ANKARA: What Does Israel’s Attack On Aid Ships Mean?

WHAT DOES ISRAEL’S ATTACK ON AID SHIPS MEAN?

This morning Israeli military forces attacked the aid ships
carrying relief materials to Gaza that led to the killing of up to 18
civilians. The use of military force in such a brutal way is not just
stopping the ships to reach Gaza that has been under siege for years
and endured 1500 death and thousands more wounded in the last war. But
more than that, Israel’s act carries a political/military response to
Turkey’s latest effort to bring peace in the Middle East and especially
to Ankara’s hard work on nuclear exchange deal regarding Iran.

War on Gaza and Worsening Turkish-Israeli Relations

For many ordinary people around the world including in the west,
Israel’s war on Gaza was carnage. But it was the only Turkish
Prime Minister, Recep Tayyip Erdogan, who could dare to say ‘hold
on a minute’ against the Israeli atrocities in Palestine and Gaza in
particular. In fact Erdogan’s reaction to the Israeli President, Simon
Peres, in Davos was the beginning of the trend that the relationships
between the two countries have followed a downward direction.

A number of developments followed the Davos row. In last January,
disrespecting the Turkish Ambassador to Tel Aviv by having him sit
on a lower chair during a meeting with the Israeli Deputy Foreign
Minister, Danny Ayalon, was the one by which Israeli Minister openly
said that they aimed at humiliating Turkey. Israel seemed to have
been taking revenge of Davos from Turkey. Late regret, but no way a
sufficient apology, come from the Israeli side have managed to cool
down restrained relations between Ankara and Tel Aviv.

Turkey’s exclusion of Israel in a joint military exercise among
Turkey, US and NATO in October 2009 had raised the views that Turkey
and Israel were no longer a strategic partner. More than that Turkey
opted for doing a similar military exercise with Syria- a state now
Turkey’s friend but a long time enemy of Israel.

With his freakish attitude and statements against Turkish government,
Israeli Foreign Minister, Avigdor Lieberman, an incurable racist and
anti-Arab figure of the Yisrael Beiteinu Party (Israel is Our Home)
did not any form or shape help improve the Turkish-Israeli relations.

Perhaps the role of the American Jewish representatives in the US
congress in the acceptance of so called Armenian Genocide at the
Foreign Relations Committee and the possibility that the Israeli
Parliament, the Knesset, appeared to discuss and recognise the so
called Armenian genocide were the other developments that they pushed
the relationship of the two further deep into a bin.

Apart from these insecure and shaky relationships, what really
emboldened Israel so much that it attacked the unarmed aid ships
carrying humanitarian assistance to Gaza that it set off from Turkey
with over 550 civilians made up of Turkish and foreign citizens
on board?

Hypocrisy of International Community

The simple answer of this question is the apathy of international
community towards, or western overt and covert support for,
whatever Israel does in Palestine and international arena. Of course,
fragmentation and weakness of the Arab and Muslim worlds in developing
a strong and united stance against Israel are other main reasons to
blame for instability, insecurity and state terrorism in the Middle
East that were instigated and conducted by Israel.

So, a fair and just solution is out of reach in the Middle East while
having two world communities, the west and Arab/Muslim, have their
own respective agendas and lack of developing new and strong policies.

Israel knew well that if it killed no matter how many people on
board it would not get any serious and harmful punishment from the
western world. During the last war in Gaza, Israel massacred over
1500 people under siege and left thousands of people injured. Still
Israel has kept blockading all supply lines of basic human needs to
Gaza. Neither did Israel hesitate to use banned weapons in the war
over Gaza. Since then, what happened to Israel? Did any international
body or actor go further than just condemning Israel? Were they able
to produce any kind of sanctions against Israel? The US, the main
actor in international affairs and the Middle East, did even justify
the Israeli actions against Gaza.

The South African Judge Richard Goldstone’s Report openly stated that
Israel committed war crimes in the war against Palestinians in Gaza.

