The Library of Congress, The Government of USA has issued the
following Speech:

Mr. COSTA. Mr. Speaker, today I rise as I do every year in recognition
of the anniversary of the pogroms aqainst the people of Armenian
descent in Sumgait, Azerbaijan. On February 27, 1988, anti-Armenian
forces began killing Armenians and driving them from their homes.

Scores of Armenians were killed, hundreds were wounded, and thousands
were left as refugees without their homes or livelihoods. The
violence went on for three days as Armenian women and girls were
viciously raped.

Days before this massacre, the Armenians of Nagorno Karabakh began
peacefully protesting against the Soviet Azerbaijani oppression and
discrimination. From this peaceful protest and the fires of the pogroms
arose the spark that started the democracy movement that ultimately
brought down the Soviet Empire.

Sadly, anti-Armenian rhetoric and cross-border attacks continue at
the hands of the Azerbaijani government. Azerbaijan has consistently
obstructed the peace process, walked away from its own agreements,
and continued to threaten war. This is unacceptable, and the violence
and harmful words must come to an end.

Today, I ask my colleagues to stand with me in remembrance of the
Sumgait pogroms, in support of a true and lasting peace in the region,
and in recognition of the contributions of Armenian Americans to the
San Joaquin Valley I call home and the entire Nation.

World Candidates Chess: Anand Ambushes Aronian

Making a mockery of all pre-event speculations, Viswanathan Anand
produced a scintillating display to topple favourite Levon Aronian in
the opening round of the World Candidates chess tournament at Khanty
Mansisyk, Russia, on Thursday.

Deadlocks on the remaining three boards meant Anand held the lead ahead
of his second-round clash against former champion Veselin Topalov.

Anand, at 44 the oldest among the eight Candidates battling to earn
the right to challenge World champion Magnus Carlsen later this year,
foxed Aronian following the opening phase of Ruy Lopez. Anand benefited
immensely as the Armenian erred while facing acute time pressure to
complete 40 moves in the stipulated two hours of clock time. Aronian
gave up on his 47th turn, early in the fifth hour, when he saw no
way of rescuing his trapped knight.

This was Anand’s third career-victory over Aronian and first with
white pieces. Anand’s last victory over the World number two came
in the elite Tata Steel tournament at Wijk aan Zee, near Amsterdam,
in January last year.

Since the players were separated by 60 rating points, the victory for
Anand was worth 5.8 points and took his live rating to 2775.8. As
a result, Anand temporarily moved up a rung, to the seventh spot,
in the world rankings.

The Spanish opening is considered Anand’s forte from the white side.

On this day, Anand was not required to reveal any unused variation from
his in-depth preparations done prior to last year’s World title clash.

Anand negotiated Aronian’s Anti-Marshall rather well. Aronian, who
later admitted having underestimated the ensuing position and treated
it as “very simple” realised the gravity of the situation by the 20th
move. It was at this stage that Anand returned a central pawn gained
on the 12th move and exchanged the queens. Aronian took 38 minutes
on the 23rd move without improving his chances.

Thereafter, Anand targeted Aronian’s vulnerable queenside by
a clever rook-move. Armed with a pair of bishops, Anand looked
increasingly formidable, enjoying space and control. Eventually,
Aronian managed to complete 40 moves with just two seconds remaining
on his clock but committed a fatal blunder on the 39th move — and
got his knight trapped. When Anand closed in on capturing the knight,
Aronian resigned.

Anand’s victory came after the remaining boards ended in unenterprising
draws. Second seed Vladimir Kramnik settled for a 32-move draw
with black pieces against fellow Russian Dmitry Andreikin in Nimzo
Indian. This game saw a series of exchanges before the players signed
peace in rook-pawn ending.

In another all-Russia affair, Peter Svidler and Sergey Karjakin
took just 26 moves in Sicilian Paulsen to agree to a draw following
repetition of moves. Shakhriyar Mamedyarov and Topalov took 10 moves
longer in Slav Defence to reach a similar agreement.

