AmInfo.Speaker of the Russian State Duma Boris Gryzlov said in Yerevan
on Monday he is discontented with announcement of a number of Russian
parliamentarians as personas non grata by Azerbaijan. Gryzlov in
is Yerevan to attend the session of the CSTO Parliamentary Assembly
Council. – “The parliamentarians were not official delegates of the
Russian State Duma. As far as I know there were at least one hundred
observers from various countries in the territory of Nagorny Karabakh.

I am discontented with the decision of the Azerbaijani Foreign Ministry
with regards to Russian parliamentarians,” he said.

To recall, the Azerbaijani Foreign Ministry made a list of the
foreigners, who observed the elections in Nagorno Karabakh. They will
be banned from arriving in Azerbaijan. The black list also includes
Russian parliamentarians Konstantin Zatulin, Igor Chernishenko,
Kiril Cherkasov, Tatyana Volojinskaya, Maksim Mishenko because of
their participation in monitoring of the parliamentary elections
in the NKR on May 23. The list comprises also Galina Ratnikova, a
member of the State Duma Student Parliament, international observer,
Victor Sheinis, public and political figure, and Andrey Areshev,
expert of the Strategic Culture Fund.

ARMENIAN OPPOSITION IS TRYING TO HOLD ACTION OF PROTEST AT LIBERTY SQUARE

ArmInfo. The Armenian oppositionists are trying to hold an action of
protest at Liberty Square but the police are preventing their attempts.

The press service of the Police reports that May 29-30 some young
people approached policemen and began calling names. The police do
not specify their motives.

May 29 a policeman saw a man lying near the main entrance of the
National Opera House. He asked the man to go away but the latter
began to protest.

One more person has been detained for urging people to organize an
unsanctioned public action.

To remind, Liberty Square was reopened quite recently after a long
construction project.

Major General Hayk Kotanjyan and CSTO Institute Director General
Alexander Vorobyev signed collaboration agreement on May 31.

The agreement envisages development of annual plans in the sphere of
analysis, scientific and technical discussions and workshops.

Specific attention will be given to strategic analysis experts’
education, Hayk Kotanjyan noted.

Alexander Vorobyev, in turn, emphasized CSTO Institute main tasks
to be establishment of productive dialogue with CSTO states expert
communities as well as increasing CSTO activities awareness.

Secretary of the Prosperous Armenia parliamentary group Aram Safaryan
said that he cannot speak about the current political situation in
Armenia instead of the radical opposition. “But as for the ruling
coalition, specifically Prosperous Armenia party, we deal with
intensive political activity,” Safaryan told a PanARMENIAN.Net
reporter.

According to him, Prosperous Armenia party is going to implement a
range of events in the near future, including one jointly with the
Republican Party of Armenia.

Commenting on the legislative activity of the coalition forces,
Safaryan noted that several important bills will be discussed this
week.

Specifically, the bill on introduction of amendments to the RA Law
on Language will be heatedly debated by political forced during the
upcoming RA National Assembly sitting, he said.

The bill submitted by the RA government foresees restoration of schools
in the country, where lessons will be conducted in foreign languages.

“In my opinion, this issue will be discussed by parliamentary groups
of the coalition forces, and we will express our position on June 6,”
said Aram Safaryan.

As for the start of pre-election campaign of political forces,
Safaryan noted that Prosperous Armenia does not deal with it and
considers preterm elections to be impossible.

YEREVAN, MAY 31, ARMENPRESS: “We are against making such decision
with which the Azerbaijani Foreign Ministry recognized 5 members of
the Russian State Duma “Persona non Grata” for the implementation of
observing mission in the NK elections,” chairman of the RF State Duma
said today at a press conference in Yerevan followed after the CSTO
PA session. He reminded that more than 100 foreign observers were
conducting observing mission in the NK parliamentary elections and
pointed out that the parliamentarians of the State Duma were in the
staff of non-official delegation. “We negatively assess such decision
of the Azerbaijani foreign ministry,” Grizlov said.

