Russian Ambassador to Armenia: “Sale of tanks to Azerbaijan just
business, not politics”

“Russian Ambassador to Armenia said the sale of tanks to Azerbaijan is
pure business, not politics”, said Russian Ambassador to Armenia Ivan
Volynkin, APA reports quoting “news.am”.

“It is business. There is no policy, and one should not focus on such
issues”, he said

As reported earlier, Russia sold ô-90 tanks to Azerbaijan.

He believes there is nothing terrible in this deal, adding that
military and technical relations with Armenia are developing.

“We also develop military-technical relations with Armenia, it is
trade, there is nothing special,” he emphasized.

Bergeron calls for ‘united stand’ vote backing transit plan

In a day of many motions at Montreal’s city council meeting, proposals
for changes to the city spanned from the recreational – the creation
of a year-round skating oval at Angrignon Park and car-free streets on
Sunday mornings à la Bogota – to the deadly earnest, in the request
that city council officially recognize the Armenian genocide of 1915.
Chief among the motions Tuesday was opposition party Projet Montréal’s
call for council to endorse a light-rail public transit system on the
new Champlain Bridge. Saying it is greener, cheaper in the long run
and more popular than buses, party leader Richard Bergeron called for
a unanimous vote of council to show the city’s united stand.

Unanimity looked doomed after councillor Marvin Rotrand said he would
vote against. There are no studies showing light rail is necessarily
cheaper or more environmentally sound, cost estimates vary wildly
between $1 billion and $2 billion, no route has been chosen and it
could provoke an outflow of Montrealers to the South Shore, Rotrand
said.

“Everyone is jumping on the bandwagon, and I think we have to ask some
serious questions,” he said. In the face of council pressure, however,
Rotrand absented himself from chambers, allowing for a unanimous vote.

“The priority for all of the Montreal region is obviously the light
rail system, but it will not be to the detriment of the extension of
the métro system’s Blue Line that was already announced, or a new
train line to the West Island, for instance,” said Mayor Denis
Coderre, referring to fears that pushing for light-rail subsidies
could hamper the city’s other transit wishes. “It’s to give us an
integrated system so we have a public transit system that can respond
to the population’s needs, that can keep more families on the island
and solve congestion problems.”

Steve Shanahan, of Mélanie Joly’s Le Vrai changement pour Montréal,
said their party would support the motion, with the understanding the
city would show “flexibility” if it’s found other options are
preferable.

Widening the war on corruption Projet Montréal presented a motion
calling on Quebec to broaden the scope of its anti-corruption
Integrity Law that requires companies bidding on construction
contracts undergo an extensive police check first. The party wanted
the stipulation extended in Montreal to firms bidding on contracts to
design or oversee projects, such as engineering firms, and to
companies supplying construction materials, on contracts of $100,000
or more, after tainted firms were found to still be winning contracts.

The motion was passed, with amendments: it was widened to include all
professional services firms; but the clause pertaining to construction
materials was restricted to asphalt companies for now, for fear of
impeding construction work.

Cyclovia Projet Montréal suggested the city start a Cyclovia
pilot-project based on a concept born in Bogota, Colombia, in 1976
that has since spread worldwide, including to Winnipeg, Halifax and
Ottawa. On Sundays in the summer, cities close a long stretch of a
relatively wide urban thoroughfare (St-Denis St. would be an example)
from 7 a.m. to 2 p.m., reserving it only for cyclists, pedestrians,
joggers and in-line skaters.

Motion passed unanimously Angrignon Park year-round skating oval Based
on the will of residents of the Sud-Ouest borough and a 1,500 name
petition, Projet Montréal suggested a feasibility study on the
creation of a $5-million, 400-metre refrigerated skating oval, with
ice skating from November to May and in-line skating the rest of the
year, to create a much-needed training space in a province known for
its speedskating prowess.

Motion passed with amendments: City will study the feasibility of
creating the oval anywhere in Montreal, with priority going to the
Sud-Ouest borough.

Capitalizing trees Projet Montréal suggested the city “capitalize” its
trees, classifying them as parts of the urban infrastructure like
bridges and tunnels and thereby opening them to wider funding under
the city’s three-year capital works program (right now, money for
trees comes from the city’s operating budget, which is tight).

