Concert d’adieu de Charles Aznavour à Londres le 1er juin prochain
selon French Radio of London

La station French Radio of London annonce que Charles Aznavour donnera
son concert d’adieu le 1er juin au Royan Albert Hall de Londres et
fêtera ses 90 ans. En octobre dernier, Charles Aznavour avait déjà
donné un concert dans cette prestigieuse salle londonienne. French
Radio of London affirme également que la chanson préférée d’Aznavour
par les Britanniques est « She ». Elle précise qu’en 60 ans de
carrière dans la chanson, Charles Aznavour a écrit 1200 chansons donné
un millier de concerts à travers le monde et vendu près de 100
millions d’albums. Acteur, Il a par ailleurs joué dans 80 films.

Né à Paris le 22 mai 1924, Charles Vaghinag Aznavourian, fils de Misha
et Knar Aznavourian -le père né a Akhaltskha région arménienne de
Géorgie de parents originaires d’Erzeroum, la mère originaires de
Smyrne aujourd’hui Izmir- devenu Charles Aznavour est aujourd’hui une
star mondiale de la chanson française. Depuis mai 2009 il est
également Ambassadeur d’Arménie à Genève (Suisse) ainsi qu’auprès du
bureau de l’ONU à Genève. Celui qui a fondé en 1988 l’association «
Aznavour pour l’Arménie » pour venir en aide aux sinistrés du séisme
arménien dispose aujourd’hui une statue en son honneur à Gumri
(Arménie) ainsi que d’une place à Erévan.

Welsend Money Transfer System To Be Launched In Armenia

The Welsend money transfer system created by Ukrgasbank, a large bank
in Ukraine, will be launched in Armenia, the financial institution
said in the press-release.

“The Welsend money transfer service will be shortly available in
Armenia,”‘ the press-release noted.

However, the press-release has not specified which banks or companies
in Armenia it reached the cooperation agreement with.

Georgia introduced the Welsend system at the RivalCredit microfinance
organization (Kutaisi) in September. Ukrgasbank stressed the Welsend
system has transferred a total of UAH 150 million since March 2013.

As Ukrainian News earlier reported, DiamantBank, a mid-sized bank in
Ukraine, employed the Welsend money transfer system in early December
2013.

The system provides money transfer in U.S. dollars, euros, Russian
rubles, as well as hryvnias within Ukraine.

Iran ready to start building railroad to link it with Armenia – mass media

TEHRAN December 9

– Iran is ready to start building a railroad, which will link it with
Armenia, Iranian mass media reported on Monday.

“Tehran provided funding to build a 160-kilometre railroad,” local
mass media quoted Iranian Ambassador in Yerevan Mohammad Raisi as
saying on Monday.

The price of the project is estimated at 2.8 billion U.S. dollars,
experts say.

Iran is considering a possibility to create a united railway, which
will link it with Russia and China. The World Bank intended to take
part in implementing the project.

PanARMENIAN.Net – Greek armed forces test-fired a Russian-made S-300
air defense system on Friday, Dec 13, for the first time since it was
bought 14 years ago, RIA Novosti reported.

Greece is the only NATO member that has an S-300 in service. The
system was initially purchased by Cyprus in the mid-1990s, and was
later transferred to the Greek island of Crete following objections
from Turkey.

The launch was carried out as part of the White Eagle 2013 military
exercise and was described as `successful.’

`It may sound paradoxical, but this successful S-300 launch is a
message of peace and stability in Southeastern Europe and the eastern
Mediterranean,’ Greek Defense Minister Dimitris Avramopoulos said in a
statement.

`The S-300, one of the most modern defense systems that ensure the
efficiency of our country’s air defense, was test-fired after 14 years
in service,’ he said. `The launch saw immense success.’

