Insurance companies avoid performing duties properly – NGO rep

Insurance companies deny public transport and taxis liability
insurance policies, Chairman of the Informed and Protected Consumer
NGO Babken Pipoyan told Tert.am.

“Some companies refused to insure such cars, but began issuing 3-month
insurance policies. However, we all know well it is much costlier than
a one-year insurance policy,” he said.

The reason is that the cars are “a high risk” because they are
operated throughout the day.

“This is a way of extorting more money practiced by insurance
companies. Law envisages fines for failing to be insured, while
government-licensed insurance companies are not properly performing
their duties,” Pipoyan said.

He pointed out the need for supervisory bodies.

Marseille : hommage au groupe Manouchian exécuté par les nazis

Il y a 70 ans, le 21 février 1944, les résistants du groupe Manouchian
étaient exécutés par les nazis au mont Valérien. Pour ne pas les
oublier, une journée de commémoration est organisée ce samedi à
Marseille par la Jeunesse Arménienne de Paca.

Missak Manouchian, qui mena la résistance avec ses compagnons juifs,
Hongrois, Polonais, Roumains, Espagnols et Italiens et Arméniens, fut
aussi l’inspirateur du mouvement de la Jeunesse Arménienne de France.

Dans toute la France, la JAF organise des cérémonies commémoratives ce
samedi. A Marseille, une cérémonie est organisée en fin de matinée au
square Missak Manouchian, avec la participation de 50 enfants de la
chorale de la JAF et des scouts apostoliques.

En fin de journée, le centre culturel de la Jeunsesse Arménienne de
Marseille projettera le film “La traque de l’Affiche Rouge”.

L’affiche rouge, en référence à celle que les nazis placardèrent sur
les murs de France avec le portrait de 10 membres du groupe
Manouchian. Les Allemands tentaient de “faire passer l’idée que la
Résistance était une armée de bandits à la solde de l’étranger”.

Une démonstration qui aboutit à l’effet inverse. L’Affiche Rouge
devint au contraire le symbole de leur martyre.

Prices for essential food products imported from third countries will
increase considerably in Armenia after entry into the Customs Union,
Hraparak newspaper writes.

Prices for imported meat products will increase by up to 15%. Also,
there will be an increase in prices (at least 5-12%) for all types of
dairy products – milk, butter, cheese, cream, etc., which are imported
into Armenia from a third country as customs duties for dairy products
are very high.

Ukraine is experiencing geopolitical repartition of Eastern Europe,
Igor Muradyan, former member of the Karabakh Committee, said at a
press conference on Saturday, when commenting on the developments in
Maidan.

“We should give the heroic Ukrainian people their due. They people
came out against Russian colonization without any foreign support”, he
said. In this context, he drew parallels with Armenia, which faces the
prospect of loss of statehood but keeps silence. “The political life
in Armenia has died”, said Muradyan.
The analyst thinks that Ukrainian President Viktor Yanukovich had a
brilliant chance to be reelected and to strengthen the influence of
the ruling Party of Regions. “Yanukovich realized that European
integration was really the future of Ukraine. No sooner had he given
up that idea than Ukrainian people understood that the loan they
received was already expired”, he said.

As regards Russia’s role, the analyst believes that the Western
community has imperceptibly made Russian President Vladimir Putin
understand that he is no longer a member of the world elite club.
Muradyan thinks that the Western community and some of its partners in
Asia are blocking Russia and this may lead to economic collapse and
deliver a blow on the domestic stability. As a result, Moscow may
experience developments similar to those in Maidan.

“Russian leadership cannot put up with it and realizes that not the
Caucasus or Central Asia, but Ukraine is at stake”, he said. “The
geopolitical situation in Europe has changed a lot. Now the United
States and Great Britain are doing their best not to lose their levers
of pressure on Eastern and Western Europe”, he said.
In the meantime, Muradyan thinks that “the real fight” is yet to come.
“The real fight will start when they begin penciling the borders”,
Muradyan said and added that such developments may be avoided if the
matter concerns division of Ukraine rather than its collapse.

On Sunday, April 27, 2014 from 2-4 pm, thousands of devoted
Armenian-Americans and their friends and supporters will gather in
Times Square (43rd St. & Broadway) to commemorate the first genocide
of the 20th Century, The Armenian Genocide (Medz Yeghern). In
recognition of Genocide Awareness Month (April), Holocaust Remembrance
Day (Yom HaShoah) will also be commemorated, as well as other
genocides that have occurred since then, Masis Post reports.