Amended motion passes: Current federal accounting laws don’t allow the
concept, but the Coderre administration amended the motion to indicate
the city’s dedication to its urban canopy and intention to move toward
greater protection.

Armenian genocide Coalition Montreal’s motion calling for the official
recognition of the Armenian genocide of 1915 put offuntil next
meeting.

Hybrid taxis Coalition Montreal’s suggestion Montreal institute a plan
to encourage its fleet of 4,400 taxis to make the switch to hybrid
vehicles or other green technologies was adopted with minor
amendments.

Review of protest law P-6 Projet Montréal called for public hearings
involving civil rights groups, civilians and police into modifications
of the city’s anti-protest law P-6, which ordered protesters to
provide route itineraries, and outlaws wearing masks. “Innocent people
are being arrested,” councillor François Limoges said.

The motion was amended to request a police report only, with the
result Projet Montréal voted against its own motion. It passed anyway.

“There is no obstacle for Armenia’s accession to the Customs Union,”
Armenian President Serzh Sargsyan said at the meeting with the Youth
Organization of the Republican Party of Armenia.

The President said the 2-3 issues that are still to be solved are of
technical character and are related to our trade relations.

As for Kazakh President Nazarbayev’s statement that Armenia should
enter the Union with the borders recognized by the UN, President
Sargsyan said: “What borders are we speaking about? The Karabakh issue
is not to be solved in the Customs Union. Who had said we were going
to enter the Customs Union together with Karabakh? This has never been
on the agenda, and it’s impossible because at least under our
legislation, Karabakh does not comprise part of Armenia today.”

According to the President, our membership in the Customs Union will
definitely contribute to the settlement of the Karabakh issue. “What
Nazarbayev said is unpleasant, but it can do us no harm,” Serzh
Sargsyan concluded.

Azerbaijan will put difficulties in the way of Armenia’s accession to
the Eurasian Economic Union because it is outside these processes,
Head of ARF Dashnaktsutyun Faction Armen Rustamyan told journalists on
Friday when commenting on Kazakh President Nursultan Nazarbayev’s
statement on the need to establish a customs point on the Armenian-
Artsakh border.

Rustamyan thinks that Nazarbayev did not speak on his own behalf. He
spoke as a mediator, he simply read out the Azeri president’s letter.
Rustamyan added that he was not surprised at Nazarbayev’s statement
because Kazakhstan has defended the interests of Azerbaijan and Turkey
from the very beginning. “The more they speak of Armenia’s full
membership, the sharper these issues become, as Azerbaijan himself is
outside these processes and it will do its best to prevent Armenia
from joining the Union and strengthening its positions>, he said.

He added that Armenian President Serzh Sargsyan will have an
opportunity to respond to the President of Kazakhstan. He does not
have to respond at once. “Politics is not a Club of Cheerful and
Sharp- Witted to demand prompt responses to statements”, he said.

To note, at the May 29 meeting of the Supreme Eurasian Economic
Council, Serzh Sargsyan expressed Armenia’s willingness to sign the
document on accession to the Eurasian Economic Union on June 15.
Russian President Vladimir Putin said that this will be possible no
earlier than July 1, because Armenia should carry out some
obligations. Kazakh President Nazarbayev, in turn, said Azerbaijan
claims that Armenia can join the Eurasian Economic Union within the
same borders it joined the World Trade Organization (WTO). “We have
received the Azerbaijani president’s letter saying that Armenia joined
WTO with a reservation that the provisions must apply to the territory
of Armenia within its international borders recognized by the UN. It
is an issue for discussion,” he said. The President of Armenia has not
responded to this statement yet.

About 22 barrel bombs were dropped by opposition forces in Nor Gyugh
Armenian-populated district of Aleppo Friday evening, killing at least
22 and injuring 77 others, Aleppo Armenian News reports.

The news agency calls on the Armenians of Nor Gyugh not to leave their
homes except in cases of urgent necessity and to keep off their
windows and balconies.

The founding summit of the Eurasian Union in Astana was a heavy brunt
to the traditional Armenian “political” set of values and mentality.
It demonstrated the striking difference between the Armenian
“political” thinking and the reality which the Armenians are reluctant
to acknowledge. Or maybe they acknowledge but there are other
circumstances?

