Russia to Quadruple Precision Strategic Weapon Platforms by 2021

MOSCOW, May 8 (RIA Novosti) — Russia will quadruple its arsenal of
long-range precision delivery platforms in the next seven years to
strengthen the country’s strategic deterrent, Defense Minister Sergei
Shoigu said Thursday.

“Taking into account the role and importance of long-range
high-precision weapons in strategic deterrence, we are planning to
quadruple by 2021 the number of carriers of high-accuracy weaponry,”
Shoigu said.

Igor Korotchenko, a leading Russian military expert, said that
submarines, fighter jets and strategic bombers were all included as
high-precision weapon platforms, and their total number would
quadruple.

According to Korotchenko, the weapons systems include both diesel- and
nuclear-powered submarines, as well as a range of aircraft including
the Su-35 Flanker fighter, Su-34 Fullback fighter-bomber, Tu-50 (PAK
FA) fifth-generation fighter and the Tu-160 Blackjack and Tu-95MS Bear
strategic bombers.

Shoigu announced the plans while reporting on the results of the
drills carried out earlier on Thursday by Russia’s nuclear triad.

During the exercise, the Russian military test-launched a Topol (SS-25
Sickle) intercontinental ballistic missile from the Plesetsk launch
complex in northwestern Russia.

Two Delta-class nuclear-powered strategic submarines from Russia’s
Northern and Pacific Fleets also test fired ballistic missiles in the
exercises.

And a Russian Tu-95 `Bear’ strategic bomber launched six cruise
missiles against ground targets.

Shoigu told Russian President Vladimir Putin, that the share of
advanced missile systems in Russia’s arsenal will rise to 80 percent
by 2016, and replace old models completely by 2021.

He praised the high degree of readiness of the Russian nuclear triad,
demonstrated during the exercises.

The drill was overseen by Putin and observed by the presidents of
Collective Security Treaty Organization member states Belarus,
Armenia, Tajikistan and Kyrgyzstan.

PanARMENIAN.Net – Foreign Minister Edward Nalbandian commented on the
statement of the OSCE Minsk Group U.S. Co-Chair James Warlick on `six
elements’ for the resolution of the Nagorno Karabakh conflict.

`Unlike Azerbaijan, Armenia on numerous occasions has commended and
stressed the importance of the consistent efforts of the heads of the
OSCE Minsk Group Co-Chair countries ` USA, Russia and France, in
supporting the sides to the conflict to reach exclusively peaceful
settlement of the Nagorno-Karabakh issue.

The American diplomat is correct, that the parties have almost reached
agreements on a number of occasions, and brings 2011 Kazan Summit as
the latest example.

It is well-known that because of Baku’s backtrackings, its attempts to
snatch one-sided advantages made it impossible to achieve progress in
Kazan in June 2011, at the summits in Sochi in March 2011, in
Astrakhan in October 2010, in Saint-Petersburg in June 2010, even
though the sides were close to reaching agreements. I would like to
recall that Baku backtracked several times in the past as well, for
instance ` 10 years before Kazan, in 2001.

The American Ambassador rightly finds sniper shootings along the Line
of Contact, the human losses as unacceptable, highlighting that the
OSCE monitors were not able to have neither the mandate nor the
resources to identify those responsible, to reduce the reported
thousands of ceasefire violations every year.

As the Co-Chair states, we have many times urged to respect ceasefire
agreement reached in May 1994. Unlike Armenia, Azerbaijan has rejected
and continues rejecting numerous proposals made by Co-Chair countries
to consolidate ceasefire, withdraw snipers from the Line of Contact,
and create a mechanism of investigation of incidents and ceasefire
violations.

Azerbaijan not only rejects those proposals, it continuously commits
gross violations of ceasefire, masterminds provocations, does not
respect even its own commitments on maintaining and strengthening the
ceasefire – not only according to the provisions of the cease-fire
agreement, reached between Azerbaijan, Karabakh and Armenia on May 12,
1994, but also the ceasefire consolidation agreement, reached in the
same three-party format on February 4, 1995, according to which
Azerbaijan was obliged to refrain from statements that could escalate
the situation and to immediately notify to the Armenian sides and
Co-Chairs about violations, instead of increasing anti-Armenian
propaganda by false accusations. For decades Baku has been violating
those commitments.