Further, in the same Report, among others the Israeli Defence Minister,
Ehud Barak, was found responsible figure the crimes committed during
the war on Gaza. Many people around the world asked the British
government to arrest Ehud Barak when he visited London after the
Goldstone’s Report was released and wanted him to be put before the
International Criminal Court or War Crimes Tribunal.

Remember what happened? The British government refused to do so
and announced that Barak would use full immunity from arrest or
prosecution during his stay in the UK. While those governments in
the west accused Turkey of not arresting President Omar Al Basir of
Sudan in line with the decision of the International Criminal Court
on Darfur, it was interesting that they all kept very silent on the
case of Israel over the Gaza war.

Simply, nobody dared to do anything against Israel.

Just recently Mossad killed one of the Hamas leaders, Mahmoud
al-Mabhouh, in Dubai by forgering passports belonged to western
European citizens. Of course governments of those people whose
passports were used condemned Israel and showed their reaction by
expelling some Israeli representatives in their countries. Are such
reactions sufficient to deter Israel to commit similar or much worse
crimes? Absolutely not as the killing of aid workers off coast of
Israel today have shown once again. Same reactions began being voiced
by the western capitals, saying that Israel used excessive force
against the aid ship. No more no less, they were all the similar
reactions mentioned by the western states during the Gaza war.

Turkey has now called the UN Security Council for an emergency meeting
to discuss the situation in the region. It would be very surprising if
any condemnation comes out of that meeting because the US government,
and possibly the British and French sides, will especially in the
current environment veto the Turkish or any other proposal condemning
Israeli massacre. Why not now?

Israeli Response to Turkey’s Nuclear Swap Deal with Iran

By attacking and killing innocent people trying to take relief aids
to Gaza, Israel seems to try to further break the already fragile
relationships between Turkey and the US and western Europe in general.

By doing that Israel is trying to prevent any chances of success for
the Turkish-Brazilian-Iranian nuclear deal.

Just imagine what happens if Turkey with its latest deal with Teheran
becomes successful in establishing a trust between Iran and the US on
the nuclear issue. Israel will continue living in suspicion towards
Iran but fail to convince its strong ally, the US, of getting rid of
any nuclear effort and capability Teheran is trying to develop. Attack
on aid ships will follow the same pattern of Israeli stress on its
security concerns. By this, Israel continues to justify its right of
military attack to the aid ships before the eyes of western community
and governments.

Today Israel’s first security worry and foreign policy priority is
to stop Iran having any kind of nuclear technology no matter whether
it is for medical/scientific reason or for weapon development. It
was this that without carrying much about the details of the nuclear
swap deal with Iran Israel first declared that Turkey and Brazil were
deceived by Iran. Following this statement, the US did announce its
disapproval of Turkish-Brazilian effort on Iranian nuclear issue. Soon
after all permanent Security Council members plus Germany quickly
expressed continuation of their distrust to Iran and got ready to
produce another round of sanctions in the Council against Iran.

Previously Russia and China, the two permanent members of the UNSC,
were not willing to approve new sanctions against Teheran, but now
they are also ready to do so. This means that all permanent members
of the UNSC are now behind the US in the Iranian nuclear case. For
the US it is now much easier to squeeze Iran in the UNSC and does not
seem to be in need of Turkey. Thus there would be no better time for
Israel to increase tension in its relations with Turkey over the Gaza
or Palestinian problem as it carries the opportunity for Tel Aviv to
isolate Turkey on the Iranian nuclear issue further away from the US
and western world in general.

The visit to Nagorno-Karabakh was a personal initiative of members
of the Russian State Duma, but not an official delegation, said
the Vice Speaker of the Council of Federation Svetlana Orlova, RIA
Novosti reported.

“Russia has not sent an official delegation, and let the visit of
some MPs be on their conscience,” said Orlova.