The theme of the Armenian Genocide Commemoration is “Turkey is Guilty
of Genocide: Denying the Undeniable is a Crime.” This historic event
will pay tribute to the 1.5 million Armenians who were annihilated by
the Young Turk Government of the Ottoman Empire and to the millions of
victims of subsequent genocides worldwide. Speakers will include
civic, religious, humanitarian, educational, cultural leaders, as well
as performing artists. This event is free and open to the public. Dr.
Mary A. Papazian, President of Southern Connecticut State University
and Attorney R. Armen McOmber will preside over the ceremonies.

Dennis R. Papazian, PhD, past National Grand Commander of Knights of
Vartan and Founding Director of the Armenian Research Center at the
University of Michigan-Dearborn discusses the Armenian Genocide.
“These killings, which were labeled crimes against humanity and
civilization at the time, exactly fit the definition of the word
genocide, which was coined by Raphael Lemkin, a Polish-Jewish lawyer
in 1943,” comments Papazian. “It is only proper to bring the
terminology up to date and apply the international laws for genocide
to the Armenian case.”

Papazian headed the Armenian Assembly of America in 1975, when a
non-binding resolution recognizing the mass killings as genocide,
passed through Congress. On April 22, 1981, then-President Ronald
Reagan issued Proclamation #4838 that summoned Americans to
commemorate the anniversary of the liberation of the Nazi death camps.
The proclamation stated, “Like the genocide of the Armenians before
it, and the genocide of the Cambodians which followed it–and like too
many other persecutions of too many other peoples–the lessons of the
Holocaust must never be forgotten.”

Papazian further discusses that President Barack Obama used the
Armenian phrase Medz Yeghern, which is the equivalent of the phrase
genocide in the Armenian language, in a statement issued to
commemorate Armenian Remembrance Day on April 24, 2013. “But still the
U.S. position is still kept ambiguous about using the word genocide
because our country fears alienating Turkey, an important country in
the Middle East,” he adds.

“In the long run, Turkish recognition of the Armenian Genocide is
critical, since Turkey is the responsible successive government of the
Ottoman Empire,” stresses Papazian. “In recent years there have been
some positive developments among progressive Turkish intellectuals,
including the grandson of one of the chief perpetrators; therefore, it
is within the realm of possibility that Turkey itself will recognize
the Armenian Genocide on the one hundredth anniversary of its
beginning,” he concludes.

The 99th Commemoration is organized by the Mid-Atlantic chapters of
the Knights & Daughters of Vartan (), an international
Armenian fraternal organization headquartered in the United States,
and co-sponsored by the Armenian General Benevolent Union
(), the Armenian Assembly of America (), the
Armenian National Committee of America ( ), the Armenian
Council of America and the Armenian Democratic League (Ramgavar
Party).

Participating organizations include the Diocese of the Armenian Church
of America, Prelacy of the Armenian Church of America, Armenian
Missionary Association of America, Armenian Catholic Eparchy for U.S.
and Canada, the Armenian Church Youth Organization of America (ACYOA),
the Armenian Youth Federation (AYF-YOARF), several Armenian youth
organizations, and university and college Armenian clubs.

Syria conflict: Armenian fatally wounded near Daraa

A young Armenian was fatally wounded in Syria, Perio News reports.

Sago Nazaret Shalash, a resident of Damascus, was wounded in clashes
near Syria’s Daraa on February 20. He was taken to a hospital in
Quneitra, where he died of his wound.

His funeral will be held today at St. Sargis Church in Damascus, the
source said.

Signature officielle de la Charte d’Amitié entre les villes de Hadrout
(Haut-Karabagh) et Vienne (Isère)

Communiqué de Presse de la Représentation de la République du Haut
Karabagh en France. Paris, le 21 février 2014.

Lors de la visite en France de Madame Nariné Aghabalian, ministre de
la Culture et de la Jeunesse du Haut-Karabagh s’est officialisée la
signature de la charte d’amitié entre la ville de Vienne (Isère) et la
ville de Hadrout (Haut-Karabagh).