In two days the 20th anniversary of the establishment of cease-fire is
marked, and I hope that the Co-Chairs would use this important
occasion to deliver a special statement containing a strong message.
It is vital to exclude the use of force, thereby creating utmost
favorable conditions for the success of the negotiation process.

We resolutely agree that peoples should be prepared for peace, not
war. Unfortunately until now the Azerbaijani leadership has been doing
just the reverse. In spite of the several appeals of the international
community to refrain from provocative rhetoric and actions, Azerbaijan
continues its bellicose statements, the glorification of murderers and
persecution of peace advocates, the propaganda of xenophobia,
intolerance and hatred, which leads to raising tension and escalation
of the situation in the region.

The elements of the conflict settlement presented by James Warlick in
general reflect the proposals of Co-Chair states.

As the Co-Chairs, we continue to believe that the elements outlined in
the statements of the heads of the Co-Chair countries in L’Aquila,
Muskoka, Deauville, Los Cabos and Enniskillen over the last years can
be the foundation of reaching a lasting peaceful settlement of the
conflict.

The American diplomat stresses that any enduring peace must reflect
the views of all affected parties if it is to succeed. We have several
times emphasized that without the full fledged involvement of
Nagorno-Karabakh in the negotiation process, it will be impossible to
achieve the resolution of the conflict.

The OSCE Minsk Group American Co-Chairman justly observed that any
attempt to select some elements over others will make it impossible to
achieve a balanced solution.

We share the Co-Chairs’ opinion, expressed many times, that those
elements must be seen as an integrated whole and the attempts to give
priority to some elements will make it impossible to reach the
settlement.

Unlike Azerbaijan, which on the occasion and without makes references
to only one principle of international law, in response to the appeals
by the heads of Co-chair countries, Armenia has on several occasions
reiterated and once again re-affirms its commitment to the principles
of international law, particularly the non-use of force or the threat
of force, equal rights and self-determination of peoples, and
territorial integrity.

Together with the OSCE Minsk Group Co-Chairs Armenia will consistently
continue to exert joint efforts towards exclusively peaceful
settlement of the conflict between Azerbaijan and Karabakh,’ the
Foreign Minister’s statement said.

U.S. Co-chair of the OSCE Minsk Group has named `six elements’ for the
resolution of the Nagorno Karabakh conflict.

In his statement, delivered at the Carnegie Endowment for
International Peace, amb. James Warlick said that `there are six
elements that will have to be part of any peace agreement if it is to
endure. While the sequencing and details of these elements remains the
subject of negotiations, they must be seen as an integrated whole. Any
attempt to select some elements over others will make it impossible to
achieve a balanced solution.’

`First, in light of Nagorno-Karabakh’s complex history, the sides
should commit to determining its final legal status through a mutually
agreed and legally binding expression of will in the future. This is
not optional. Interim status will be temporary,’ the U.S. diplomat
said.

`Second, the area within the boundaries of the former Nagorno Karabakh
Autonomous Region that is not controlled by Baku should be granted an
interim status that, at a minimum, provides guarantees for security
and self-governance.’

The third element, according to the U.S. Co-chair is that `the
occupied territories surrounding Nagorno Karabakh should be returned
to Azerbaijani control. There can be no settlement without respect for
Azerbaijan’s sovereignty, and the recognition that its sovereignty
over these territories must be restored.’

`Fourth, there should be a corridor linking Armenia to Nagorno
Karabakh. It must be wide enough to provide secure passage, but it
cannot encompass the whole of Lachin district,’ Warlick said.

`Fifth, an enduring settlement will have to recognize the right of all
IDPs and refugees to return to their former places of residence. Sixth
and finally, a settlement must include international security
guarantees that would include a peacekeeping operation. There is no
scenario in which peace can be assured without a well-designed
peacekeeping operation that enjoys the confidence of all sides,’ he
said.

According to him, the co-chairs of the Minsk Group share a common
interest in helping the sides reach a peaceful resolution.