The Azerbaijani Foreign Ministry declared five deputies of the State
Duma – Konstantin Zatulin, Igor Chernyshenko, Kirill Cherkasov,
Tatiana Volozhinskaya and Maxim Mishchenko as persona non grata for
their participation in the monitoring of the “parliamentary elections”
held May 23 by the separatist regime in Nagorno-Karabakh.

Vice-Speaker of Azerbaijani Parliament Valeh Alasgarov calls “sin
on the soul” of Russian MPs’ decision to go to the elections in
Nagorno-Karabakh.

“Of course, it is outrageous, of course, this is unacceptable, but
it’s a sin on the soul of those who do not think not only about
Azerbaijan, they do not think, I am quite sure,” said Alasgarov,
RIA Novosti reported.

At the same time, he noted that “the freaks of individual persons,
although they are Russian citizens, can not adversely affect
the relationship between the Azerbaijan Republic and the Russian
Federation.

BUENOS AIRES: Erdogan Cancellation Sparks Controversy

ERDOGAN CANCELLATION SPARKS CONTROVERSY

The cancellation of the visit by Turkish Prime Minister Recep Tayyip
Erdogan, who was scheduled to arrive in Buenos Aires yesterday
but suspended his trip late on Saturday, led to the governments of
President Cristina Fernández de Kirchner and Buenos Aires City Mayor
Mauricio Macri swapping the blame.

The CFK administration released a statement late on Saturday citing
the cancellation of a ceremony scheduled for this morning to place a
bust in honour of Mustafa Kemal Ataturk (the founder of the modern
Turkish Republic) as the reason for Erdogan’s decision and blaming
the Macri administration for the incident. However, City Hall rejected
the accusations and claimed that no such ceremony was scheduled.

Yesterday, the city Foreign Affairs Department released an official
statement expressing its regret over the suspension of Erdogan’s
visit but insisting that the alleged ceremony was never on City
Hall’s schedule.

“In reference to the statements of the Foreign Ministry, we insist the
alleged ceremony as well as the placing of a bust of former Premier
Ataturk was never authorized or communicated to that Ministry or
the Turkish Embassy and it would have required a law approved by the
local legislature in order to carry it out,” read the statement.

Asked by the Herald about the incident, PRO Foreign Affairs Secretary
Diego Guelar said: “The Turkish Embassy requested permission from the
Public Space Ministry to erect a monument to Ataturk about six months
ago, allegedly in replacement of an existing bust, but the ministry
confirmed there was no previous bust so the request did not progress.”

Guelar claimed: “There was never any ceremony scheduled neither was
there an existing Ataturk bust to replace” and insisted such a bill
would have needed the approval of the Mayor and the city legislature.

“There was no such ceremony on the schedule of Mauricio (Macri)
for Monday,” Guelar told the Herald.

“We don’t know why the tribute was in the Ambassador’s agenda because
it would have required a resolution signed by Macri, which he didn’t,”
added the Foreign Affairs Secretary of PRO.

Guelar claimed City Hall became aware of the ceremony on Friday when
the Armenian community requested an interview with Environment and
Public Space Minister Diego Santilli to protest against the display
of the Turkish founder’s bust, which was due to be unveiled in a park
at the intersection of Figueroa Alcorta and Sarmiento avenues.

The Armenian community published a paid ad in a local newspaper on
Saturday, repudiating Erdogan’s visit and making reference to the
inauguration of Ataturk’s statue. Later on Saturday, the Foreign
Ministry confirmed the Turkish Prime Minister had cancelled his
visit and said Erdogan took offence at “a decision by Buenos Aires
Mayor Mauricio Macri to cancel a scheduled tribute in which he was
to take part.”

Foreign Ministry sources consulted by the Herald yesterday denied the
City Hall statements and insisted the ceremony was part of Erdogan’s
agenda for his visit.

Sources claimed Erdogan himself told Taiana in Brazil the suspension
of the ceremony was the reason of his cancellation.

