THE EMIGRATION STATISTICS DO NOT CORRESPOND TO REALITY

Armenian political analysts and economists regard as controversial
the latest figures on emigration published by the National Statistical
Service (NSS), which suggests that fewer people have left the country
in 2013 than in previous years.

According to statistics, the number of people who came to Armenia in
2013 reached a total of 1,452,085, while the number of those who left
the country amounted to 1,494,086. The negative balance amounts to
42,001 people, which is 7,659 less than in 2012 (49,660), which means
that the rate of emigration slowed in 2013 compared to previous years.

According to the NSS, the air passenger traffic fell by 0.3 percent,
which does not have a negative balance, but the negative balance is
present at ground control points to the Armenian-Georgian border that
people go through bus or minibus for cheaper and it is a suitable
way to travel for families.

According to data from 2013, a total of 39,726 people have left the
country by the checkpoint Bagratashen compared to 21,144 in 2012. The
figures for the checkpoint Bavra in 2013 and 2012 were 13,000 and
8288, respectively.

“The shrinking population and emigration is calculated from the
reduced number. If it continues like this, and there will be more
people in Armenia and for example, in 10 years, I can assure you
that the emigration rate will be reduced to 10,000 or 15,000 people,
“said former Prime Minister, now opposition member Hrant Bagratyan

Demographers say that in the past, unemployment and poor economic
conditions were a valid reason for emigration, whereas today despair,
lack of confidence in the future in many cases come as the main cause
of emigration, people no longer believe that their children will have
a good future in their country of origin.

“Recently, moral and psychological reasons have become more important
to people. This can also be seen on an individual basis, in private
conversations, many feel that they are frustrated, which is connected
to the moral and psychological situation in the country. No tendency
for change or improvement in this situation can not yet be seen,
“says demographer Ruben Yeganyan.

The majority of emigrants are outraged by the inequality of
opportunities to engage in economic activities in the country,
injustice and the exploitation of wage labor.

“People understand the objective difficulties of Armenia, as the
blockade, a constant threat of war, the objective difficulties
of achieving economic activities. But they do not understand that
these objective reasons are applicable only to some. A biological
instinct of a “closed area” is used, in this case, those involved in
the government of the country benefit from those who are not there,
“said the ethnographer Hranush Kharatyan ArmeniaNow.

According to her, it is possible to curb emigration if all persons
are equal before the law, if we do not slow down their life, work
and ability to create.If people receive support by doing everything
they want then according Kharatyan, miracles can happen even in
“closed areas”.

“Even in Armenia blocked the socio-economic climate will change if
the government members are guided by the principle of the protection
of rights and equality of opportunity in our country. Ten percent of
the population of our country is involved in the system of government.

Government officials in Armenia have long downplayed the emigration
rate of the country, insisting that many of those who do leave for
migrant labor and are very attached to their country and participate
in the economic life by sending vital funds.

While acknowledging the presence of social and economic problems in
the country that grows a number of people to seek better opportunities
abroad, in an interview last year President Serzh Sargsyan accused
some media to create an atmosphere improper contributing to the dismay
of the population and possible decisions to leave.

Prelacy Appoints Armenian Language Revitalization Committee

PRELACY APPOINTS ARMENIAN LANGUAGE REVITALIZATION COMMITTEE

Western Prelacy of the Armenian Apostolic Church of America

LOS ANGELES–Upon the recommendation of the Representatives Assembly
and the invitation of Western Prelate Archbishop Moushegh Mardirossian
and the Executive Council, last year a committee was appointed within
the Western Prelacy to focus on the revitalization and preservation
of the Armenian language in the United States. The committee held
its first meeting on May 1, 2013.

During subsequent meetings, the committee concurred that the use
of the Armenian language, both oral and written, is in decline in
Armenian communities of the Western United States. Maintaining that
language vitality is essential to the sustainability of Armenian
culture and identity in a Diasporic context, the committee embarked
on strategic planning sessions to propose a plan for intervention
and revitalization.

