Professor, Director of the Center. He points out that nearly 918
children below 18 are registered at the Center including 128 suffer

ArmInfo.Foreign Ministers of Armenia and Canada Edward Nalbandyan and
Lawrence Cannon met in Ottawa on May 31 within the frames of Armenian
foreign minister’s visit to Canada.

As press service of Armenia’s Foreign Ministry reports, during the
meeting E. Nalbandyan emphasized the importance official Yerevan
attaches to deepening and tightening of relations with Canada.

“Geographical remoteness cannot be an obstacle for extension of
cooperation in XXI Century. Armenia successfully develops relations
with many countries remoted from it by thousands of kilometers, and we
intend to take effective steps for more development of relations with
Canada”, E. Nalbandyan said. In the context of discussion of extension
of trade and economic relations, Armenian FM noted with satisfaction
that about twenty enterprises with the Canadian capital function in
Armenia, and their number may grow due to joint efforts. The parties
touched on the issues of tightening of cooperation within the frames
of international organizations, as well as the issues related to
promotion of security and stability in the South Caucasus. The two
foreign ministers also touched on the steps taken by Armenia towards
establishment of relations with Turkey and the current stage of
this process.

According to E. Nalbandyan, this process will continue when Turkey
is ready to respect the agreements, that is, ratify and implement
the signed Protocols without preconditions. In his turn, L. Cannon
said Canada hails all the efforts towards establishment of natural
relations between Armenia and Turkey and opening of borders.

ArmInfo. With support of Turkey Azerbaijan can achieve success in the
military campaign “for return of Azerbaijan’s territories occupied by
Armenia,” Giyas Sadikhov, Chairman of the People’s Party of Azerbaijan,
told Day.az.

“The military settlement of any conflict is complicate. It is
difficult, indeed, to gain victory without allies. Of course,
Azerbaijan’s military potential is big, but if Azerbaijan warred only
against Armenia, I would say that we would win. But predicting the
scales of fight for return of the occupied territories is difficult.

Other countries will again support Armenia. Therefore, we need to
bolster our military cooperation with Turkey. With support of that
country we can achieve success in the military campaign for return
of the occupied territories. Without support, any military campaign
will be ineffective,” Sadikhov said.

ARMENIAN-TURKISH RAPPROCHEMENT PROCESS RUNS WITHIN THE FRAMES OF ‘CHESS’ BUT NOT ‘FOOTBALL’ DIPLOMACY

ArmInfo. Armenian-Turkish rapprochement process was running within
the “chess” but not “football” diplomacy, political expert, Doctor
of Philosophical Sciences, professor of Yerevan State University
Alexander Manasyan told journalists today.

“Within the frames of this diplomacy, Armenia made a knight’s move
which may take back again, since currently Turkey is not ready to
make the relevant counter steps. But Armenia did not found itself
in a loss, at least because the problem of the Armenian Genocide was
discussed during this period in the whole world. Even if at present
nothing remains from the Armenian-Turkish relations, Armenia has an
arsenal of discussions on the issue of recognition of the Armenian
Genocide in all over the world, including Europe”, he said.

On April 22, President of Armenia Serzh Sargsyan signed a decree on
suspension of the Protocol ratification process. However, Armenia
retains its signature under the Protocols. On January 12, 2010 the
Constitutional Court of Armenia recognized the commitments in the
Armenian-Turkish Protocols in compliance with the Constitution of
Armenia. The CC resumed that the commitments in the Protocols are of
mutual interstate interest and cannot apply to third countries. The
CC highlighted that the prior provision in the Protocols is opening
of the actual Armenian-Turkish border and all the other commitments
will obtain legal force only after the border is open.

ArmInfo. The Turkish-Azerbaijani tandem and Iran have arrived at a
certain arrangement regarding deployment of international forces in
Nagorny Karabakh, the political expert Hmayak Hovhanissyan told media
on Tuesday.

“Iran’s stance has sharply changed and now Tehran comes out for change
of the status-quo in Nagorny Karabakh and even offers its assistance
in the process. Azerbaijan has already accepted that offer whereas
Armenia has not responded to that yet. As regards my concern about
possible resumption of military actions in Nagorny Karabakh, it is
not exaggerated, otherwise President of Armenia Serzh Sargayan would
not touched upon this topic during his visit to Brussels,” he said.

In late April, Iranian Foreign Minister once again announced that
Iran is ready to mediate in settlement of the Karabakh conflict and
offered the Armenian and Azerbaijani foreign ministers to conduct a
trilateral meeting in Tehran.