`We intend to continue working through the Minsk Group as the primary
channel for resolving this conflict. Together with France, the United
States and Russia share a common commitment to peace and security in
Nagorno Karabakh. The United States stands ready to help in any way we
can. I would also call on the diaspora communities in the United
States and around the world to speak out for peace and to help bring
an end to this conflict,’ the diplomat said.

Meanwhile, the Armenian National Committee of America (ANCA) slammed
the statement as `morally acceptable nor practically sustainable.’

`While we do welcome the renewed focus on the centrality of status, at
a fundamental level, this plan falls far short of our American ideal
of democratic self-determination, the enduring principle upon which
our nation was founded and through which more than one hundred new
countries have emerged over the past half century,’ ANCA Executive
Director Aram Hamparian said.

`Using the profoundly incendiary and patently inaccurate language of
“occupation,” this proposed framework again effectively calls upon
Nagorno Karabakh and Armenia – the victims of Baku’s war of aggression
– to make up-front, strategic security concessions in return for
entirely undefined and easily reversible promises by an increasingly
belligerent Azerbaijani government,’ he emphasized.

`We remain hopeful in the overall prospects for an OSCE-brokered
peace, are disappointed by the status and security asymmetry in this
particular proposal, and look forward to engaging, as meaningful
stakeholders, in a more balanced, inclusive and democratic framework
for the future of the independent Republic of Nagorno Karabakh.
Over-riding Baku’s veto on Nagorno Karabakh’s full and direct
participation in all peace talks should, of course, be the first item
on the OSCE’s agenda,’ Hamparian concluded.

Over a Thousand Gather at Tribute Concert in Memory of Sosé & Allen

The evening’s performers together on stage at the show’s finale

GLENDALE’Supporters, friends and family flocked to the Alex Theater on
Sunday, May 4th, to take part in the memorial concert organized by
Sosé and Allen’s Legacy Foundation. The concert was dedicated to
honoring the memory of newlyweds Allen Yekikian and Sosé Thomassian,
one year after their tragic passing. Proceeds from the night will be
used to renovate a youth center in Proshyan, Armenia, which hosts the
Armenian Youth Federation’s Youth Corps program, an initiative close
to Allen and Sosé’s hearts.

The concert program included a lineup of incredible artists and video
presentations honoring the lives and the works of Sosé and Allen.
Performances from Sebu Simonian, Harout Pamboukjian, the Element Band,
Gor Mkhitarian captivated the audience. Additionally, multi-talented
Chicago-based musician, Sima Cunningham, and a teenage band Green Kard
performed original songs written in memory of Sosé and Allen.

`Sosé and Allen remain role models for us, the younger generation of
Armenian-Americans, who aspire to contribute to our country and keep
our culture and identity alive,’ said Alique Cherchian, an AYF member
and member of Green Kard. `We hope to continue their work,
contributing to our Homeland.’

The couple grew up active in the Armenian community and moved to
Armenia in early 2013. Sadly, their lives were cut short as a result
of a car accident in May of 2013. Sosé and Allen’s Legacy Foundation
was founded shortly thereafter to continue their vision by
establishing programs and supporting existing programs aimed at
bridging the gap between Armenia and its Diaspora, through an emphasis
on education, repatriation, and volunteerism within the homeland.

A one-year requiem service will be held at 2pm on Saturday May 10,
2014 at Forest Lawn memorial park in Hollywood Hills (6300 Forest Lawn
Drive, Los Angeles, CA 90068); all are welcome to attend.

ARF Western US Central Committee Issues Announcement on Historic Vote

Moments ago, the California State Assembly, by a decisive vote adopted
a resolution recognizing the independence of the Nagorno-Karabakh
Republic, a historic move by the legislature of the State, which is
home to the largest Armenian community outside of Armenia.

The Armenian Revolutionary Federation Western US Central Committee
welcomes this bold and groundbreaking move, which is a testament to
not only the hard work of the Armenian-American community, but also
the cognizance of public officials in the State of California about
the right to self-determination of all peoples’and in this case the
people of Artsakh.

This vote goes a long way in cementing the just aspirations of the
Armenian people and underscores the importance of the struggle waged
by the people of the Nagorno-Karabakh Republic to determine their own
fate and to establish democratic norms for governing themselves in the
face of grave adversity and threats to their daily existence.