According to him, it is a very sensible issue. “Currently negotiations
are in process with the participation of the OSCE Minsk Group. Clear
steps are being undertaken for the settlement of the issue. An
opportunity has been created to regulate the issue,”

YEREVAN, MAY 31, ARMENPRESS: Poland is for peaceful settlement of
the Nagorno Karabakh conflict, Polish Ambassador to Armenia Zdislav
Racinski said today at a meeting with reporters. “Poland’s stance
on the NK conflict is neutral. Poland accepts the approach to the
conflict settlement accepted by the whole European community which
is – peaceful settlement on the basis of the principles acceptable
for both parties,” the Ambassador pointed out. According to him,
the long-lasting regulation of the issue will be the one acceptable
for each of the parties.

Referring to the 2216 Resolution adopted by the European Parliament,
Racinski said that it is a project the details of which must be
discussed by the three parties. According to him, these three parties
are Armenia, Azerbaijan and citizens living in Nagorno Karabakh.

The Ambassador said that on the way to the solution of the issue the
opinion of the population having direct connection with the issue
must be taken into consideration so that the full stop satisfies all.

In response to the question whether the EU’s interference to the NK
conflict settlement process is possible, the Ambassador said that
after the parties come to consent, there might be a necessity of
peacekeeping forces, financial assistance, in that case the EU may
offer its support.

YEREVAN, MAY 31, ARMENPRESS: Armenian National Archive has digitalized
more than 400 films. Director of the National Archive Amatuni Virabyan
said the digitalization process has been launched from the beginning
of 2009. Before that necessary French equipment had been brought and
testing works have been implemented. French specialists arrived in
Armenia and presented to the local specialists how the equipment works.

A. Virabyan said the equipment gives an opportunity to digitalize
even the tapes which are considered flammable and negative. By now
these materials have not been viewed. Archive is periodically filled
with new materials.

The National Archive is collecting 8mm tape amateur camera family
films. The owners of those family films which are of Armenia’s
cultural, historic importance and are recorded on tapes and are
presented to the National Archive get the DVD variants of the films.

A. Virabyan noted that many people have films recorded with amateur
cameras which include trustworthy information about different issues.

Until now few people responded in connection with provision of
materials but the process goes on.

May 29, representative of Germany Lena has been recognized the
winner of “Eurovision 2010” 55th international song contest with her
“Satellite” song, gathering 246 points. Turkey, Romania, Denmark and
Azerbaijan are in the best five.

Representative of Armenia Eva Rivas has taken the 7th place with
141 points, gathered as a result of the voting of the final held in
“Telenor Arena”, Oslo. Armenia has received the highest 12 points by
Russia, the Netherlands and Israel. High – 10 points, has been given
to Armenia by Georgia and 8 points – by Bulgaria and Spain. Other
points Armenia has received from Rumania, Turkey, Germany, Ukraine,
Greece, Serbia, Poland, Cyprus, Belarusia, Macedonia, Latvia, Sweden,
Moldova, France, Belgium and Slovakia. Armenia gave 8 points to
Ukraine, 10 to Russia and 12 to Georgia.

Representatives of 25 countries – Azerbaijan, Spain, Norway, Moldova,
Cyprus, Bosnia and Herzegovina, Belgium, Serbia, Belarusia, Ireland,
Greece, Great Britain, Georgia, Turkey, Albania, Iceland, Ukraine,
France, Rumania, Russia, Armenia, Germany, Portugal, Israel and Dania,
have performed in the final.

The winner has been determined as a result of the voting of the
televiewers and the jury. This time the televiewers have had an
opportunity of voting for the participant they prefer just after the
performance without waiting for the 15 minutes to be given at the
end of the concert.

According to the rules of the contest, “Eurovision 2011” will be
conducted in the winning country.

Within the frameworks of a state program on dwelling construction,
“Glendale Hills” CJSC will construct apartments in 24 rural communities
of Lori province and Spitak town for the families left homeless as
a result of the 1988 earthquake.

Last year 303 separate dwelling houses were constructed in 8 villages
of Lori province – Shirakamut (Nalband), Mets Parn, Geghasar,
Arevashogh, Hartagyugh, Lusaghbyur, Sarahart, Gogaran. Apartments
and separate dwelling houses are being constructed in Spitak town
and villages of Lori province involved in the program this year.

Press service of “Glendale Hills” told Armenpress that the total
cost of the program on dwelling construction implemented in 24 rural
communities of Lori province, Spitak town, and in 11 villages of
Shirak province makes nearly 26 billion Drams. The program runs
in a normal way. After the program nearly 1 300 separate dwelling
houses will be ready in the rural communities of Lori province,
the construction process of 600.