Cette Charte scelle ainsi des liens d’amitié forts entre ces deux
villes et contribue à la mise en place de programmes communs dans les
secteurs de l’éducation, de la culture et du sport. La visite de la
ministre de la Culture et de la Jeunesse du HK a donné lieu à une
cérémonie officielle entre Monsieur Jacques Remiller, maire de Vienne
et Madame Nariné Aghabalian. Cette coopération salue aussi le partage
des valeurs de liberté, d’égalité et de démocratie de la république du
Haut-Karabagh et de la municipalité de Vienne.

A propos : Le Haut-Karabagh, ou République d’Artsakh, majoritairement
peuplé d’Arméniens, a déclaré son indépendance le 2 septembre 1991 ;
celle-ci n’est pas encore reconnue par la communauté internationale.
Situé dans la région du Caucase du Sud, sa superficie est d’environ 11
500 km2 et sa population s’élève à 145 000 habitants. Sa capitale est
Stepanakert.

Soixante-dix ans jour pour jour après l’exécution de 22 membres du
groupe Manouchian en ce lieu où furent fusillés un millier de
résistants par l’occupant nazi, le chef de l’Etat a annoncé que son
choix s’était porté sur deux femmes, Germaine Tillion, ethnologue et
résistante, et Geneviève de Gaulle-Anthonioz, ancienne présidente de
ATD Quart Monde et nièce du général de Gaulle, qui toutes deux furent
déportées à Ravensbruck, ainsi que deux hommes, Pierre Brossolette,
journaliste et résistant, et Jean Zay, ministre de l’Education du
Front populaire assassiné en juin 1944 par des miliciens.

Cette dernière n’y figure toutefois qu’en qualité d’épouse du chimiste
Marcellin Berthelot.

Décédée en 2008 à 100 ans, Germaine Tillion fut une résistante de la
première heure. Elle participe en juin 1940 à la création du réseau du
Musée de l’Homme. Dénoncée, elle est arrêtée en 1942 puis déportée à
Ravensbrück. Rescapée, elle sera parmi les premiers à témoigner de
l’enfer du système concentrationnaire.

Fille du frère aîné du général, Geneviève de Gaulle-Anthonioz, décédée
en 2002, est étudiante lorsqu’elle rejoint la Résistance. Elle est
également une rescapée de Ravensbrück. Elle prendra la tête du
mouvement ATD Quart Monde en 1964.

Le radical de gauche Jean Zay a laissé une profonde empreinte sur le
système éducatif et culturel français. On lui doit la scolarité
obligatoire jusqu’à 14 ans ou encore l’interdiction du port d’insignes
politiques et religieux à l’école.

Arrêté en mars 1944 avant de se donner la mort pour ne pas livrer de
secrets à la Gestapo sous la torture, Pierre Brossolette fut l’un des
principaux acteurs de la Résistance intérieure, sous les ordres du
colonel Passy, chef des services de renseignement de la France Libre.

Compagnon de la Libération, il rejoindra au Panthéon quatre autres
Compagnons de la Libération : Jean Moulin, René Cassin, Félix Eboué et
André Malraux.

Durant l’été et l’automne 1943, le Groupe Manouchian réalisa près
d’une centaine d’opérations armées et de sabotages en région
parisienne dont, le 28 septembre 1943, l’exécution à Paris du général
SS Julius Ritter, responsable du Service du travail obligatoire (STO).

Le 21 février 1944, 22 membres de ce réseau constitué de résistants
communistes, juifs, arméniens, espagnols et polonais étaient fusillés
au Mont-Valérien. Soixante-dix ans plus tard, la fameuse > de la propagande nazie, avec ses dix visages en noir et blanc,
en est encore le symbole.

For already 10 days the residents of Ararat region’s Norabac community
are deprived of transport means. They alarm that intercity 54 bus
refuses to serve the community. According to the residents, the bus
drivers refuse to enter the village because of destroyed roads. The
residents of the village tell that the administration is concerned
about the problem but it does nothing.

According to the head of the community Galust Galstyan the bus will
start to work in an hour. In the conversation with “A1+” Galstyan
noted, that several hours ago he tried to solve the problem with
the route number 54 service buses. “Shortly before they have been
discussing the transport issue, they promised to enter our village.”

He also informed that the roads were partly filled and the drivers
agreed to continue the route only in the case of improved roads. For
the clarification of the problem “A1+” sent written inquiry to Yerevan
municipality. Corresponding structure promised to answer the question
during 5 days.