PRINCIPLE OF THE PEOPLES’ RIGHT FOR SELF-DETERMINATION IS A TRAP FOR ARMENIA: POLITICAL EXPERT

ArmInfo
2010-06-01 13:33:00

ArmInfo. The principle of the peoples’ right for self-determination,
which is much spoken about coupled with the territorial integrity,
is an ordinary trap for the Armenian party regarding Nagorno Karabakh
issue, political expert, Doctor of Philosophical Sciences, professor
of Yerevan State University Alexander Manasyan told journalists today.

“I am sure it is so, since we have a more important and persuasive
argument. The Nagorno Karabakh Republic self-determined in 1991 at
the territories not belonging to Azerbaijan de jure. We ourselves
replaced this important argument by a principle of the peoples’
right for self-determination, that automatically means that Nagorno
Karabakh is part of the Azerbaijani state, while it is far from truth”,
he said. In view of this, Manasyan called on the Armenian party to
avoid mentioning this too dangerous formula and change the accents
in the settlement.

The Nagorno-Karabakh conflict broke out on February 28 1988 in the
Azerbaijani Sumgait with massacre of Armenians as a peculiar response
of Azerbaijanis to the peaceful demand of the Nagorno-Karabakh
autonomous Region, part of the Azerbaijani SSR, to unite with the
Armenian SSR. This resulted in other pogroms of Armenians in Baku,
Kirovabad and other regions of Azerbaijan populated with Armenians.

Dozens of thousands of peaceful residents on both parties were killed
in the military actions, and hundreds of thousands were left homeless
and have become refugees.

EXTERNAL PRESSURE UPON ARMENIA GROWS BECAUSE OF AUTHORITIES, HEAD OF ARFD FACTION THINKS

ArmInfo
2010-06-01 13:33:00

Arminfo. The External pressure upon Armenia is growing because of the
authorities of the country, head of ARF Dashnaktiutyun parliamentary
faction Vahan Hovannisyan said at today’s press-conference.

He thinks that one of the reasons of ‘uncharitable’ attitude of the
West to Armenia, especially after adoption of the last resolution
of European Parliament on Nagornyy Karabakh, is weak power of the
country. ‘Why the Kirillovs did not implement such orders like
the resolution earlier? Because today the leadership of Armenia is
demonstrating readiness to make concessions. And representatives
of European structures see it very well. This is the reason of
anti-Armenian resolutions’, – he said and added that the fact
that today Armenian government pushes forward any decision in the
parliament without an obstacle, is another reason why the West is
trying to dictate its scenarios on Karabakh settlement.

‘The logic of Europeans is – if the government of Armenia may dictate
its any decision to its own citizens, let them make up their mind to
the decision on the NKR too’, – he said.

SERZH SARGSYAN AND DMITRY MEDVEDEV DISCUSS CURRENT ISSUES OF RUSSIAN-ARMENIAN COOPERATION

2010-06-01 20:32:00

ArmInfo. At today’s meeting in Rostov-on-Don, Armenian and Russian
Presidents Serzh Sargsyan and Dmitry Medvedev discussed the current
issues of Russian-Armenian cooperation. The official website of the
Kremlin says that the Russian president told his Armenian counterpart
about the results of the Russia-EU summit.

Medvedev said: “As close partners and strategic allies, we should
meet often, and actually, we do so. You have recently come to Moscow
to mark the 65th anniversary of Victory of our common state over
the fascist invaders”. He thanked the Armenian president once again
for being in Russia on that day, and added that this demonstrates
the close relations between Armenia and Russia and their desire to
develop strategic relations in the future.

According to Dmitry Medvedev, today’s meeting is a good opportunity
to exchange thoughts about the current situation. “Certainly, there
are economic issues that we always discuss during your visits or my
visits to Armenia. There are regional issues as well”,- he said. “I
had several important trips where we discussed the situation around
the Turkish-Armenian rapprochement and some other issues as well. I
had contacts with several European counterparts. So, I have a lot to
tell you”,- said Medvedev.

For his part, the Armenian president expressed his gratitude for the
invitation and warm reception and stressed that working meetings are
very important.

“A number of key names of Armenian scientific and creative
intelligentsia are connected with Rostov-on- Don. There is a big
Armenian community here. Today I am going to meet with representatives
of Diaspora of Southern Russia. Certainly, we’ll speak about our
national affairs. At the same time, I’d like to recall that a good
Armenia of Diaspora is a good demanded citizen of Russia”,- said
Sargsyan.