Cosmic Ray Division Joins New International Projects

COSMIC RAY DIVISION JOINS NEW INTERNATIONAL PROJECTS

YEREVAN – The Yerevan Physics Institute (YerPhI), together with its
Cosmic Ray Division (CRD), is establishing an international partnership
for analysis of scientific data stored at some of the world’s largest
scientific installations.

The CRD’s part of this project, entitled “Web-Based Data Analysis
Platform for Space Weather Observations”, will develop a sophisticated
web based application for collaborative analysis and research
of complex data. The data will originate from multiple research
laboratories both at CRD’s facilities in Armenia and from distant
sources. The system is currently operational at CRD’s site and its
further development is supported within the framework of the Vaporciyan
Multivariate Analysis and Visualization (VMAV) project.

Data in a wide range of formats will be analyzed. When completed,
the system will allow space weather and geophysical data from around
the world to be analyzed by CRD’s scientists as well as placing data
collected at CRD’s facilities at the disposal of the international
scientific community.

YerPhI is in the process of upgrading its networking servers to
facilitate the analysis of the vast amounts of data collected worldwide
from some of the world’s largest particle accelerators. On many of the
world’s most complex and expensive scientific instruments, large teams
of international researchers perform the analysis on huge quantities of
collected data. In many instances the amount of data collected is so
large that it is estimated that only 30-40% of the data actually gets
analyzed. International scientific collaborators often access remote
data via the Internet from thousands of miles away. Astrophysical
observations similarly gather huge amounts of data that need analysis.

To enlist expertise in networking and knowledge management, CRD’s
director and the head of its Cosmic Ray Division – Prof. Ashot
Chilingarian, recently visited several European research centers to
discuss the establishment of this Armenian – European project. At DESY,
the German physics center, Dr. Zaven Akopov – head of DESY’s Knowledge
Management project at the X-Ray Laser Project Center, will participate
in YerPhI’s project. Also in Germany, Dr. Gevorg Poghosian, head of the
simulation laboratory for astro-particle physics at Karlsruhe Institute
of Technology’s Steinbuch Center will join this effort. Working on the
Large Scale Data Management and Analysis Project, former YerPhI staffer
Arsen Hairepetyan, and data processing expert at the Institute of Data
Processing and Electronics, Dr. Suren Chilingaryan, all expressed their
eagerness to work collaboratively with their colleagues in Armenia
over high speed Internet links. This project will allow Armenia’s
scientists to collaborate with their international colleagues on some
of the most challenging projects of the 21st century.

The VMAV project was established in memory of the late Mr. Kirakos
Vaporciyan by the Vaporciyan family of Michigan.

World Wide Lightning Location Network

The Cosmic Ray Division (CRD) of the Yerevan Physics Institute
operates a unique geophysical network of environmental monitors. The
network is unusual due to the numerous climatic zones in Armenia,
with high mountains together with high mountain lakes, and frequent
severe lightning storms. This network is instrumented with electric
field strength meters, lightning detectors, meteorological stations,
and advanced cosmic ray particle detectors designed in Armenia,. Young
Armenian students and recent graduates play a key part of Armenia’s
research in this field.

In the fall of 2013 the CRD joined the World Wide Lightning Location
Network (WWLLN), managed by the Department of Earth and Space Sciences
at the University of Washington in Seattle, Washington. This network
detects very low frequency (VLF) radio waves emitted by lightning
strikes. Research in this field has a number of applications in the
scientific, commercial, and government sectors. It could provide a
better understanding of the electric currents circulating the globe
at very high altitudes, shed light on global warming and atmospheric
discharges, and provide warnings of severe storms and hail for
agriculture. This past summer, many Armenian farmers suffered severe
hail damage to their crops.