So, what happened in Astana? Nothing strange in terms of real
politics, historical tradition and rules. The host of the summit, the
real leader of Eurasia, showed Armenia to its real place and role in
Eurasia, i.e. subduing to Turkish interests. He read out
demonstratively the letter of the president of Azerbaijan, another
Turkic state, which sets out the conditions for Armenia’s membership.
Note that for the time being Azerbaijan is not taking part in the
Eurasian process.

The founding summit was held in Astana, the capital of Kazakhstan, and
Nazabayev has always claimed to authorship of this union so the center
of the union must be in Astana.

The Eurasian Union within its current “borders” is the space of the
Russian-Turkish civilization. The greater part of the Russian
territory is the historical land of Turkic peoples, and the Turkic
peoples are a layer of the Russian state building. They have equal
rights in the future union and they are not likely to share their
rights with others.

The Russians cannot overlook this because they will otherwise lose their state.

The Armenian “political” thought has a stereotype that Russians and
Turks are enemies, hence our ally. This stereotype has grown into a
degenerative thinking in which there is no political component. Moscow
has consistently instilled this mentality in the Armenians, sometimes
gently, sometimes toughly, which allowed using Armenian problems as an
instrument in relations with not only Turks but also others.

The interests of Armenia and Russia never match on any key point. This
is a political and historical reality. Under such conditions states
usually agree on cooperation to bring interests closer or to prevent a
confrontation. There is nothing like this in the Armenian-Russian
relations because Moscow has never considered Armenia a state, while
the Armenian independence was thought to be something funny. Besides,
the Russian Orthodox Church does not consider Armenians Christians,
and the Armenian Apostolic Church is still considered a sect.

These actualities have features at different levels for three
centuries. The developments of the early 20th century, from genocide
to the establishment and end of the First Republic, are the classic
example of the Armenian-Russian historico-political relations where
the abovementioned mechanisms and rules were applied.

Astana clearly demonstrated all this. In particular, it highlighted
that being pro-Russian, having a Russian political bias, means being
pro-Turkish, that is having a pro-Turkish bias. The Armenian
pro-Russians are explicitly pro-Turks, which comes from the logic of
the genre. And it is possible that this is not a misunderstanding but
a conscious choice, i.e. they are pro-Russian because the Russians are
on the side of the Turks. This is a complicated psychological matter
that needs a serious study.

In brief, about 100 years after these developments, Armenia and the
Armenians have appeared in the same “chasm” of history, and history
seems to repeat. And it is known for whom history repeats – the
helpless, scared, self-centered societies.

In addition, over one hundred years no new mechanisms and means have
been needed. It turns out that the thinking and reaction of Armenians
to political actualities have not improved over the past 100 years but
have further crystallized. The same stereotypes, the same degenerative
understanding of politics and particularly of the Armenian-Russian
relations. And this allows the Russians and Turks to “balance” their
own and mutual problems at the expense of the Armenian interests.

In addition, the situation is getting complicated as the carrier of
this mentality (at least formally, which is enough in such cases) is
the “establishment” – the political forces, intelligentsia, the mass
media, political scientists and experts (these notions are used
conditionally because they act in the logic of the fifth column).

Will Astana’s slap teach Armenians a lesson? Judging by the reaction
to the summit, it will not. Besides, the Armenians have learned well
from Christianity only one thing: if anyone slaps you on the right
cheek, turn to them the other cheek also.

Perhaps, the Russians are right.

Le vice-président de l’Assemblée nationale de la République d’Arménie,
des membres du groupe parlementaire, l’ambassadeur extraordinaire et
plénipotentiaire de la Grèce en République d’Arménie Ioannis Tais, et
les représentants de la communauté grecque d’Arménie ont célébré le 19
mai la Journée du Souvenir du génocide des Grecs pontiques.

Les membres de la délégation ont déposé des couronnes et des fleurs au
mémorial du génocide arménien et ont observé une minute de silence à
la mémoire des victimes innocentes. Son Eminence l’Archevêque Hovakim
Manoukian a effectué un requiem à la mémoire des victimes.