Since 2009, Ahmet DavutoÄ=9Flu was the first Turkish official that had
arrived in Armenia, but he had to enter the hotel from the back door
due to the picket organized outdoors. Did we have expectations from
this visit? Or, maybe, they should talk about the borders, which was
not done, anyway, Turkish media made such publications. And, in this
case, who appeared in the advantageous condition: Armenia or Turkey,
the President of `Modus Vivendi’ Center, political scientist, Ara
Papyan, in the conversation with Aravot.am, answering our questions,
said, `I do not think that we had expectation, because it was not a
visit within the scope of Armenia-Turkey. The Turkish press wrote
what they wanted, but, essentially, they also had mentioned about the
prerequisites, with which we should establish relationship, the matter
is about yielding at least 2 districts of Karabakh. This was an
experimental ball that was thrown to see what the reaction would
be. And, if we view it from the perspective of advantageous, the
protocols are working in favor of Azerbaijan, and they are in
advantageous position, because it turns out that there is a process
between Armenia and Turkey, a dialogue, intention to find something in
common, which is speculated. But, in reality, there is nothing, but it
is speculated by the Turks, and pretty successfully.’ To the next
question whether the Foreign Affairs Minister’s statement on
Armenian-Turkish relations was not weak, because it was just said that
the relations should be normalized without preconditions, and the
attempts of the Turkish side to associate this process with other
issues, or to put forward preconditions, are in vein and
useless. Maybe we should be tougher, Mr. Papyan answered, `Absolutely
yes, by a number of reasons. First, prior to it, the Turkish side had
stated about the preconditions, and prescribe them in the Geneva
Protocols, the matter, here, is about the recognition of borders, and
the establishment of the sub-committee, and the third was the Karabakh
issue. Here, a situation is created, in which we are in the role of an
expectant and a requester, but, eventually, Turkey is preserving the
territory of the Republic of Armenia under occupation, and not vice
versa, therefore, we need to remind this, too. And the matter is about
the Foreign Affairs Minister of an occupant country, and I would like
to emphasize that the matter is about the territory of the Republic of
Armenia, and not about the historical Armenia, and whose Minister of
Foreign Affairs is Edward Nalbandian, in other words, 70% of it has
been occupied, and they say =80` without preconditions. It has been
already 20 years, we move without preconditions, and we haven’t made
any success, and they are dictating the preconditions. But, it is time
for us to put preconditions. And, the concern that if we dictate
preconditions, our relations would be deteriorated, it is not so,
because, one way or another, the relations were poor. When they had
been good to be worse today, and maybe when we had put forward
precondition, tough positions, today, we could have mitigated our
positions, by obtaining something for it, and not like this, when
Karabakh is becoming a subject of bargaining.’ In response to the
other question that mission the Black Sea Economic Cooperation
organization is the economic cooperation, and we had always pushed the
economic relations to the forefront, however, there is a question here
of what economic cooperation are we talking about with Turkey, when
one of the member states of the organization imposes a blockade over
the other member state of the organization, Ara Papyan notes, `This is
what we should have emphasized repeatedly that Turkey being a
initiating country of the Black Sea Economic Cooperation, today, does
not implement the principles stipulated in the spirit and
document. Eventually, Azerbaijan can somehow be understood that it
wants to present that Armenia is an occupant, though, it is the
opposite, but Turkey is still not the aggrieved party, is it?
Unfortunately, this issue has ever been raised, and, in fact, the
Black Sea Economic Cooperation is missing in the organization. It’s
another issue that there is a bilateral Armenian-Turkish economic
trade, and to the point, pretty big, about 200 million, in which we
more import to Turkey than export.’ At the end, Ara Papyan added that
any organization, to which we member, we should pursue the objective
of use the organization to the benefit of Armenia, whereas, very
often, membership to such organizations, in our case, carry a formal
character.

Davitoglu’s three pillar policy is significant. It shows that Turkey
is trying to break out of the straitjacket that it found itself in
when it back-tracked over the 2009 protocols because of the sharp
opposition of Azerbaijan to any deal with Armenia prior to a Karabakh
settlement, says Dennis Sammut, Commonspace.eu political editor.

He believes that Turkey needs a Caucasus policy that recognizes both
its immediate interests but also takes into account the fact that
Turkey has historical baggage in the region and must therefore proceed
prudently.

“The three pillars policy is based on the concept that the problems of
the region need to be addressed comprehensively, and not by piecemeal
methods, even if different tactics need to be used for different
situations. Turkey is right to pursue this policy, as long as it also
understands that it needs to bring in early other key international
players, such as Russia, the EU and the US if such a policy is ever to
have any chance of success. Turkey’s proximity to the region, and its
influence, which is not insignificant, does however allow Turkey to
take a leading role in the process,” Sammut says.