Upon joining the WWLLN the CRD installed monitoring stations in
Yerevan, on the slope of Mt. Aragats, and near Lake Sevan.

Localization of lightning strikes requires the precise timing of the
VLF radio signals by at least 5 monitoring stations. The geographical
location of these stations is extremely important. The stations
in Armenia fill a crucial void as there are no other stations for
thousands of kilometers to the east or west and the nearest station
to the southwest is in Tel-Aviv. Thus Armenia’s stations are extremely
important. Integration of Armenia’s stations into the WWLLN will help
Armenia calibrate its stations and will provide enhanced research
world-wide.

As with all other CRD projects, CRD’s young scientists play an integral
role in this project. Recent post-doctoral students, Levon Vanyan
and Tigran Karapetyan, are already making their mark in the field,
having received a number of invitations to present their important
research at international scientific conferences.

Hripsime Lazarian, who received her Masters degree last year, has
entered the PhD program at the Yerevan Physics Institute specializing
in Cosmic Ray Physics, with Yerevan Physics Institute’s director Prof.

Ashot Chilingarian as her advisor. She is one of the Kirakos Vaporciyan
scholars, supported by the Kirakos Vaporciyan scholarship endowment
established in memory of the late Kirakos Vaporciyan by the Vaporciyan
family of Michigan. Another young scholar, Hasmig Rostomyan, who
recently received her master’s degree in physics, is preparing to
enter the Yerevan Physics Institute PhD program in Cosmic Ray Physics
this fall while continuing to work at the CRD. Two new Masters and
Bachelors students from Yerevan State University, Ashot Hovhannisyan
and Tatev Sargsyan, are also interning at the CRD.

Recently, Aravot.am e-mail received a letter from a citizen named
Karen Petrossyan about how Syunik Governor Suren Khachatryan’s son,
Karen Khachatryan, had become an owner of 13 thousand square meters
of the territory involved in Vorotan HHP complex. His letter sent
to “Aravot” particularly reads, “During the talks raised months
ago around privatization of Vorotan hydroelectric complex, by the
instruction of Surik Khaachatryan, Liska, the General Director of
the complex, his cousin, Sasun Khachatryan, has documented 13,000
(thirteen thousand) square meter territory with its buildings and
communications belonging to Tatev-Vorotan HHP included in the complex,
first, as a sale for a total of 1 million 700 thousand drams in the
names of the employees of the complex Anush Gharagyozyan and Samvel
Alexanyan, then, a short time later, it was privatized in the name
of his son, Karen Khachatryan. Along with the constructions, the
real cost of the territory is 25-30 million drams. The sole purpose
of urgent documenting of illegal and fraudulent transaction was to
sell it later to the new owners of the complex at tenfold times higher
price.” In the result of our study, we found out that the territories
originally were acquired by Anush Gharagyozyan and Samvel Alexanyan,
and in 2002 and 2005, based on sale and purchase agreement, Karen

Armenia’s National Team Drops 11 Notches In FIFA Ranking

ARMENIA’S NATIONAL TEAM DROPS 11 NOTCHES IN FIFA RANKING

YEREVAN, March 12 / ARKA /. After losing a friendly game to Russia
0-2 on March 5 Armenia’s national soccer team has drooped 11 notches
in FIFA ranking, released today, to the 41st position.

The top five teams in the standings are Spain, Germany, Argentina,
Portugal and Colombia. Spain has dominated the FIFA World Rankings
since it won the World Cup in 2010, maintaining its spot at the top
every month except August 2011, when the Netherlands temporarily
claimed the top slot.

The rankings were introduced in December 1992. Seven teams Argentina,
Brazil, France, Germany, Italy, the Netherlands and Spain, have held
the top position, of which Brazil have spent longest ranked first.

A points system is used, with points being awarded based on the
results of all FIFA-recognised full international matches.