Accordingly, the committee began to evaluate the root causes of this
problem based on available research results and statistics, and to
create a plan of action with a clear vision, mission, and strategic
goals for spearheading a decentralized language revitalization
program. Partnerships with schools, churches, organizations, political
parties, media and interested individuals will be central to the
program’s success.

The Prelate and Executive Council announce that the committee will
continue its mission as a standing body under the auspices of the
Western Prelacy, as the “Armenian Language Revitalization Committee”.

The committee is comprised of the following members: Dr. Haroutiun
Armenian, Dr. Hagop Gulludjian, Sarkis Mahserejian, Jora Manoucherian,
Vazken Madenlian, Dr. Talar Chahinian-Mahroukian, Dr. Vahram
Shemmassian, Dr. Hasmig Baran, and Dr. Rubina Peroomian.

“We are confident that this committee will expertly carry out this
endeavor and in collaboration with community organizations, educational
institutions, and media members will expand this undertaking to a
pan-Armenian cause,” said the Prelacy.

ANKARA: Turkey Holds Military Drill With Azerbaijan

TURKEY HOLDS MILITARY DRILL WITH AZERBAIJAN

Turkey and Azerbaijan have completed the winter 2014 military exercises
near the Armenian border, the Turkish General Staff has announced on
its website.

The General Staff announced that the exercises were held between Feb.

18 and 20 on the Akbaba polygon, in the province of Kars, located on
the border with Armenia.

According to the statement issued Feb. 24, the aim of the exercises
was to strengthen military cooperation between the two countries and
share information and experience.

The military exercises involved 1,714 army personnel from the two
countries, 85 of whom were from the Azerbaijani army.

The main aim of the exercise was to strengthen interaction between
the armed forces of the two fraternal states, the statement said. It
also added that it was aiming to develop the skills of armed divisions
during the tough winter conditions, including testing the ability of
the units’ locating, accommodating, supplying, clothing and maintenance
“in deep snow and extreme cold.”

Last year, the Turkish and Azerbaijani armies launched a joint military
exercises between July 12 and 28 in Baku and Nakhchivan.

Armenia’s Authorities Must Draw Lessons From Ukraine Developments

ARMENIA’S AUTHORITIES MUST DRAW LESSONS FROM UKRAINE DEVELOPMENTS

Ukraine developments have increased the risk of Armenia being drawn
into the West’s games, Heritage party member Styopa Safaryan told
Tert.am.

Maidan may be an example to Armenian citizens discontented with
Armenia’s authorities, as an oligarchic system is in power in Armenia
as well.

“Everything depends on the West, which has just expressed its wish
to continue Armenia-EU relations. On the other hand, Armenia has not
shown any signs of losing anything. So the West’s demands and actions
can hardly be predicted now,” he said.

“Armenia’s authorities must draw lessons from the Ukraine
developments. They must realize that the end to their oppressing the
people is coming rather than try to prevent development similar to
those in Ukraine,” Safaryan said.

He stressed the importance of the people’s stance.

“If the people are sure their struggle will succeed, the authorities
may change their behavior. But Armenia’s authorities will certainly
feel fears as they are well aware of Europe’s policy aimed at
disrupting Russia’s policy. And Armenia is one of the targets.

Therefore, Armenia’s authorities will face danger if they remain
committed to their policy,” Safaryan said.

Political scientist Levon Shirinyan believes that the Ukraine scenario
similar will not unfold in Armenia because of different ways of
thinking.

“Well aware of our geopolitical location, Armenia’s authorities must
come to realize that giving power to criminal elements will have bad
consequences for them. Urgent reforms are needed to meet the people’s
demands. In this case, I think we will be spared shocks.

Armenia’s political elite must propose a reform programs, with
Ukraine’s example considered,” Shirinyan said.

Russia has its economic interests and is sure to say its say.

“Russia will not sit on its hands. It is running the risk of losing
the Dombas industrial zone and access to the Black Sea fleet. It
means Russia’s death as a superpower.”