Despite heavy opposition by Azerbaijan, the California Legislature
took the heroic step to advance the cause of freedom and
self-determination. For this each and every legislator who voted in
favor of the measure must be commended. At the same time, State
Assemblymembers Mike Gatto, Scott Wilk, Adrin Nazarian and Khatcho
Achadjian and Assembly Speaker John Perez must be commended for their
leadership in this effort and their commitment to becoming the true
representatives of the constituencies.

This is a definitive victory for the Armenian Nation, as well as for
the people of Artsakh who have heroically waged a struggle for
self-determination and for other disenfranchised peoples around the
world.

Belarus Alexander Lukashenko, President of Armenia Serzh Sargsyan,
President of Tajikistan Emomali Rahmon and President of Kyrgyzstan
Almazbek Atambayev.

`We are meeting today on the eve of Victory Day ` a very special
holiday for all of us. In the years of the Great Patriotic War, our
fathers and grandfathers together routed Nazism ` an evil and
merciless foe. They defended their homeland, maintained its
sovereignty and independence and freed Europe from slavery and
violence,’ Vladimir Putin said at the meeting.

`We paid dearly for the victory of May 1945, and we will always
cherish the memory of those who gave their lives for their country’s
freedom, we will cherish their heroism, unity and solidarity in the
struggle against a common enemy. All this remains a powerful factor
uniting all the peoples of the former USSR,’ he said.

`We are all concerned about the developments in Ukraine. As you may
know, yesterday I had productive talks with President of the Swiss
Confederation and OSCE Chairperson-in-Office Didier Burkhalter. We
intend to act within the framework of these agreements and we have
established specific measures to activate OSCE’s efforts to
de-escalate tensions in Ukraine. Primarily this needs to be done
through establishing a direct and equal dialogue between the current
authorities in Kiev and representatives of the southeastern regions of
Ukraine, Vladimir Putin said.

Cela fait exactement 99 ans. L’année prochaine, ce sera son centenaire
et il semble que ” la migraine morale ” de la Turquie continuera
comme un ” mal de tête éternel ”.

J’ai demandé une fois a Hrant [Dink] carrément parce que j’ai trouvé
cela intéressant : ” Je n’ai pas entendu dire que vous utilisez le
mot” génocide ”jusqu’a maintenant. Je n’ai pas entendu que vous
utilisez dans nos conversations privées ou pendant vos apparitions a
la télévision ou conférences. Pensez-vous qu’il s’agissait d’un ”
génocide ” ? ”

Hrant me regarda avec une expression de surprise et dit : ” Mon cher
Cengiz, je suis arménien ”.

J’ai continué a le sonder : ” Je comprends, mais pensez-vous qu’il
s’agissait d’un ” génocide ” ? ” Je voulais une réponse avec un
simple mot.

Hrant a donné une réponse plus lourde : ” C’est une ” connaissance
intégrée ” pour nous.

Nous sommes nés avec cette connaissance. Nous n’en parlons jamais
entre nous-mêmes. Nous n’en parlons jamais, mais nous la connaissons
”.

En effet cela était vrai. Je savais que c’était vrai. Près d’un
quart de mes camarades de classe et amis de l’école étaient des
arméniens dans le pensionnat dans lequel j’étais pendant quatre
ans près de Kayseri, dans le milieu de l’Anatolie. J’étais avec un
grand nombre d’entre eux a l’école secondaire au milieu de la plaine
de Cukurova les trois années suivantes.

[Note de la rédaction : Cukurova est le nom moderne de l’ancienne
région de la Cilicie ou plus précisément la plaine de Cilicie
(“Cilicia Pedia”) dans le sud de la Turquie actuelle. La région est
divisée par les provinces modernes d’Adana, d’Osmaniye et de Mersin].

Par conséquent, je sais que les Arméniens ne parlent jamais de ”
ce sujet ” ou du ” génocide ” entre eux. Ils n’en ont jamais
parlé avec nous et ils n’ont jamais discuté entre eux.