Under the existing system, rankings are based on a team’s performance
over the last four years, with more recent results and more significant
matches being more heavily weighted to help reflect the current
competitive state of a team. -0-

Plans to reconstruct the military barracks in its former spot in
Taksim’s Gezi Park caused much controversy last year, when activists
occupied the park to prevent building work from being commenced.

A Turkish court has rejected an objection against the reconstruction
of an Ottoman military barracks in the Istanbul district of Taksim.

Plans to reconstruct the military barracks in its former spot in
Taksim’s Gezi Park caused much controversy last year, when activists
occupied the park to prevent building work from being commenced.

Police attempted to disperse protesters by firing tear gas, which
only angered the public and spurred on weeks of anti-government riots
around the city.

Police eventually succeeded the evacuating the area, where plans to
redevelop the site are still in place.

The military barracks was objected against on the basis that its
construction would cause environmental damage, but the court refused
to accept this as a valid grounds for objection.

The original barracks, otherwise known as the Halil Pasha Artillery
Barracks, was built in 1806 by Armenian architect Krikor Balian.

The building suffered considerable damage during riots in 1909,
but was later repaired and transformed into a football stadium in 1921.

The stadium was closed in 1939, and demolished in 1940.

WILL THE PATTERN CONTINUE? THE U.S. HAS A LONG HISTORY OF STANDING BY DURING GENOCIDE AND CRIMES AGAINST HUMANITY

The recent revelations of genocide and the all-too-familiar
accompanying atrocities in North Korea are obviously extremely
disturbing, though not totally shocking given what we know about the
leadership of that unfortunate state.

If history is an indicator, it is unlikely that the United States or
other Western powers will intervene in a meaningful way, particularly
with North Korea in possession of a nuclear arsenal.

The century’s first genocide occurred in 1915 and was committed by
Turkey against its Armenian minority, in response to a small segment of
that population siding with Russia in World War I. Approximately one
million Armenians were marched into the desert and starved, tortured,
beaten, burned alive, and shot. Women and young girls were gang raped
before being murdered, their loved ones forced to watch before they
too were butchered.

The U.S., hoping to remain neutral, chose not to intervene and when
we did enter the war in 1917, declined to declare war on Turkey.

Meanwhile, a young Polish Jew, Raphael Lemkin, horrified by the
atrocities there, dedicated the rest of his life to fighting
state-sponsored mass murder.

Lemkin spent the 1930s trying to convince European governments to
draft a law to stop this still-unnamed form of butchery. (It was
Lemkin who coined the term “genocide” after World War II.)

Eventually, Lemkin’s human-rights treaty — or convention, as it
was known — was adopted by the United Nations. However, it needed
to be ratified, particularly by the U.S., the world’s most powerful
democracy.

Lemkin died penniless in 1959 with U.S. ratification of the law
banning genocide still some 40 years away. Fifty years would pass
before the international community would convict anyone of crimes
against humanity.

The U.S. reluctance to ratify this convention was primarily based on
a traditional hostility to any perceived challenge to sovereignty,
but it was also based on reluctance to have our own genocidal behavior
toward the Native peoples of this land, and our shameful history of
slavery, exposed to global scrutiny.

William Proxmire, a Democratic senator from Wisconsin, took the baton
from Lemkin and, starting in 1967, gave a speech every day on the
floor of the U.S. Senate pleading for ratification of “Lemkin’s Law.”

Proxmire gave 3,221 speeches before the U.S. Senate finally ratified
the Genocide Convention Implementation Act in 1988. Ninety-two other
countries had voted to ratify before the U.S. did.

Our non-response to the Turkish horrors set up a pattern that would
be repeated as the century wore on.

In 1941, the underground Jewish Socialist Bund publicized the Nazis’
murderous campaign against Europe’s Jews. In 1942, President Franklin
D. Roosevelt was apprised that two million Jews had been murdered and,
by 1943, the allies were fully cognizant of the Nazi final solution
to the “Jewish problem.”