In statements to local media, Turkish Ambassador to Buenos Aires
Hayri Hayret Yalav said the procedures for the monument “started in
November, 2009 and there was no problem until yesterday (for Saturday)
when Santilli informed me in a letter that the monument would not
be placed.”

News agency Reuters reported Turkey’s Foreign Ministry confirmed in
a statement the two-day visit scheduled had been cancelled and blamed
the move on Armenian lobbyists.

“The trip was cancelled because written permission for the monument
given to Turkey beforehand by the Buenos Aires district was reversed
as a result of initiatives by the Armenian lobby, which is opposed
to Turkey,” said the statement, adding Turkey hoped Argentina would
take steps to remove the shadow cast on Turco-Argentine relations.

According to Reuters, President Fernández de Kirchner spoke with
Erdogan to explain she could not overrule the decision, yet he found
this unacceptable and decided not to go, the statement added.

The Herald was unable to reach Turkish Embassy sources yesterday but a
brief statement was released informing the cancellation of a forum at
a downtown hotel where Erdogan was scheduled to participate, quoting
“last-minute changes in the Prime Minister’s agenda.”

Despite the official explanations and the exchange of accusations
between the city and national governments, several rumours spread
about the reasons behind Erdogan’s cancellation.

City Hall sources which requested not to be named said the incident
“could have been a misunderstanding on the part of the Turkish Embassy,
which might have assumed the ceremony was already scheduled, despite
having received no confirmation from the city government.”

On the other hand, a source from the Foreign Ministry consulted by
the Herald, who also requested that their name not be published, said
there was “a verbal agreement” between Macri and the Turkish Embassy
for the ceremony but the city administration decided to cancel it
following the protests of the Armenian community.

Mustafa Kemal Ataturk, the first Turkish President and founder of the
Republic of Turkey, is highly revered by Turks, but Armenians cite him
as one of the main culprits for the mass killing of Armenians in 1915,
known as “the Armenian Genocide.”

All officials consulted agreed the cancellation was a serious incident
and an offence to the Turkish Prime Minister, comparing the situation
to a last-minute suspension of a monument to national independence
hero José de San Martín or a memorial of the Malvinas War during
the visit of an Argentine president to a foreign country.

Some observers had even cited a possible link between the cancellation
of Erdogan’s visit and the nuclear fuel agreement signed by Iran —
which Brazil and Turkey have supported despite the protests from the
United States and on which Argentina has not yet taken a position.

However, all sources consulted by the Herald denied such possibility
both on and off the record.

Dear representatives of Pogossian family,
Dear Guests,
Ladies and Gentelmen,

I am happy to be here, at one of Brussels historical and cultural
sites – Villa Empain. First, allow me to start with the words of
appreciation for the Pogossian Foundation, which has undertaken the
task of restoring this marvelous monument of the first half of the
20th century.

Baron Louis Empain, a patron of arts intended to create here a center
of arts and culture. But the 20th century was harsh and the start
of WWII cancelled those plans. Today, thanks to Pogossian family,
Villa Empain becomes what its founder wanted it to be – the center
for East-West dialogue and arts.

We, the Armenians, due to ruthless whims of history, are spread all
over the world. In the end of the 19th and beginning of the 20th
century the chieftains of the Ottoman Empire failed to understand
and appreciate the Armenians. They failed to understand those unique
people, who learn foreign languages fast, establish relations with
other nations and serve as mediators between East and West in trade,
business, culture, and literature. They failed to comprehend why those
strange Armenians self-organize, create cultural centers, and publish
multilingual periodicals. And they had found the easiest solution to
the problem: if there are no Armenians, there is no need to ponder
over these questions.

The Genocide made the Armenians spread all over the world. Armenians
live and thrive not only in Christian but also in many Muslim
countries. It is hard to say whether those Armenians who had fled the
horrors of the Genocide were received more warmly in Christian or in
Muslim countries. Support and assistance provided to our nation in
those dire times is immeasurable.

Today, here at Villa Empain, the Pogossian Foundation remains faithful
to the Armenian tradition of being a mediator between East and West.