” Nous ” n’en avons pas non plus parlé, mais nous savions aussi –
comme ” une connaissance intégrée ” et sans parler ” des très
mauvaises choses qui se sont produites dans le passé ”. Personne ne
nous avait appris cela mais nous savions que les Arméniens avaient
eu de très mauvaises expériences.

Lorsque nous avons commencé a creuser plus profondément dans ces ”
très mauvaises expériences ” plus tard, nous avons commencé a faire
face a la ” vérité de 1915 ”. Au départ, nous avons eu recours
au ” déni ”. Ensuite, nous avons tourné a ” la trahison qu’ils
ont commis ”. ” Ils ” et ” les gangs qui ont essayé de poignarder
notre état dans le dos ” dans les conditions de la Première Guerre
mondiale ont été utilisés de manière interchangeable. ” conditions
de guerre ” et ” exigences militaires ” ont commencé a s’installer
dans les esprits comme des ” circonstances atténuantes ”.

laissée aux historiens ”.

Quand il est devenu difficile d’ignorer la réalité que les seuls
” les restes de l’épée ” ont été les restes de tout un groupe
national-religieux qui avait vécu sur ses terres a travers l’histoire,
l’hypothèse de la ” tuerie réciproque ”- a la fin de quoi un
côté a gagné et un côté avait perdu – a également commencé

Pour certains, cela est entraînée par la pression d’un sens d’une
intolérable ” honte ”. Pour d’autres, cela découle d’un sentiment
de ” honte ” (mélangé avec un certain pragmatisme opportuniste) que
” nous pourrions avoir a payer des compensations si nous acceptions
que c’était un génocide. ” Nous pouvons parfois rencontrer ceux
qui cherchent a apaiser ces craintes en donnant des assurances que les
dispositions de la Convention des Nations Unies sur le génocide (1948)
ne sont pas applicables rétroactivement et que, par conséquent,
aucune compensation ne doit être payée.

La question du ” génocide ” est venu au point où tout le monde
attend avec tension la déclaration faite par le président des
Ã~Itats-Unis le 24 Avril chaque année et, s’il utilise l’expression ”
metz yeghern ” [grande calamité selon le journal Radikal mais qui
veut dire en fait grand crime] au lieu de ” génocide ”, c’est une
fête nationale virtuelle comme si une grande victoire politique et
diplomatique avait été gagnée. La réalité est que ” Yeghern
metz ” est la phrase [que les Arméniens] utilisaient pour les
événements de 1915 jusqu’a ce que la Convention des Nations Unies
sur le génocide soit ratifiée en 1948 et même par la suite.

La Turquie – en particulier le gouvernement – se réjouit honteusement
tout simplement parce que le président américain a déclaré que ”
nous sommes engagés par un grand massacre a la place de génocide ”.

Permettez-moi d’être franc. J’ai également été très confus au
sujet de cette question jusqu’a ce que je lise le livre de référence
de Samantha Power ” A problem from Hell : America ant the Age of
genocide (2002) ”.

Power est la Représentante permanent edes Ã~Itats-Unis a l’ONU
aujourd’hui. Elle est également un des plus proches confidentes
du président Obama. Née en 1970, c’est une Irlandaise qui est
devenu citoyenne américain plus tard. Elle a écrit son livre afin
de critiquer la politique des Ã~Itats-Unis dans ” Age of genocide
”. Le livre, qui a remporté 10 prix majeurs, y compris le Pulitzer,
discute de plusieurs exemples de ” génocide ”, du Cambodge, de la
Bosnie et du Rwanda au Kosovo, Irak et les Kurdes.

Ce livre incomparable commence et se termine par Raphael Lemkin. Les
premières 84 pages du livre sont consacrées a Lemkin. Lemkin est un
Américain aux racines judéo-polonaises qui a rédigé la Convention
des Nations Unies sur le génocide. C’est aussi l’homme qui a inventé
le mot ” génocide ”. Il est l’un des fondateurs du droit des droits
de l’homme et une autorité en matière de droit criminel. Il s’est
intéressé a ces questions quand il était étudiant a l’ Université
de Lvov et quand il a lu un rapport sur l’assassinat de Talaat Pacha
dans un journal local.