Szmul Zygielbojm, a member of the Polish National Council, and others
pleaded for the allies to intervene. They were told the aircraft were
not available for the purpose.

In despair, Zygielbojm committed suicide.

In Cambodia in 1975, Pol Pot and his murderous Khmer Rouge toppled
the U.S-supported government of Lon Nol and began an atrocity-laden
campaign of genocide against the Cambodian people which resulted in
two million deaths.

Reports reached the West of thousands buried alive, hacked to
death with garden tools, children slaughtered. Not only did the
West not intervene, but the U.S. actually found itself in the
embarrassing position of backing the Khmers for a United Nations
seat as the representative government of Cambodia, rather than see
the Russian-sponsored Vietnamese invaders get the seat.

The U.S. hoped to curry favor with China, who backed the Khmers,
and thus poke a stick in the eye of the Russian bear.

In the 1980s, the U.S. government found itself once again facing the
international embarrassment of backing a tyrannical, genocidal regime.

Choosing the lesser of two evils, the U.S. provided support to Iraqi
dictator Saddam Hussein in a brutal war against Iran which resulted
in more than one million deaths.

Hussein ordered a campaign of genocide against Iraq’s ethnic Kurds in
retaliation for some of their men siding with Iran in the war. Entire
villages were obliterated as the Kurds faced mass executions and
chemical weapons attacks against women, children, and the elderly.

Kurdish men were packed into cargo bins and left in the desert to
roast alive.

The U.S. and the West in general chose to refuse to acknowledge what
was happening until it became obvious that Iran would not emerge
victorious in the war and thus potentially gain control over too
much Middle East oil. A half million or so terrified Kurds on the
border of U.S. ally Turkey finally created a humanitarian crisis too
high-profile to ignore and led to limited Western intervention —
too late, however, for hundred of thousands of Kurdish civilians.

In Bosnia, the U.S., Europe, and the rest of the world stood by for 3
1/2 years while Serbia practiced “ethnic cleansing” against the Muslim
and Croat population, replete with Nazi-like concentration camps and
a litany of horrific atrocities: fathers and sons forced to castrate
each other, pre-teen girls raped before their parents’ eyes.

In the nightmare that was Rwanda, the U.S. did not actively consider
military intervention. We blocked U.N. peacekeepers and even refrained
from lighter forms of intervention. A Washington Post editorial summed
up the U.S. position, stating, “in a world of limited political and
economic resources, not all fires will be equally tended. Rwanda is
in an unpreferred class.”

One argument regularly put forth by proponents of non-intervention
is that the U.S. cannot be the world’s police force, interfering
in the internal affairs of other countries — a stance that seems a
bit hypocritical given our government’s penchant for rigging foreign
elections and toppling governments deemed “unfriendly” during a long,
destructive Cold War waged over global hegemony.

And so, the long North Korean nightmare is bound to continue without
real interference from the West.

Historian Samantha Power, speaking of the U.S. response to Cambodia,
noted, “For neither the first nor the last time, geopolitics trumped
genocide. Interests trumped indignation.”

John Waters Convicted On Fraud And Tax Evasion Charges

JOHN WATERS CONVICTED ON FRAUD AND TAX EVASION CHARGES

MINNEAPOLIS – A jury in Minneapolis found John Waters guilty of
embezzling $4.2 million from the philanthropist, Gerard Cafesjian. The
March 5 criminal conviction included a total of 25 charges of mail
and wire fraud and tax evasion.

According to Pioneer Press reporting, the prosecution, led by Assistant
U.S. Attorney William Otteson called the ruling “a just result.” Over
the course of five-day trial, prosecutors presented 13 witnesses
and introduced some 250 exhibits in support of the case against
Waters. Only Waters testified for the defense. The conviction includes
15 charges of wire fraud, four counts of mail fraud, three counts of
income tax evasion and three counts of filing false tax returns.

