alone currently
has around 1,200 members. `I would like to contribute to this
exhibition with many other Armenian artists in the coming years,’ he
added.

This year, artist Mouradian is one of the fair’s special guests from
Armenia. His paintings offer a combination of themes from mythological
tales from the East and the West. Based on the Bible and mythology,
his world of fantasies tells the viewers a story they’ve never heard
before.

When asked about the stories in his paintings, Mouradian said his only
story was the painting and the rest was up to art lovers. `I only
paint. And people who are looking at my paintings read the story they
see there. It is up to their imagination,’ he added.

This is Mouradian’s second visit to İstanbul in nine years. However,
he said he was not able to see any art in İstanbul during his first
visit, in 2004. His response tells a lot about the cultural
relationship between Armenia and Turkey. Starting from no
relationship, now we can imagine a closer dialogue.

Bureaucracy hindering cultural dialogue

Onno Ayvaz, a collector and the coordinator of the exhibition, was the
person who made this exhibition possible.

He recalls: `A friend of mine, who is an antiquarian, invited several
artists from Armenia to showcase their work in Contemporary İstanbul.
But they did not accept his invitation. He called me at the last
minute, asking for help. So, four years ago, I contributed to the
exhibition with selected works by Armenian artists from my own
collection.’

Ayvaz was surprised by connoisseurs’ interest in the first `Art from
Armenia.’ He was asked to contribute in the following years as well.
Ayvaz’s contribution and the huge interest paved the way for `Art from
Armenia’ to become a staple on the fair’s program.

Ayvaz says this exhibition helps strengthen the relationship between
the two countries: `Art is a very meaningful way to communicate.
Armenians and Turks, people who had lived together for hundreds of
years, have been separated for the past 100 years. This is how I see
this situation. And you can feel the [similarity] in culture, in
perception. Here [in this art fair] it is like we were never separated
from each other.’

However, Ayvaz is troubled by bureaucratic difficulties arising from
the lack of diplomatic relationships between the two countries. All
the paintings in the exhibition are from his private collection
because it is currently not possible to import paintings from Armenia.
Those who want to do so have to obtain special permission from the
Turkish government to transfer art work from Armenia.

`These bureaucratic processes are very exhausting. Seemingly, you can
get that permission, but bureaucrats are very hesitant to help because
there are no diplomatic ties between the two countries,’ he says.
`Nevertheless, we’ll keep trying and, who knows, maybe next year we
can really bring works of art from Armenia to Contemporary İstanbul,’
he said.

Turkey could be amenable to reopening the long-closed railway link
between Kars and Armenia if Yerevan and Baku make progress in solving
the Nagorno-Karabakh dispute, diplomatic sources have said.

Azerbaijani President İlham Aliyev will visit Turkey on Nov. 12,
during which `creative ideas’ to create peace and stability in the
region will be high on the agenda, according to diplomatic sources.
One of those `creative ideas’ is to reopen the Turkey-Armenia railway,
contingent upon parallel progress in solving the dispute over
Nagorno-Karabakh, which has been occupied by Armenia for two decades,
diplomatic sources told the Hürriyet Daily News yesterday.

The Kars-Gyumri section of the Kars-Gyumri-Tbilisi railway line has
not been operational since 1993, when Turkey closed the border with
Armenia amid its war with Azerbaijan for Nagorno-Karabakh.

The idea of reopening the railway came as a question to Foreign
Minister Ahmet DavutoÄ?lu at a closed-door Parliament briefing on Nov.
6. The minister said opening the border with Armenia and reopening the
railway could be brought to the agenda under the framework of a peace
plan that includes the resolution of the Nagorno-Karabakh conflict.

The minister earlier said Turkey was looking for `creative ideas’ to
develop relations with Armenia, adding that Ankara was intent on
normalizing ties. `Now we are looking to develop it and advance with
creative ideas and new ways of thinking. We will increase our works in
the coming period. When relations between Turkey and Armenia are
normalized, most of the issues between Azerbaijan and Armenia will
also be within the framework of a solution,’ DavutoÄ?lu said last month
at a press conference in Switzerland, which had hosted a signing
ceremony in 2009 for a protocol between Turkey and Armenia to
normalize ties.

Turkey would consider all steps taken in parallel to other steps in
the region in a positive way, Foreign Ministry spokesperson Levent
Gümrükçü said at a press briefing yesterday. In this regard, Turkey is
in cooperation and in coordination with Azerbaijan, he added.

Turkey introduced the Integrated Transportation Corridors Project to
the Minsk Group in November 2012, to be implemented in peace time and
particularly after Armenia moves to end its occupation of seven
regions bordering Nagorno-Karabakh.

The first part of a plan to renew transport linkages among regional
countries will focus on linking Turkey, Armenia, Azerbaijan and Russia
by fixing unused railways and building new ones.

Transportation from Turkey to Armenia would be supported by railway
and a new highway in order to increase trade and human traffic between
the two countries.