En d’autres termes ?

Lemkin a créé le terme ” génocide ” en combinant la racine grecque
” Geno ” c avec le suffixe ” cide ”, qui est dérivé du mot latin
“caedere” [Massacre]. Lemkin a étudié ces questions après avoir
examiné les événements de 1915. Par la suite, il a rédigé la
Convention des Nations Unies sur le génocide.

En d’autres termes, le ” point de départ ” qui a fait ce que Lemkin
est devenu était le grand malheur subi les Arméniens en 1915. Par
conséquent, est-il utile de se demander si ce qui s’est passé était
un ” génocide ” ?

Par conséquent, cette question ne doit pas être une discussion de
sens sur la ” sémantique ”. Nous pouvons en déduire ce qu’il doit
être parmi les lignes suivantes écrites par un expert juridique turc
(Umit Kardas) :

” Les soulèvements par certains groupes arméniens exigeants des
droits, les actions [par des Arméniens] incités par des forces
étrangères – aucune de ces excuses ne peut légitimer cette tragédie
humaine. Se demander si ce qui s’est passé est un génocide, qui est
un terme juridique et technique, est tromperie. Les atrocités et les
massacres sont incompatibles avec l’humanité. Ã~Jtre condamné dans
la conscience de l’humanité est plus glorieux que d’être accusé

The ninth annual Walk of Life benefiting the Armenian Bone Marrow
Registry signed up the most potential donors and raised the most
funds in the event’s history.

More than 500 people spent part of Saturday walking around Glendale
Memorial Hospital, an effort that raised $80,000 and resulted in
50 people joining the donor registry, said Dr. Frieda Jordan, the
registry’s president.

“It was an excellent event,” Jordan said. “We had turnout from many
schools, universities, organizations … it was great grass-roots
support.”

Each individual who signed up gave a saliva sample via a mouth
swab that will be tested to help determine if a potential donor’s
eligibility in moving toward saving a life, Jordan said.

Like with all ethnic minorities, a bone-marrow match is more likely
to come from within someone’s own ethnicity, she said.

The registry has signed up 26,000 people worldwide and bone marrow
donations have helped save the lives of 20 people.

Donors in the Armenian registry also become part of a larger network
in case matches are also found among other races in different parts
of the world.

Russia’s annexation of Crimea could reignite an unresolved dispute
between Armenia and Azerbaijan over the Nagorny Karabakh region two
decades after a deadly war, analysts say.

Armenian separatists backed by Yerevan seized Nagorny Karabakh from
Azerbaijan in a 1990s conflict that claimed some 30,000 lives.

The two sides agreed a temporary ceasefire in the bitter dispute in
1994, but Baku still claims the region, and international attempts
to resolve the conflict have proved fruitless.

Experts fear Moscow’s takeover of the Crimean peninsula from Ukraine
— which has led to the worst standoff between Russia and the West
since the Cold War — may give fresh impetus to the simmering conflict.

“There’s no doubt that the events in Ukraine, the rising tensions
between the West and Russia, and the return to a Cold War-type
mentality will affect the Karabakh conflict’s settlement,” said Tatul
Hakobyan, an independent analyst in Yerevan.

Exchanges of gunfire are still frequent between the armies of Armenia
and energy-rich Azerbaijan — whose defence spending exceeds its
rival’s entire national budget. Baku has repeatedly vowed to retake
the region militarily.

Moscow ally Armenia openly supported Russia’s actions in Ukraine,
which independent Armenian analyst Manvel Sarkisian said could bolster
its Karabakh claims.

“When Armenia supported Crimea’s joining Russia, it effectively
supported the principle of nations’ self-determination,” which it
applies to Karabakh, he said.

Meanwhile, Azerbaijan fears that an emboldened Kremlin may step up
the pressure with threats to recognise Karabakh’s independence.

“Crimea’s occupation by Russia created a dangerous precedent and
Azerbaijan watches this with fear,” said Elkhan Shahinoglu, an
independent analyst with the Baku-based Atlas thinktank.

Russian President Vladimir Putin “has cited nations’ right for
self-determination to justify the occupation of Crimea. Under the very
same pretext, Moscow could blackmail Baku with threats to recognise
Karabakh,” Shahinoglu said.