Waters began to work for Cafesjian, when he was an executive
vice-president at West Publishing in St. Paul, Minn., in the
mid-1990s. After the company was sold and Cafesjian retired,
Waters began to work for Gerard Cafesjian and the Cafesjian Family
Foundation. Financial irregularities were first discovered by CFF
staff after Waters quit the organization in 2009. A subsequent
investigation identified multiple unauthorized transfers of moneys
to Waters’ private accounts.

A businessman and philanthropist, Cafesjian contributed many millions
of dollars for art and development projects in Armenia and the United
States. His signature project, the Cafesjian Center for the Arts, is
one of the major attractions in Armenia’s capital, Yerevan. Cafesjian
received accolades and recognition from both U.S. and Armenian
institutions, including the Ellis Island Medal of Honor in 2000 and
COAF Save a Generation Award in 2010. He passed away last September
at the age of 88.

No sentencing date has yet been set in the criminal case.

A civil case launched against Waters by Cafesjian is still pending.

Court of General jurisdiction of Yerevan’s Avan and Nor-Nork
administrative districts is to announce its awaited ruling in the
Harsnakar case on March 24.

During today’s court sitting, Judge Davit Harutyunyan the motion to
set the resumption of the trial submitted by the aggrieved party.

Defendant Arman Baghdasaryan announced that he did not have any
connection with the case. “God sees everything. I’m not guilty,”
he said in the courtroom.

Defendant Garik Babloyan had nothing to say as ‘he had said everything
during the trial.’ He said he was ready to compensate Arkadi Vardanyan
for the damages inflicted on him, but he did not want to admit guilt.

Defendant Davit Hakobyan declared he was ready to answer for everything
he had done.

On June 17, 2012, Vahe Avetyan, head of ENT (ear-nose-throat)
department at the Defense Ministry’s Yerevan garrison hospital, and
his three friends [also army doctors] were subjected to violent at
the Harsnakar Restaurant owned by former MP Ruben Hayrapetyan. After
a 12-day fight for his life, Avetyan died in hospital on June 29
without regaining consciousness.The uproar following the death of the
military doctor made Hayrapetyan renounce his mandate. Six people,
including Ruben Hayrapetyan’s bodyguard, were arrested on charges
of beating military physicians at the Harsnakar Restaurant. Garik
Margaryan, Arman Baghdasaryan, David Adamyan, Arman Khachatryan,
Norayr Hayrapetyan and Arthur Babloyan are charged with Article 112,
Part 1 of the Armenian Criminal Code (causing life-threatening bodily
injuries to two and more persons).

ANKARA – Turkey is ready to face its history records, Turkish
parliament Speaker Cemil Cicek said Tuesday speaking on Armenian
claims of genocide.

“We did not have a criminal record until now,” Cicek said during the
meeting with Canadian speaker of the House of Commons, Andrew Scheer,
in Ankara adding that Turkey is ready to accept the conclusions of
a Joint History Commission with Armenia.

“The biggest insult and the biggest disrespect that can be done
to a society is accusing them of committing genocide, though it is
not real”, Cicek said adding that the acceptance of 1915 events by
Canadian parliament as genocide has hurt Turkey.

Cicek said that in the Ottomon empire in 1915, allied forces was
attempting to snatch the Turkish lands and as a result both Armenian
and Turk populations suffered. “That has nothing to do with genocide
according to international law”, Cicek said.

Canadian speaker of the House of Commons, Andrew Scheer said that
Turkey`s call for a “Joint History Commission” with Armenia to address
the 1915 events is positive.

During the First World War, the Ottoman Empire approved a deportation
law for Armenians, amid their uprising with the help of invading
Russian army. As a result, an unknown number of people died in civil
strife. Armenian diaspora and state of Armenia term the incidents
as “genocide” and asks for compensation, whereas Ankara says while
Armenians died during deportation many Turks also died due to the
attacks by Armenian gangs all around Anatolia.