In our difficult times, when there are certain attempts to
supply conflicts with religious lining and speak about the clash
of civilizations, we, the Armenians should continue with our
long-established traditions of being a bridge between different
cultures. As a nation scattered around the globe we know only too
well how important tolerance is, as well as respect toward the
other’s belief, language, and culture. For this very reason we are
able to truly and sincerely appreciate the importance of dialogue
between cultures.

We also know that problems of intolerance and discrimination are not
to be solved through the statements, declarations, or manifestations of
good will alone. In the end of the 20th century, the humanity witnessed
yet another horrid crime – genocide in Rwanda. First, that genocide was
carried out through words. The Armenians had passed the same road of
sufferings. However, when the Armenian Genocide was committed there
were neither radio, nor TV, while the ideologists of the crime in
Rwanda injected their poison through that very means of communication.

Promulgation of hatred is not just neutral utilization of the freedom
of speech: it misuses that freedom to plant hatred and trigger violence
against one, targeted group of people. Whoever the members of that
targeted group may be – a Jew or a Tutsi, an Arab or an Armenian –
their chances of becoming a victim of a violent crime multiply.

Recently, Armenians have become a target of such promulgation of
hatred. When the leader of a neighboring state says that the Armenians
must be deported for the sole reason that they are Armenians, I cannot
but help to remember what happened in 1915. However, I cannot also
neglect the events in Rwanda, where similar statements were put on
TV and radio to pave the way for violence.

When from another neighboring state we hear hate howls and constant
threats of war, I once again recall the ruthless lessons of history.

In Azerbaijan, just like in the Ottoman Empire, the Armenians were
perceived as an alien entity – disturbing and useless, which must be
get rid off through the massacres and atrocities. And after all this,
Baku is trying once again to establish its rule over Nagorno Karabakh
and its freedom-loving people, the very people they were craving to
wipe out.

Armenophobia becomes mentality, and its dissemination – a state
policy. Armenophobia today is one of the most basic manifestation
of misanthropy. Humanism has withstood the battle but fight against
misanthropy still goes on. Misanthropy has lost the battle but,
regrettably, not the war. How many places are there in the world where
children look up into the sky not to welcome the sun and admire the
sky but to see if death and destruction are not rushing down.

The noble mission of Baron Empain was terminated by the World War II.

The factual end of the war was heralded by the Nuremberg process,
in which humanity defeated misanthropy. Today, Baron Empain’s
vision becomes reality thanks to the Pogossian family, because we,
the Armenians do not terrify other’s children with saber-rattling,
because our goal is the dialogue of cultures and mutual enrichment.

And I am happy that Villa Empain – the center for East-West dialogue
and arts opens its doors, and I cordially congratulate all of us on
this occasion.

Grand Master Sergey Movsesian has won 1,5:0,5 over Germany’s Arkady
Naydich in round one of the World Rapid Chess Championship taking
place in Odessa. Unfortunately, in the quarter-final the Armenian
chess player lost 0,5:1,5 to Aleksandr Grishuk.

The 4th ACP World Rapid Cup is being held in Odessa, Ukraine, from May
27 to 29. It’s a 16-player knockout tournament with 16 participants
meeting in two-game matches and four-game final round. The prize fund
is $70,000 (by $13,000 more than last year’s found).

Dear Compatriots:

I congratulate us all on the occasion of the Republic Day.

Ninety-two years ago, after a long interval the Armenian people
reinstalled independence on a small piece of our historical land. What
was the Armenian before May 28, 1918? He was a victim, a refugee,
a capitalists, a merchant, a writer, a soldier, a poet, a worker, a
scientist, etc. He was anything but from the political point of view –
almost nothing. On May 28, the Armenian became a citizen of the state.

Such a revolution in mind naturally cannot happen overnight. It is
illustrated by the fact that even now there are some individuals who
lack the sense of being citizens of the state, who do not comprehend
the power and responsibility of being citizens.