– Armenia has already prepared a draft agreement on joining the
Customs Union of Russia, Belarus and Kazakhstan, Armenian Prime
Minister Tigran Sarkisyan told Itar-Tass on Saturday.

“On our part, we have prepared a draft agreement on joining the
Customs Union, now it is to be studied by experts,” he said.

“Next week, our delegation will come to Moscow to attend a meeting of
a big working group on the preparation of Armenia’s accession to the
Customs Union, which is led by Minister of the Eurasian Economic
Commission Tatiana Valovaya,” he noted.

In late December, the Armenian prime minister said that the agreement
would be ready by May. “We want to meet the deadline,” he said, adding
that the “picture will be more clear” when the Armenian delegation
returned home from Moscow.

“Our first priority is to ensure stable, secure and sustainable
development,” Sarkisyan stressed. “It is our first and foremost
priority which meets the interests of our people.” This task, in his
words, was committed to paper in the programme of the Armenian
government and in the election programme of its President Serzh
Sargsyan.

Armenia has done about 50% of what it should to join Customs Union – Armenian PM

– Armenia has implemented almost half of what it should to join the
Customs Union of Russia, Belarus and Kazakhstan, Armenian Prime
Minister Tigran Sarkisyan said on Saturday.

“As of now, we have done about 50 percent of what we should in order
to join the Customs Union,” he said in an interview with Itar-Tass.
“The roadmap [on joining the Customs Union] includes about 260
provisions we have committed to paper in a big plan endorsed by the
Armenian government. Twenty working groups have been set up in line
with this plan. These groups are headed by people who are in charge of
the implementation of these or those provision of the programme. They
report to the prime minister weekly.”

He said a big working group on Armenia’s accession to the Customs
Union and the Common Economic Space had had its meeting on Friday. The
group was set up at the instruction from the president of the four
countries – Armenia, Belarus, Kazakhstan and Russia. It includes eight
representatives from Armenia, as well as representatives from Russia,
Belarus and Kazakhstan.

“We received the head of this group, Minister of Eurasian Economic
Commission Tatiana Valovaya, who had come here with a team of experts.
So was had a good chance to discuss the entire roadmap. Heads of
working groups reported about what they had done and about issue that
were yet to be solved,” Sarkisyan noted, adding that members of the
big working group had spoken about each of the roadmap’s areas with
the Armenian partners. “They monitored the process of Armenia’s
implementation of the roadmap, considered what we had already done,”
the Armenia prime minister said. “Today, they reported me that the
results were positive, we also have positive reports from our
colleagues about the pace of our work.”

he planned to attend the closing ceremony of the Olympic Winter Games
in Russia’s Black Sea resort city of Sochi on Sunday.

He also said he watched the TV coverage of the opening ceremony with
admiration. “What I saw on TV produced the most benevolent impression
on me, especially the opening ceremony of the Olympic Games, which was
absolutely marvelous,” he said.

Armenian Prime Minister Tigran Sarkisyan said on Saturday.

“Sure, the situation in Ukraine is telling negatively on the economy
of that country, today’s reports say that its economic ratings had
been lowered,” he said in an interview with Itar-Tass. “It means that
the investment climate is deteriorating in that country and it has a
negative impact on living standards, on economic ties with other
countries of the Commonwealth of Independent States.”

“That is why we wish Ukraine, our friendly state, to come out of this
situation as soon as possible – we are all interested in that,” he
stressed.

David and Nare most favorite names for newborns in Armenia

In 2013, 22,200 boys and 19,570 girls were born in Armenia, with 1,410
boys named David and 953 girls named Nare, Head of the Census and
Demography Department, Statistical Service of Armenia, Karine
Kuyumjyan told Tert.am.

Among boys’ most frequent names were Narek (1,163), Gor (693), Hayk
(603), Alex (600), Erik (494), Samvel (478), Tigran (475), Artur
(473), Arman (455).

Girls were mostly named Mari (823), Mane (383), Milena (678), Ani
(556), Elen (502), Anahit (495), Maria (488) and Anna (410).