“One can’t rule out that after Ukraine, Azerbaijan will be Russia’s
next target.”

– Conflict risk ‘high’ –

Since the May 5, 1994, ceasefire, no tangible progress has been
achieved at negotiations mediated by France, Russia and the United
States, the so-called Minsk Group, under the umbrella of the
Organisation for Security and Cooperation in Europe (OSCE).

Analysts in both countries agree it would not take much to kindle a
new conflict.

“International mediators’ efforts have proved fruitless and the risk
of a fresh armed conflict remains high,” Shahinoglu said.

In justifying their positions, Baku and Yerevan appeal to two somewhat
conflicting norms of international law.

While Azerbaijan cites the principle of territorial integrity of
states, Armenia insists the right of self-determination of peoples
provided a legal basis for the ethnic-Armenian majority to proclaim
Karabakh’s secession from Azerbaijan in 1991.

“Events in Crimea show that post-Soviet states’ borders are
disputable,” Sarkisian said.

“Russia opted to prioritise the principle of nations’
self-determination over the principle of territorial integrity
of states.

“The move will undoubtedly have some consequences for Karabakh.”

The Soviet Union’s collapse in 1991 ushered in a period of political
turmoil and separatist conflicts in many newly independent states.

Analysts said the Kremlin was inciting conflicts between and within
the ex-Soviet republics to maintain influence over its former vassals
and prevent them from forging closer ties with the West.

“Russia wants to reassert its dominance in the post-Soviet space and
sponsors separatist conflicts there,” said independent Azerbaijani
analyst Rasim Musabekov.

“Karabakh is occupied by Armenia, but it’s no secret that Russia is
behind the scenes.”

Armenia has concluded formation of a new government that will soon
present its program to the parliament. Ministers for defenses, foreign
affairs, agriculture, science and education, labour and social affairs,
emergencies, culture and the Diaspora have been reappointed.

The new prime minister replaced all economy-related ministers.

Moreover, well-known heavy athlete Yuri Vardanyan has been replaced by
Gabriel Kazaryan, head of the sports section of the Armenian National
Olympic Committee, as the minister for sports and youth affairs.

Vardanyan’s dismissal was probably provoked by a scandal around his
son David. The offspring was charged with purchase and smuggling
of high volumes of narcotics. Vardanyan was also in bad terms with
Gagik Tsarukyan, president of the NOC and leader of the prosperous
Armenia Party. The latter has been a much more active developer of
sports that the whole ministry.

Narek Sarkisyan, who had been the chief architect of Yerevan, became
the minister for urban planning. He is notorious for the outrageous
projects for construction of elite housing at the Yerevan city center.

Thousands of locals were moved from their homes as part of the
construction project.

Notorious Energy Minister Armen Movsisyan, infamous for his
controversial plans to raise gas prices, has been replaced by an even
more odious figure – Yervand Zakaryan, the ex-head of the Committee
for Real Estate Registry. He has already worked as the minister for
transportation and communications, head of the Tax Inspection, mayor
of Yerevan. People say that illegal construction and sale of land
lots became massive when Zakaryan was the mayor in 2003-2009. It
is unlikely that a man with such biography would be interested in
development of energy.

The “crown” of the reshuffles among odious functionaries of the
country is Gagik Khachatryan, the new minister for finances. There
are rumours that Khachatryan, who used to be the head of the State
Committee for Income, is actively involved in business with the help
of his relatives. In particular, his family owns 20 large companies.

It is possible that the presidential decree on merging the Committee
and the Ministry for Finances signed on April 30 would give the
functionary plenty of space for his activities.

It seems that the formation of the government was based on the same
deck of cars principle. “Home affairs of Armenia resemble a theater
performance where actors remain the same, only their roles change,”
says expert Arutyun Mesropyan. Though Prime Minister Ovik Abramyan,
unlike his predecessor, is considered a more flexible and cautious
figure, his choice of staff coincides with Tigran Sargsyan’s course
for centralization of economy, support of monopolies and assistance
for the criminal and oligarchic system in the basis of the existing
authorities.