I am confident that the heroic deed of May 28 first of all happened
in our minds and in our hearts. It had been maturing during hundreds
of years in the course of unequal struggle and bitter experience.

Ultimately, it was crowned with victories in May of 1918 which came to
prove the willpower of the people, who had gone through and survived
unthinkable sufferings. They were determined to live free, to live
with dignity. To live, not just to sustain but to live and advance,
to live keeping pace with the world progress.

This was another birthday, or rather it was a political rebirth that,
to be honest, not everyone in our society was ready for. Some perceived
the May 28 as isolation. However, the most important lessons of May
28 emerged at that very time.

Lesson number one: No one in the world must fight for you or instead
of you. Protection of your family, your nation, your country is your
personal business and your sacred duty. To rely on foreign forces
and to pin all hopes on others means to be unrealistic and eventually
leads to destruction.

Lesson number two: No one has to establish your statehood for you. Of
course in both cases there can be allies, however you must accomplish
that great deed yourself and must be ready to do it all by yourself.

Lesson number three: A nation, which has developed state structures,
can suffer isolated defeats but that nation cannot be subjected
to genocide. For all these reasons, May 28 is a new birthday for
Eastern Armenia.

Lesson number four: The Armenian nation is capable of solving any,
the most challenging, complicated and seemingly impossible or fantastic
issue. The Armenian nation is unconquerable when it stands united.

When all the segments of the nation, its groups and political forces
act unanimously, complement each other, when there is no “fifth column”
in the country, we are invincible.

Lesson number five: We must believe in the aptitude of the Armenian
nation, trust in our capacities to fight, to build, to think, and to
create. Today, few would remember how desperate people were just days
before the heroic battle of Gharaqilisa. Despondent reminiscences
of expatriation disheartened and demoralized even the soldiers, who
were contemplating desertion. But after the victory, many couldn’t
believe their eyes, couldn’t believe that they had won.

Today too, there are individuals among us, who do not believe that
Armenia can be prosperous as any developed European state, can maintain
the rule of law, can have a high-class education, advanced science and
health care, sport, etc. The May 28 event reminds us that pessimism
leads nowhere, that inferiority complex, mentality of the victim, who’s
at odds with the entire world, moaner’s mourning and bereavement will
not take us far. We will also not go far without political vision,
without civic demand and readiness, as we will not go far without
trust in our country.

We are getting ready to go very far, because we had May 28 and because
we are coming from afar.

I once again congratulate all of us on this great holiday. The martyrs
of the heroic battles of those days had fortified the foundation
of our country with their blood – the country that was called the
Republic of Armenia and which – literally and figuratively – has given
us passports. I wish us all peace, success and good fortune to carry
these passports for centuries with pride and dignity.

Long live the Republic of Armenia! Long live the Armenian nation!

minister of health care according to his own request.

Central Information Department of the Office of the NKR President
told Armenpress that according to another Presidential decree Sergey
Movsesyan was appointed minister of health care.

On the same day Bako Sahakyan signed a decree releasing Gayane Apinyan
from the post of Permanent Representative of the Artsakh Republic to
the Federal Republic of Germany according to her own request.

According to another decree Haroutyun Grigoryan was appointed the
Permanent Representative of the Artsakh Republic to the Federal
Republic of Germany.

It is undeniable that the global changes taking place in the world

reconsider the attitude toward nature, Karlen Khachatryan, chairman
of the student scientific company at the Yerevan State University,
said today at a two-day republican student scientific conference on
“the Use and Protection of Nature in Armenia: Ecological Issues”,
organized in the Yerevan State University.

YEREVAN, MAY 31, ARMENPRESS: May 30, “Armavia” Airline Company opened
new – Yerevan-Arkhangelsk-Yerevan flight, among the first passengers
of which were Armenian Ambassador to Russia Oleg Yesayan, Chairman of
“Armavia” Airline Company Michael Baghdasarov and Governor of Vayots
Dzor Vardges Matevosyan.