He continues that in Yerevan Davitoglu also touched on the issue of
the events of 1915. “The anniversary of the atrocities that are often
characterized as genocide of the Armenian people in the last years of
the Ottoman Empire may inflame passions on both sides, since there is
certainly no agreement on how to read this unsavoury page of history.
Yet it may also provide an opportunity for dialogue and
reconciliation. Davitoglu told journalists in Yerevan that Turkish
diplomats now have instructions to engage in dialogue with Armenian
diaspora communities, many of whom are descendants of victims of the
1915 events. All this is positive. Turkey needs to be encouraged in
its initiatives as long as it pursues them with good intentions and
with the broad support of the international community,” says Sammut.

An Armenian youth organization has voiced its protest against
President Serzh Sargsyan’s recent statement expressing a positive
opinion on the government-approved compulsory pension accumulation
system.

`It was clear from the very beginning that the authorities would not
agree to any concession. It wasn’t something new, so we didn’t come to
a surprise,’ Gerasim Vardanyan, the leader of the ARF-D’s Nikol
Aghbalyan Student Organization, told Tert.am, commenting upon the
president’s Friday speech at the Ministry of Economy.

`The authorities do not clearly want to retreat, but we do not either;
so we will do our best,’ the youth activist continued.

Vardanyan said they can dispute the decision at the Constitutional
Court before deciding their future strategy with the political forces
representing the parliamentary opposition.

`We have expectations that the CC will pass a fair ruling,’ he said.

As for the future campaign, the activist promised that they will
resort to every possible step to have the bill annulled. `This is a
call to the society to make it realize that they are to decide
everything, without relying on a political force. If we have
50,000-60,000 people in the street instead of 5,000-6,000, the
situation will be different,’ he added.

With his recent visit to Yerevan, Turkish Foreign Minister Ahmet
Davutoglu sought, first of all, to mitigate the pressures against his
country in the run-up to the Armenian genocide centennial, says a
historian.

`Besides, this was an appeal to the world community that by
recognizing the Armenian Genocide, they would disrupt [the
normalization of] Armenia-Turkey relations. It was also a message to
the West that Turkey is not going to relax its influence here,’ Gevorg
Melkonyan, a history professor at the Yerevan State University, told a
news conference on Saturday.

The expert said that the visit was a kind of response to Russian
President Vladimir Putin, who declared, in the course of his last
week’s visit to Armenia, that his country is not going to withdraw
from the South Caucasus region.

Commenting on Davutoglu’s statement regarding the Armenian Genocide,
Melkonyan particularly focused on his words, saying that
`Turkish-Armenian relations do not date back like German-Jewish ties’.

`Yes, they are absolutely different from one another, hence an apology
by Turkey is not enough,’ the historian added.

As for the Turkish official’s characterization of the crime as an
inhumane act, Melkonyan noted that he didn’t use the word Genocide in
his statement. `He didn’t say he considers that a Genocide or
massacre. This is a tricky policy which means Turkey is unwilling to
admit that massacres have taken place,’ Melkonyan added.

He said further that he wished the protest in Yerevan had attracted a
thicker crowd on the day of Davutoglu’s visit. `I cannot say why
others didn’t attend, but I hail the ARF-D’s initiative,’ said the
historian.

Yerevan was a `staged show’ meant to stress equality between the two
countries, an Armenian MP said.

According to Mkrtich Minasyan, to become a civilized country Turkey
has to face the truth.

MP Aragats Akhoyan, in turn, noted that Davutoglu travelled to Yerevan
to explore the political situation.

`Turkey has serious issues. On one hand, it declares the `zero
problems’ policy with the neighbors, on the other hand, there’s no
neighboring state that Turkey has no problems with,’ the MP said.

The parliamentarian urged Turkey to recognize the Armenian Genocide,
start a legal case on an international level and declassify archives,
Aysor.am reported.

the five rounds of the 2013 World Mind Match cup’s blitz chess
tournament.

After winning Ukraine’s Ruslan Ponomoryov, the Armenian chess star
tied the score with China’s Wang Yue. In the third round, he beat Wang
Hao, another Chinese player. The last rounds saw Aronian celebrate two
consecutive victories over Vassily Ivanchuk (Ukraine) and Peter Leko
(Hungary).
